In his "Testament" G. Plekhanov basing on the Marxist methodology came to the conclusion that capitalism was inevitable in Russia and that Russia as well as the rest of the world was not ready for socialism. Reflecting on possible prospects of Soviet Power, he demonstrated assurance in its collapse in the short- or long-term period. His ideas about the key role of intelligentsia in social development sound very urgent now.

The article covers unified issues of the long-term strategy development, the role of science as well as democracy development in present-day Russia. The problems of budget proficit, the Stabilization Fund issues, implementation of the adopted national projects, an increasing role of regions in strengthening the integrity and prosperity of the country are analyzed. The author reveals that the protection of businessmen and citizens from the all-embracing power of bureaucrats is the crucial condition of democratization of the society. Global trends of the world development and expert functions of the Russian science are presented as well.

AbstractIntegrated coastal management (ICM) programmes are being planned, formulated and implemented in coastal States all over the world. To date, however, ICM has been seen as more in the realm of policy-makers, managers, scientists, coastal resource economists, and others, rather than in the realm of lawyers. This article reveals how law and lawyers should play an absolutely essential role at all stages of the ICM process. Ideally, ICM legal consultants will have a broad range of knowledge and experience in both international legal treaties as well as in certain fundamental national law principles, so that coastal zone policies will be designed and carried out with a critical understanding of the laws and institutions needed for the long-term success of an integrated coastal management programme.

Purpose The authors wrote their study in response to the pressures businesses face today to behave responsibly. More than 90% of the largest 250 MNCs in the world, they said, disclose information about various aspects of their CSR and sustainability. Meanwhile, HRD practices play a significant role in the design and effectiveness of these initiatives. Design/methodology/approach The authors conducted an analysis of the contents of CR reports to detect themes. They used a list of the top 100 CSR companies in the 2016 Global CSR Rep Trak 100. Overall, 55 reports were included from 23 large MNCs in 17 industries and 10 countries across Europe, Asia and North America. Household names included BMW, Campbell Soup, Dell, FedEx, Nike, Visa, Sony, Honda, Samsung, LEGO, Air Canada, Hilton Worldwide, and Fujifilm. Findings Initial analysis showed that seven areas of HRD work were the most important in supporting CSR and sustainability agendas. They were (1) Diversity, equity and inclusion. (2) Community engagement. (3) Work-life balance. (4) Employee long-term growth and development. (5) Performance management. (6) Business ethics and ethical culture and (7) Raising CSR awareness. Originality/value The study addressed two fundamental questions: First, what is the role of HRD in CSR and sustainability as portrayed in CR reports? Second, what areas of HRD work are highlighted in CR reports as important in the context of CSR and sustainability?

The article discusses the features of the Arctic zone, its place in the world economy and international relations. The reasons for the intersection of the geopolitical interests of the leading states of the world in this region are revealed. The main directions of scientific and technical cooperation in the development of the Arctic are identified. The role of the Arctic Council in solving the problem of coordinating the interests of various actors in the region is shown. The strategic necessity of the development of the Arctic as a region free of conflicts and rivalry is substantiated. The analysis of the Russian Arctic policy and mechanisms for its implementation. The author substantiates the conclusion that the development of the Russian Arctic zone can become a driving force for the qualitative growth of the national economy, the formation of the country's competitive advantages in the long term, as well as maintaining the global ecological balance and stability.

AbstractThe present paper deals with the role of humor in world language teaching and learning. The goal is to enable educators and researchers to address the phenomenon of humor in the world language classroom in its complexity by suggesting a multidisciplinary approach and by introducing a coding scheme for investigating the use of humor in the world language classroom. Finally, we will introduce an ongoing long-term study planned with the proposed design.

Biobanks provide a platform for innovative biomedical research and has improvised translational and personalized medicine to a great extent. Time 2009 published 10 ideas changing the world right now with biobanks on the list emphasizing its role in discovery and development of new therapeutic drugs. They form the cornerstone, providing resources for future investigations and biomarker discovery to understand the effects of genetic, environmental and lifestyle factors on human morbidity, mortality and health. The aim of this review paper is to understand the role of biobanking in cancer research, the challenges faced and strategies to overcome these, for long term and sustainable research in the field of oncology.

<p>The 2008 financial crisis and recession crippled some of the largest businesses in the world and caused severe recession across the world. However, prior to the focus on economic recovery, social responsibility and sustainability were major themes in the business world and debate centred on the role of business in society. The key question and area for research was how the financial crisis affected this debate. This thesis uses the financial crisis to explore the role and responsibilities of business. This research is located firmly within the literature on business and society, where the key debates centre on the role of business and the scope of business responsibilities. The literature on social responsibility has a notable gap in the fact that it does not address the impact of economic context on social responsibilities. The methodology of this paper uses a set of twenty-one interviews. These interviews consisted of three sets of seven interviews with different participant groups for each set. The participant groups consisted of consumers, policy managers and business managers. These interviews were analysed for themes through the data analysis method of coding. The findings of this paper suggest that the role of business in society should be focused on the generation of profit and that the recession or other economic influences do not change this role. These findings also suggest that although businesses are responsible only for complying with the law, they should also satisfy their customers, engage in activities beneficial to their long term interest and avoid actions which cause harm to others or undermine the long term viability of the business. The findings also imply that neither economic context nor profit, changes these responsibilities. These findings make important theoretical and practical contributions. The theoretical contributions support the literature arguing for a limited scope on the role of business. They also argue in favour of social responsibilities being voluntary. The finding that economic context and profitability have no impact on responsibility is important in its own right, but also suggests that business responsibilities are static. This paper makes another contribution through models which are based on the findings. These models combine social responsibility with corporate strategy to show the concept of a responsible business and the difference between voluntary, compulsory and strategic responsibilities.</p>

Abstrakt: Współczesna polityka Federacji Rosyjskiej na Bliskim Wschodzie jest elementem szerokiej strategii ukierunkowanej na cele w środowisku międzynarodowym oraz na cele wewnątrzpaństwowe. Polityka ta jest konfrontacyjna na płaszczyźnie Rosja – Zachód i stanowi koło zamachowe w dążeniu kraju do odzyskania dominującej roli w świecie. Zaangażowanie Federacji Rosyjskiej w konflikt w Syrii jest konsekwencją jej mocarstwowej polityki w zmieniającym się środowisku międzynarodowym. Głównym celem było wyeliminowanie rozwiązań USA i innych państw Zachodu w zakresie interwencji humanitarnej w Syrii. Poza tym utrzymując reżim Baszara al-Asada Federacja Rosyjska podjęła realizację własnego ładu na Bliskim Wschodzie, gdzie chce odgrywać kluczową rolę. Pomagają jej w tym Iran – wieloletni oponent USA oraz Turcja – nowy koalicjant, które mają też swoje partykularne cele w regionie. W przypadku polityki wewnętrznej, rosyjskie elity polityczne chcą utrwalić władzę populistyczną, oferując narodowi drogę dokonań państwa, szczególnie w wymiarze międzynarodowym – wskazując siłę militarną i wyższość polityczną, jako podstawowe elementy odbudowy mocarstwowej roli Federacji Rosyjskiej w świecie. Te kierunki polityki zewnętrznej i wewnętrznej dają obraz konsekwentnych, a jednocześnie zaskakujących działań Federacji Rosyjskiej na Bliskim Wschodzie. Abstract: Contemporary policy of the Russian Federation in the Middle East is an element of a broad strategy focused on international and internal purposes. This policy is confrontational at the level of Russia - the West and constitutes a flywheel in the pursuit of the country to regain its dominant role in the world. The involvement of the Russian Federation in the conflict in Syria is a consequence of its superpower policy in the changing international environment. The main goal was to eliminate the solutions of the USA and other Western countries in the field of humanitarian intervention in Syria. What is more, maintaining the regime of Bashar al-Assad, the Russian Federation has embarked on the implementation of its own order in the Middle East, where it wants to play a key role. Iran, a long-term opponent of the USA, and Turkey, a new coalition partner that also has its particular goals in the region, are the countries which help Russia in this area. In the case of domestic policy, Russia’s power elites want to consolidate populist power by presenting the nation country’s accomplishments, especially in the international dimension, indicating military strength and political superiority as the basic elements of rebuilding the superpower role of the Russian Federation in the world. These external and internal policies give a picture of the consistent and also surprising actions of the Russian Federation in the Middle East
