Education is an integral part of public life, which means that the development of higher education institutions must take place continuously, and on the basis of the principles of strategic management, in which the mission of the institution is formulated, strategic program (strategy) is designed and implemented, strategic tasks are solved. At the present stage of formation the strategy of development of higher educational institutions implementation of the principles of strategic management to the organizational model of higher education institutions is an objective necessity for the competitive functioning of institutes and universities in the market of educational services. Higher education as a type of economic activity is represented by higher educational institutions that provide educational and related services. Therefore, higher education institutions are unique subjects of the market of educational services, which is quite relevantly studied by the results of the relevant publication.

The new paradigm of education development actualizes the problem of the formation of highly qualified teaching staff who masterfully mastered communicative competence, which is based on communicative skills. In the face of growing competition in the higher education market, effective communications management is becoming increasingly important. Among the various ways to attract consumers of educational services to study at higher educational institutions, communications are becoming more and more relevant - one of the most important components of the activities of higher educational institutions, provides the process of transferring the necessary information about the range of educational services to consumers. The main participants in the educational services market are: the state represented by executive authorities at different levels, higher education institutions, organizations and enterprises, households, and individual citizens.

Higher educational institutions are widening participation through the introduction of new programs, using different approaches to deliver learning so that many people can have access to education. With the growing number of students in our higher educational institutions, coupled with learners who are working and by virtue of their job commitments cannot do traditional face-to-face education, using information technology (IT) to support lessons in higher education institutions has become very laudable. The introduction and use of technology have brought changes in the way we teach and support students in our higher education institutions. This, therefore, calls for effective IT leaders who will be able to motivate, inspire, and meet the learning needs of the diverse students in our institutions while improving teaching and learning. The IT leaders should not only be individuals who can only lead the change crusade but should be able to manage the change process.

The article highlights the problems of forecasting the entrance of university entrants into higher education institutions in connection with the constant fluctuations of the labor market and socio-demographic processes, which completely violate the results of the predictions of classical statistical methods, therefore the author studies the necessity of developing a software tool for forecasting the entrance of entrants to higher education institutions , which will operate on the basis of the neural network and will be able to adapt to the conditions of constant chaotic oscillations. The author emphasizes that neural networks are a modern and leading area of research and program development, and proves that the use of neural networks in the prediction of educational processes will allow obtaining results with a much higher level of accuracy and less time. The article contains analysis of theoretical information about neural networks and analysis of existing algorithms of neural networks operation. The author mentions the advantages and disadvantages of each algorithm, provides a comparative analysis and concludes that it is expedient to use each of the methods in a software tool for forecasting the entrance of entrants to higher education institutions. In the course of the work, the author carried out software modelling of the various methods of teaching neural networks, conducted testing, received and disclosed the results of each method, carried out an analysis of their actual effectiveness in predicting small and large volumes of information with different inputs and made the conclusion that the expediency of their use in the future software. The mathematical features of the construction of neural networks, their training and further use are revealed, the basic requirements for the future of the software product, namely the method of work, input data, the method of displaying the results and the layout of the future software, are revealed. The main blocks of the software for forecasting the entrance of entrants to higher education institutions are shown. It was concluded that it is expedient to use neural networks and work on a software tool for forecasting the entrance of entrants to higher educational institutions has been started, vectors of further researches and developments have been selected.

Система высшего образования России по сравнению с ближайшими соседями демонстрирует высокий уровень моральной и технической отсталости учебного процесса. В России высшие учебные заведения используют устаревшие методы внедрения образовательной деятельности. Эффективность развития современного общества обеспечивается наличием высокого интеллектуального потенциала. Именно поэтому системе учебных заведений нужно уделить немалое внимание, а именно высшим учебным заведениям. Высшие учебные заведения решают важные вопросы по профессиональной подготовке специалистов, обеспечивают общество интеллектуальными ресурсами. Интеллектуализация жизни, в том числе и экономической, предопределяет потребность развития образования. Образование обеспечивает работающих в экономике информацией, знаниями, умениями, интеллектуальным капиталом, поэтому эффективность работы высших учебных заведений чрезвычайно важна и невозможна без достаточного уровня финансового обеспечения. В проекте Стратегии реформирования высшего образования до 2024 г. ключевым для администрирования финансового обеспечения национальной системы высшего образования России был определен вопрос оплаты подготовки соискателей высшего образования. The higher education system of Russia, in comparison with its closest neighbors, demonstrates a high level of moral and technical backwardness of the educational process. In Russia, higher education institutions use outdated methods of implementing educational activities. The effectiveness of the development of modern society is ensured by the presence of high intellectual potential. That is why a lot of attention should be paid to the system of educational institutions, namely higher educational institutions. Higher educational institutions solve important issues of professional training of specialists, provide society with intellectual resources. The intellectualization of life, including economic life, determines the need for the development of education. Education provides those working in the economy with information, knowledge, skills, and intellectual capital, so the efficiency of higher education institutions is extremely important and impossible without a sufficient level of financial support.


Job stress is present in all types of organizations, even in higher educational institutions. There are various factors that cause stress in the workplace including unwarranted demands and apparent pressures of the work situation and aptitude of the individuals to balance their professional and personal lives. The aim of this paper is to identify the causes of job stress along with studying the impact of stress in maintaining work life balance among female faculties in India’s higher education institutions. This study selected a sample of 208 women faculty members employed in higher educational institutions in Northern India in order to collect primary quantitative data from them using structured close-ended questionnaires. The collected data was analysed using SPSS Software and it was found that improper pay structure and hectic work schedules were the main causes of stress in workplace. In addition, it was also found that due to these stresses has caused a financial problem as well as a decrease in the productivity of the female faculties affecting their work life. Thus, it was implicated that there is a positive relationship between stress and work life

The article highlights the problem of the effectiveness of the learning process in higher education institutions in the post-pandemic. Today there are changes in the labor market, and more and more professions need to be updated. This affects the quality of higher education both in Europe and elsewhere, so many higher educational institutions (national, public, private) have appeared, which primarily care about the number of students, and not about quality. In an environment where the pandemic has significantly changed the learning process, it is very important to find new ways to improve its effectiveness. Now there is a transition from an industrial society to a society of obtaining knowledge in conditions of post-pandemic development; This means that there is a transition to mass education, and then to general higher education (coverage of more than 70% of young people) and the need to train a large number of people with average abilities. In addition, in higher educational institutions, in particular in universities, there are still imperfect academic programs in the basics of science, compiled by teachers with different levels of training in the context of post-pandemic development.

Innovative processes in the field of education and innovation as a scientific discipline are designed to reveal the essence of scientific design and masterful implementation of innovative technologies, to identify regular links between traditions and innovations, to substantiate management models of systemic innovations in educational institutions.The article analyzes the effectiveness of innovative technologies in the process of teaching foreign languages at non-language specialties in higher educational institutions. The concepts of “innovation”, “educational innovations”, “innovative learning” in the context of foreign language training of students of non-language specialties of higher education institutions are characterized. It was found out that innovative technologies in the process of teaching foreign languages in higher education institutions are considered by scientists on the basis of the principles of competence, activity and communicative approaches, in developing effective teaching models based on systematic research, application of modern teaching methods, involvement of students in project activities, problem methods using, application of information and telecommunication technologies. The author emphasized that the most effective among educational innovations that promote the study of foreign languages in non-language higher education institutions are interactive and information and communication technologies that give the educational process a dialogical nature, which can significantly improve and facilitate foreign language learning. The study confirms the effectiveness and efficiency of innovative technologies in the teaching of foreign languages in non-language HEIs, which provide unlimited opportunities for independent work of students, are the means by which teachers can develop individual characteristics of students, their intellectual, communicative and creative abilities, increase motivation to learn a foreign language, create a comfortable learning environment. Abstract Abstract. The main purpose of the article is to form a consistent and clear mechanism for neutralizing internal and external threats to financial security. Financial security at any level always implies a state of security against the impact of threats. Terms such as «risk», «call» and «danger» are often used. The article establishes the essence of the concepts of «financial security of higher education institution», «danger», «risk», «challenge» and «threat». Classification of threats into internal and external ones is carried out, their sources and factors are identified. The methods used to assess risks, their advantages and disadvantages are defined. It is offered to carry out an estimation of risks of financial security of higher education institutions by means of SWOT-analysis and expert methods, and using point marks to establish a generalized estimation of one expert of influence of factors of strong and weak sides of activity of higher education institution on assistance to use of possibilities and protection against threats taking into account probability of their occurrence. The generalized result of activity of higher educational institutions is calculated, which showed insignificant prevalence of internal strong factors in activity of higher educational institutions on quality of educational services provided by them and provision of financial security. Weaknesses of activity of higher education institutions on which management of quality of educational services for the purpose of maintenance of financial security should be focused, and also those strong sides of activity which potential should be used for achievement of the set goal are established. Based on the results of the study, it was identified the main weaknesses that the management of the quality of educational services should pay attention to in order to ensure the financial security of higher education institutions. It is necessary to take into account that the results of this assessment are quite variable in time, because according to the circumstances may change the system of factors, and step their influence.
