- This article aims to explain the implicit complexity of planning, a notion which has been recently defined in Italy by the expression "governo del territorio". It is divided into three parts. The first describes the evolution of planning in Europe throughout a century of history: from the modernist urbanism to the comprehensive planning, from the decision making evolution up to the recent forms of governance. The second sums up the latest fifty years of planning in Italy, which is undergoing today a complex and innovatory change. The third examines some keywords relating to cities and metropolitan areas. They refer to the recent notion of "governo del territorio", which calls for a redefinition of the relationship between the technical-instrumental dimension of urbanism (design oriented and based on new structural and operational plans) and the socio-political dimension of planning, responsible for the coordination of new urban policies and governance processes.Keywords: Urbanism, Town planning, Urban and regional planning, Urban governance Parole chiave: Urbanistica, Pianificazione territoriale, Governo del territorio.

The imperfection of man is the banes of all criminal activities worldwide. More so, global urbanization and technological advancement seem to catalyze the frequency and complexity of criminal activities generally. Crime in its entire ramification is a critical issue that has gained significant attention in most countries of the world Nigeria inclusive. In view of the alarming rate of crime globally and the GIS utilities, this paper therefore carried out a review of the principles and theories of crime mapping, types of crime mapping and the nexus between poverty and urban crime. The paper further examined the relationship between urban design and spatial dimension of urban crime, and the implication for Urban and Regional Planning professional education as one of the key players in environmental management. It is therefore recommended that the teachings of Urban and Regional Planning in educational institutes should include the key theories within environmental criminology. While national and international conferences and workshops around urban and regional planning should presently revolve around settlement safety and urban governance.

The purpose of this paper is to discuss the ways that the top-down and the bottom-up approaches to planning can be combined in the practice of planning standards. In the first part, the paper examines the utilization of planning standards through time, while in the second part it aims to unravel the relationship between the use of planning standards and the top-down as well as the bottom-up planning approach. In the third part, the paper focuses on the limitations of bottom-up approaches, in order to demonstrate that they can only be used in a certain planning scale, leaving all other scales to top-down approaches. Last but not least, the paper proposes a framework for the use of planning standards in a combined top-down and bottom-up planning approach.

O texto visa reconhecer desafios da formação na área do planejamento urbano e regional, associados à sua história acadêmica e às dificuldades experimentadas na atualização de seus fundamentos disciplinares e técnicos. Neste sentido, registra impactos na área com origem em mudanças na ação do Estado, na configuração de sujeitos sociais, na relação entre técnica e ciência, no mercado de trabalho e na teoria do espaço. Visando estimular a reflexão específica do ensino, o texto propõe o exame destes impactos a partir dos seguintes ângulos: práticas didáticas; experiência da interdisciplinaridade; expectativas da formação; renovação dos fundamentos da área e condições institucionais da docência. Por fim, são feitas sugestões à Anpur, com o objetivo de favorecer o debate, entre as instituições filiadas, da transmissão do conhecimento, assim como da formação de novos pesquisadores.Palavras-chave: ensino; espaço; planejamento; interdisciplinaridade; didática. Abstract: This work recognizes the challenge of teaching urban and regional planning, associated with its academic history and the difficulties related to the update of disciplinary and technical fundamentals. With this goal in mind, this work describes impacts observed in this field that were triggered by changes in State actions, in the configuration of social subjects, in the relationship between technique and science, in the work market and in the theory of space. To stimulate further thoughts on the specific task of teaching urban and regional planning, these impacts are analyzed from the following perspectives: didactic practice, interdisciplinary experience, learning expectations, renovation of the field fundamentals, and institutional facilities for teaching. At last, some suggestions are proposed to Anpur hoping to stimulate a debate on the transmission of knowledge as well as the training of new urban planning researchers. The Islamisation of the town planning education in Malaysia especially in the Department of Urban and Regional Planning, Kulliyyah of Architecture and Environmental Design, International Islamic University Malaysia (IIUM) could successfully be materialized via the smart team-teaching approach where lecturers from the town planning Department collaborate with their counterpart in the Islamic studies Kulliyyah. This paper reports a desk study on the status of Islamic inputs in the current town planning course content. Out of 140 credit hours of town planning core courses and University required courses, it was found that 34% have already embodied Islamic-related topics whilst the remaining 66% were silent. Enhancements via compatible Islamic inputs to strengthen the existing curricula need to be done for the former while for the latter new Islamic inputs need to be incorporated. This paper reiterates that the epistemological and methodological approach combined is the way forward for sustainable education.

In this paper I argue that the debate about urban and regional planning is polarised into two competing ‘discourses’ of town planning and political economy. I assert that the language and concepts of town planning continue to take precedence in both the field of practice and in teaching and research and that this is a most unsatisfactory state of affairs. Town planners relegate urban and regional political economy to the periphery and place town planning at the centre. This is a conservative situation in that most town planning education places great emphasis on plans and very little on ‘how cities and regions work’. I recommend the abandonment of ‘planning’ education in favour of spatial political economy which might sit easiest in human geography.

This study aims at understanding how the perceptions about migrants have been created and transferred into daily life as a stigmatization by means of public perception, media and state law implementations.  The focus would be briefly what kind of consequences these perceptions and stigmatization might lead. First section will examine the background of migration to Turkey briefly and make a summary of migration towards Turkey by 90s. Second section will briefly evaluate the preferential legal framework, which constitutes the base for official discourse differentiating the migrants and implementations of security forces that can be described as discriminatory. The third section deals with the impact of perceptions influential in both formation and reproduction of inclusive and exclusive practices towards migrant women. Additionally, impact of public perception in classifying the migrants and migratory processes would be dealt in this section.

Der Beitrag widmet sich der Frage historischer Folgeverhältnisse in der Kunst. Gegenüber dem Gedanken, dass es ein ursprüngliches Werk in der Reihe von Werken gibt, das späteren Werken seinen Sinn gibt, schlägt der Text vor, das Verhältnis umgekehrt zu denken: Im Lichte späterer Werke wird der Sinn früherer Werke neu ausgehandelt. Dazu geht der Text in drei Schritten vor. Im ersten Teil formuliert er unter der Überschrift ›Form‹ in kritischer Abgrenzung zu Danto und Eco mit Adorno den Gedanken, dass Kunstwerke eigensinnig konstituierte Gegenstände sind. Die im Gedanken der Neuverhandlung früherer Werke im Lichte späterer Werke vorausgesetzte Unbestimmtheit des Sinns von Kunstwerken wird im zweiten Teil unter dem Schlagwort ›Zeitlichkeit‹ anhand des Paradigmas der Improvisation erörtert. Der dritte und letzte Teil wendet diese improvisatorische Logik unter dem Label ›Neuaushandlung‹ dann dezidiert auf das Verhältnis von Vorbild und Nachbild an. The article proposes a new understanding of historical succession in the realm of art. In contrast to the idea that there is an original work in the series of works that gives meaning to the works that come later, the text proposes to think it exactly the other way round: in the light of later works, the meanings of earlier works are renegotiated. The text proceeds in three steps to develop this idea. Under the heading ›Form‹ it develops in the first part a critical reading of Danto’s and Eco’s notion of the constitution of the artworks and argues with Adorno that each powerful work develops its own language. In the second part, the vagueness of the meaning of works of art presupposed in the idea of renegotiating earlier works in the light of later works is discussed under the term ›Temporality‹ in terms of the logic of improvisation. The third and final part uses this improvisational logic under the label ›Renegotiation‹ to understand the relationship between model and afterimage in the realm of art.
