The article identifies approaches to communication models and the formation of communication theory considers modern theories and communication models as a basis for the formation of public administration decisions in the health care system. Approaches to the essence of communications in public administration are described. The views of domestic and foreign scholars on the composition of communication functions in public administration are studied. Information flows in public administration are classified. Elements of the information and communication system of public administration in the field of health care have been studied. The levels of information and communication system of public administration of the health care system are analyzed. In modern conditions, the effectiveness of management of facilities largely depends on the quality of information support of the management of these facilities. The availability of reliable, timely and optimal information on the state of facilities and trends in their development should facilitate the development and adoption of the most optimal and effective decisions on health care management in both the industry and specific health care institutions. The article identifies the importance and significance of the use of information and computer technologies in public administration of the health care system. The place of public administration in the processes of application of information and computer technologies is considered. The levels of introduction of information and computer technologies in the state management of the health care system are characterized. The peculiarities of using the eHealth system for the purpose of digitalization of public administration and realization of medical services in Ukraine are determined. It has been proven that the implementation of eHealth in the health care system requires careful monitoring and communication process between healthcare professionals, patients, end users of health services. The characteristic of the technological accounting tool, which is the main component of the eHealth system, is given. The process of eHealth implementation in the modern healthcare system in Ukraine is analyzed. The main advantages and problems of the implementation and development of a single electronic health care system eHealth are described. The directions of improvement of the process of introduction of information and computer technologies in the information and communication system of public administration in the field of health care of different levels are investigated, namely: realization of the project of development of innovative information and computer system on communication between health care institutions concerning treatment patient, implementation of the project of development of the database on doctors and personnel reserves of different levels, implementation of the project of development and formation of the database on the state of public health.

Abstract The purpose of this article is to describe the development of a theory-based, culturally and gender-relevant Community Health Worker (CWH)-led tobacco cessation intervention for low-income Brazilian women who augments the tobacco cessation program offered through the public health system using Intervention Mapping (IM). We began with the establishment of a network of representatives from different segments of society followed by comprehensive needs assessments. We then established a logical planning process that was guided by a theoretical framework (Social Cognitive Theory) and existing evidence-based tobacco cessation programs, taking into account socio-political context of a universal health care system. Given the gender-relevance of our intervention and the importance of social support in tobacco cessation among women, we chose an intervention that would be delivered within the public health system but augmented by CHWs that would be trained in behavior change by researchers. One of major advantages of utilizing IM was that decisions were made in a transparent and supportive manner with involvement of all stakeholders throughout the process. Despite the fact that this process is very taxing on researchers and the health care system as it takes time, resources and negotiation skills, it builds trust and promotes ownership which can assure sustainability.

The health care system in the State of Israel consists of two sectors - the public sector, which includes government-owned hospitals and medical institutes. The public health sector includes the community health system, health funds, family medicine, the general care system and the mental health care system. The second sector is the private sector, which includes private hospitals and medical institutes. Both sectors are supervised by the Israeli Ministry of Health, which is the supreme governmental authority through which it implements its policy in the entire health system in Israel. The law provides and guarantees medical insurance for every resident of Israel, the right to receive medical treatment, the prohibition of discrimination, informed consent to medical treatment, the right to receive an additional medical opinion, the dignity and privacy of the patient and the right to attend. Health funds in Israel were established before the State of Israel was established. The ideological concept of the health funds was based on the principle of equality and mutual assistance.

AimThe major objectives of this study were to evaluate the existing pediatrics health care service provisions and utilizations of the public polyclinics in Barbados. Furthermore, the aim was to assess if the existing manpower resources were adequate.BackgroundBarbados has a mixed health care system consisting of both a socialized and a private health care system. The Ministry of Health commissioned a needs assessment survey of the pediatrics primary health care at the public polyclinics.MethodsPrimary data were collected through interviews with the public primary health care providers. Secondary data were collected from the Barbados Census Data and Ministry of Health statistics. Data were analyzed to assess the pediatrics primary health care service utilization and adequacy of existing resources at the polyclinics.FindingsIn 2012, there were 62 934 visits from children <16 years of age to the public polyclinics in Barbados and this accounted for 39.1% of all visits (both adults and children) to the polyclinics. An overall 16.7% of the visits were from children less than five years old to the Well Child Clinic for immunization and for growth and development monitoring; 32% of all physician consultations at the polyclinics were for children <16 years. Utilization of health services by children at the polyclinics was 5245 visits/month. Given an expected monthly demand for 10 822 visits from children, the polyclinics serve 48.5% of the primary health care demand for children in Barbados.ConclusionsThe public polyclinics play a pivotal role in the pluralistic primary health care system in Barbados. They fulfill nearly half of all the primary care demand and more importantly provides for almost the entire immunization demand, and thereby ensuring high coverage.The existing resources, if used optimally, would reduce the long consultation time observed in this setting, and thereby increase the capacity considerably.
