The article substantiates the objectivity of migration processes on a global scale, examines the trends of their development. The special approaches applied in developed countries to the issues of migration regulation in modern conditions have been studied. The consequences of market reforms on the regional labor market in the domestic economy are argued. The supply and demand for labor resources in the regional labor market are analyzed and problems are identified, in particular, low incomes and insufficiently high qualifications of workers negatively affect the development of the labor market in the regions of the Republic of Tajikistan, in particular, in the Sughd region. The authors calculated the coefficient of migration compensation for the districts of the Sughd region of the Republic of Tajikistan. The role of external migration in the development of the regional economy is characterized and conclusions are formulated about the general trends in the impact of external migration on the development of the regional labor market on the example of the Sughd region of the Republic of Tajikistan.

The article analyzes the labor market in Ganja-Gazakh economic region, the main "State Programs for socio-economic development of the regions of the Republic of Azerbaijan" (2004-2008, 2009-2013, 2014-2018, 2019-2023) to address the employment problems of the population. directions were considered. At the same time, the current situation of employment and unemployment in the region, the interregional distribution of productive forces, the region's infrastructure, the geography of natural resources were studied. Traditional production areas for the region, preferential loans provided to entrepreneurs within the framework of financed investment projects and other issues were discussed. The measures taken to eliminate the negative impact of the global crisis on the regions of Azerbaijan since 2016, the volume of output in key sectors of the economy are reflected. The discrepancy between job supply and demand in the region's labor market, as well as the main problems arising in the process of their coordination were analyzed. The urgency of original issues such as increasing production and exports, attracting effective employment, ensuring regional development by attracting domestic and foreign investment to the regions was brought to attention. The impact of investments in the regions on the development of the non-oil sector on the country's GDP was studied. The enterprises and jobs created in Ganja-Gazakh economic region were discussed within the program. In the end, the results of the analysis were reflected and suggestions were made to eliminate the existing problems.

This article is devoted to the problems of management and development of the labor market of the Republic of Buryatia. This article discusses the concepts of “labor resources”, “labor management system”. The main components of the labor management system in the region are considered. Systematized methods of labor management. The problems of the formation of new approaches to the management of labor resources in the Republic of Buryatia are highlighted. The features of the labor market infrastructure of the Republic of Buryatia are determined. A quantitative and qualitative analysis of the labor resources of the Republic of Buryatia, an analysis of the number of employees by type of economic activity and by form of ownership, an analysis of the distribution of cash incomes of the population of the Republic of Buryatia was carried out. Based on the analysis, a balance of labor resources was compiled, on the basis of which the main conclusions were made about the state of the labor market of the Republic of Buryatia, specific measures were developed to improve the infrastructure of the labor market of the republic.

The coronavirus pandemic almost immediately led to a global narrowing of the global economy, a sharp reduction in aggregate supply and demand. The decline in production was especially felt in the second quarter of 2020, when the recession in most countries of the world had a double-digit value. According to IMF forecasts, in general, the economy in developed countries, even in 2021, will not reach the level of 2019. The global economic downturn is accompanied by a massive reduction in jobs, rising unemployment, especially in industries that are focused on foreign markets and serving foreign consumers (export production, reception and service of foreign tourists, international transportation, etc.). The economic crisis caused by the coronavirus also hit global economic and technological ties, led to their widespread fail in many geographical points of the planet, and increased the risk of fragmentation and regionalization of the global market. All this was adequately reflected in change of global demand for labor, in a significant transformation of the structure, size and location of employment, and the state of the labor market as a whole. At the same time, the global crisis did not equally affect the level of employment in different types of activity, the formation of demand for labor, the labor market as a whole; the structure of jobs and employment in individual professions, instead of a proportional change, was uneven - mainly in an asymmetric form.

The article analyzes the gender and demographic features of the labor market of the Republic of Tuva: the structure and rate of employment and unemployment in gender dimension and historic retrospect covering the period of Tuva People's Republic (1921-1944), the Soviet and post-Soviet stages of history. On the basis of statistical data it is shown that from 1945 began predominance of female population in the demographic structure of the republic that is characteristic of modern Tuva. The author makes an attempt to give a historic explanation of this turn. The article shows changes in the ratio of male to female population of Tuva from 1931 to 2020 using various statistic sources and data. In the features of the gender profile of the regional labor market, the author identifies demographic, socio-cultural and economic factors determining it, in particular, the reasons for withdrawal of men from the economically active population in certain age groups. The article substantiates the thesis that, despite the steady trend of reducing unemployment in the republic in 2017, 2018, 2019, the issue of male employment remains acute. It also shows the level of demographic burden on the working-age population of the Republic of Tuva connected with the specifics of reproductive behavior of the population of the republic, namely, high birth rates, as well as the emerging trend of increasing the proportion of people over the working age due to the positive dynamics of increasing life expectancy in the republic.

The article was prepared on the basis of a field study implemented at Udmurt State University as a part of the research project “Transitive University in the Face of Global, National, and Regional Challenges”. The article considers the results of a survey related to the assessment by the teaching staff of the ways of interacting with regional subjects of the social order. 75% of respondents acknowledge the risks associated with educational and labor migration of young people from the Udmurt Republic. Professors mainly form competencies within the framework of the regular educational process: they select the topics of students’ term papers and graduate work in accordance with the needs of the region, take into account the needs of the labor market in the content of classes, participate in the organization of practices and help students to find employment in the regional labor market. According to professors, the most important role of the university is to participate in the development of the region along with large organizations and branches of government. A cooperative approach prevails, in which the university plays the role of a partner, not a driver. Professors rated the interaction of the university administration with state authorities of the Udmurt Republic as satisfactory – the average score was 3.1 points out of 5. Prospects for the development of the university are seen by the professors in four directions: orientation to the regional labor market, interaction with employers; scientific and innovative activities; digitalization and informatization of educational and administrative processes; development of international cooperation. Pessimism prevails in the responses of professors about the hopes for cooperation with authorities and business in the region, which requires a separate study, since it can be caused by a number of factors. As suggestions to the leadership of the university, the professors indicated: the need for more active interaction between the university administration and the leadership of the region and business, involving the university in regional projects, identifying the needs of the region and stimulating the leadership of institutions to form new directions in the scientific and educational sector, taking into account the prospects for the development of the republic. The study revealed two obvious facts. Firstly, professors are aware of the important role of the university and even support this idea as a strategic one. In other words, they show willingness. Secondly, professors, most likely, expect the initiative of active interaction with the labor market and regional authorities from the leadership of the university. In other words, they do not translate preparedness into action, awaiting action on the part of management.

Subject. This article examines the changes in employment of the population of the Russian Far East since the early 1990s. Objectives. The article aims to identify the specifics of the processes that are taking place in the regional labor market, and assess the scale and direction of labor mobility. Methods. For the study, we used a statistical analysis. Results. The article describes the features of the transformation of employment of the population of the Russian Far East in the initial period of the formation of market relations and at the present stage of economic development. It shows structural shifts in the regional labor market and assesses the impact of the growth of investment activity on labor mobility. Conclusions. The territorial features of the region have led to the development of significant deviations in the functioning of the labor market and in the structure of employment.

The article focuses on processes of the regional labor market during the economic slowdown that resulted from the global financial crisis in years 2007–2009, which is also called the Great Recession. The labor market’s situation is the result of the interaction of many complex processes. On the one hand, it is a derivative of the level of development and structure of the economy; on the other hand, the shape of the labor market is influenced by the changes associated with an ever-increasing integration of Poland with the European Union. In recent years, global economic processes, especially connected with the Great Recession, also play a significant role in shaping the situation of regional labor markets. The article presents the trends of development of the labor market in the region in years 2000–2009 in the field of economic activity and employment rates taking into consideration the selected demographic and economic categories of the population. The particular attention is devoted to the issues of development of unemployment and its typology. These elements of the labor market were presented in the local systems of the region with an indication of their spatial variation and intensity.On the basis of identified regularity of development of the studied phenomenon, the authors made an attempt to identify and evaluate the impact of the economic slowdown on the regional labor market at the local and regional level.

The article examines the main problems of the growth of productive employment at the level of the country and region. In particular, the tendency of regional differences in the structure of employment and the dynamics of wages was revealed. The main factors that prevent young people from taking a position in society adequate to the modern type of economic development are analyzed. In the Republic of Mordovia, data have been investigated that make it possible to judge the low attractiveness of the region's employment for young people, which contributes to the outflow of the most qualified personnel to other regions. Certain recommendations are proposed in the field of increasing employment, including the development of nonstandard forms of employment.
