The article examines public organizations that functioned and performed state functions in the field of physical culture and sports. Special attention is paid to previously little-studied issues of interaction of the Union of Sports Societies and Organizations of the USSR with state bodies. The source base of the article is the normative legal acts regulating the activities of this organization, as well as documents of the Kaliningrad regional Union of Sports Societies and Organizations that were not previously introduced into scientific circulation. The liberalization of public life during the Thaw period had a significant impact on the position of public organizations in the Soviet political system. The scientific literature of that time actively discussed the issues of involving citizens and public organizations in solving the problems facing the country. One form of such involvement was the transfer of state functions to public organizations. As a result, public organizations were able to make important decisions in a certain segment of the public sphere. The Union of Sports Societies and Organizations of the USSR became a unique organization that completely replaced the state body in the field of physical culture and sports. Based on the material studied, the author comes to the conclusion that the liquidation of the Union of Sports Societies and Organizations of the USSR in 1968 coincided with other processes aimed at curtailing liberal principles in the USSR. Almost 10 years of activity of this organization have shown that the transfer of state functions into the hands of the public is indeed possible.

The objective of this study was to relate winter precipitation ionic inputs, snowpack retention, and change in first-order stream chemistry with spring snowpack melt. During winter 1982–83, measurement of precipitation inputs, snowpack concentration and loading, and streamwater concentration and discharge of Ca2+, K+, H+, NO3−, and SO42− from a 176-ha watershed reveals that only H+ might be lost from the snowpack before first thaw. Above-freezing soil temperature beneath the snowpack may be a factor in H+ loss. An initial 1-d thaw resulted in loss of over one third (6 eq∙ha−1) of the snowpack Ca2+. Over one half the snowpack load of K+, H+, NO3−, and SO42−, was lost in a subsequent midwinter freeze–thaw period. Snowpack loading of ionic species was reduced by 70–90% before peak spring melting and stream discharge. Ecosystem H+ retention and biological uptake of NO3− further mitigate ionic "pulses" in streamwater. Sulfate discharge exceeds bulk inputs, which suggests significant dry deposition input and little forest soil retention of this anion. The snowpack was relatively small, which limits wider application of these results to the region.

The paper is devoted to a parallel description of the literary processes in the Soviet Union and Soviet Latvia during Nikita Khrushchev’ reign, also known as the period of political thaw or the liberalisation of the communist regime (1953–1964). The main object of the research is the literary magazine Inostrannaja literatura (Иностранная литература), issued in the Soviet Union since 1955, dedicated to foreign literature and its translations; the principles of creating its content and structure during the political thaw period. The aim of the research: with concrete examples, to show the role of this legendary Russian literary periodical in the Iron Curtain period, expansion of freedom of thought, decanonization of socialist realism dogmas in general in the USSR, and also in the Latvian SSR. The methodological basis of the research consists of a comparative literature approach and a new historicism position that the literary text is important in studying different lines of history. The analysis of the publications clearly shows the replacement of the so-called periods of thaw and freezing. The article proves that the appearance of translations, reviews, previews, and research articles of foreign literature in this journal is closely connected with various political peripeteia of the USSR. In Latvia, there is a great resonance of Inostrannaja literatura, and it had an eventual influence on overcoming the dogmas of socialist realism in Latvian literature. The publications about the journal in Latvian literary editions and the study of the reception of one text example, a comparison of various editions of the writer Ēvalds Vilks’s (1923–1976) story “Twelve Kilometers”, prove it.

This chapter explores Aleksandr Zarkhi’s film adaptation of Vasilii Aksenov’s 1961 “youth novel” A Starry Ticket into My Younger Brother just a year later. Despite the relative liberalism of the Thaw period, ideological strictures had to be adhered to, and this necessitated correction of the novel’s “flaws,” namely Aksenov’s use of youth jargon, his focus on the generational divide in Soviet society, his undermining of the the myth of a big Soviet family, and the lack of positive development in the hero. The film simplifies and sanitizes the novel by removing the generational conflict and transform the novel’s ambiguous conclusion into a more optimistic vision of social progress and personal maturation.

Abstract Seasonal snowfall, a sensitive climate factor and the main form of precipitation in arid areas, is important for forest material circulation and surface processes and profoundly impacts litter decomposition and element turnover. However, how the thickness and duration of snow cover affect litter decomposition and element release remain unclear. Thus, to understand the effects of snow on litter decomposition, fiber degradation and their relationships with soil properties, a field litterbag experiment was conducted under no, thin, medium, and thick snow cover in a Schrenk spruce (Picea schrenkiana) forest gap in the Tianshan Mountains. The snow cover period exhibited markedly lower rates of decomposition than the snow-free period. The litter lignin, cellulose and N concentrations in the pregrowing season and middle growing season were significantly higher than those in the deep-freeze period, and the litter C and P concentrations were significantly higher during the onset of the freeze–thaw period, deep-freeze period and thaw period than in the late growing season. The litter cellulose, C and N concentrations were significantly higher under thick snow cover than under no snow cover in most stages. Moreover, the correlations among litter mass, cellulose, lignin/cellulose and soil bulk density varied with snow cover depth. The temporal variations and snow cover depth affected the decomposition process significantly. The former affected lignin, cellulose and P, and the latter affected cellulose, C and N and changed the litter-soil properties relationship. These differences provide references for understanding how winter conditions affect material cycling and other ecological processes under climate change.

The paper considers the research into the work of vertical axial elements in seasonally frozen grounds under dymanic strain within the frameworks of annual cycle. The authors provide the results of laboratory research into the specific adhesion and dynamic strain impact. They also have developed a structure capable of reducing the impact from frost heaving anf dynamic impact forces during thaw period.

The Susquehanna River annually supplies about 8.4 × 104 and 4.7 × 103 metric tons of particulate carbon (PC) and nitrogen (PN), respectively, to upper Chesapeake Bay. In the upper bay, the concentration of PN usually ranges between 0.10 and 0.30 mg liter−1 and is occasionally greater than 0.50 mg liter−1. In the lower study area, the concentration of PN stabilizes near 0.10 mg liter−1. Maximum values of the carbon:nitrogen (C:N) ratio (atomic basis) occurred in the upper bay, and highest values were associated with the late-winter thaw period of the Susquehanna River. C:N ratios of 20–30 were usual most of the year in the low salinity region, and often greater than 30 during times of maximum river discharge. In the lower study area, the ratio approached 15 throughout most of the year. In general, the reduction in the C:N ratios of the suspended material was reflected in the C:N ratios of the sediments.The high C:N ratios in the upper bay and the tidal freshwater portion of the Susquehanna River indicate a high detrital content. An estimate of net primary production would extrapolate to the fixation of PN of approximately 1600 metric tons per year in the upper bay or about 34% of that supplied by upland drainage. The major source of PN in the lower study area is probably provided by photosynthetic fixation, since the physical circulation of the estuary retards a large movement of particulate material seaward.
