The article encompasses a range of issues related to the development and usage of target-related planning for the effective implementation of state and regional development programs. In Ukraine, the system of public management of regional development in the context of integration into the European and world economic space requires significant modernization, which would be based on the introduction of modern planning methods. One of the methods could be program-target planning, which is a component of the strategic state planning system, which is reflected in the Resolution of the Cabinet of Ministers of Ukraine dated the 5th of August, 2020 № 695. “On the approval of the State strategy for regional development of 2021 – 2027” and regional strategies for the development of territories. Program-target planning is one of the planning types, which is based on the orientation towards achieving the set goals. In fact, any planning method is aimed at achieving specific goals. However, in this case, the planning process itself is based on the definition and goals setting, and only afterwards on the selection of ways to achieve them. State target programs are the programs, which cover the entire territory of the state or a significant number of regions and have a long-term period of implementation. For the state, the target program acts as a lever to regulate socio-economic development and combines the following principles:complexity and systematization in solving tasks, specified (marginal) nature of planning, determining the amount of funding depending on the desired results, analysis of programs on the criteria of efficiency during the implementation of programs, transparency of the order of program formation. Although, in our country, target-oriented planning is used in planning state and local target programs, the effectiveness of the implementation of such programs is insufficient. Such conclusions could be drawn by observing the results of the author’s analysis of the implementation of the city target program “Development of physical culture and sports in Odesa”. Consequently, the city council needs to study the modern tools for implementing regional policy in the EU countries, as well as to increase the funding for programs and strengthen the control over the effective use of funds.

Relevance of the research topic. Budget expenditures are significant tool of influence on social and economic processes, and perform reproductive, regulatory, incentive, social function. The issues of improving the budget expenditure planning system is relevant and interrelated with the expansion of the tasks facing financial and budget institutions in the course of their activities. Formulation of the problem. The study essentially budget as a tool for economic development is quite an important issue at the present stage of transformational changes, because the more efficient use of financial resources, redistributed through the budget system depends on the understanding of the nature of this category, and the main factors that determine its development. The issue of budget expenditures in the current economic conditions of the country, their effective creation and distribution, and the impact on social development as well, are presented in the works of local and foreign scientists T. Stiglitz, V. Fedosov, I. Chugunov, S. Yurii and others. Selection of unexplored parts of the general problem. However, given the transformation in the fiscal policy of our country, it is appropriate to increase the quality level of the budget expenditure as a tool for economic development in the financial regulatory system. Setting the task, the purpose of the study. The purpise of the study is to determine the directions of planning budget expenditures as a tool for the economic development of the country. Objectives of the study: to analyze the share of state and local budgets in the structure of the consolidated budget and Ukraine’s GDP, determine the impact of the expenditures of the consolidated budget of Ukraine on the economic development of the country, consider the features of using the program-targeted method as a tool to achieve the established financial priorities of the state. Method or methodology for conducting research. The article uses a set of scientific methods: the system approach, statistical analysis, structuring, analysis and synthesis. Presentation of the main material (results of work). The article identifies the importance of effective planning of budget expenditures as a tool for economic development of the country, substantiates the impact of budget expenditures on socio-economic processes, identifies features of using the program-target method in achieving the established financial priorities of the state. The field of application of results. The results of this study can be applied in the budget expenditure planning process. Conclusions according to the article. Budget expenditures are an effective instrument of financial regulation, have a significant impact on structural transformations in sectors of the economy and the social sphere. It is important to ensure the optimal allocation of a limited amount of budgetary funds in the areas of socio-economic development, to ensure compliance of the budget expenditure structure with certain strategic goals of the country. In the formation of budget targets, it is important to consider the performance of the implementation of state targeted and budget programs for the previous period.


Significance The discovery of a new variant of the virus (P1) in Manaus has prompted renewed concerns as the city is suffering a severe second wave, months after a first wave that reportedly affected most of its population. The spread is set to continue, not least because of the difficulty of maintaining restrictions on movement. Impacts Problems with vaccine roll-outs are likely to lead to renewed outbreaks across Brazil. Fragmentation of policies at the state and local level will hamper an effective response. Obstacles to research programmes will hinder efforts to map the evolution of the virus.

Traditional methods used in transportation planning to identify bottlenecks and mobility issues, such as the Volume-to-Capacity Ratio and the Planning Time Index, have limited usefulness in identifying the exact location and extent of bottlenecks. Moreover, existing bottleneck identification tools flag all bottleneck types without distinction, despite the fact that strategies and resources used to address each type are different. This research first proposes a taxonomy of congestion to distinguish between different types of bottlenecks. It then describes a new methodology for identifying the location of recurring bottlenecks. Recurring bottleneck locations must experience a reduction in speed, an upstream accumulation of vehicles, and recurrence at the same location over three consecutive months. The methodology is currently used in long-term transportation planning and project selection in Colorado to identify and address the most severe bottleneck locations in the state.

This study was intended to assess whether the bidding notices of Cerejeiras and Cabixi had put regional development foward, under the terms of Complementary Law 123/2006. The research is exploratory, quantitative, with a longitudinal cut, based on the bidding notices from the health and education departments, which were carried out in 2017 and 2018, extracted from transparency portals of the studied towns. The notices were organized and classified in a table, identifying each one of the items covered by the Complementary Law, comparing them with the law and what is contained in the notices. It was checked that the city halls apparently have little knowledge or clarification about the application of the law, since its public notices establish more tiebreakers criteria for Micro and Small Enterprises (MSEs) than other benefits allowed by law. It was also observed that the provided parts by law are not used. The construction contract notices did not provide for the subcontracting of MSEs. Most notices presented the preference for hiring local and regional companies incorrectly. There were no notices with quotas for the exclusive supply of MSEs in bids for goods of a divisible nature. In addition, it was noted that public agents from these towns need training related to the topic to apply the law and thus foster regional development correctly. This article explores the role of the ‘diaspora fleet’ in Harare’s urban commuter system. Imported vehicles in the form of haulage trucks and commuter buses were one of the popular and visible forms of diasporic investment over Zimbabwe’s difficult decade spanning from 2000 to about 2010. The article argues that this diaspora fleet occupies a significant place in the history of commuting in Harare. Diasporic investment introduced a cocktail of European vehicles that quickly became ramshackle and ended up discarded in scrap heaps around the city. These imports and the businesses based on them destroyed the self-regulatory framework existing in the commuting business. This disruption was facilitated by the retreat or undermining of the state and city council regulatory instruments, which in turn created a role for middlemen, who manoeuvred to perpetuate a new and chaotic system known as ‘mshika-shika [faster-faster]’, based on a culture of irresponsible competitive gambling. This chaotic system remains in place today to the chagrin of city council planners and traffic police. Its origins, we argue, lie in the cultures and practices introduced by the diasporan vehicle fleet.

The article is devoted to the newspaper «Priishimye», published in 1913–1919 in the city of Petropavlovsk, Akmola region (the territory of Kazakhstan now). It was in this newspaper that the first publication of Vsevolod Ivanov took place (the poem “Winter”, 1915). In 1915– 1916, the newspaper published stories by Vsevolod Ivanov, Anton Sorokin, Kondraty Tupikov and other Siberian writers. The editor of the newspaper since 1914 was Leonid Stepanovich Ushakov (1886 – after 1957). There are published three of his letters to Kondrati Nikiforovich Urmanov (real family Tupikov; 1894–1976), stored in the City Center for the History of the Novosibirsk Book named after N. P. Litvinov (Novosibirsk). The letters were written and sent to the writer in 1957. After the 1920s – early 1930s, Ushakov was not associated with the world of literature; he worked in the system of the State Planning Committee of the USSR and dealt with issues of economy and national economy. The letters to Urmanov contain valuable information about the literary life of Siberia at the beginning of the 20 th century, as well as about the biography and personality of L. S. Ushakov.

Societal management, although important for the development and democratization of the State, is not yet recognized as a theoretical model of public administration, and academic studies on this subject remain few in number. The principal aim of this study, bearing in mind its exploratory perspective, is to study societal apathy and its externalities in local development. To this end, it seeks to answer the following question: how is it possible to understand whether there is a symbiotic overlap between societal apathy and its externalities in local development? In methodological terms, this aspect is based on the purposes of exploratory and explanatory research and the means of bibliographic research. The results show that societal apathy has a direct impact on local/regional development due to the lack of inspection by society with regard to public management, generating negative externalities. Consequently, patrimonialist political interests prevail over collective interests.

Abstract. The article examines the features of the state regional policy of Ukraine and financial and credit mechanisms for its implementation in 2016—2019. The purpose of the article is to determine the possibilities of using various financial instruments in the state strategic development of regions and cities in the implementation of the integration strategy of regional development management of Ukraine. The methodological basis of this research are projects of international technical assistance, statistical information of the Ministry for Communities and Territories Development of Ukraine, the State Statistics Committee of Ukraine, strategies and strategic plans for urban development. The normative-legal basis of realization of the state regional policy in Ukraine is investigated. Models of financing regional policy depending on the leading role of regional development actors and the predominance of external or local resources for new initiatives are identified (model «top development», «external development», «internal development»). The financial instruments used to implement the strategic development plan of the region and the city (budget, investment, credit, grant) are studied. The projects and programs implemented in Ukraine in the field of decentralization and regional policy are summarized. The practice of using financial instruments of state strategic development on the example of the cities of Central and Eastern Ukraine (Dnipro, Zaporizhia, Kharkiv, Kryvyi Rih, Poltava) is studied. It is proved that the resources of the state budget are the main source of funding for infrastructure investments in the region and the city. Problems of regional strategies implementation are highlighted: ineffectiveness of existing mechanisms and tools for strategy implementation, lack of clear correlation between budget and strategic planning, insufficient amount of funding and its unpredictability, lack of regional development strategies with adequate financial resources. The directions of improvement of the state regional development are defined: expansion of the international and regional relations, intensification of receipts in the city (foreign and internal investments), formation of investment positive image, development of public-private partnership, distribution of corporate social responsibility policy. The article considers the mechanism of state stimulation of eco-oriented business. The main elements of the environmental management mechanism that combine the methods and functions of organizational management structures are described. The main methods of state management stimulation environmentally oriented business includes: administrative (administrative and enforcement) - are conditioned by the need for state planning and control over the state of the environment in the interests of each producer and each member of society; economic - stimulate the material interest of economic entities in the implementation of the necessary environmental measures, decisions of management bodies in the field of nature management (taxes, subsidies, subsidies, subsidies, government orders for the production of environmentally friendly products, clean equipment and the provision of environmentally friendly services); moral and ethical stimulation - the creation of a cultural, educational, worldview base that forms the conditions for the implementation of moral and ethical incentives in the use of nature; information methods of incentive management - ensuring public access to information of economic and environmental character. Specific incentive functions have been identified that affect the effective implementation of environmental and economic measures. Managing the stimulation of eco-oriented business involves the implementation of a number of specific functions, i.e. Types of activities that affect the effective implementation of environmental and economic relations: standards and legislation in the field of stimulating the rational use of natural resources and environmental protection; certification of natural resources and pollution coming from the subjects of production and economic activities, taking into account natural objects that require priority incentive measures from the state and business; maintenance of ecological territorial cadastres to justify the allocation of funds from the state and local budgets in order to stimulate the conservation of the ecosystem.

A recent rapid political and economic changes in many eastern European countries demand corresponding changes in the town planning system, and especially in the development control and urban management process. For instance, at a present many historic city and town cores still remain relatively intact in their original form, but have become the target for development pressure. How should this pressure be channeled to achieve enhancement of the urban qualities of those areas (especially barracks and old factory sites), without jeopardising their competitiveness for attracting business and employment. This paper discusses the outcomes of research carried out at the Urban Planning Institute of the Republic of Slovenia from 1995 to 1998, on the development of appropriate methods for the appraisal and promotion of design quality in relation to economic viability in city development projects especially for an urban renewal. The elements for the assessment of urban design quality derive from the basic principles of good urban design such as identity, permeability, legibility visual appropriateness, robustness, visual and symbolic richness, amongst others. The simplified computerised model for assessing financial viability is based on building costs and market value of the investment, and shows the profitability of the development. It can be a useful tool in both assessing design viability, and for determining extra profit or ?planning gain? in the planning process negotiations such ?surplus? can be used for satisfying local needs (e.g. additional programs, design of public spaces). This method for appraisal and promotion of design quality in relation to economic viability has been examined through an assessment of the competition projects for the renewal of the Rog factory area in the city centre of Ljubljana. This case study has revealed the need for a clear strategy for future city development, with marketing guidance and policies for positive planning to achieve better vitality and viability for the city as a whole. Subsequently, the research examined successful initiatives for the promotion of urban design on a national and local level of the planning process identifying the most important issues affecting city design in the market economy, such as partnership arrangements, joint ventures and city-entrepreneurs. The paper briefly discusses: salient features of the current planning system in Slovenia and the on-going changes relating to the new approaches to town planning; the proposed method for appraisal and promotion of design quality and economic viability of urban environment; the results of the examination of this method applied to a case study - the renewal of an industrial site in the city centre of Ljubljana.
