Research on the Influence of Community Social Organizations on Smoking-Free Community Governance Based on the Trend of Pluralism

At present, under the background that the whole society is building a new pattern of social governance with common governance and sharing, we should give full play to the role of community social organizations in smoking-free community governance, plan as a whole, coordinate the cooperation between the society and the government to jointly carry out community governance-related issues, and realize the benign interaction between government governance, social adjustment and residents' autonomy. As an important part of community diversified governance, community social organizations have gradually become an integral part of smoking-free community governance by virtue of their own advantages of autonomy, non-officiality and openness, and have received more and more attention and favor. At the same time, relying on their own advantages, they created a pattern of community pluralistic governance together with other organizations, which has improved the ability and level of smoking-free community governance. In the process of all-round social development, social community organizations have mushroomed in the governance of various communities and made great progress in terms of quantity, organizational quality, importance and function. Modern smoking-free community governance is increasingly inseparable from community social organizations. In view of the importance of community social organizations to community governance, this paper studies the existing problems of community social organizations in community governance, understands the difficulties of cooperation among multiple subjects under the current trend of pluralism, explores how to better play the role of community social organizations, and gives operational and effective countermeasures and suggestions based on the problems existing in community governance to effectively promote the improvement of smoking-free community governance, which is very necessary and urgently needed.

The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

BACKGROUND: Coronavirus Disease-2019 (COVID-19) is very shocking to the world. Until mid-2020, this virus has not yet found a vaccine that can be produced and can be applied en mass across the country. The spread of COVID-19 differs between regions which implie that regional characteristics have an influence on the rate of growth. Regional and social climate factors are thought to have a role in the growth rate of COVID-19. AIM: This study aims to find the role of climate and social society on the spread of COVID-19. METHODS: This research uses OLS regression analysis method, and then continued with Chi-squared Automatic Interaction Detector analysis to find the segmentation of the role of climate and social factors on the daily growth rate of COVID-19 in positive and deceased patients. RESULTS: The results of this study state that all independent variables of the study have a significant effect on the spread of COVID-19, with R-squared values in positive and deceased patients, respectively 61.1% and 70.0%. Strategic steps are needed to carry out policies that are targeted, effective and efficient. CONCLUSION: The results of this study can be a reference for the government in determining policies to reduce the growth rate of COVID-19, by focusing on areas that have poor sanitary environment and area are on Java Island.

This article examines the role of networks of intellectuals in the aspect of seeking ways to overcome the current crises (primarily political-legal) trends. The object of this research is the networks of modern intellectuals. The authors clarify the concept of the networks of intellectuals, review the structural elements and relationship models between the participants. Leaning on the contemporary scientific material, the article describes most popular relationship strategies between the users of the networks of intellectuals and the government. Practical examples of relationships between the U. S. and European intellectuals along with the key difference in the applied strategies are analyzed. Among the main conclusions, the authors note the peculiarities of interaction inside and between various networks of intellectual; however, confrontation between the opponents appeared to be most constructive. Networks of intellectuals can be formed and function for several centuries and on the territories of multiple countries, launching functional chains presented by the developed ideas and concepts. The applied analysis demonstrate that intellectuals of the United States and Europe (despite commonality of views) adhere to different behavioral strategies in their relationship with the authorities: being in management structures or holding a position of independent experts respectively.

In this era of the COVID-19 pandemic, there are many things that need to be watched out for and also need to be prepared. The role of the government as one of the leaders of a country needs to have a plan to overcome these problems. One of the efforts made by the government is to create a Covid-19 emergency hospital by converting the Kemayoran and Pademangan  Wisma Athletes. The selection of this athlete's home is considered to be able to accommodate patients affected by COVID-19. But not only that, every room in this emergency hospital is a shield for every patient. Each room in the athlete's house has its own role and function, not least as a means of defense for every patient, to support this, the use of descriptive and narrative analysis is to explain how the architectural layout in the athlete's house and also use narrative analysis techniques to focus on an idea that can be developed into a related part. From the results of this analysis, it is also expected to get results to provide new knowledge, about how patients in the athlete's house become a means of defense for themselves.

From the perspective of political science the paper is a comparative overview of some of the main approaches on competitiveness. The focus is on their strengths and weaknesses in the explanation of the role of the government. Yet the paper compares some of the more recent authors as Porter, Reich, Thurow, Ohmae and Strange. The implication is that government intervention is still needed to provide both sustainable competitiveness (Strange) (modesty as opposed to resource depletion) and social adjustment (jobs) to innovation in the long-term dynamic picture (Porter) because government is still at the basis of the welfare pyramid (Thurow). I start with the authors’ assumptions and proceed with their view on the role of the government to conclude that this role is underestimated in the social and overestimated in the business sphere.

IHC is one form of community-sourced health efforts (UKBM) managed from, by, for and with the community, to empower the community and provide facilities for the community to obtain basic health services. Efforts to improve the role and function of IHC are not merely the responsibility of the government, but all components in the community, including cadres. The role of cadres in the implementation of IHC is very large because in addition to being a provider of health information to the community to come to the IHC and carry out clean and healthy life behaviors. Linggasari is one of the villages in Ciamis Sub-District, Ciamis Regency, which has good potential about the existence of IHC. The number of IHC in Linggasari Village are 8 units. Cempaka Putih is one of the IHC in Linggasari Village. The IHC is still in progress, which requires assistance. Based on the situation, it is necessary to have assistance for the development of it by conducting community service, namely through fostering and counseling cadres on the management of IHC that is carried out from November 27, 2017 to January 03, 2018.

AbstractThis paper is based on research results that describe the role and function of foundations in fostering madrasas. His findings indicate that the weakening of the role and function of foundations in fostering madrasas, especially in their control functions, results in the existence of madrasas that are unable to compete with educational institutions at the same level as their surroundings. The transfer of control functions by the foundation to a madrasah head indicates that the management process has not been fully developed as a collaborative process between the foundation, the head, and the madrasah committee. The government itself has only played a role at the level of administrative guidance for madrasah institutions and has not yet touched on the aspect of foundations as the owner of madrasah institutions. Therefore, steps are needed to increase the role of foundations in fostering madrasas through strengthening institutional management, strengthening human resources for teaching and education personnel as well as adequate infrastructure to drive the pace of madrasah institutional organization. Supported and strengthened by refreshing mutual agreement in carrying out the vision and mission of madrasah management to achieve shared goals. The knot point, among others, lies in the leadership of the foundation and the head of the madrasa which is strengthened by empowerment support by the government.AbstrakTulisan ini bersumber dari hasil penelitian yang menggambarkan peran dan fungsi yayasan dalam membina madrasah. Temuannya menunjukkan bahwa dengan melemahnya peran dan fungsi yayasan dalam membina madrasah, khususnya pada fungsi pengendalian, berakibat pada eksistensi madrasah yang tidak mampu berkompetisi dengan lembaga pendidikan setingkat di sekitarnya. Penyerahan fungsi pengendalian oleh yayasan pada seorang kepala madrasah, mengindikasikan bahwa proses manajemen belum sepenuhnya dibangun sebagai suatu proses kerjasama antara yayasan, kepala dan komite madrasah. Pihak pemerintah sendiri baru berperan pada tataran pembinaan administratif kelembagaan madrasah dan belum menyentuh pada aspek yayasan sebagai pemilik kelembagaan madrasah. Oleh karena itu diperlukan langkah peningkatan peran yayasan dalam membina madrasah melalui penguatan manajemen kelembagaan, penguatan SDM tenaga pendidik dan tenaga kependidikan serta sarana prasarana yang memadai untuk menggerakkan lajunya organisasi kelembagaan madrasah. Didukung dan diperkuat dengan penyegaran kembali kesepakatan bersama dalam mengemban visi misi pengelolaan madrasah untuk mencapai tujuan bersama yang dinginkan. Titik simpulnya antara lain ada pada kepemimpinan yayasan dan kepala madrasah yang diperkuat dengan dukungan pemberdayaan oleh pemerintah.

The era of seed commercialization with agribusiness perspective is marked by the stipulation of Government Regulation No. 22/191. However, in general the stipulation of the government regulation has not been able to provide quality paddy seeds according to farmers’ needs and instead the paddy production tends to be stagnant. In very difficult conditions to carry out intensification and conversion of agricultural land that continues to suppress food production, the position and function of quality paddy seeds becomes very strategic in the increasing production, therefore, quality paddy seeds must be available enough for all farmers. The current problems in the supply of quality paddy seeds from the formal channel, among others: lack of cooperation between institutions and weak supervision. Under these conditions the role of informal paddy seeds is large enough to support paddy production so that West Java paddy production can be met according to the targets set. Therefore, solutions should be found in the supply of quality paddy seeds, not only through formal channels, but also through informal channels. This study uses descriptive analysis to formulate institutional strengthening of formal and informal complementary paddy seed systems to increase production and income of paddy farmers in West Java.

The Hajj Guidance Group (KBIH) was established with the aim of accompanying jama'ah in carrying out the pilgrimage to the mabrur pilgrimage. In carrying out the guidance of the Hajj on KBIH, it is of course necessary to apply good management functions, so that the guidance process can run well and effectively according to the desired program, so that the presence of KBIH is able to deliver and print quality and independent pilgrims. The government through the ministry of religion provides space for the community to hold pilgrimage guidance. In this context the existence and role of KBIH is very strategic, so it needs good preparation in its implementation. The role and function of KBIH in organizing the Hajj is to prepare pilgrims through manasik guidance so that Jama'ah can be independently knowledgeable in carrying out the Hajj in the holy land. KBIH volunteered to prepare the pilgrims to carry out a series of Hajj rituals independently according to the Shari'ah so that they could achieve the goals desired by each congregation, namely the title of Mabrur Hajj.
