Introduction: At the final stage of administrative-territorial reform in Ukraine, it is important to realistically assess the social needs and social problems that exist in newly created territorial communities. Territorial communities should be based on healthy families and healthy individuals, whose initiative will help ensure the continued social development of the community. In its turn, the community should be built on the principles of friendly to its own citizens, meeting their needs, first of all, the needs of the least protected categories - children, people with disabilities and chronic diseases, elderly people. Therefore, integrated social services based on the principles of preserving and promoting health are a tool for solving social problems in the community (Klos, Khudoba, Shkoliar, 2019, p. 26). Purpose. The purpose of the study is to show the importance of using integrated social services in the community based on the principles of preservation and promotion of health as an important means of promoting territorial community development and social development of the country.Methods. The study used theoretical methods of research, in particular, the search and collection of statistical information on the formation, normalization and approval of the composition of territorial communities; collection and analysis of sources on the problem of social services and social protection of the population of territorial communities; systematization of sources and their analysis by blocks of tasks; analysis, comparison, synthesis and implementation of the results of the study of social services based on the principles of promoting and preserving community health.Results. Within the framework of the U-LEAD Program with Europe and the ICO Partnership Every Child, the project “Community for Human: Enhancing Communities' Competence for the Development of Social Services” and understanding the peculiarities of organizing social support for vulnerable segments of the UTC population through the implementation of the social services model. Among the objectives of the project were, inter alia, to study the status of providing local communities with social workers, the range of social services provided in the community, taking into account the real needs of the population in social assistance (ICO Partnership for Every Child, 2019, p. 5-6).The study covered 245 projected territorial communities in Ukraine. Because most communities did not have the information to make appropriate decisions about the services they needed, a special methodology was used to assess the needs of the population in social services. An appropriate tool for monitoring the needs of the population in social services was developed and tested at the Oxford Policy Management Consortium with the participation of the Every Child Partnership, in collaboration with UNICEF, and with financial support from the European Union. The aggregate index of providing the population with social services of the population of the UTC is determined by the set of indicators: the index of provision of social services for children and families with children; index of provision of social care services for orphans and children deprived of family care; the index of provision of social services for the elderly; index of provision of social services for persons with disabilities; index of provision of social services to persons in need of adaptation and integration (reintegration); index of provision of social services to persons in need of emergency or crisis intervention (ICO Partnership for Every Child, 2019, p. 28).Mostly communities use the resource of available social services already at their disposal, their range is limited and needs improvement and review, taking into account real social problems and needs of consumers. An important tool for addressing the issues that are relevant to UTC members is those based on the principles of preserving and promoting health. In particular, social prevention, community representation services, crisis and emergency intervention, social support / patronage, asylum, home care, day care, supported living.Conclusion: The study of the results of the mentioned project and the current state of providing territorial communities with social services lead to the conclusion that there is a high level of community needs for social work professionals who are able and able to provide integrated social services in the community on the grounds of preservation and promotion of health. To do this, professional training of skilled social workers for the provision of integrated social services in the community should be stepped up

The speaker was Vilija Blinkevčiūtė - the minister of Social security and work ministry of Lithuania Republic. The minister welcomed the participants of conference and presented the goals of the Eleventh Government of the Republic of Lithuania to develop and enhance the social assistance system.

The article analyzes one of the effective innovative tools used by the united territorial communities in the provision of social services, the social order. It was found that the social order system can promote the development of entrepreneurial activity in the regions. In the case of its widespread use, residents are interested in joining this type of activity, creating business structures or acquiring the status of private entrepreneurs. This contributes to the expansion of employment, training and retraining, the development of the business climate, stimulates the development of civil society through its participation in the process of social procurement and social responsibility. It is determined that in order to provide a social order on a real competitive basis, it is necessary to ensure absolute equality of service providers – state, municipal, private, public, religious, individuals, etc. And this is possible only if the autonomy of utilities, their transition to the status of utilities, which should be provided for in the new law on social services. It is determined that an innovative method of social policy is an integrated approach to the provision of social services, which significantly enhances their effectiveness due to improved coordination of social services. It was found that the key problems that in practice complicate the use of the social order mechanism as an innovative method of improving the provision of social services in OTG, are insufficient regulatory support; opposition from state entities that provide social services; non-acceptance by public authorities of "third sector" organizations as an equal partner for social cooperation, leveling their role in providing social services; lack of relevant experience in joint implementation of tasks related to the provision of social services, low level of professional training of many non-governmental organizations.

A typology of territories by the accessibility of social services based on the assessment of social capacity is presented. Methods of comparative analysis, as well as economic and statistical methods, are used. A methodology is developed to assess social capacity, using open statistical indicators. Territories of national, subnational, regional, and local levels are identified. The developed methodological tools for assessing the social capacity of territories allow developing a typology of territories at the regional and local levels by the accessibility of social services. The method of assessing social capacity allows assessing the infrastructure development of the territory for developing strategies for the spatial development of territories. The methodology for assessing social capacity is based on the calculation of total indices of accessibility of social services. The indicators of social development of the reference territory with the maximum values are used as the maximum parameters for calculating the social capacity of territories. The differentiation of social development indicators of reference territories by countries, due to differences in standards for providing social services, is revealed.

Abstract This research examined understandings of cultural competence of social workers in Hong Kong, their needs and challenges in serving culturally diverse groups, and their willingness and receptivity to receive cultural competence training by using constructivist grounded theory. Individual qualitative interviews were conducted with thirteen frontline and managerial practitioners and educators in training institutions in the social work profession. Data were analysed by identifying major themes. The findings show that social workers in Hong Kong tend to encounter language barriers and various forms of cultural shocks in serving ethnoculturally diverse clients. The professional code of practice is not sufficient in promoting culturally competent practice and there are institutional barriers to the enhancement of cultural competence of the social services. Mainstream social work units are generally not well prepared to provide services to non-Chinese communities. In response to these obstacles, professional training should provide future Hong Kong social workers with opportunities to interact with ethnoculturally diverse communities through service-learning. To tackle institutional racism, leaders should have cultural awareness and promote culturally inclusive practices. Inclusion of staff members from diverse cultural backgrounds would increase the capacity of the organisations to better serve clients of diverse needs. Anti-racism training should be made as an essential professional development component for social work students, practicum students, practitioners and managers.

The article offers an analysis of political parties: their essence, functions, image formation, the role of the party as a mediator between the government and society, the activities of parties in elections. The features of the social work of political parties are shown, on the example of the political party «Team of Sergei Rudyk. A time of change!». Mechanisms, basic approaches, the most common methods and techniques of social work with people are analyzed. The main theoretical strategies and ideas of social work are presented. Position of the political party «Team of Sergei Rudyk. A time of change!» is that first, the solution of social problems is discussed before it will be accepted and even after it has been adopted. On the party’s website https://www.rudyk.org/news/page/4/, the main projects of social work are illustrated. The publication gives the main recommendations for improving the efficiency of social work: the creation of a mechanism to help youth in self-determination in choosing the profession of social worker, to extend forms and directions of professional training of social workers, to increase expansion in the number of periodicals covering the work of social services, centres, social workers. The formation of social policy occurs based on information received from the collection of statistical data and the conduct of sociological studies. Understanding this information allows you to identify the social tasks. The realization of socially significant goals and social problems solution have been organized through social projects and social programs, which form a significant part of social policy.

O presente artigo tem por objetivo compreender os processos de formação e profissionalização no campo da cultura, em especial sobre as relações e interações com o cenário social contemporâneo na organização e implantação de currículos de graduação em produção cultural. Visto que, os currículos dos cursos são (de)marcados pela constante interação com o cenário social, em que emerge uma nova perspectiva da cultura, interligada com os processos de desenvolvimento econômico, político e social. Dessa forma, delimitou-se o contexto de atuação dos profissionais de produção cultural, observando o que é essencial na formação a fim de estabelecer um perfil adequado para atuação no sistema de organização da cultura - um perfil que valorize e desenvolva a autonomia dos sujeitos. Sendo assim, observou-se que os profissionais devem ter um perfil multidisciplinar, capaz de trabalhar com a incerteza, reposicionando-se no debate sobre a cultura, a alteridade, a identidade, a cidadania, a diversidade e a interculturalidade.  Plan de estudios de educación superior: requisitos para la formación en producción cultural Resumen: Este artículo tiene como objetivo comprender los procesos de formación y profesionalidad en el campo de la cultura, en particular sobre las relaciones e interacciones con el escenario social contemporáneo en la organización y ejecución de los planes de estudio universitarios en producción cultural. Puesto que los planes de estudio están marcados por la constante interacción con el escenario social en que surge una nueva perspectiva de la cultura, relacionada con los procesos de desarrollo económico, político y social. Así, delimitado por el contexto del desempeño de la producción cultural, viendo lo que es esencial en la formación con el fin de establecer un perfil adecuado para el funcionamiento del sistema de organización de la cultura, que desarrolla la autonomía del sujeto. Since the syllabus of the majoring is marked by constant interaction with the social setting in which a new perspective of culture emerges, interconnected with the processes of economic, political and social development, I have delimited the context of cultural production professionals, taking into account what is essential in the formation process in order to establish an appropriate profile for operations in the organizational system of culture, a profile that values and develops the autonomy of the subject. European Union’s position towards social investment paradigmIn this paper the author analyses the new social investment paradigm which has been applied by the Euro­pean Union since several years. The main aim is to present the attitude and activities of the European Com­mission in order to implement this new paradigm in the member states’ social policies. The reasons of es­tablishment the investment paradigm in social development policy are explained. The main elements of the social investment concept as: activisation, productivity, social services orientation, combating social exclusion are described. The economic, social, demographic and cultural changes in Europe during the last twenty years and their impact on new social risks development are considered. The article also contains the characteristics of two case studies of social investment which has been implemented in the selected Euro­pean countries. The first one is the „Big Society Capital” and the second is ASOS Programme. At the end of the paper the author discusses the main critical points which refer to the social investment paradigm and arouse controversy among scholars.

The aim of the article is to study the current state of financial provision of the social sphere of the Black Sea region and to develop practical recommendations for its optimization in conditions of decentralization processes. Methodology. We have made a generalization of the theoretical provisions of the financial mechanism of the social sphere of the region. We propose to investigate the financial mechanism of the social sphere of the Black Sea region by means of analysis of indicators of income and expenditure parts of the budget of regions of the Black Sea region. At the present stage of the gradual transformation of the socio-economic development of the regions and in the context of the implementation of the budget decentralization reform, a number of acute problems from the financial support of social development, the guarantee of social standards for the population, and the improvement of the quality of social services arose. The solution of these problems needs a substantial research in the direction of developing the best models for financing social development of the regions, which will promote the achievement of decent social standards and stimulate economic growth. The financial mechanism for providing social development of the Black Sea region is analysed, the current state of the regional budget in terms and trends in financing social expenditures of the region is identified. It is determined that despite the increase in tax revenues, local authorities still do not have sufficient financial resources to perform their functions and tasks. It adversely affects the development of social infrastructure, provision of social services, and does not contribute to the effective human development, which serves not only as the main goal but also as a key determinant of the economic development of the region. It is substantiated that in order to improve the situation in the social sphere of the region, it is necessary to improve the financial mechanism of social security. On the basis of the investigated scientific approaches, the concept of “mechanism of the financial provision of socially-oriented regional development” is clarified, directions of budget and extrabudgetary financing of social expenditures are substantiated, and proposals on the improvement of financial management of social sphere in the conditions of decentralization are developed. Results. To improve the system of financial provision of social development of the region, it was proposed to establish clear and transparent financial relations in the areas of income generation and distribution of regional budget expenditures at all levels, to create conditions for additional attraction of financial resources from extrabudgetary sources aimed at the implementation of regional social programs, and to form an effective system control over the functioning of the financial mechanism, primarily on the part of the territorial communities. Value/originality. The concept of the mechanism of the financial provision of socially-oriented regional development is generalized. An estimation of the social sphere of the Black Sea region is carried out on the basis of the analysis of indicators of income and expenditure parts of budgets of regions of the Black Sea region, the use of which allows determining the perspective directions of the social sphere of the Black Sea region.

As the largest country, India faces several social issues, and all governments— central or states, have supported several welfare and developmental programmes and schemes. Unfortunately, many of these programmes were politicised and resulted in politicising interest and farewell to welfare. As a result, the social sector expenditure has grown just 7.7% of the GDP between 2015 and 2019, and of the total 7.7% GDP expenditure, 3.1% went to education, 1.6% to healthcare and the rest to other social services segments. India has a large social sector compared to many other countries having around 3.9 million NGOs and a substantial social service workforce. While India has announced its vision 2030 to become and is poised to become a five trillion-dollar economy in the next five years, it needs to emphasise that a healthy, strong and vibrant social sector is essential necessity to ensure its citizens' quality of life and happiness.
