A Lecturer as an educator in Higher Education System has an obligation to fulfill the Tri Dharma University which consists of Education, Research and Community Service. A research, which is a part of the lecturer responsibility, shall be conducted in various activities with the cost coming from a wide range of sources. Bina Darma University through the Research and Community Service Institute has an agenda to administer Internal Research Grants which aim to facilitate and motivate Lecturers in the research activities. The assessment of Research proposal is carried out by a reviewer appointed directly by the institution. The reviewer has a full right to determine whether the proposal would be funded or not. The reviewer's full right may affect the objectivity of assessment by the Reviewer which eventually would influence the final decision. Thus, this research aims to design a system for determining the acceptance of Internal Research proposals, that is by using the implementation of Profile Matching Method. The final result of the study shows that the final value of the research proposal which will get the first rank is the value of the ID PROP007 with the final value 4.55. Meanwhile, the lowest end value is 3.1 obtained by ID PROP004. The assessments criteria contained in the research proposal include abstract, introduction, literature review, research methodology, budget conformance and research schedule.

The Polytechnic of the Ministry of Health of the Republic of Indonesia in Padang always conducts an annual assessment of outstanding lecturers. In terms of assessment, it must be based on the Tri Dharma of Higher Education which includes performance as well as personality and social achievements. The process of selecting outstanding lecturers at the Padang Ministry of Health Poltekkes is still manual, therefore it is necessary to design an application of a decision support system to determine outstanding lecturers using computerization using the profile matching method. The application is expected to help the campus in making decisions regarding the determination of outstanding lecturers with predetermined criteria and values. The results of this study get the final value of 4.84 obtained by the lecturer Dosen 2. Then from this analysis will be able to help the campus in determining the outstanding lecturers

This research aims to solve the problem selection to a decision. In the profile matching method, a parameter assessed on the difference between the target value with the value that is owned by an individual. There are two important parameters in this method such as core factors and secondary factors. These values are converted into a percentage of weight so as to produce the final decision as a determinant of the data which will be closer to the predetermined targets. By doing this method, sorting the data against specific criteria that are dynamicallyperformed.

The article seeks to provide insights into the growing role of the research component within the higher education system as a key element in ensuring quality education and boosting student talent and potential. Given that modern society imposes new demands for a more skilled workforce, future professionals must demonstrate not only high-level professional competencies but also display well developed cognitive skills, independence, initiative and creative thinking. In the context of this study, a research competence is viewed as an integral personality trait which translates into the capacity and willingness to resolve research problems independently, mastering of research technology skills, recognition of the value of research and the ability to use it in the professional business settings. The dominant methodology of the study is to build a linear mathematical model that allows evaluating the readiness of student and post-graduates to conduct a research. The developed model provides the minimum, maximum and threshold values as well as diagnostic assessment indicators of the student readiness to perform research. In addition, the study presents a method to assess the readiness of student and post-graduates to research activities which was tested on the basis of the Hackathon Ecosystem of the Kyiv National University of Technologies and Design. The survey held has revealed the structure of a research competence that consists of ten main elements (competencies) of readiness of student and post-graduates to conduct research. Processing the results of the questionnaire has enabled to calculate the weight of each element, their mathematical expectation values, the density of probability distribution, and the average value of all the necessary characteristics for research. The calculation results have verified that the priority competencies of student and post-graduates are motivation to research and the level of academic training. University student and post-graduate engagement into research activities is an integral part of academic training to tackle professional issues. Within the study process, student research practices involve problem-based learning, a professional focus of training through a wide range of problem solving activities, as well as encouraging enhanced creativity. The findings demonstrate that making use of the University Hackathon ecosystem tools will contribute to identifying the students’ and post-graduates’ propensity to research activities, building relevant skills and abilities of research competence.

The article defines that for the successful implementation of an innovative project and the introduction of a new product into production it is necessary to use advanced technologies and modern software, which is an integral part of successful innovation by taking into account the life cycle of innovations. It is proposed to consider the general potential of the enterprise through its main components, namely: production and technological, scientific and technical, financial and economic, personnel and actual innovation potential. Base for the introduction of technological innovations LLC "ALLIANCE- PARTNER", which provides a wide range of support and consulting services, services in the employment market, tourism, insurance, translation and more. To form a model of innovative development of the enterprise, it is advisable to establish the following key aspects: the system of value creation through the model of cooperation with partners and suppliers; creating a value chain; technological platform; infrastructure, determine the cost of supply, the cost of activities for customers and for the enterprise as a whole. The system of factors of influence on formation of model of strategic innovative development of the enterprise is offered. The expediency of the cost of the complex of technological equipment, which is 6800.0 thousand UAH, is economically calculated. Given the fact that the company plans to receive funds under the program of socio-economic development of Sumy region, the evaluation of the effectiveness of the innovation project, the purchase of technological equipment, it is determined that the payback period of the project is 3 years 10 months. In terms of net present value (NPV), the project under study is profitable. The project profitability index (PI) meets the requirements for a positive decision on project implementation> 1.0. The internal rate of return of the project (IRR) also has a positive value of 22% because it exceeds the discount rate.

The forced work of Russian universities remotely in the context of the pandemic (COVID-19) has generated a lot of discussion about the benefits of the new form of education. The first results were summed up and reports were presented, the materials of which showed that the main goal of online education — the prevention of the spread of infection, - has been achieved. Against this background, proposals and publications have appeared substantiating the effectiveness of the massive introduction of distance learning in Russia, including in higher education. However, the assessment of such training by the population and students in publications and in social networks was predominantly negative and showed that the number of emerging problems exceeds the possible benefits of the new educational technology. Based on the analysis of the materials of publications and personal experience of teaching online, the potential benefits and problems of distance learning in higher education in Russia are considered. It is proposed to consider the effects separately for the suppliers of new technology (government, universities) and consumers (students, teachers, society). It is substantiated that the massive introduction of online education allows not only to reduce the negative consequences of epidemics, but also to reduce budgetary funding for universities, optimize the age composition of teachers, and reduce the cost of maintaining educational buildings. However, there will be a leveling / averaging of the quality of education, and responsibility for the quality of training will shift from the state/universities to students. The critical shortcomings of online education are the low degree of readiness of the digital infrastructure, the lack of a mechanism for identifying and monitoring the work of students, information security problems, and the lack of trust in such training of the population. The massive use of online education creates a number of risks for the country, the most critical of which is the destruction of the higher education system and a drop in the effectiveness of personnel training. The consequences of this risk realization are not compensated by any possible budget savings.

ABSTRACTGenetic manipulation of emerging bacterial pathogens, such as coagulase-negative staphylococci (CoNS), is a major hurdle in clinical and basic microbiological research. Strong genetic barriers, such as restriction modification systems or clustered regularly interspaced short palindromic repeats (CRISPR), usually interfere with available techniques for DNA transformation and therefore complicate manipulation of CoNS or render it impossible. Thus, current knowledge of pathogenicity and virulence determinants of CoNS is very limited. Here, a rapid, efficient, and highly reliable technique is presented to transfer plasmid DNA essential for genetic engineering to important CoNS pathogens from a uniqueStaphylococcus aureusstrain via a specificS. aureusbacteriophage, Φ187. Even strains refractory to electroporation can be transduced by this technique once donor and recipient strains share similar Φ187 receptor properties. As a proof of principle, this technique was used to delete the alternative transcription factor sigma B (SigB) via allelic replacement in nasal and clinicalStaphylococcus epidermidisisolates at high efficiencies. The described approach will allow the genetic manipulation of a wide range of CoNS pathogens and might inspire research activities to manipulate other important pathogens in a similar fashion.

The development of autonomous ship technology is currently in focus worldwide and the literature on this topic is growing. However, an in-depth cost and benefit estimation of such endeavours is in its infancy. With this systematic literature review, we present the state-of-the-art system regarding costs and benefits of the operation of prospective autonomous merchant ships with an objective for identifying contemporary research activities concerning an estimation of operating, voyage, and capital costs in prospective, autonomous shipping and vessel platooning. Additionally, the paper outlines research gaps and the need for more detailed business models for operating autonomous ships. Results reveal that valid financial models of autonomous shipping are lacking and there is significant uncertainty affecting the cost estimates, rendering only a reliable evaluation of specific case studies. The findings of this paper may be found relevant not only by academia, but also organisations considering to undertake a challenge of implementing Maritime Autonomous Surface Ships in their operations.

Many desirable characteristics of polymers arise from the method of polymerization and structural features of their repeat units, which typically are responsible for the polymer’s performance at the cost of processability. While linear alternatives are popular, polymers composed of cyclic repeat units across their backbones have generally been shown to exhibit higher optical transparency, lower water absorption, and higher glass transition temperatures. These specifically include polymers built with either substituted alicyclic structures or aromatic rings, or both. In this review article, we highlight two useful ring-forming polymer groups, perfluorocyclobutyl (PFCB) aryl ether polymers and ortho-diynylarene- (ODA) based thermosets, both demonstrating outstanding thermal stability, chemical resistance, mechanical integrity, and improved processability. Different synthetic routes (with emphasis on ring-forming polymerization) and properties for these polymers are discussed, followed by their relevant applications in a wide range of aspects.
