The article focuses on the rapid increase in the role of the system of stimulation tools in the alternative energetics development in a context of the process of comprehensive greening of the modern world economy. The problems of the category determination of "stimulation" are reviewed both in modern legal science in general and in the field of international legal relations related to the development of alternative energetics. The incentive means of the development of alternative energetics, used at the domestic level, which are most widely used at the present stage of social development, are clarified. The main content of the work touches upon urgent problems of the role of international organizations in the stimulation system of the alternative energetics development. The importance of their participation in ensuring the sustainable development of the industry under study is substantiated, their role and function in the stimulation system of the alternative energetics are determined, and a classification of their activities is proposed. The tasks of governmental and non-governmental international institutions are analyzed in terms of the proposed classification; the examples are given from the practical implementation of tasks by several major international organizations. The options are proposed for improving the present model for the participation of international organizations with the stimulation system of the alternative energetics development. The focus is made on the problem of the states’ international responsibility for non-compliance with international treaties and the problem of priority correlation of international interest and state sovereignty in matters of reducing CO2 emissions into the atmosphere. It is concluded that there is a current trend of reorienting the activities of international organi-zations towards differentiation. It is stated that the programs and recommendations of international organizations are developed directly for particular states, taking into account their geography and economic status when choosing types and methods for the alternative energetics development.

In a globalized, interconnected world, multilingualism is essential for effective communication, understanding of other cultures, and the development of global citizenship values. In addition to being part of a global personal cultural identity and a practical tool for communication in transnational teams, multilingualism has been linked to creativity and to problem-solving, both of critical importance in addressing complex issues, and regular use of more than one language has even been shown to stave off dementia. International organizations, multinational corporations, and educational institutions approach multilingualism differently, each with the language strategy that aligns most closely with their mission and goals. How can international educators best prepare students for an increasingly multilingual world and workplace where multilingualism is the norm rather than the exception?

The article deals with the theoretical foundations, methodological features and practical problems of teaching discrete mathematics to future teachers of mathematics and computer science in terms of integrative-modular approach to the organization of the educational process. In particular, the multilevel system of purposes of continuous teaching discrete mathematics according to the scheme “school — bachelor — master” is constructed. The role of discrete mathematics in the modern world, science and education is analyzed. The necessity of introduction to the basic questions of discrete content line of schoolchildren and students is justified. The place of discipline “Discrete Mathematics” in the system of modern domestic general and higher education is revealed. Methodical expediency of development and implementation in the pedagogical practice of continuous learning methods of discrete mathematics in the system “school — bachelor — master” on the basis of integrative-modular approach to the organization of the educational process is justified. Based on the basic provisions of the competence approach, guided by the principles of fundamentality, continuity, integrativeness, professional orientation and modularity, a multi-level model of subject competencies — a system of goals for teaching discrete mathematics to future teachers of mathematics and computer sciences has been developed. The issues of practical implementation of the developed method are considered.

The chapter is about contemporary ecological problems of the Arctic with regard to the relevant regulations, as well as their practical implementation. The chapter outlines the range of problems related to the coordination of international cooperation and concerted actions of stakeholder states for sustainable development in the region. The goals of international treaties on environmental protection have been classified. There is a review of key tendencies of legal regulation improvement for safeguarding Arctic ecosystems and the designation of protected areas. The natural resources and theoretical issues of their use have been thoroughly described and illustrated with examples obtained internationally. There are conclusions on the state of the art in the field of international rules and regulations for the sustainable development of the Arctic, in particular by sound environmental management, improvement of infrastructure and industrial facilities, preservation of the authentic culture of the northern indigenous communities, and improvement of the quality of their life.

At present, under the background that the whole society is building a new pattern of social governance with common governance and sharing, we should give full play to the role of community social organizations in smoking-free community governance, plan as a whole, coordinate the cooperation between the society and the government to jointly carry out community governance-related issues, and realize the benign interaction between government governance, social adjustment and residents' autonomy. As an important part of community diversified governance, community social organizations have gradually become an integral part of smoking-free community governance by virtue of their own advantages of autonomy, non-officiality and openness, and have received more and more attention and favor. At the same time, relying on their own advantages, they created a pattern of community pluralistic governance together with other organizations, which has improved the ability and level of smoking-free community governance. In the process of all-round social development, social community organizations have mushroomed in the governance of various communities and made great progress in terms of quantity, organizational quality, importance and function. Modern smoking-free community governance is increasingly inseparable from community social organizations. In view of the importance of community social organizations to community governance, this paper studies the existing problems of community social organizations in community governance, understands the difficulties of cooperation among multiple subjects under the current trend of pluralism, explores how to better play the role of community social organizations, and gives operational and effective countermeasures and suggestions based on the problems existing in community governance to effectively promote the improvement of smoking-free community governance, which is very necessary and urgently needed.

Integration associations in the modern world. Depending on the foreign economic and foreign policy priorities of the country, its status in the integration associations is designated. In the course of writing this article, based on empirical and theoretical research methods, it was possible to determine the difference between the types of participation of countries in international organizations, highlight the main reasons for countries to obtain observer status with the Eurasian Economic Union, and also analyze the prospects for expanding the integration association.

AbstractThe author examines the legal status of international organizations and foreign states in trade and commerce in the Russian Federation. The specifi c issues which are touched upon by the author include general problems of the participation of public entities—such as international organizations as legal persons and the immunity of foreign states and international organizations—in civil law relations. The author concludes that domestic legislation should not be considered to be the only source of law for regulating private international relations involving states; practice illustrates that international treaties are also a source of such rules and regulations. Special attention in this article is devoted to characteristic features of the legal personality of international organizations, the sources of law regulating relations in which international organizations participate, the role of domestic law and internal rules of international organization itself, the various aspects of the legal capacity of international organizations as subjects of Russian civil law including agreements involving international organizations, the legal status of their separate divisions, issues relating to the property rights of international organization, and the civil law status of representatives of foreign states attached to international organizations (and their civil servants). The legal base for this research is formed by international treaties, the charters and internal rules of international organizations, and rules of Russian civil legislation as well as decisions of Russian and international judicial bodies. By way of conclusion, the author postulates that it is wise for domestic (and foreign) natural and legal persons, which enter into relations with the international organizations and foreign states, to take into consideration the specifi c nature of the above-mentioned subjects. In practice, this may result in dismissal of a plaintiff 's claim in a RF court where the defendant is an international organization or foreign state. It may thereby be impossible to hold such an organization or state civilly liable (without its consent) for breaching a contractual undertaking.

In the aftermath of the cultural renaissance movement (naḥḍa), especially during the second half of the 20th century, philosophy succeeded in regaining the status it enjoyed in medieval times as an important part of the Muslim intellectual discourse. In recent decades, philosophical thought (falsafa) has gained more prominence and relevance, especially with regard to the Islamic debate about the role and function of the Islamic tradition in the contemporary modern world. In this debate, Muslim philosophers deal with various questions and issues, foremost among them: the concept of knowledge, the wider question of reform (iṣlāḥ), and the relationship between religion and secularism. How Muslim thinkers and philosophers understand the questions and how they answer them vary widely, depending on their methodological approach to these issues - metaphysics, historicity, hermeneutics, and deconstruction – as well as their different positions regarding the role of philosophy in relation to contemporary Islām in general and its role in understanding the Islamic tradition’s relation with modernity in particular. The aim of this paper is to shed some light on the methodological diversity in contemporary Muslim philosophy, through readings of the work of four thinkers.

Our understanding of illicit waste trafficking (IWT) is in its embryonic stages; most notably, the transnational nature of this phenomenon has hitherto been neglected in extant empirical research. This study provides the first analysis of the possible coorrelates of transnational IWT at a global level. Through recourse to information extracted from the official Basel Convention National Reports, we constructed a network of the most relevant IWT connections between 148 countries. Next, we quantitatively investigated the role of specific potential factors that influence the structure of this transnational network. Our results indicate that illicit waste is trafficked toward poorer and more insecure countries, primarily via former colonial connections. As such, IWT poses a direct threat to the sustainable development of these countries. Mere adherence to international treaties and promulgation of environmental laws does not in and of themselves explain whether a country is part of the global IWT network, although the establishment of dedicated courts and tribunals does reduce the risk of being a recipient of trafficked waste. Solid anticorruption measures and a strong rule of law increased the likelihood of being a source country in the IWT network, which, in turn, calls for a more global approach to the management of environmental issues.

In the modern world, the sustainable development of higher education institutions is determined by their ability to integrate into the global digital knowledge. The study aimed to find out the needs of faculty in digital technologies for teaching and research. The study also aimed to find out the faculty's opinion about the building of Regional Universities' Partnership for Technical and Vocational Education and Training (TVET) in Information and Communication Technologies (ICT). The practical implementation of the study could be launching a regional universities' partnership and the development of a regional resource center, which will serve for internationalization, intercultural and interpersonal exchange, and provide long-term benefits to partner universities to improve their educational potential. Due to the uneven development of digital technologies in higher education, these conclusions apply to universities not only in Central Asia but throughout the Eurasian region.
