Response of the world community to COVID-19 challenges in education (February – June 2020)

The experience of foreign countries in responding to COVID-19 in education is analyzed and the recommendations of leading international organizations on the organization of instruction under the pandemic are summarized. The formats of the international community's response to the challenges of COVID-19 and the complexity of initiatives implemented within global guidelines, taking into account the national context, are revealed. The procedures for emerging from lockdown by countries are highlighted.

The world community and governments are constantly on the lookout for an effective benchmark for countries: the benchmark for their success or failure, security and vulnerability, quality of life, op enness, etc. All indices are inherently objective integrators of subjectively objective indicators. The confidence in the index is based on the equilibrium of these categories. The study tried to evaluate the degree of the sovereignty of the countries, and that of Ukraine in particular, with the help of the objectivity, which can be involved by the powerful econometric apparatus. Selection, normalization, estimation of stationarity and correlation analysis gave permission to accumulate the base of more than 40 statistical indicators for the countries of the world to a generalized index and forecast the development of its dynamics for the future. The country’s sovereignty index is considered to be integral and having a scale from 0 to 100. For a more visual presentation of the results, the scale of the sovereignty index is proposed for comparable countries, with the definition of a country conditionally relatively independent of the influence and recommendations of external international organizations or entities. It turned out that, in general, all the studied countries had a similar tendency for the development of the phenomenon, which confirms the effect of globalization and synergy in the external activity of these countries. This index may turn into a future measure of the success and failure of government policy and become an instrument for choosing the direction of the country’s development.

As a result of the recent world food situation, particularly the problem of repeated production shortfalls, the precipitous drawdown in grain stocks and the rapid increase in grain prices, widespread concern has developed over instability in food supplies and prices. Government officials and heads of international organizations have given considerable attention to stabilization measures, particularly grain reserves, as a means of offsetting fluctuating supplies and unstable prices of basic foodstuffs.For the United States, the problem of fluctuations in grain prices and unstable markets is not one of domestic origin. At recent levels of production, grain supplies have always exceeded domestic needs in the past two decades. Wheat is a good example. U.S. exports of wheat as a share of domestic production went from about 40 percent in 1970-71 to about 70 percent in 1972-73. In recent years, U.S. overseas markets have been the main source of instability in grain prices. Instead of reducing grain consumption or relying on their own grain reserves, many foreign countries experiencing shortfalls in grain production used the world and U.S. markets to purchase needed supplies.

Currently, much attention is paid to the prevention of recidivism in the modern society in the whole world. This problem is the most topical and relevant, because the process of criminalization of our society has been developed widely in the world, which, together with the process of preventing recidivism, takes a key place in the productive activity of decriminalization. The need for preventive work in the sphere of recidivism allows us to stable the general situation in the society, carry out various economic reforms, increase moral and psychological values and other factors that help influence positively the criminological situation. The article considers possible ways to solve this issue at the legislative level, as well as the practical activities of foreign countries to solve this problem. The results of the study allow us to show that the prevention of recidivism nowadays plays an important role in the decriminalization of the entire world community, which needs a comprehensive system of social rehabilitation of released persons from prisons in order to keep them from committing a repeated crime.

The author has carried out a comparative analysis of the normative provisions of the legislation of Ukraine and some foreign countries on preventive activities, in particular the regulation of tasks to identify the causes and conditions that contributed to the crime during the pre-trial investigation. The annual increase in the number of criminal offenses indicates the need to introduce the institution of preventive activities of investigators and interrogators into the current Criminal Procedural Code of Ukraine. The scientific views of scholars have been studied and the own vision of the raised problems has been developed. The issue of the essence of identifying the causes and conditions that contributed to the commission of a criminal offense and its normative enshrinement in legislation at some historical stages of the development of our country and the world community has been studied. Based on the analysis of theoretical developments of scholars on criminal procedural legislation of Ukraine and the practice of pre-trial investigation and inquiry of some post-Soviet countries on issues related to the research topic, the author has placed emphasis on the significant shortcomings of legal regulation of preventive activities of investigators and interrogators during the pre-trial investigation. The author has presented own point of view on the preventive activities of investigators and interrogators during the pre-trial investigation as one of the main tasks of such an investigation, in particular to identify the causes and conditions that contributed to criminal offenses and take necessary and effective measures to eliminate them through the appropriate agencies and their chiefs, which is offered to be enshrined in the current Criminal Procedural Code of Ukraine and the departmental regulatory base.

In the article, the authors consider issues of AML/CFT implementation in a world and Russian practice as a global threat to the national security of states and the world community as a whole. Despite the existence of regulated AML/CFT systems in foreign countries, the events of recent years have shown the necessity for their modernization in accordance with the conditions of global realities. At the same time, domestic experience is reflected in the insolvency of AML/CFT requirements.One of AML/CFT tools is the implementation of compliance functions in the activities of organizations. The authors carried out a complex analysis of the compliance phenomenon in Russian reality, identified and analyzed the main problems of introducing the function studied. Keywords: AML/CFT, compliance function, compliance officer, regulator, credit and non-credit financial organizations, compliance risk.

The article examines the forms of support for the international community of Ukraine in restoring its sovereignty in Donbas. The current achievements and further perspectives in the settlement of the conflict in eastern Ukraine have been analyzed. It is noted that Russian aggression on the territory of Ukraine has shaken the foundations of the European security system and has shown outdated approaches and ineffective mechanisms of functioning of international security structures. It is alleged that at the initial stages of the conflict in the east of the Ukrainian state, the world community has demonstrated its solidarity with Ukraine. A number of countries have formed an informal association in support of the independence and territorial integrity of the Ukrainian state (over 30 countries have entered; international organizations are Amnesty International, Human Rights Watch, etc.; military-political unions – NATO, EU, PACE, OSCE, etc.; financial and economic institutions – IMF, EBRD, World Bank, etc.). It is noted that the introduction of UN peacekeepers in order to stabilize the situation in the east of Ukraine is currently at the stage of the project and is directly related to the urgency of reforming the imperfect system of functioning of the international organization. Instead, active non-military international support (political, economic, humanitarian, etc.) of Ukraine by the international community is now quite effective and efficient.

The article analyzes the essence of decisions and activities of leading international organizations in resolving the current migration crisis, as well as the perception of the world community of the Global Compact for Safe, Orderly and Regular migration, which was developed under the auspices of the UN and adopted by the member countries of this organization on December 10, 2018 in Marrakesh (Morocco). This was the first international compromise agreement between the donor- and recipient-countries. More than 160 States have signed the Compact, believing that it is long overdue for the international community to come to a more realistic understanding of global migration. Some countries refused to sign the Compact, including seven EU States and Ukraine. The content of the Compact is aimed at liberalizing the migration regime, which explains why it was rejected by many governments and political forces. Non-acceptance of the Compact by a number of countries that have accepted migrants reduces the potential effect of its application. However, it can be useful for improving the efficiency of legal migration, regulating the employment of skilled labour, which is of interest to the recipientcountries. The crisis in the migration policy of some countries has shown that the low level of harmonization of national legislation on refugee shelter has significantly contributed to the spread of the disaster and the increase in the number of asylum seekers that the countries had to accept on their territory.

This chapter addresses the nature of international organizations and the purpose of their immunity. International organizations are created by their constituent member States to discharge vital functions and responsibilities on their behalf, and in some cases on behalf of the world community as a whole. They are established to offer cooperative and concerted approaches to common challenges and some problems that have the best chance of being solved through multilateral actions. Although States remain the primary actors in international relations, international organizations have joined the arena to provide the platform that enables different States to work together. International cooperation by States has become a necessity. To achieve their objectives, international organizations are granted certain privileges and immunities by their member States: in particular, jurisdictional immunity, which protects them from legal process. It is well settled that international organizations require those immunities that are necessary for them to fulfill their functions.

For profound and overall study of history of contemporary literature of Kazakh people it is necessary to consider achievements of literature of other nations and perception of literature of native literature within the context of world community. Actuality of the proposed issue causes objective necessity of studying reception of creation of Kazakh writers and poets in foreign countries, because at present best patterns of Kazakh literature have been translated into languages of many countries of the world. In this article the author discusses the special features and originality of foreign perception of the literature of Kazakhstan during Independence period. Literary translation plays a major role in this process. The number of translations and foreign feedbacks, reviews and studies is an important index for determining the international literary scale of a writer or poet.

The article discusses the features of international legal regulation of the development and application of artificial intelligence and robotics in the world. The focus of international organizations on maintaining an optimal balance between the interests of society and the state in creating a global regulation of the introduction of systems with artificial intelligence is revealed. The necessity of consolidation of the world community in the development of a conceptual international document on the principles and basic principles of regulation of artificial intelligence and robotics is justified.
