Introduction: At the final stage of administrative-territorial reform in Ukraine, it is important to realistically assess the social needs and social problems that exist in newly created territorial communities. Territorial communities should be based on healthy families and healthy individuals, whose initiative will help ensure the continued social development of the community. In its turn, the community should be built on the principles of friendly to its own citizens, meeting their needs, first of all, the needs of the least protected categories - children, people with disabilities and chronic diseases, elderly people. Therefore, integrated social services based on the principles of preserving and promoting health are a tool for solving social problems in the community (Klos, Khudoba, Shkoliar, 2019, p. 26). Purpose. The purpose of the study is to show the importance of using integrated social services in the community based on the principles of preservation and promotion of health as an important means of promoting territorial community development and social development of the country.Methods. The study used theoretical methods of research, in particular, the search and collection of statistical information on the formation, normalization and approval of the composition of territorial communities; collection and analysis of sources on the problem of social services and social protection of the population of territorial communities; systematization of sources and their analysis by blocks of tasks; analysis, comparison, synthesis and implementation of the results of the study of social services based on the principles of promoting and preserving community health.Results. Within the framework of the U-LEAD Program with Europe and the ICO Partnership Every Child, the project “Community for Human: Enhancing Communities' Competence for the Development of Social Services” and understanding the peculiarities of organizing social support for vulnerable segments of the UTC population through the implementation of the social services model. Among the objectives of the project were, inter alia, to study the status of providing local communities with social workers, the range of social services provided in the community, taking into account the real needs of the population in social assistance (ICO Partnership for Every Child, 2019, p. 5-6).The study covered 245 projected territorial communities in Ukraine. Because most communities did not have the information to make appropriate decisions about the services they needed, a special methodology was used to assess the needs of the population in social services. An appropriate tool for monitoring the needs of the population in social services was developed and tested at the Oxford Policy Management Consortium with the participation of the Every Child Partnership, in collaboration with UNICEF, and with financial support from the European Union. The aggregate index of providing the population with social services of the population of the UTC is determined by the set of indicators: the index of provision of social services for children and families with children; index of provision of social care services for orphans and children deprived of family care; the index of provision of social services for the elderly; index of provision of social services for persons with disabilities; index of provision of social services to persons in need of adaptation and integration (reintegration); index of provision of social services to persons in need of emergency or crisis intervention (ICO Partnership for Every Child, 2019, p. 28).Mostly communities use the resource of available social services already at their disposal, their range is limited and needs improvement and review, taking into account real social problems and needs of consumers. An important tool for addressing the issues that are relevant to UTC members is those based on the principles of preserving and promoting health. In particular, social prevention, community representation services, crisis and emergency intervention, social support / patronage, asylum, home care, day care, supported living.Conclusion: The study of the results of the mentioned project and the current state of providing territorial communities with social services lead to the conclusion that there is a high level of community needs for social work professionals who are able and able to provide integrated social services in the community on the grounds of preservation and promotion of health. To do this, professional training of skilled social workers for the provision of integrated social services in the community should be stepped up

The article offers an analysis of political parties: their essence, functions, image formation, the role of the party as a mediator between the government and society, the activities of parties in elections. The features of the social work of political parties are shown, on the example of the political party «Team of Sergei Rudyk. A time of change!». Mechanisms, basic approaches, the most common methods and techniques of social work with people are analyzed. The main theoretical strategies and ideas of social work are presented. Position of the political party «Team of Sergei Rudyk. A time of change!» is that first, the solution of social problems is discussed before it will be accepted and even after it has been adopted. On the party’s website https://www.rudyk.org/news/page/4/, the main projects of social work are illustrated. The publication gives the main recommendations for improving the efficiency of social work: the creation of a mechanism to help youth in self-determination in choosing the profession of social worker, to extend forms and directions of professional training of social workers, to increase expansion in the number of periodicals covering the work of social services, centres, social workers. The formation of social policy occurs based on information received from the collection of statistical data and the conduct of sociological studies. Understanding this information allows you to identify the social tasks. The realization of socially significant goals and social problems solution have been organized through social projects and social programs, which form a significant part of social policy.

Since 2014, Ukraine experiences armed conflict on the territory of its eastern part. The Ukrainian government had announced the anti-terrorist operation (ATO) to combat the separatists. This paper reports on research exploring the social needs of ex-combatants in Ukraine and pathways for social reintegration available to them. The research data reached theoretical saturation by interviewing ten ex-combatants and 11 representatives of different services (social workers, psychologists, psychotherapists, priests etc.). Additionally, field notes and grey literature were also considered for the analysis. To triangle, the data received from an interview the analysis of national legal acts on social protection of ex-combatants were analysed. The following emerging themes came from the study: 1) expectations vs ambivalent attitudes and needs; 2) needs in social workers vs lack of social services. First, the study demonstrates that the primary need of the ATO (OOS) participant after returning home is social and psychological support. ATO participants say they have high expectations for the family and society, not from the state. However, some of the ex-combatants face ambivalent and hostile attitudes. Conducted interviews reveal that social support to ATO veterans is reduced mainly to material benefits: privileges, subsidies, cash payments, etc. There is still no single model of social support for ATO participants that is legally defined. In addition, there is no prescribed standardised mechanism for providing social services to combatants. The Ukrainian legislation includes several acts related to providing various benefits and guarantees of social protection for veterans. However, the ex-combatants stated that they filled unprotected. Opportunities for employment, education and good quality of life overall without the support promised by the legislation was rather tricky. Data suggest that transition to civilian life for ex-combatants is undermined by inadequate procedures, lack of support, and complicated administrative demands. Based on the study findings, the recommendations to amend the state program of physical, medical, psychological rehabilitation and re-adaptation of ATO participants were proposed. The changes to the program might include the introduction of social and psychological support to be provided by all centres and services for ATO veterans. Furthermore, social participation and inclusion of ex-combatants concerning the DDR (Disarmament –Demobilisation and Reintegration) concept and resilience-based approach should be a core idea of social work approach instead of paternalistic social welfare approaches inherited by Ukraine from the Soviet model of social assistance. The findings indicate pitfalls in the protective framework of war veterans. Currently, the available social support comes down to material benefits: benefits, subsidies, cash payments and more. Respondents point out the need to develop comprehensive social work interventions for combatants. This paper concludes that more needs to be done to enhance the social services for the new group of social work clients, including services that could enable ex-combatants to develop the skills they need to reintegrate within their community.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.

The need for R&D of social workers was due to the development of theoretical and methodological approaches and concepts of social work, the application of which involved the use of specific research tools. It is substantiated that the research subsystem of social work can be represented in the form of a model of the research environment, which reflects the relationship of three components: the social problem, methods of its research and tools for solving. The dialectical nature of social work, as well as the dynamic conditions in which it is carried out, determine a set of socio-economic, managerial and pedagogical factors that actualize the need for research in the social field. It is substantiated that R&D today is an integral element of professional social practice and is implemented both in the process of working with different categories of clients and in administrative and managerial activities. R&D provides adequate social order development of targeted comprehensive programs, projects and technologies of social protection, design and implementation of models of social institutions and services. As a result of a comprehensive study of the problem, the essential characteristics of R&D were clarified, which means the activity of obtaining new scientifically based knowledge aimed at purposeful change of social reality, which is realized in a logical sequence through the use of appropriate forms and methods of scientific knowledge. It is proved that R&D in the system of social work is realized at three levels (reflexive-theoretical, experimental-theoretical and research), each of which involves step-by-step actions (problem definition; hypothesis formulation, choice of research methods and tools; implementation of research plan; evaluation of results) and the use of appropriate research methods.

Introduction: This scientific study provides an insight into the cooperation of individual social services in connection with several methods and techniques of crisis intervention. Given the diversity of the work of crisis intervention, it brings scientific results concerning the of field social workers in social and legal protection of children and social guardianship. It is the field of social workers which cooperate and manage cooperation between individual ministries and activities of individual crisis intervention services. Aim: The main objective of the research was to investigate the cooperation of social workers with other institutions and the use of diversity techniques in dealing with different types of social problems. Methods: The research was conducted using a quantitative strategy by distributing a questionnaire of our design to social workers in Slovakia operating within the socio-legal protection and guardianship. The subject of the research was social workers of social protection. The number of respondents whose questionnaire applied to the research objectives was 56. We used statistical analysis for the phase of data processing and evaluation. Results: In the first research question, we investigated which social problems the respondents are facing in their practice most often. We can conclude that they often encounter problems solutions in the redevelopment of families, tackling crime, divorce, delinquency, and addictions. In the second research question we focused on with which institutions the workers cooperate in solving individual social problems. Conclusion: Social protection workers in their everyday practice face a wide range of problems. In solving the issues, they cooperate with other professions respectively organizations. Depending on what problems social workers usually deal with, it depends not only on their experience but on their future education.

The need for the development and content of students’ fundraising projects in the system of social workers professional training is substantiated. Based on the analysis of educational programs in the field 231 Social work (BSW and MSW), a conclusion is formulated on the lack of subjects on social fundraising in the content of social workers training. The basic principles, ethical requirements and essence of fundraising activity of social workers in the field of social protection of various groups of clients are defined. It is concluded that this activity requires specially formed professional knowledge and skills of a fundraiser, as well as developed personal qualities of a specialist capable to affect the volume, complex, algorithm of providing these resources in the planning, implementation and reporting of a social project. The content of knowledge, skills and abilities of social workers on fundraising design is clarified. The procedure and algorithm for students to develop educational projects in the process of studying the subject «Social Fundraising» (idea formulation, budget design, communication with donors, project implementation, reporting) are presented. The scope of knowledge, skills (informational, operational, design, reflective) and soft skills in the process of development of students' fundraising competence is characterized. Examples of tasks on practical classes on social fundraising are given. Tasks are aimed at forming students' theoretical knowledge of the course «Social Fundraising» (knowledge of basic concepts, principles and ethical norms of fundraising activities in the social sphere), as well as practical skills (development of fundraising projects related to socially vulnerable segments of the population; opinions on the feasibility of implementing a social project in the local or global dimension, creating a database of potential donors of a social project, developing a budget and chronology of the project, organizing appropriate communications with potential donors, etc.).

The article deals with basing of the necessity of social work with internally displaced persons (IDPs) in modern Ukraine, as not all of the problems of these people that have arisen as a result of forced resettlement have been resolved. The problem is in difference of the life trajectories of IDPs: some of migrants are in higher levels of income in the social hierarchy than residents of host communities, while others still live in collective housing in need of humanitarian assistance. Social differentiation within IDPs raises debates about the need to maintain common approaches to their social protection and social work with them. The purpose of this article is to prove the presence of signs of vulnerability in internally displaced persons, which necessitates the provision of social support by specialists working in the field of social work. To achieve this goal, the method of theoretical generalization and the method of deduction were used. The results of the study are the identification of such features of the social position of IDPs in Ukraine and features of their socio-psychological state, which evidence the presence of indicators of vulnerability, and therefore are the reason of social work with them in different areas. The presence of dual vulnerabilities in IDPs (the status of an orphan or a child deprived of parental care, a child or a person with a disability, a member of a family with many children, etc.) increases the need for social support from social services professionals.

Abstract This research examined understandings of cultural competence of social workers in Hong Kong, their needs and challenges in serving culturally diverse groups, and their willingness and receptivity to receive cultural competence training by using constructivist grounded theory. Individual qualitative interviews were conducted with thirteen frontline and managerial practitioners and educators in training institutions in the social work profession. Data were analysed by identifying major themes. The findings show that social workers in Hong Kong tend to encounter language barriers and various forms of cultural shocks in serving ethnoculturally diverse clients. The professional code of practice is not sufficient in promoting culturally competent practice and there are institutional barriers to the enhancement of cultural competence of the social services. Mainstream social work units are generally not well prepared to provide services to non-Chinese communities. In response to these obstacles, professional training should provide future Hong Kong social workers with opportunities to interact with ethnoculturally diverse communities through service-learning. To tackle institutional racism, leaders should have cultural awareness and promote culturally inclusive practices. Inclusion of staff members from diverse cultural backgrounds would increase the capacity of the organisations to better serve clients of diverse needs. Anti-racism training should be made as an essential professional development component for social work students, practicum students, practitioners and managers.

Desde hace unos años es evidente la creciente dificultad para intervenir desde los servicios sociales ante situaciones que se presentan en un contexto de multiplicidad e inestabilidad. Esta realidad, tradicionalmente concebida como una expresión de la complejidad de la sociedad, puede ser también observada desde un enfoque particular y poco conocido de los problemas sociales: el de los wicked problem, que nos acerca a otra forma de entenderlos. Sus cualidades nos llevan a reflexionar sobre la posibilidad de que coexistan ciertos límites en la capacidad de las organizaciones y profesionales para obtener resultados que mejoren significativamente las situaciones a las que se enfrentan. Al mismo tiempo vemos en esos límites la oportunidad para ampliar y mejorar nuestras capacidades y destrezas mediante la utilización de una poco conocida estrategia de investigación: la autoetnografía. Gracias a ella es posible escrutar en la memoria de nuestra experiencia profesional para identificar los problemas a los que nos enfrentamos y desarrollar el talento que muchos trabajadores sociales poseemos. Since some years its clear the increasing difficulty of the social services to join in situations that arise in the context of multiplicity and instability. This reality, traditionally conceived as an expression of the complexity of society can also be observed from a particular approach and little known social problems: the wicked problems, that brings us to another way of understanding them. His qualities lead us to reflect on the possibility of the coexistence of certain limits on the ability of organizations and professionals to achieve outcomes which significantly improve the situations they face. At the same time we see in those limits the opportunity to expand and improve our capabilities and skills through the use of a little known research strategy: autoethnography. With it we can scrutinize the memory of our expertise to identify the problems we deal and develop the talent that many social workers possess.
