SEJARAH KAMPUNG PONDOL DAN KOMUNITAS EKSIL MUSLIM DI KOTA MANADO

Abstract: This research discusses the process of forming and developing of Pondol village in Manado as a location for exile along with the Dutch colonial government policy that placed exiles who came from several sultanates in Java in the Manado Residency during the 19th century. The discussion includes, first, the background of the exile of the Javanese aristocrats in Manado. Second, the process of establishing Pondol as a location for exile and its development during the XIX century, and third, the adaptations made by the exiles to adjust to their exile and the impact of their arrival on the Manado-Minahasa community. The historical method is used in this research, using colonial archives from the XIX century which are stored in the National Archives of the Republic of Indonesia, and local sources, especially manuscripts stored by their descendants in Manado and Java. The findings in this study are; Kampung Pondol was formed due to the isolation of Kanjeng Ratu Sekar Kedaton and Pangeran Suryeng Ingalaga and some of his followers originated from political intrigue that occurred in the Sultanate of Yogyakarta. Second, the reason why Kampung Pondol was chosen as the new location for exile by the Dutch colonial government for Javanese royal officials was different from the exile of other figures in Tondano and Tomohon. Third, the form of adaptation carried out by the exiles in Kampung Pondol Manado was marriage with women from Manado and relationships with Dutch people who lived around them.Keywords : Exile, Javanese Noble, Pondol Village, Adaptation. Abstrak: Penelitian ini membahas tentang proses terbentuk dan perkembangan kampung Pondol di Manado sebagai lokasi pengasingan seiring dengan kebijakan pemerintah kolonial Belanda yang menempatkan para eksil yang berasal dari beberapa kesultanan di Jawa di Karesidenan Manado pada sepanjang abad 19.  Pembahasannya meliputi; Pertama, Latar belakang pengasingan para bangsawan Jawa di Manado. Kedua, proses terbentuknya Pondol sebagai lokasi pengasingan dan perkembangannya selama abad XIX, dan Ketiga, adaptasi yang dilakukan para eksil untuk menyesuaikan diri di pengasingan serta dampak kedatangan mereka pada masyarakat Manado-Minahasa. Metode sejarah dipergunakan dalam penelitian ini, dengan mempergunakan sumber Arsip Kolonial kurun waktu abad ke XIX yang tersimpan di Arsip Nasional Republik Indonesia,  dan sumber lokal terutama manuskrip yang tersimpan oleh keturunannya di Manado dan Jawa. Temuan dalam penelitian ini adalah; Kampung Pondol terbentuk karena Pengasingan Kanjeng Ratu Sekar Kedaton dan Pangeran Suryeng ingalaga dan beberapa pengikutnya berawal dari intrik politik yang terjadi di Kesultanan Yogyakarta. Kedua, alasan Kampung Pondol dipilih sebagai lokasi baru pengasingan Pemerintah Kolonial Belanda bagi pembesar kerajaan Jawa yang berbeda lokasi dengan pengasingan tokoh-tokoh lainnya di Tondano dan Tomohon. Ketiga, bentuk adaptasi yang dilakukan oleh para eksil di Kampung Pondol Manado dilakukan pernikahan dengan wanita dari Manado dan relasi dengan orang-orang Belanda yang tinggal disekeliling mereka.Kata Kunci : Eksil, Bangsawan Jawa, Kampung Pondol, Adaptasi.

Plantation economic growth has the impact on development in various aspects. One of them is shipping and trade development. Before the existence of plantations in East Sumatera, shipping and trade in Medan were centered at Labuhan Deli as a river-port. Since big ships could not sail on the river, it was considered not effective and efficient anymore. Therefore, the Dutch   Colonial Government planned to build a seaport located on the sea coast so that loading and unloading would be easy to do, and they selected Belawan to be the new seaport. The research problems were how about the existence of Labuhan Deli by the policy of the Dutch Government on moving the seaport to Belawan and what was their reason for it, and how about shipping and trade business in Belawan. This research used archives and other writing materials from the period of the Dutch Colonial Government in Medan and used historical method. The objective of the research was to find out whether plantation economic condition could change various aspects, including shipping and trade at the time. The result of this research was expected to become the reference for the writing on advanced maritime history, particularly on seaport.

The article explores the period of reviving the art of calligraphy and handwritten book art in the Tatar culture, which falls on the end of the XIX century and is associated with the names of A. Makhmudov and Sh. Tagirov. The authors of the article presented the genesis and revealed the stages of calligraphy and hand-written book art formation in the culture of the Tatars. The article provides an art criticism analysis of the manuscript book art works included in the creative heritage of A. Makhmudov and Sh. Tagirov. A contrastive-comparative analysis led to a conclusion that the traditions of Iranian, Turkish and Dagestanian handwritten book art which were processed by Kazan calligraphers. That allowed them to develop local traditions of handwritten art. The study is based on the analysis of collections of manuscript monuments, including paperwork (khan labels) and books (of religious, scientific, literary and artistic content) from the collections of the Department of Manuscript and Rare Books of Kazan Federal University’s N.I. Lobachevsky Scientific Library, the Center for Written and Musical Heritage of G. Ibragimov Institute of the Language, Literature and Arts of the Republic of Tatarstan Academy of Sciences, the Department of Rare Books and Manuscripts of the Republic of Tatarstan National Library, the National Museum of the Republic of Tatarstan, the National Archives of the Republic of Tatarstan, the Graphics Department of the Republic of Tatarstan State Museum of Fine Arts. The article is based on a comprehensive study of the material; to conduct the analysis, analytical methods of research have been applied. The priority is given to the classical comparative-historical method which includes synchronous and diachronous analysis. In addition, general scientific art and cultural studies methods and approaches were implemented: the genetic one, for instance, allows making a diachronous section and tracing the process of book art formation.

Introduction. The study of the processes that took place in the post-reform era in the noble economy is one of the main foundations of the analysis of the capitalist evolution of the agrarian sphere of the late XIX – early XX centuries. After the reform of 1861, the local nobility, adapting to the needs of the time, switched to new forms and methods of management, which led to significant changes in the production structure of their estates. Materials and Methods. The study was carried out on the basis of a comprehensive analysis of the valuables contained in the files of the Kazan branch of the State Noble Land Bank, extracted from the fund of the specified credit institution, located in the vaults of the National Archives of the Republic of Tatarstan. Results. The information contained in the appraisal list makes it possible to successfully consider the structure of estates, their material base, as well as the degree of profitability of the main branches of economic activity. Of course, not all inventories contained detailed information about the pledged property, many of them lacked some elements, in particular, there could be no listing of income and expenses and other valuable information, but in general they revealed the structure, degree of capitalization and profitability of the noble households Kazan province of the period under review. Discussion and Conclusions. As a result, the study showed that, by the end of the 19th century, noble economies were rather large economic complexes with a well-developed material and production base, where labor was most often carried out on the job of civilian workers, or wasp processing, most of the estates had a variety of agricultural machines and inventory, horse breeding was quite developed, livestock breeding was less developed.

Artikel ini membincangkan pembauran antara kaum bumiputra, terutama masyarakat Sunda dan etnis Cina di Kota Garut, Jawa Barat sejak zaman kolonial Belanda hingga post kemerdekaan Republik Indonesia (RI) 1945. Metode yang digunakan dalam penelitian ini adalah metode sejarah yang terdiri empat tahap, yakni heuristik, kritik, interpretasi, dan historiografi. Untuk membantu eksplanasi tentang pembauran itu, penulis menggunakan pendekatan sosiologi, antropologi, psikologi, dan ilmu politik. Hasil penelitian menunjukkan bahwa ada dua faktor yang menyulitkan terjadinya pembauran antara kaum bumiputra dan kelompok etnis Cina. Faktor pertama, yaitu akar sejarah yakni status kelompok etnis Cina lebih tinggi daripada golongan bumiputra. Faktor kedua, perasaan Chinese Culturalism yang masih tertanam kuat di kalangan  kelompok etnis Cina. Akibatnya, perasaan itu mengarahkan mereka kepada sikap untuk senantiasa berorientasi kepada budaya leluhurnya yang memang sudah tua. Kedua faktor tersebut menyebabkan eksistensi masyarakat etnis Cina di Kota Garut, baik sebelum dan sesudah kemerdekaan Indonesia. This article discusses integration between indigenous, especially Sundanese people and group of Chinese ethnic in Garut City, West Java since the Dutch colonial era until the post independence of the Republic of Indonesia (RI) 1945. Method used in this research is  historical method consisting of four steps, namely heuristics, criticism, interpretation, and historiography. To assist the explanation of the assimilation, the author uses social sciences, especially sociology, anthropology, psychology, and political science. The conclusion of this research  appears to be two factors causing the difficulty of asimilation between Sundanese people and ethnic Chinese group. The first factor, the historical roots in which the Dutch Colonial Government classified Chinese ethnic group into higher position of legal and social than Sundanese people. The second factor, a strong sense of Chinese Culturalism that is still embedded in Chinese ethnic groups, namely a sense that always glorifies the culture of its ancestors. As a result, that a sense leads them to the attitude of always being oriented to the ancient culture of their ancestors. Both factors led to the existence of Chinese ethnic communities in Garut City, increasing prominently, both before and after Indonesian independence.

This article discusses the Sasak people’s resistance against MataramKarangasem and Dutch colonial rulers in the 19th century in Lombok, Indonesia. It particularly focuses on Tuan Guru Umar Kelayu and his central role in the emergence of Sasak people’s resistance which transformed into Sasak physical revolution local and global imperialismcolonialism. Using the historical method, this article collected data through observation, in-depth interviews, and documentation. The data analysis involved the historical methods of heuristics, verification or criticism, interpretation, and historiography. The findings show that Sasak people’s resistance was not only caused by economic factors but also related to other factors such as social, cultural, and religious ones. Tuan Guru Umar Kelayu played a key role in the Sasak people’s resistance in that it was under his leadership and influence that the resistance transformed into a physical struggle against MataramKarangasem and Dutch colonialism as seen in Sakra War and Praya War which were led by his students and friends.

For the first time in historiography, an attempt is made to illuminate the activities of Senator I.N. Tolstoy in conducting an audit of the regional management system of the Yakutsk region. Particular attention is paid to the audit of office work of the Yakutsk regional administration and the Yakutsk city hall. The novelty of the study is in the fact that, based on an analysis of archival sources first introduced into scientific circulation, the specifics of the functioning of the regional administration in the second quarter of the 19th century is revealed, and the results of the audit are considered as prerequisites for expanding the rights of administrative independence of the Yakutsk region from the Irkutsk province. The relevance of the study is due to the fact that this was the only senatorial revision for all years in the territory of the vast and geographically remote Yakutsk region, which has not undergone extensive scientific study. In the course of the presentation of the substantive part, a review of the main directions of the audit activity in relation to the regional and district levels of government, as well as its inspection supervision of the activities of the lower administrative authorities, including the city hall, was performed. Based on the author’s development, it was proved that the senatorial audit, reflecting the attention of the imperial authorities to the periphery, was aimed primarily at increasing the efficiency of the Siberian suburbs management system on the example of the Yakutsk region through personnel shifts and elimination of identified office work disturbances. The study was based on documents first discovered in the archives of the Russian State Historical Archive and the National Archives of the Republic of Sakha (Yakutia).

Based on the documents of the National Archives of the Republic of Sakha (Yakutia), published reviews and reports of the regional administration, the creation of state and public grain and food reserves in the 19th century Yakutsk region that were necessary for the population to protect them from starvation and mortality in cattle during adverse years is considered. The main attention is paid to the influence of the bread storage system on the distribution of agriculture, the development of traditional crafts and occupations of foreigners, the development of loan and entrepreneurship. It is noted that, with the efforts and purposeful work of the regional government in Yakutia in the 19th century, along with state-owned shops, a network of rural public bakery stores was created that could adequately provide the population of the region with food, hay and other reserves. It is shown that the organization of a food safety system in the Yakutsk region was based on the principles of a careful attitude of the state to the needs of its subjects, which significantly increased the importance of government events, strengthened the authority and trust of the population in the activities of government. It is concluded that the process of organizing the bread storage system and food funds created favorable conditions for the spread of agriculture in the region, supported traditional crafts and occupations of the population, and opened up opportunities for the development of entrepreneurship.

Setidaknya ada beberapa hal penting dalam tulisan ini; pertama, perkembangan tarekat Naqsabandiyah pada abad 19 terjadi secara luas. Tidak hanya di Indonesia tetapi di hampir seluruh wilayah muslim. Hal ini disebabkan karena dominasi faham wujudiyah (tasawuf falsafi) yang melekat pada tarekat Syattariyah mulai ditinggalkan oleh masyarakat muslim akibat serangan gencar kaum tradisionalis (tasawuf sunni). Proses peralihan dalam kurun ini menyebabkan tarekat Naqsabandiyah menjadi diminati. Kedua, kritik pedas kaum tradisionalis juga dilakukan oleh para ulama fikih kepada bid’ah tarekat. Kesesuaian dengan al-Quran dan sunnah seperti yang menjadi landasan tasawuf sunni akhirnya membuat tarekat Naqsabandiyah (dan terekat non faham wujudiyah) diminati oleh masyarakat muslim. Ketiga, kekhawatiran pemerintah kolonial Belanda terhadap tarekat, terutama Naqsabandiyah saat itu, diarahkan kepada tarekat dalam arti politik, termasuk di dalamnya gerakan Pan-Islamisme. Tetapi sepanjang tidak berpolitik, pihak konial tidak membatasi tarekat.At least there are some important things in this article; First, the development of widespread Naqsabandiyah congregation in the 19th century. It happens not only in Indonesia but also in almost all Muslim lands. This is due to the dominance of ideology Wujudiyah (Sufism philosophical) attached to Syattariyah congregation begins to be abandoned by the Muslim community as a result of the onslaught of the traditionalists (Sufism of Sunni). The process of transition in this period leads Naqsabandiyah to be desirable. Second, harsh criticism of the traditionalists is also done by the jurists to heretical congregation. Compliance with the Quran and the Sunnah as the basis of Sufism Sunni finally made Naqsabandiyah congregation (and congregation of non wujudiyah’s thought) demand by the Muslim community. Thirdly, the Dutch colonial government fears the congregation, especially Naqsabandiyah. Then, it is directed to the congregation in a political sense, including the movement of Pan-Islamism. But as long as there are no politics, colonial party does not restrict the congregation.

This article examines the dynamics of the indigenous people of the Dutch East Indies' access to education during the Dutch Etichal Policy period. Considering that, the Netherlands was the longest-running country exploiting the Indies, the country was obliged to bear the burden of reciprocation on their colony. The burden of reciprocity was realised through an Ethical Policy that has three programs. They are irrigation, transmigration, and education. Of the three, Education was the program that had major impacts on the Indonesian national movement. This research used historical method. The result of this research showed us that although education had succeeded in undermining the Dutch colonial domination, the education during the Dutch Etichal Policy period was not fully given as a whole by the colonial government. Instead, it was very limited. The Dutch colonial policies, especially the one concerning education were driven by their interest of economic benefits for themselves over the improvement of the indigenous people of the Dutch East Indies' welfare.   Artikel ini membahas mengenai dinamika akses pendidikan bagi pribumi saat berlangsungya Politik Etis. Seperti yang diketahui, Belanda sebagai negara yang terlama mengeksploitasi Hindia Belanda membuat negara tersebut menanggung beban balas budi terhadap koloninya. Beban balas budi tersebut terwujud melalui program Politik Etis yang memiliki tiga program, yakni irigasi, transmigrasi, dan edukasi. Dari ketiga itu, pendidikan merupakan salah satu program Politik Etis dan salah satu program yang memiliki dampak besar bagi pergerakan nasional. Penelitian ini menggunakan metode historis dengan analisis studi kepustakaan. Hasil penelitian menunjukan meskipun pendidikan berhasil meruntuhkan dominasi kolonial, pendidikan saat periode Etis pun tidak serta merta langsung diberikan begitu saja oleh pemerintah kolonial meskipun tujuan Politik Etis adalah balas budi, pemberian pendidikan diberikan secara serba terbatas. Kebijakan-kebijakan pemerintah kolonial, khususnya di bidang pendidikan didorong oleh kepentingan keuntungan ekonomi bagi mereka sendiri alih-alih oleh motif untuk meningkatkan kesejahteraan rakyat setempat.

W artykule przedstawiono rozstrzyganie – na drodze sądowej – sporów pomiędzy mieszkańcami Krakowa, w okresie Rzeczypospolitej Krakowskiej (1815–1846), które dotyczyły służebności gruntowych miejskich (mur środkowy, prawo widoku). We wprowadzeniu wskazano na rzymski rodowód służebności, ich najważniejsze podziały (służebności naturalne, ustawowe, umowne) oraz główne sposoby korzystania z nich. W dalszej części artykułu analizie poddano 14 spraw sądowych, toczących się przed sądami Wolnego Miasta Krakowa. Podstawę źródłową stanowiły wyroki Trybunału I Instancji, Sądu Apelacyjnego i Sądu III Instancji, przechowywane w Archiwum Narodowym w Krakowie (zespół Archiwum Wolnego Miasta Krakowa), a także akta z Archiwum Uniwersytetu Jagiellońskiego poświęcone działalności orzeczniczej Wydziału Prawa UJ w latach 1817–1833. W pracy znalazły się liczne dane w przedmiocie stosunków własnościowych w Krakowie. Artykuł stanowi przyczynek do dziejów stosowania prawa francuskiego (Kodeks Napoleona, Kodeks Procedury Cywilnej) na ziemiach polskich w pierwszej połowie XIX w. Disputes among residents of Krakow regarding easements of municipal property (central wall and right to a view). In light of the case law of the civil courts in the Free City of Krakow (1815–1846) The article presents the settlement – in court – of disputes among the residents of Krakow, during the period of the Republic of Krakow (1815–1846), which concerned the easements of municipal property (central wall, right to a view). The introduction shows easements based on Roman rules, their most important divisions (natural, legal and contractual) as well as the ways of using them. Later in the article, there is an analysis of 14 court cases from the Free City of Krakow. The basis for this are the verdicts of the Tribunal of First Instance, the Court of Appeal and the Court of Third Instance, stored in the National Archives in Krakow (Archive of the Free City of Krakow), as well as records from the Jagiellonian University Archives, dedicated to the judicial activities of the Faculty of Law of Jagiellonian University, during the years 1817–1833. The work contains a great deal of information concerning property relations in Krakow. The article represents a contribution to the usage of French law (Napoleonic Code, Code of Civil Procedure ) in Polish land during the first half of the 19th century.
