In this study, the authors focus on the environmental and economic aspects of sustainable development at the regional level. Theoretical aspects of sustainable development of regions have been described, the main environmental problems giving rise to the formation of proposals for sustainable development have been presented, and the main systems of indicators of environmentally sustainable development have been analyzed. The analysis of the dynamics of the main indicators of the environment state in the Republic of Kazakhstan has been carried out and problems that impede the formation of environmentally sustainable development in the region have been identified. The directions of solving the problems of environmental sustainability of regions have been developed, providing for the construction of an organizational and economic mechanism for environmentally sustainable development, as well as improving several tools for managing sustainability. The authors attempt to fill in the existing gaps based on the materials of Kazakhstan, showing the problems of effective management of environmental sustainability based on the greening of industrial production, introduction of environmental innovations, development of the environmental culture of the population, as well as scientific justification of approaches to assessing regional environmental sustainability.

At present, one of the most important lines of state policy is regulation of development of scientific, research and innovative sphere, which is to a large extent reasoned by significant influence of scientific processes on modernization of the present economy. In this connection, issues of effective management of scientific activity both at the federal and at the regional levels become the most important ones. Inter alia, we speak of creation of system for stimulation of interaction of economic entities and scientific organizations with the purpose of development, testing and implementation of advanced Russian technologies into production processes. Individual regions in the framework of their powers frequently use their own stimulation mechanisms, and as a result of implementation thereof, significant differentiation of innovative activity level of Russian enterprises in various subjects of the Russian Federation takes place. Peculiarities of state scientific and engineering policy, preconditions and lines of improvement of state regulation of development of scientific activity in Russia are considered in the article. The author paid special attention to development of recommendations on improvement of this mechanism at the regional level under the current conditions.

The authors of the article carried out a comprehensive analysis of the development of the migration sphere in modern Russia. The priorities of the implementation of the state migration policy, which continues its long, difficult path from formation to improvement and modernization, are identified. The results obtained made it possible to justify the need to increase the efficiency of state regulation of the migration sphere at the regional level, in particular in the Oryol region. Possible ways of increasing the effective management of national migration flows in Russia are given.

A physical education instructor must have a variety of competencies, the content of which has been significantly expanded since the formation of 1469 UTCs in Ukraine, covering areas inhabited by thousands and even tens of thousands of inhabitants. In Ukraine, there were 783 instructors of physical culture of village and settlement councils, as well as united territorial communities. This highlights the need to justify and develop a standard that would define the requirements for advanced training of this category of professionals. The purpose of the study was to scientifically substantiate and develop a regional standard that contains requirements for advanced training of «Instructors of physical culture of village and settlement councils, united territorial communities». The developed regional standard of advanced training of physical education instructors of village and settlement councils, united territorial communities is designed to meet the requirements for long- term, short-term training and internships of this category of specialists, which must be taken into account and observed at the regional level. Particular attention in the standard was paid to the possible / expected knowledge and skills of students acquired during the business training of physical education instructors. Direct organizational and managerial activities in this area are carried out in the UTC by the relevant department (there are their names: families, youth and sports; education, culture, youth, sports and tourism; culture, youth and sports, etc.). The department may have a sector or a specialist in physical culture and sports. The community where the physical education instructor works should, on the basis of his report, make a decision on the expediency of introducing the results of professional development to the content of its activities on the development of physical culture and sports.

The article deals with the development of entrepreneurship at the regional level. The necessity of taking into account the context and its impact on the practice of managing the development of entrepreneurship in the region is justified. For the study of entrepreneurship with the influence of the regional context considered, it is proposed to use the ecosystem approach, which allows focusing on the specific context of business development. Based on the analysis of foreign and domestic sources, the author’s definition of the concept of “regional entrepreneurial ecosystem” is given. It is proved that, due to the uniqueness of each regional entrepreneurial ecosystem, it is advisable to use the configuration approach, which ensures that the diversity and variability of the regional context are taken into account. It is proposed to consider each regional entrepreneurial ecosystem as a set of nine configuration subsystems. The estimation of the configuration profiles implies using area or volume values, formed, in aggregate, by the parameters characterizing the configuration. A methodology for identifying the configuration profile of a given subsystem in a regional entrepreneurial ecosystem is developed. Based on the methodology in question, the efficiency of the configuration profiles of state institutions regulating entrepreneurship in the 85 subjects of the Russian Federation is identified. The approach substantiated in the article makes it possible to develop practical mechanisms for effective management of regional entrepreneurial ecosystem configurations, which, in turn, would contribute to more dynamic and predictable growth of business and investment activities in Russian regions.
