By codifying the documents of the Republic-of-Vietnam government kept at the National Archives Center II (NACII), the author will redraw the organization of the Republic of Vietnam Military Forces in the 1969-1975 period. This reconstruction will help the author and researchers to have a full overview on military tools – Republic-of-Vietnam Military Forces during the war of American in Southern Vietnam and on the process of Vietnamese people’s fighting against a modern army trained and commanded by U.S. Army.

Abstract Ethnicity, religion, and geopolitics affect historians’ interpretations of the history of Xinjiang, a very chaotic frontier region of China that did not come fully under the control of the People’s Republic of China until recent decades. The case of Sheng Shicai, an early Republican Era Chinese military officer, shows how professional training and, most importantly, the ability to capitalize on emerging opportunities contributed to his military success in Xinjiang from 1931 to 1934. This paper analyzes the Republic of China’s government documents, Sheng and his acquaintances’ memoirs, newspaper articles, and other sources to examine how Sheng applied his military training and employed regional and foreign military forces to win battles in northern Xinjiang. Professional military training helped officers to utilize their resources efficiently and take advantage of their geopolitical situations. Amid numerous talented Chinese military officers, Sheng rose in rank and successfully secured Xinjiang as a part of the Republic of China even when Xinjiang’s geopolitics seemed extremely challenging. This study highlights the value of Sheng’s military prowess, something that the literature has not previously appreciated.

The Spiritual Administrations of Muslims of the USSR were official organizations accountable to the Council for Religious Affairs, which concerned with regulation the life of religious communities in the allocated territory. Their competence included functions of a theological nature, statistical treatment, observation of cult objects and believers. Under the pressure of post-war circumstances, the beginning of the Cold War, religious organizations were engaged in the propaganda foreign policy tasks of the USSR. In permitted international contacts, they created a positive image of the country and demonstrated freedom of religion. The article examines the participation of the Spiritual Administration of Muslims of the European part of the USSR and Siberia in the spread of the Soviet ideological project abroad. Territorially, the spiritual administration was located in Ufa, the materials of the National Archives of the Republic of Bashkortostan offer an insight into such forms of interaction with the foreign world as: staff meetings of the spiritual administration with representatives of foreign states, visits of Islamic spiritual leaders to Muslim countries, their publication in foreign editions, participation in international conferences, the presence of believers of the USSR in Saudi Arabia during the Hajj. In the 1950s DUMES has been converted regularly subjected to demonstrations to foreign guests of Bashkiria and all kinds of delegations as a symbol of freedom of conscience in the USSR. The Muslim clergy had promoted of the Soviet lifestyle and the country’s achievements in a deep crisis of religious life in the USSR.

Abstract: This research discusses the process of forming and developing of Pondol village in Manado as a location for exile along with the Dutch colonial government policy that placed exiles who came from several sultanates in Java in the Manado Residency during the 19th century. The discussion includes, first, the background of the exile of the Javanese aristocrats in Manado. Second, the process of establishing Pondol as a location for exile and its development during the XIX century, and third, the adaptations made by the exiles to adjust to their exile and the impact of their arrival on the Manado-Minahasa community. The historical method is used in this research, using colonial archives from the XIX century which are stored in the National Archives of the Republic of Indonesia, and local sources, especially manuscripts stored by their descendants in Manado and Java. The findings in this study are; Kampung Pondol was formed due to the isolation of Kanjeng Ratu Sekar Kedaton and Pangeran Suryeng Ingalaga and some of his followers originated from political intrigue that occurred in the Sultanate of Yogyakarta. Second, the reason why Kampung Pondol was chosen as the new location for exile by the Dutch colonial government for Javanese royal officials was different from the exile of other figures in Tondano and Tomohon. Third, the form of adaptation carried out by the exiles in Kampung Pondol Manado was marriage with women from Manado and relationships with Dutch people who lived around them.Keywords : Exile, Javanese Noble, Pondol Village, Adaptation. Abstrak: Penelitian ini membahas tentang proses terbentuk dan perkembangan kampung Pondol di Manado sebagai lokasi pengasingan seiring dengan kebijakan pemerintah kolonial Belanda yang menempatkan para eksil yang berasal dari beberapa kesultanan di Jawa di Karesidenan Manado pada sepanjang abad 19.  Pembahasannya meliputi; Pertama, Latar belakang pengasingan para bangsawan Jawa di Manado. Kedua, proses terbentuknya Pondol sebagai lokasi pengasingan dan perkembangannya selama abad XIX, dan Ketiga, adaptasi yang dilakukan para eksil untuk menyesuaikan diri di pengasingan serta dampak kedatangan mereka pada masyarakat Manado-Minahasa. Metode sejarah dipergunakan dalam penelitian ini, dengan mempergunakan sumber Arsip Kolonial kurun waktu abad ke XIX yang tersimpan di Arsip Nasional Republik Indonesia,  dan sumber lokal terutama manuskrip yang tersimpan oleh keturunannya di Manado dan Jawa. Temuan dalam penelitian ini adalah; Kampung Pondol terbentuk karena Pengasingan Kanjeng Ratu Sekar Kedaton dan Pangeran Suryeng ingalaga dan beberapa pengikutnya berawal dari intrik politik yang terjadi di Kesultanan Yogyakarta. Kedua, alasan Kampung Pondol dipilih sebagai lokasi baru pengasingan Pemerintah Kolonial Belanda bagi pembesar kerajaan Jawa yang berbeda lokasi dengan pengasingan tokoh-tokoh lainnya di Tondano dan Tomohon. Ketiga, bentuk adaptasi yang dilakukan oleh para eksil di Kampung Pondol Manado dilakukan pernikahan dengan wanita dari Manado dan relasi dengan orang-orang Belanda yang tinggal disekeliling mereka.Kata Kunci : Eksil, Bangsawan Jawa, Kampung Pondol, Adaptasi.

For the first time in historiography, an attempt is made to illuminate the activities of Senator I.N. Tolstoy in conducting an audit of the regional management system of the Yakutsk region. Particular attention is paid to the audit of office work of the Yakutsk regional administration and the Yakutsk city hall. The novelty of the study is in the fact that, based on an analysis of archival sources first introduced into scientific circulation, the specifics of the functioning of the regional administration in the second quarter of the 19th century is revealed, and the results of the audit are considered as prerequisites for expanding the rights of administrative independence of the Yakutsk region from the Irkutsk province. The relevance of the study is due to the fact that this was the only senatorial revision for all years in the territory of the vast and geographically remote Yakutsk region, which has not undergone extensive scientific study. In the course of the presentation of the substantive part, a review of the main directions of the audit activity in relation to the regional and district levels of government, as well as its inspection supervision of the activities of the lower administrative authorities, including the city hall, was performed. Based on the author’s development, it was proved that the senatorial audit, reflecting the attention of the imperial authorities to the periphery, was aimed primarily at increasing the efficiency of the Siberian suburbs management system on the example of the Yakutsk region through personnel shifts and elimination of identified office work disturbances. The study was based on documents first discovered in the archives of the Russian State Historical Archive and the National Archives of the Republic of Sakha (Yakutia).

Based on the documents of the National Archives of the Republic of Sakha (Yakutia), published reviews and reports of the regional administration, the creation of state and public grain and food reserves in the 19th century Yakutsk region that were necessary for the population to protect them from starvation and mortality in cattle during adverse years is considered. The main attention is paid to the influence of the bread storage system on the distribution of agriculture, the development of traditional crafts and occupations of foreigners, the development of loan and entrepreneurship. It is noted that, with the efforts and purposeful work of the regional government in Yakutia in the 19th century, along with state-owned shops, a network of rural public bakery stores was created that could adequately provide the population of the region with food, hay and other reserves. It is shown that the organization of a food safety system in the Yakutsk region was based on the principles of a careful attitude of the state to the needs of its subjects, which significantly increased the importance of government events, strengthened the authority and trust of the population in the activities of government. It is concluded that the process of organizing the bread storage system and food funds created favorable conditions for the spread of agriculture in the region, supported traditional crafts and occupations of the population, and opened up opportunities for the development of entrepreneurship.

In this article, I discuss a letter from three high-ranking officials of the Cirebon Sultanate to Thomas Stamford Raffles. The letter written on 25 Syaban 1226 AH (September 11, 1811 AD) is a collection of the National Archives of the Republic of Indonesia and is coded ID-ANRI K66a, File 3584, Folio 683. Through the letter, they the letter, in essence, they asked for a position to Raffles. As the “old people” in the Cirebon Sultanate, they felt worthy and could occupy certain positions which they submitted themselves to Raffles. In this article, the letter firstly was studied by using the philology theory that contains the method of manuscript study (codicology) and the method of text study (textology). Furthermore, the manuscript content was dialogued to the historical fact in the Cirebon Sultanate, especially in the context of the British plan to occupy Java, so that we obtained a complete understanding of the context of writing the letter. The result shows that when the letter was written, the British had not fully controlled Java. The three high-ranking officials of the Cirebon Sultanate only took advantage of the situation because they knew that power in Java would soon transfer to the British hands. However, until the end of the British interregnum period in 1816, there is no evidence that the request was granted by Raffles.

“The idea of a psychotherapeutically informed psychiatry seems such a simple and obvious one and yet the divide between psychotherapy and general psychiatry – between ‘brainlessness’ and ‘mindlessness’ has, until recently, seemed unbridgeable”.The Psychotherapy section of the Royal College of Psychiatrists has the largest membership in the college. Since psychotherapy became recognised as a discipline within psychiatry in 1975 the Royal College of Psychiatrists has recommended one consultant psychotherapist for each 200,000 of the population. In Northern Ireland there are only 1.9 whole time equivalents rather than the eight expected and in the Republic of Ireland there is none. According to the recent document produced by the Royal College of Psychiatrists' Psychotherapy Faculty Executive Committee in December 1998, The development of psychological therapy services: Role of the consultant psychotherapist, there has been no net growth in the last five years in the numbers of psychotherapists in England and Wales. The future looks equally gloomy in Ireland.This is rather surprising given that recent government documents have highlighted both the importance and the effectiveness of psychological therapies. There is a growing evidence base underpinning the use of psychotherapy in the management of a wide variety of conditions including psychoses, eating disorders and severe personality disorders.Psychotherapy has high public acceptability and finds itself in the unusual position of having both government and public demanding the provision of extra psychological therapies, but not receiving the full support of psychiatry and the purchasers of healthcare.

As a result of the intense political struggle after the Second World War, the Catholic Church, led by Cardinal József Mindszenty, Archbishop of Esztergom, remained the only independent institution in Hungary. This study deals with the political process against Mindszenty and his show-trial. On 26 December 1948, Cardinal Mindszenty was taken into police custody, having been accused of treachery, espionage, foreign currency manipulation, and conspiring to overthrow the republic. All of these charges were stereotypical accusations made by totalitarian regimes. There were seven defendants in the Mindszenty case, comprising three groups: “legitimist conspirators”, “traitorous spies”, and the “foreign currency speculators”, who were the alleged fi nanciers of the conspiracy. The world was shocked to hear of the arrest of the Hungarian primate, Cardinal Mindszenty. The Holy See imposed the gravest discipline on Catholics. Mind- szenty was interrogated immediately after his arrest. He initially stood fi rm. The subse- quent interrogation records clearly refl ect, however, the methods of the State Protection Authority: a series of self-accusatory and factitious sentences are to be found in the manipulated texts. This article is based on documents held by the Hungarian National Archives, the Historical Archives of the State Security Services, the Esztergom Primate Archives, the Archives of Foreign Policy of the Russian Federation, the National Archi- ves and Records Administration (USA), and others.

The National Archives of the Republic of Indonesia (ANRI) as an institution given mandate to carry out state duty in the field of archives has vision as a pillar of good governance and nation’s collective memory. To implement it, the study of the grand design of the archival system arranged. That is very related to the data governance implementation. Therefore, ANRI needs to know the maturity level of the data governance function which had been held. The assessment was done by referring to the Stanford Data Governance Model. The result showed that data governance is still at an initial level. The foundational aspects are on an average of 1,2 which contains awareness, formalization, and metadata. While on project aspects are on average of 1,5 consisting of stewardship, data quality, and master data. In total, ANRI is at the level of 1,35. ANRI needs to make improvements for data management planning activities referring to Data Management Body of Knowledge (DMBOK) with a focus on people, policies, and capabilities dimensions in all aspects. This research is expected to be helpful for ANRI to make improvements corresponding to the recommendations thus ANRI could implement national data archival properly.
