PREPARATION OF TEACHING STAFF TO USE HTML5 TECHNOLOGIES FOR THE DEVELOPMENT OF ELECTRONIC EDUCATIONAL RESOURCES

The article discusses the organization of training teaching staff to use HTML5 technologies for the development of electronic educational resources in the format of web apps. The relevance of using multimedia interactive electronic educational resources in modern school is noted and the effectiveness of developing such electronic educational resources in the form of both offline and online web apps is justified. The additional professional development program “Modern web technologies in education” for educators of the Southeast School District of the Moscow region is described: the goal of the program, improving professional competencies of students, planned learning outcomes, category of students, the form and the period of education, forms of students’ work, the timetable with both the thematic plan and the forms and the distribution of hours by the topics and the types of work. The content of the program and materials for intermediate and final certification are given.

The work reflects the practical experience of training teachers-psychologists for the participation in competitions of professional skills. The organizational and methodological, theoretical and methodological aspects of the training for future competitors are presented. The goals, objectives, planned learning outcomes of the trainees of the additional professional advanced training program on the topic: “Organization the activity of the participant in the professional competition “Teacher-psychologist of Kuban” are reflected. The main content components of the program and profession-al competencies that must be acquired or developed by students as a result of training are de-scribed.

Welcome to the April 2019 issue of C&RL News. We start out this month with two articles focusing on scholarly communication issues. Navigating copyright in open educational resources is the focus of Lindsey Gumb’s Scholarly Communication column “An open impediment.” At the University of Memphis, librarians increased knowledge of data issues on campus through a professional development program for faculty. They write about their efforts in the article “Data Stewardship Week in an academic library.”

Актуальность проблематики исследования определяется гипотезой о наличии резильентной взаимосвязи между качеством образования и содержанием программ повышения квалификации, реализуемых с использованием цифровых образовательных ресурсов. Обосновывается необходимость а) изменений требований к профессиональной компетентности педагогов к реализации своих трудовых функций в отношении эффективного использования цифровых образовательных ресурсов; б) системных изменений в организации повышении квалификации педагогов в связи с их реализацией в условиях использования цифровых образовательных ресурсов. Делается вывод, что построение программы повышения квалификации с использованием цифровых образовательных ресурсов и его содержание является первостепенным, основным элементом, которое определяют её эффективность. И поэтому отбор содержания должен опираться на научные основания – закономерности и принципы, которые определяют необходимость и достаточность использования элементов содержания, а также эффективность их использования и направленность на результативность. Данная установка и является целью нашего исследования. Представлен авторский вариант выявленных закономерностей и сформулированных принципов отбора содержания программ повышения квалификации в условиях использования цифровых образовательных ресурсов. Новизна исследования заключается в том, что разработаны основания отбора содержания данных программ. Научные основания (закономерности и принципы) определены как взаимозависимые элементы, что позволяет определить их взаимообусловленность. Практическая значимость исследования заключается в том, что обоснованы принципы отбора содержания программ повышения квалификации, реализуемых с использованием цифровых образовательных ресурсов и могут использоваться при их проектировании. The relevance of the research problem is determined by the hypothesis that there is a persistent relationship between the quality of education and the content of professional development programs implemented using digital educational resources. The article substantiates the need for a) changes in the requirements for the professional competence of teachers to implement their work functions in relation to the effective use of digital educational resources; b) systemic changes in the organization of professional development of teachers in connection with their implementation in the context of the use of digital educational resources. It is concluded that the construction of a professional development program using digital educational resources and its content is the primary, the main element that determines its effectiveness. And therefore, the selection of content should be based on scientific grounds-laws and principles that determine the need and sufficiency of the use of content elements, as well as the effectiveness of their use and focus on effectiveness. This setting is the purpose of our research. The author's version of the revealed regularities and formulated principles of selecting the content of professional development programs in the context of using digital educational resources is presented. The novelty of the research lies in the fact that the grounds for selecting the content of these programs have been developed. Scientific foundations (laws and principles) are defined as interdependent elements, which allow us to determine their interdependence. The practical significance of the research lies in the fact that the principles of selecting the content of advanced training programs implemented using digital educational resources are justified and can be used in their design.

Objectives - to present practical application issues of distance education technologies in the training of health workers for the additional professional development program "Cancer alertness issues in practice of otorhinolaryngologists". The relevance of the program development and implementation in the Orenburg region is of particular importance, due to the fact that the regional cancer morbidity rate exceeds the average value in Russia. Results. The professional development program was prepared by the teaching staff of the Otorhinolaryngology Department of the Orenburg State Medical University and is meant for specialists certificated in "Otorhinolaryngology", "General Medical Practice (Family Medicine)". The program includes training materials, entry level tests that allow determining the specialists' initial knowledge level in the issues of early detection of ENT-organs malignant neoplasms, and the final progress check. Conclusion. The program allows doctors-otorhinolaryngologists to increase the professional competencies level in the field of malignant neoplasms cancer alertness; it was implemented in the education and information environment of the university on the basis of the "1C: Educational Organization" platform at the beginning of this year.

В статье рассматривается процесс управления карьерным ростом учителя как системная деятельность руководителя образовательного учреждения. На основе метода функционального анализа автором статьи рассматриваются основные функции управления в контексте данного исследования: целеполагание, планирование, организация, регулирование, контроль. Показана взаимосвязь и взаимообусловленность этих функций как единой сложной системы. Описаны факторы, влияющие на результаты карьерного роста учителя: стаж учителя; требования федеральных государственных образовательных стандартов, профессионального стандарта «Педагог»; мотивы профессиональной деятельности учителя; личностные качества и возможности учителя; перспективы развития системы образования. На основе актуальных источников в статье рассмотрены современные тренды образования, обусловливающие профессиональное развитие педагога. В частности, на основе материалов национального проекта «Образование», включающего в себя федеральные проекты «Современная школа», «Успех каждого ребенка», «Цифровая образовательная среда», «Учитель будущего», «Социальная активность», автором статьи рассматриваются основные тренды развития Российского образования как факторы, обусловливающие профессиональное развитие и карьерный рост учителя. В статье отмечается важная роль национальной системы учительского роста и новой модели аттестации педагогических кадров в управлении карьерным ростом учителя. На основе проведенного анализа делается вывод о том, что управление карьерным ростом учителя является деятельностью, требующей системного подхода со стороны администрации. The article examines the process of managing the teacher’s career growth as a systematic activity of the head of an educational institution. Based on the method of functional analysis, the author of the article examines the main functions of management in the context of this study: goal-setting, planning, organization, regulation, control. The article shows the interconnection and interdependence of these functions as a single complex system. The article describes the factors influencing the results of the teacher’s career growth: teacher’s experience; requirements of the federal state educational standards, professional standard “Teacher”; motives of the teacher’s professional activity; personal qualities and capabilities of the teacher; prospects for the development of the education system. On the basis of current sources, the article examines modern trends in education that determine the professional development of a teacher. Basing on the materials of the National Project “Education”, which includes the federal projects “Modern School”, “Success of Every Child”, “Digital Educational Environment”, “Teacher of the Future”, “Social Activity”, the author of the article considers the main trends in the development of the Russian education as factors that determine the professional development and career growth of a teacher. The article stresses the important role of the national system of the teacher’s growth and the new model of attestation of teaching staff in the management of the teacher’s career growth. On the basis of the conducted theoretical research, it is concluded that the management of the teacher’s career development is an activity that requires a systematic approach of the administration.

This paper describes the oral assessment activity we designed and used as a culminating activity for faculty participants in a professional academic development program. The program offers multiple certificates, and the goal of each certificate is to enhance participants’ abilities to design and deliver exceptional student learning experiences. We describe the unique nature of the assessment activity and provide details on the process of implementing oral assessment. The process enabled faculty to demonstrate achievement of the program learning outcomes and consider next steps in their professional development. Three key ideas discussed in this paper are: oral assessment, folio thinking, and dialogic curriculum.   Dans cet article, nous présentons l’activité d’évaluation orale que nous avons conçue comme le point culminant d’un programme de perfectionnement professionnel universitaire pour les enseignants. Ce programme comprend plusieurs certificats visant chacun à renforcer la capacité des participants à créer des expériences d’apprentissage exceptionnelles pour les étudiants. Nous montrons en quoi l’évaluation orale est unique et nous fournissons des précisions au sujet du processus de mise en œuvre de cette activité. Grâce à l’évaluation, les enseignants ont été à même de montrer qu’ils avaient atteint les objectifs d’apprentissage du programme et d’envisager la suite de leur perfectionnement professionnel. Voici en somme les trois idées clés dont traite cet article : l’évaluation orale, la pensée organisée sous forme de dossier (folio thinking) et le programme d’étude dialogique.

Information and Communication Technology (ICT) in education has become an important issue in education reform in many countries such as Hong Kong, Singapore, the United States, and the United Kingdom. Education reform is needed to give skill set of the 21st century to students. Indonesian government has begun implementing ICT in education since 2002 marked by the establishment of the Indonesian Telematics Coordinating Team (TKTI). Although the development of ICT is still far away compared to Hong Kong and Singapore, ICT development is on the right track. In 2013, Indonesia began to initiate Open Educational Resources (OER) and teacher training on ICT. Open educational resources are digitized materials that can be freely accessed by those who want to teach, learn, or research. The OER initiatives have many challenges ahead, one of them is the development of the OER community involving all teachers in Indonesia. The gap in education quality between islands in Indonesia is added with the differences of education infrastructure and education resources. Therefore, Indonesia must create personalized professional development program based on the need of each island. The Indonesia government could initiate the OER consortium to unite all teachers to build a knowledge society. The methods of creating a professional development program could be deducted from the U.S. which has many districts and gap in education quality between states. The purpose of this paper is to develop a professional development program in creating the OER community in Indonesia. This paper tries to investigate what kind of professional development that has been set in, analyze the problems that would likely to occur, and give some solutions.

As online education continues to expand across varied educational sectors, so does the demand for professional development programs to guide academic teaching staff through the processes of developing their capacities to design and teach online courses. To meet these challenges at one higher education institution, a mixed methods research study was implemented to identify the professional learning needs of academic teaching staff for the purposes of developing a tailor-made professional development program. The principles of self-efficacy and threshold concepts were used to inform the design of the study. Data were systematically gathered from the participants to determine self-efficacy, concerns, and questions and experiences of academic teaching staff with online teaching. Findings revealed that academic staff held threshold concepts, skills and attitudes about online teaching. Three groups of staff were identified, all with varying forms of professional development requirements. This case study account demonstrates how an evidence-based project provided the basis for a research-informed institutional professional development program that is currently guiding academic staff through their development as online course designers and teachers.
