Participation of citizens in using voting rights as a key element to success of Election. However, voter participation in Medan regional elections since reforms until now, tends experience a low participation rate. Thus, political socialization education is important, in order to maintain quantity and quality in the 2020 Medan City Head Election. The objectives of this activity include: First, disseminating information about the stages, schedule and objectives of the election. Second, increase citizens' knowledge and awareness of rights and obligations in elections. Third, increase voter participation in elections. Method of socialization through lectures and discussions from speakers to activity participants by applying strict health protocols.. The results of socialization activities show the enthusiastic attitude of the Community of the Sovereign People's Movement of North Sumatra in participating in this activity. Socialization participants argue that this activity can increase their knowledge of the rights and obligations of citizens ahead of the Election. Evidently, socialization participants are committed to participate in inviting the people of Medan to participate and follow the entire process of the simultaneous election stage 2020.

ABSTRACT Stipulation of Law of the Republic of Indonesia Number 6 of 2020 concerning Stipulation of Government Regulations in Lieu of Law Number 2 of 2020 concerning Third Amendments to Law Number 1 of 2015 concerning Stipulation of Government Regulations in Lieu of Law Number 1 of 2014 concerning Election of Governors, Regents , and the Mayor Becomes Law Becomes Law on August 11, 2020, has stipulated that the simultaneous regional elections in 2020 will be held on December 9, 2020, even though the Covid-19 pandemic is ongoing and there are significant additional positive cases. This research uses a qualitative approach and uses literature study. The results of this study show that there is an increase in voter participation in the 2020 elections for South Tangerang City compared to the 2020 elections, which amounted to 3.06%. The total voter turnout for the 2020 elections was 594,711 voters consisting of 575,725 valid votes, 18,986 invalid votes. The people of South Tangerang City who exercised their voting rights were only 60.93% of the 976,019 DPT stipulated by the South Tangerang City KPU or 381,308 (39.07%) South Tangerang City voters did not exercise their voting rights. Meanwhile, in the 2015 regional elections, voter participation was 57.87% with a total number of voters of 920,115 people and users of voting rights as many as 533,444 people. The agricultural sector in the highlands of North Sumatra is the main sector of economic support for the people in the area. Although some sub-sectors have not shown significant improvement in the economy. For this reason, researchers are interested in analyzing each basic or superior sub-sector, so that policies can be taken to solve existing problems. The purpose of this study was to analyze the superior commodities of the upland agricultural sector in North Sumatra. The data used in the secondary data is obtained from the Central Statistics Agency (BPS) in 2019 covering the food crop sub-sector, the vegetable and fruit horticulture sub-sector, the livestock sub-sector, the plantation sub-sector. To answer the research questions, LQ analysis is used to determine superior commodities. The results showed that the food crop sub-sector in the highlands was a superior commodity with LQ = 1.62. The vegetable and fruit horticultural sub-sector is included in the basic or superior category with each value (1.13), (1.80). The plantation sub-sector has the greatest LQ value with an LQ value of 2.90. So it can be concluded that upland agricultural commodities in North Sumatra are generally the base agricultural sector.

Tari Ganjur merupakan kesenian yang berbentuk ritual dalam sebuah upacara adat yaitu Upacara Erau adat Kutai Kartanegara Ing Martadipura, yang dilestarikan oleh masyarakat kota Tenggarong, kabupaten Kutai Kartanegara, Kalimantan Timur.Tari Ganjur merupakan tarian Klasik yang dimiliki oleh Kesultanan Kutai Kartanegara Ing Martadipura dalam bentuk koreografi kelompok, karena dapat dilihat dari bentuk pertunjukan tari ganjur yang ditarikan oleh empat penari laik-laki. Di dalam tari Ganjur menggunakan sebuah properti Gada yang biasa disebut dengan ganjur. Tari Ganjur menggambarkan seorang pangeran yang sedang menjaga keamanan tiang ayu agar pada saat acara Bepelas Sultan tidak diganggu oleh roh-roh jahat. Tari Ganjur mengenakan busana atasan miskat sedangkan bawahannya mengenakan celana panjang berwarna hitam dipadukan dengan sarung Samarinda. Rias penari menggunakan rias natural, serta iringan tari menggunakan seperangkat alat gamelan Kutai.Dalam hal ini yang menjadi pokok permasalahan adalah analisis koreografi tari Ganjur pada Upacara Erau Adat Kutai Kartanegara Ing Martadipura. Untuk menjawab permasalahan tersebut, maka akan meminjam teori Y. Sumandiyo Hadi mengenai Koreografi Bentuk-Teknik-Isi. Menurut Y. Sumandiyo Hadi ketiga konsep bentuk, teknik, dan isi ini tidak dapat dipisahkan dalam sebuah pertunjukan tari. Dalam penelitian ini tari Ganjur pada Upacara Erau Adat Kutai Kartanegara Ing Martadipura dapat ditinjau dari aspek bentuk, teknik, dan isi. Aspek bentuk tari Ganjur terbagi menjadi tiga bagian, pembagian ini terlihat dari perpindahan iringan musiknya. Aspek teknik gerak tari Ganjur terdapat kesamaan dengan gerak tari Klasik yang ada di Surakarta dan Yogyakarta. Aspek isi tari Ganjur bertemakan keamanan yang bertujuan untuk menjaga keamanan daerah sekeliling Tiang Ayu. Kehadiran tari Ganjur dalam upacara Erau adat Kutai Kartanegara Ing Martadipura sangat berperan penting dalam acara bepelas sultan, karena kehadirannya diperuntukan menurunkan Pangeran Sri Ganjur untuk menjaga keamanan tiang ayu dari roh-roh jahat, dan kehadirannya selalu ada pada malam Bepelas Sultan.  Ganjur dance is a ritual art form in a traditional ceremony that is customary Erau ceremony Kutai Ing Martadipura, preserved by the people of Tenggarong city, district, Kutai, East Borneo. Ganjur dance a classical dance that is owned by the Sultanate of Kutai Ing Martadipura in the form of choreography Group, because it can be seen from the form of dance performances ganjur danced by four male-male dancers. In Ganjur dance uses a property called Gada commonly called ganjur. Ganjur Dance depicts a prince who is guarding the security pole so that at the time of the Sultan Bepelas event is not disturbed by evil spirits. Ganjur Dance wearing a clothing top miskat while his subordinates dressed in black trousers combined with sarong Samarinda. The dancers makeup using natural makeup, dance accompaniment using a set of Kutai gamelan instruments.In this case an issue of concern is the analysis of dance choreography Ganjur Ceremony Indigenous Erau Martadipura Kutai Ing. To answer these problems, it will borrow Y. Sumandiyo Hadi theory regarding Choreography Form-Fill-technique. According to Y. Sumandiyo Hadi these three concepts of form, technique, and content can not be separated in a dance performance. In this study dance Ganjur Ceremony Indigenous Erau Kutai Ing Martadipura can be viewed from the aspect of forms, techniques, and content. Aspects of dance form Ganjur is divided into three parts, this division is seen from the transfer of musical accompaniment. Techniques of motion dance movement Ganjur there are similarities with Classical dance movement in Surakarta and Yogyakarta. Aspects of dance contents Ganjur themed security that aims to maintain the security of the surrounding area Tiang Ayu. The presence of dance in the ceremony Ganjur custom Erau Kutai Ing Martadipura very important role in the event bepelas sultan, because his presence is intended to lower the Prince Sri Ganjur to maintain the security of ayu pole of evil spirits, and his presence is always there at night Bepelas Sultan.

This study examines effectiveness 2020 simultaneous regional elections in the midst of Covid-19 pandemic. In addition, indicators of success Pilkada are integrity organizers and public participation in exercising their voting rights. Therefore, looking at 2020 Pilkada which was held in midst Covid-19 pandemic is still an important discourse. This study used descriptive qualitative method. Data collection techniques use primary data obtained from webinars on local political democracy during pandemic and secondary data by citing books, journals, documents and printed media, as well as other supporting materials. The results showed that the 9 December 2020 Pilkada had several threats and opportunities, including; First, threat of high number of positive cases of Covid-19, limited time, process updating voter data, technical guidance for ad hoc administrators, logistical budgets, education and political outreach. Second, opportunities for technology and information as means of political education and political socialization. Third, organizing regional elections by using e-voting, being the right recommendation, seeing use of e-voting can preserve people's voting rights and inhibit spread of Covid-19.

Based on preliminary observations, it was found that the people in Nias Islands,North Sumatra province had used medicinal plants for a long time and had inheritedthem from generation to generation. So that many people still use medicinal plants.This study aims to determine the types of family medicinal plants used by thecommunity, how to mix or process family medicinal plants, and public perceptionsof family medicinal plants. This research is a type of qualitative research withdescriptive methods with 125 respondents. Collecting data by observation,interviews, documentation. The data analysis technique uses three stages, namelydata reduction, data presentation, and drawing conclusions or verification. Fromthe research results, there were 23 plant species used by the community in NiasIsland as Family Medicinal Plants. The method of concocting family medicinalplants varies greatly, depending on the type of plant and disease, the people ofSambulu village have good perceptions about family medicinal plants. Suggestionsare expected to maintain the habit of using medicinal plants, and also teach them tochildren or young people.

ABSTRACT Democracy means power to the people, but it is not always clear who belongs to "the people". The question has become pertinent in the age of migration where large groups of foreigners permanently reside outside their countries of nationality. The economic, cultural, and political integration of these foreigners is one of the pressing problems faced by democratic States in both the developed and developing worlds. One question is : whether resident non-citizens should be granted the right to vote. The answer to this question depends on who belongs to "the people". In federal and quasi-federal States with multiple levels of government the further question arises : whether "the people" is a homogenous concept that applies uniformly across all levels of government. This article contributes to the debate about the right of foreigners to vote in democratic States with multiple levels of government, such as, South Africa and Kenya. It does so by discussing the German response to the problems mentioned above. The dominant view of the German Federal Constitutional Court since the 1990s has been that "the people" only includes "German citizens" , and that attempts by lower levels of government to extend the right to vote to foreigners from Africa and elsewhere are unconstitutional. In this article I explore and critique this conventional view. I then present a positive case for the extension of voting rights to resident non-citizens under the German Constitution. Many of the arguments would apply with equal force to the debate about the right to vote of foreigners in African multi-level democracies, such as, South Africa and Kenya. Penelitian ini bertujuan membahas mekanisme pemilihan kepala daerah di Indonesia, dengan melakukan perbandingan sistem pemilihan kepala daerah di sejumlah negara, antara lain: Amerika Serikat, Belanda, dan India. Mekanisme ini sebagaimana dalam Pasal 18 ayat (4) UUD NRI 1945 yang menyebutkan bahwa gubernur, bupati, wali kota masing-masing sebagai kepala pemerintahan provinsi, kabupaten dan kota, dipilih secara demokratis. Frasa dipilih secara demokratis selalu ditafsirkan bahwa pemilihan kepala daerah harus dilakukan secara langsung oleh rakyat. Penelitian ini menggunakan penelitian yuridis normatif dengan menggunakan pendekatan perundang-undangan dan pendekatan perbandingan. Penelitian menemukan bahwa potret pemilihan kepala daerah saat ini menunjukkan bahwa pemerintah belum mampu menciptakan kesejahteraan rakyat, bahkan menyebabkan semakin rusaknya moral para pejabat negara dan rakyatnya. Regional Election in Indonesia and the Comparison in United States, Netherlands, and India This research aims to discuss the mechanism of regional election in Indonesia by compairing it with others country, which are United State, the Netherland, and India. This mechanism as in Article 18 paragraph (4) of the Indonesian Constitution 1945 (UUD 1945) which state that the governors, regents and mayors as heads of provincial, district and city governments, are democratically elected. The phrase democratically is always interpreted that the regional election must be carried out directly by the people. This study applies normative juridical research by using a statutory approach and a comparative approach. The study found that the current portrait of regional elections shows that the government has not been able to create people's welfare, even causing moral damage to state officials and people.

This chapter discusses the democracy principle as articulated in Art. 20 of the Grundgesetz (GG). Art. 20 para. 2 GG defines democracy in this manner: ‘All state authority is derived from the people. It shall be exercised by the people’. GG associates the concept of democracy with the concept of the state. Although the Federal Constitutional Court has avoided any reference to the principle of democracy, it has interpreted some fundamental rights in light of the principle. The chapter first considers the Court's jurisprudence regarding political will formation in a representative democracy, focussing on cases dealing with voting rights of foreigners, elections to district assemblies, popular referendum, and public-information campaigns. It then examines cases relating to exercise of state authority, with emphasis on the position of Parliament in relation to other branches of government, forms of democratic legitimation, and functional self-government.
