The article identifies approaches to communication models and the formation of communication theory considers modern theories and communication models as a basis for the formation of public administration decisions in the health care system. Approaches to the essence of communications in public administration are described. The views of domestic and foreign scholars on the composition of communication functions in public administration are studied. Information flows in public administration are classified. Elements of the information and communication system of public administration in the field of health care have been studied. The levels of information and communication system of public administration of the health care system are analyzed. The study identified key factors in the effective management of the health care system. Emphasis was placed on defining mechanisms and tools for public administration of the national health care system, which determine profound systemic changes in the reform of the industry and developed an improved methodology for assessing the results of effective development of public administration mechanisms through the transformation of procedures and rules governing the interaction of agents. market of medical services of Ukraine. These provisions, in fact, necessitate an analysis of the development of public administration mechanisms in the field of health care in Ukraine as a subject of study, and their interaction in the process of systemic changes in the industry to establish links between major categories. Based on the analysis of the results of the study, the current state of the health care system of Ukraine as a prerequisite for the modernization of the medical sector and increase its competitiveness. State regulation of the health care system should be divided into specific types of regulatory actions that would determine the subject, content, structure of the object of regulation and other parameters. The system of public administration is a set of rules, laws and procedures governing the interaction of participants at the national level. The determinants of the development of mechanisms of state management of the medical sector of Ukraine (socio-political, economic, demographic, socio-cultural) are determined and substantiated. The main reasons that hinder the development of the market of medical services in Ukraine are identified and the main directions and tools for overcoming these obstacles are outlined. The concept of systemic transformation of public administration mechanisms in the field of health care is substantiated, which defines the basic principles, among which are decentralization, democratization, self-regulation, autonomy, intensification, optimization of functions, which provides for diversification of ownership, sectoral governance reform, improving regional governance, financial reform, etc.

The study allowed us to establish the development of scientific knowledge in public administration, which is to expand its subject-matter scope and methods of studying the processes occurring in the field of health care. In addition, it is proved that the proposals of scientists to expand the forms and content of mechanisms for implementing public administration and public policy in the field of health care are important in the development of methodology and organization of public administration science. The positions of domestic and foreign scientists on the peculiarities of public health management are analyzed. Thus, Bugaytsov S. G. studied the problems of state regulation of the cancer care system, Yarosh N. P. devoted research to regulating the development of social standards in the field of health, Ringach N. O. studied the health care system as a component of national security. Scientific researches of Zhilka K. I. related to the development of cooperation with international organizations in the field of public administration of children's health. Firsova OD improved the mechanisms of geoinformation support of the state health care management in Ukraine. Mokretsov SE studied the problems of public administration of reproductive health in Ukraine in a demographic crisis. Kovalenko T. Yu. developed mechanisms of public administration in the field of sanatorium and resort provision of children in Ukraine. Jafarova D. M. suggested ways to improve the management system of primary health care reform at the local level on the example of the city of Lviv. In general, the scientific achievements of domestic science, allows us to talk about the diversity of the health care system as an object of public administration. As a result, a map of the development of public administration science in the context of a separate object-subject field of the health care system has been formed.

In modern conditions, the effectiveness of management of facilities largely depends on the quality of information support of the management of these facilities. The availability of reliable, timely and optimal information on the state of facilities and trends in their development should facilitate the development and adoption of the most optimal and effective decisions on health care management in both the industry and specific health care institutions. The article identifies the importance and significance of the use of information and computer technologies in public administration of the health care system. The place of public administration in the processes of application of information and computer technologies is considered. The levels of introduction of information and computer technologies in the state management of the health care system are characterized. The peculiarities of using the eHealth system for the purpose of digitalization of public administration and realization of medical services in Ukraine are determined. It has been proven that the implementation of eHealth in the health care system requires careful monitoring and communication process between healthcare professionals, patients, end users of health services. The characteristic of the technological accounting tool, which is the main component of the eHealth system, is given. The process of eHealth implementation in the modern healthcare system in Ukraine is analyzed. The main advantages and problems of the implementation and development of a single electronic health care system eHealth are described. The directions of improvement of the process of introduction of information and computer technologies in the information and communication system of public administration in the field of health care of different levels are investigated, namely: realization of the project of development of innovative information and computer system on communication between health care institutions concerning treatment patient, implementation of the project of development of the database on doctors and personnel reserves of different levels, implementation of the project of development and formation of the database on the state of public health.

Objective of the study: to substantiate the theoretical approaches and develop priority areas for improving public administration to ensure the system of medical rehabilitation and recreation in Ukraine. Material and methods. To achieve this goal, a set of interconnected and complementary general and special research methods was used, in particular, specific search methods (detection, selection, theoretical analysis, synthesis, updating, classification) were used to summarize regulatory, documentary, printed and electronic sources of information on public administration of the system of medical rehabilitation and sanatorium services. Results. Theoretical principles of public administration of the medical rehabilitation system are investigated. The current state of medical rehabilitation and sanatorium treatment in the health care system of Ukraine is analyzed, namely: regulatory and legal support of medical rehabilitation and sanatorium treatment in the health care system of Ukraine. The priority directions of improvement of the state administration concerning maintenance of system of medical rehabilitation and recreation in Ukraine are substantiated and the ways of improvement of the state management of system of medical rehabilitation as a component of the state policy in the field of public health services are offered. Findings. Support for the development of sanatorium-resort activities should be carried out using the methodology of program-targeted management, which provides for the development and adoption of comprehensive programs aimed at implementing specific measures to develop resort potential, improve quality and efficiency of sanatorium-resort services, strengthen the material and technical base of resort management at the level of the state and regions.

The article examines main models of public administration and regulation of health care systems, assessed with an account for their organizational and financial characteristics: predominantly state, predominantly social and insurance, predominantly private models. The predominantly state model characterized by a significant role of the state is observed in the UK, Greece, Denmark, Norway, Portugal, Sweden, etc., the predominantly social and insurance model is found in Austria, Belgium, Netherlands, Germany, France, Switzerland, and Japan with the predominantly private model followed in the USA, South Korea, and other counties. The international ranking on the effectiveness of health systems is attained in terms of their response to challenges of the global COVID-19 pandemic. Based on the analysis, the critical issues for the health care systems were highlighted: insufficient funding of the public health care system, irrational distribution of health care costs, as well as the fact that health care systems were not designed for an emergency situations. The irrational distribution of public funds is a consequence of the low efficiency of health care management at all levels, which leads to concomitant problems in health care, such as staffing and material support. Based on the study of the main foreign models of public administration and regulation of the health care system, it was shown that for the Kazakh and Ukrainian models of the health-care system public administration, it is feasible to follow Germany and Singapore with their developed health insurance system based on a combination of the principles of individual responsibility and universal affordable medical care, as well as the well-coordinated systemic work of public health authorities in a state of emergency. Thus, further improving the efficiency of health care system management is one of the main tasks for social policy in Kazakhstan and Ukraine. Dealing with this task largely depends on the correct choice of the appropriate model of the health-care system public administration.

The need for effective reform of the health care system and departmental medicine is due to Ukraine’s integration into the community of European states and its accession to NATO’s International Alliance. This is possible through the development and implementation of effective management mechanisms. The study highlights the causes, features of the formation and functioning of departmental medicine in Ukraine, identifies mechanisms and problems of public administration in this area, their causes and possible solutions using methods of abstraction, systems analysis and structural modeling. The civil and military sectors of departmental medicine are defined and the scheme of subordination of divisions is described, achievements of reform of departmental medicine in the context of reforming of the Ukrainian health care system are investigated. Based on the analysis of the contradictions of research on this problem in the articles of foreign and domestic scientists in various fields and comparative analysis of the existing legal framework identified trends in reforming military and civilian departmental medicine in Ukraine and achieving their reform in other countries. Ways to improve the mechanisms of public administration, structural models of organization and prospects for further development of this medical field are proposed.

The paper aims to assess the organisational design of the public health care system of Montenegro from the organisational and legal standpoint, and in particular from the position of a likelihood for the system decentralisation through an inclusion of local self-governments with the goal to increase the quality of health care. The qualitative analysis is based on the method of case study. The research covers the analysis of Montenegrin legislation, and in particular Montenegrin and European regulations and strategic documents that refer to local self-governments and health care system. Individual and group interviews were conducted with top executives in the Ministry of Health of Montenegro, Health Insurance Fund of Montenegro and Ministry of Public Administration. The research shows that Montenegrin health system is predominantly centralised, and lacks substantial involvement by local self-government in health care related services. The need for a stronger participation of municipalities (and private entities) is indicated, for the purpose of achieving a stronger level of quality of the health care services.
