This paper investigates the impact of cultural and gender systems in the production of the unequal relationships of Arab women and men to the laws and practices of citizenship. I analyze key laws, social practices, and institutions through which citizenship in Arab states has privileged a masculine citizen. Given that citizenship is mandatory in the modern “nation-state” (Zubaida, 1988), it is striking to observe the reality that the modern “nation-state” has mandated a masculine citizen. Many of the issues affecting the gendering of citizenship in Arab countries appear to be specific to Arab states. Many are shared within the Middle Eastern region. Other issues are similar to patterns found in Third World countries. And some appear to be common to state societies in general. We need to both challenge the misplaced assumptions of cultural homogeneity in the Arab world, as well as sharply identify the patterns which are specific to the gendering of citizenship in Arab states. Therefore, while the focus of this paper is the gendering of citizenship in Arab states, it is my aim to contribute towards the comparative study of processes, which lead to the gendering of citizenship in order both to deessentialize Arab cultures and to understand their specificities.

The Arab Spring refers to the protests and revolutions that spread across Middle Eastern and North African Muslim countries in the spring of 2011. It was the first “social media revolution”, which demonstrated the spread of social revolution and the way civil protests and demands for political reforms can swiftly spread globally through social media. Following the social movement in the Arab World, the turmoil in the Middle East continued with the Israeli Social Justice movement of summer 2011, which was also identified as a social media revolution. Same as in the Arab World, in Israel too new media increased the role of the public, who could influence political issues by bypassing the monopoly of the political establishment and traditional media on the political discourse. The research examines the way that the concept of democracy in the region changed in the digital age. The findings show that social media became crucial in shaping the political discourse and determined dramatic changes in the balance of political power in Israel and Arab countries. Through digital technology and online campaigns politics changed as young Arabs and Israeli altered public agenda from the traditional religious and political Arab-Israeli conflict to social and economic issues.

When we try to recall the most famous artworks, what immediately comes to mind are works by male western artists, which makes us wonder about the role of women, especially Arabian women in the art world. This research utilizes the comparative analytical method to discuss the role of female Arabian artists in the Arab region and the western world’s art market. By first gathering data pertaining to works sold at auctions by female Arabian artists from the 20th and the 21st centuries, and who belong to both the eastern and western ends of the Arab world. Then analyzing and comparing the data to understand where women artists of the Arab world fit in the Arabian and Middle Eastern region art market. And to also understand the status of female versus male artist by comparing the highest prices reached by a work of art sold at an auction for artists of both sexes Arabian or western. Results show clear supremacy of male versus female artists in the art market whether in the Arab or the western worlds leading to the conclusion that women’s work is still valued significantly lower than that of men.

This chapter introduces the development of strategic management as a formal discipline and provides an overview of strategic management concepts, models, and best practices, highlighting the difference between strategic thinking, planning, and management. It then zooms into the current strategic practice in different Arab countries to formulate a reasonable understanding of the effectiveness of such practice in serving governments and organizations to achieve their national strategic goals and objectives. The study employs a mix of research and evaluation tools, derived from the literature and best practices, to assess the maturity levels of the adopted strategic practice by Arab states and examines its relationship to and impact on government performance, in particular that which is related to achieving social justice, sustainable development, and democracy. In conclusion, the outcome of the investigation is used to suggest solutions to drive improvement to the current strategic practice in the Arab world.

Information communication technologies (ICT) have become an effective force for accelerating political, economic, and social development, decreasing poverty, and fostering trade and knowledge; however the uneven distribution, usage, and implementation of ICT resulted in what is known as the “digital divide” between those who have access to and utilization of information resources and those who do not (Internet.com, 2004). The Middle East, with the exception of Israel, is the least ICT connected area worldwide with only 1.4% of the global share (less than half of the world average of 5.2%). ICT adoption and access in the Arab world are far from adequate; only 6% of the Arab world population uses the Internet, while the penetration rate of personal computers is 2.4%, and less than 4 % of the Arab population has access to a ground telephone line (Ajeeb, 2006; NUA, 2005). The trend of globalization forced Arab countries to realize the power of ICT as one of the most important factors in achieving sustainable growth. During the past decade, genuine efforts have been implemented by Arab governments to utilize ICT; as of May 2005, every country in the Arab world (as seen in Table 1)—except Iraq and Libya—has a clear strategy or at least a plan for promoting ICT (Dutta & Coury, 2003). In her book, Technology Strategies for Putting Arab Countries on the Cyber Map, Reem Hunaidi (2002) stated that despite Arab world efforts to utilize ICT, Arabs are still far from bridging the digital divide. Hunaidi stated that the Arab world is still scoring low on the Digital Access Index (as seen in Table 2), adding that bridging the digital divide requires commitment from all development stakeholders, not only Arab governments. The Hunaidi study concluded that development should start within the Arab society through liberating Arab human capabilities, especially those of women questioning how a society can compete in an increasingly globalized world if half of its people remain marginalized (Hunaidi, 2002). The UNDP 2004 report on human development in the Arab world added to Hunaidi’s question stating that the first step in human ICT development is to bridge the gender divide within the Arab world and make use of the latent 50% of the Arab population. The Arab world has the lowest Gender Empowerment Measure (GEM) worldwide next to Sub-Saharan Africa. Nancy Hafkin and Nancy Tagger (2001), in their study “Gender, Information Technology, and Developing Countries”, stated that the degree of gender bias can be vividly seen across the Arab region. Figures indicate that Arab users constitute 4% of Internet users in comparison to 22% of users in Asia, 25% in Europe, 38% in Latin America, and 50% in the United States. Hafkin and Tagger (2001) concluded that several challenges of socio-cultural, political, economic, and education disparities need to be addressed towards advancing Arab women’s active participation in the new networked information society.

PurposeThe purpose of this paper is to address how cultures could affect the way different people use the internet. The study showed that there is a great potential for e‐commerce in Egypt in particular and Arab world in general. However, there are many challenges, where people are used to paying cash for what they buy, the credit or debit card as an instrument for buying things is not readily acceptable by public Egyptians.Design/methodology/approachThis is an exploratory study based on analysing secondary data and observation. The reason for choosing this approach in this stage of research is the lack of research that deals with this particular issue in the chosen case study.FindingsThe results showed that e‐commerce has some merit in targeting global customers, if it considers cultural differences when adopting and applying global marketing strategy. Although there are many governmental initiatives to adopt ICT on all levels in Egypt, the reality still far behind and there is still a lot need to be done from both government and private sector to gain the benefits required. Research limitations/implications–Limitations include the use of secondary data and observation as the research method in this study. Empirical data and sampling will be required for further research. A comprehensive cross culture study among Arab countries and how a framework of culture could affect the online shopping behavior will be required for further research. Managerial implications are discussed with respect to formulating suitable marketing strategy to fit with the cultural differences of the Middle Eastern courtiers especially the language, values and religion.Originality/valueProvides insights for future researchers.

Background: The progress and innovation in telemedicine within the Middle Eastern countries have not been heavily monitored. Therefore, the present study aims to analyze the scholarly work conducted in the Arab world, using reproducible statistical and scientometric techniques.Methods: An electronic search of Web of Science (core database) had been conducted through use of an extensive search strategy comprising of keywords specific to the Arab region, EMRO countries, telehealth, medical conditions, and disorders. A total yield of 1,630 search results were processed, indexed through July 7, 2020. CiteSpace (5.7.R1, Drexel University, Pennsylvania, USA) is a Java-based application, a user-friendly tool for conducting scientometric analyses.Results: The present analyses found a lack of innovation in the field of digital health in the Arab countries. Many gaps in research were found in Arab countries, which will be discussed subsequently. Digital health research was clustered around themes of big data and artificial intelligence; a lack of progress was seen in telemedicine and digital health. Furthermore, only a small proportion of these publications had principal or corresponding authors from Arab countries. A clear disparity in digital health research in the Arab world was evident after comparing these insights with our previous investigation on telemedicine research in the global context.Conclusion: Telemedicine research is still in its infancy in the Middle Eastern countries. Recommendations include diversification of the research landscape and interdisciplinary collaborations in this area.

The Arab Spring was a series of protests which took place in Arab countries against longstanding dictatorial regimes, because of the latter’s inability or refusal to deliver socio-economic and political justice to the common 99 masses. Protests spread like fire and made an impact not only on the governance of the Arab world but also internationally, by involving big players like Russia and the United States of America. Yet these events were intensely complicated, with multiple actors and layers of history involved in each country. The book under review here is one prodigious effort to understand the Arab Spring, considering causes and effects of the uprisings. Structurally, the book is divided into two parts. The first part, consisting of seven chapters, deals with the uprisings in Arab countries; part two, consisting of six chapters, discusses the impact of the Arab Spring on the non-Arab world and their core interests related to the uprisings.

Parliamentary gender quotas have become increasingly prevalent since the 1990s, yet in-depth research illuminating their effects on women’s political agency remains scarce. Iraq’s political evolution offers a unique perspective on feminist, democratization, and gender quota scholarship as related to Middle Eastern women in politics since the US and allied invasion of Iraq in 2003. Throughout Iraq’s modern history, Iraqi women’s ability to pursue legitimate political agency has fluctuated with changes in the country’s political climate. The 2003 invasion set in motion sweeping reforms to the judicial, legislative, and executive governing powers. Women’s potential role in the emerging polity was enhanced by enactment of an electoral gender quota stipulating no less than twenty-five percent of seats in the Iraq parliament to be filled by women. This article presents research that sought to elucidate the impact of that quota on women’s political mobilization since 2003. Data collected included televised interviews, reports, and media articles that were qualitatively analyzed using a critical literary theory approach. Analysis was aided by NVivo qualitative analysis software. The findings indicate that although the gender quota has nominally increased descriptive representation, it has proven insufficient to support women’s substantive and symbolic representation. Issues of women’s socioeconomic position, lack of cooperation among female members of parliament, and ongoing security threats must be addressed for women to achieve full political legitimacy.

Purpose The purpose of this paper is to investigate the impact of perceived satisfaction with mobile payment applications based on use experience, and subsequent stated expectations on brand loyalty and future use behavior using a theory-based research integrative model of factors that influence Arabs’ intentions to use mobile payment application(s). Design/methodology/approach A conceptual model was developed using the mixed research method approach. The focus group approach was used for the qualitative study and structural equation modeling for the quantitative study. Primary data were collected online. Participants were 305 Arab consumers from nine countries in the Middle East. Findings Satisfaction with the quality of mobile payment application(s) increased use experience and enhanced consumers’ expectations, which in turn positively affected loyalty and purchase intentions. Research limitations/implications The study encompassed mobile payment application(s) in nine countries rather than focusing on one market, or on one product type and business. The paper did not perform a comparative study between sampled Arab countries, but rather it sees all countries and respondents just as Arabs. Practical implications Service providers should build mobile application(s) based on the features of usability, availability, reliability, adaptability, accessibility, responsiveness and security. Originality/value This study is one of the first studies that empirically examines mobile payment consumer’s usage behavior from nine countries of the Arab world where there is scarce research on the topic in the region.
