The aim of the work substantiate the possibility of using public-private partnerships as a tool for the innovative development of university clinics in the model of a university dental clinic on the principles of PPP. Results the article explores the development of university clinics on the principles of DPP on the example of the developed model of a university dental clinic - as the main tool for achieving their stable development in the long term Conclusions the model of organizing the activities of university clinics on the principles of DPP, proposed in the article, reasonably forms the strategic goal of their development, and determines the directions for the implementation of their functions in accordance with the simulated conditions.

This article contains an analysis of the “ECC effect,” that is, the long-term change produced in Polish cities by participation in the competition for European Capital of Culture 2016, which lasted in Poland from 2007 to 2011. The authors concentrate on four basic subjects: (1) city identities; (2) city images; (3) the influence of new cultural institutions on the socio-cultural fabric of cities; and (4) the development of cultural policies and the Europeanization of Polish cities. Their findings are based on the research project “The ECC Effect: In Search of New Urban Narratives,” which was commissioned by the IMPART Festival Office and conducted in 2016 in 7 of the 11 candidate cities: Gdańsk, Katowice, Lublin, Łódź, Poznań, Szczecin, and Wrocław. The authors claim that the competition for European Capital of Culture indubitably initiated extensive transformation processes in Polish cities. It led to an improvement in their images more openness and internationalization, and to a redefinition of the role of culture in innovative development policies.

Orientating to the innovative development and economic growth, provided by them, nowadays allows enterprises to achieve competitive advantages not only in the production and sale of products (projects, services), but above all in the methods of business development. The theory of innovative development in the economy, which is one of the main economic doctrines of modern times for a large number of countries in the world, is now only being formed in Ukraineand is in the stage of active development. Considering the features and problems of the innovation processes of domestic enterprises, there is a need to further develop their competitiveness for domestic and external markets. The purpose of the article is to develop the theoretical and methodological foundations in the field of enterprise development based on innovation, as well as to determine the role of innovation to ensure the stable development of the enterprise. The object of the study is the formation of an innovative strategy of the enterprise and its components for the implementation of an innovative project. Methods used in the research are a systematic approach, a method of generalization, comparison. The hypothesis of research is that innovation plays an important role in ensuring the stable development of the enterprise. The statement of basic materials. It is determined that innovative development is a consequence of innovative processes occurring in the enterprise. In its innovative development, enterprises go through a number of stages: research, development and implementation. The main properties of innovation are scientific novelty, practical applicability and commercial feasibility. The method of forming a strategy for the introduction of innovation, types of improvement of the competitiveness of the enterprise, stages and components of the innovation process are all considered, as well as factors that may affect the formation and outcome of the investment and innovation project. Originality and practical significance of the research. The article gives an idea of the role of innovation for a modern enterprise and helps to determine the main guidelines for the development and implementation of innovative solutions. The author reflects on the most important properties of economic innovation processes, which enables us to significantly distinguish them from other business processes. Conclusions of research. It was concluded that in the conditions of the modern economic environment, innovation for an enterprise is a necessary condition for survival.  However, by introducing innovations, managers of all levels are faced with the problem of uncertainty of new factors that have a significant impact on the progress of the innovation process and on the activity of the enterprise as a whole. The research results can be used in the development of strategies for the implementation of the innovation process in an enterprise of any form of organization.

The state of national innovation systems of Russia and EU countries in the context of these systems elements interaction with industrial enterprises is analyzed in the article. Notwithstanding the deployment of tools to standardize delivery processes, public–private partnerships (PPPs) have encountered significantly different experiences across a broad spectrum of applications during their long-term contractual phase—including those in Ontario Canada, one of the world’s most active PPP markets. This article conducts an in-depth case study of the PPP for the new Bridgepoint Active Health care Hospital, an award-winning 464-bed hospital and administration facility delivered using a design–build–finance–maintenance PPP. This article reveals the role of personalities, relationships, and strong leadership in bringing a successful project to fruition in the face of complex, intersecting challenges. In this context, the PPP is only one variable in explaining the overall success of this complex and highly visible social infrastructure project.

The aim of the work to substantiate the possibility of using public-private partnership (PPP) as a tool for the innovative development of university clinics (UK). Results the article reveals the problems of the current system of university clinics, shows the foreign experience of using public-private partnerships in healthcare. PPP mechanism is defined as the main tool for reforming university clinics. The main directions of the development of the UK, such as: regulatory, organizational, managerial, financial, informational, capable of providing a modern, autonomous, economically sustainable model of the UK, is also presented in the article. Conclusions the article describes the current university clinics in Ukraine. Taking into account the experience of developed countries of the world, as well as the economic situation in Ukraine, a more effective form of organizing of UK on the principles of PPP as a tool for innovative development of university clinics is sustained.

The article discusses and defines the concept of self-financing which unlike statutory reserves is not necessarily displayed in a balance sheet and may take different forms of investment. It is pointed out that one of the main principles of generating investment resources of an organization is the principle of correspondence between attracted investment resources and investments needed, which is based on calculations of the total of real and financial investments. It was found that the problem of financial and credit support of innovative development through self-financing relates to the portfolio allocation model of scarce investments between the elements of organization. Such an approach results in a situation in which some innovative projects receive insufficient investment resources. The concept called “routinization of innovation” is considered as a stage of the innovation process which is characterized by the accumulation of constantly reproduced traditions. The savings achieved through this should be spent on the routine of innovation. The possibilities of using self-financing are examined. It is viewed as the main tool for introducing innovative development in building organizations under current conditions. Reasons for lack of effectiveness of this tool are described. The methodology for calculating the range within which self-financing is considered to be reasonable is presented. It is proved that in order to facilitate the effective operation of an organization, given the process and structure of self-financing, its innovative adaptation should reflect the ability to perform all the functions (including the logistics of resources) arising from innovative development of the organization.
