This research work has been developed with the purpose of evaluating and considering a learning alternative making use of information and communication technologies, and being able to apply them in the educational service provided by the Graduate School of the Universidad Nacional de Trujillo to students with a specialization in Administration and Management of Information Technology. The indicators used were: pedagogical model, course and virtual tool, to evaluate the degree of participation. The hypothesis was tested by applying the pre-experimental design with pre-test and post-test. The result obtained from the significant coefficients of the pre-test indicators was 0.65, 0.325, 0.725, 0.55, 0.475, 0.676 and the post-test was 0.05, 0.1, 0.1, 0.1; 0.075, 0.025 respectively. It was determined that there is no contradiction within each of the indicators, since the results show that in each indicator after using the E-Learning system, a greater participation of students was obtained in the development of academic activities.

The 21st century has witnessed the advent of Information and communication technology (ICT) as an imperative medium of education to refurbish education by means of efficient, effective and latest way i.e. e-learning. The intention of introducing e-learning in modern world is to open innovation vistas of learning in education and replacing face to face traditional classrooms. Consequently, researches are becoming progressively more interested to observe the proliferation of e-learning across the country. This review intends to present information of the various findings regarding cumulative research work in the domain of e-learning so far. Reviews of nearly 70 articles published in electronic journals in Pakistan and are recognized by HEC during the time period of 2010-2019. The analysis of documented researches reveal that majority of the research literature related to e-learning during early 2010 to late 2014 were primarily focused on computer usage, implementation of Information and Communication Technologies (ICTs) and adoption of e-learning models using research designs such as descriptive, survey and mixed method research whereas the trend shifted towards distance education and e-learning after this time period. The literature review witnessed many researches during 2015 and 2016 after the growing interest of students towards this mode of education. However, the researchers have started giving immense importance to e-learning as the researches begin to publish in social sciences literature in Pakistan during 2017. As far as 2018-2019 is concerned, the relevance and reliance on e-learning have augmented as compared to past because e-learning has broadened its roots and scope whereas researchers show continued interest in this field.

In today's scenario, e-learning has become a significant part of the academic environment as well as of the corporate training sectors. Advancement in Information and Communication Technologies (ICTS) has brought new intersection of education, teaching, and learning that defines e-learning. E-learning systems deliver information for education at any time and at any place in an efficient manner. E-learning system consists of course content or learning materials in the form of nodes. These nodes are linked such that users can traverse the other nodes in the hypermedia environment. These learning concepts are available synchronously and asynchronously in different ways of representation. This presents learning materials in a disorganized manner to the learners. Due to this, learners may decline to adapt the learning material or may deviate from their goals. This requires a user model to respond to different needs of a learner. To handle the uncertainty of learner's mind while learning the concepts an intuitionistic fuzzy approach is used.

The evolution of E-learning has been investigated in this article. In all historical epochs, education played an important role in a society. In the conditions of dynamic and ambitious socio-economic transformation of Ukrainian society education becomes the object of new growing requirements of the individual, society and state. These requirements are a major factor of the driving force behind the development of the education system. In this article we outlined new challenges to the qualification of the working force in information society and E-learning, among which are: the need for dynamic adaptation to rapidly changing knowledge and technologies, the acquisition of new skills. The last two decades have been marked by a significant increase in the emphasis on teaching on the basis of information and computer technology. A withdrawal from traditional training was based on the rapid development of the Internet and Covid-19 pandemic. The use of information and communication technologies in education makes it possible to increase its efficiency and accessibility. In addition, some aspects of the implementation of E-learning in the university have been reviwed. Many universities are actively developing a range of technologies, including mixed learning, with the aim of implementing E-learning at the university. Main features of E-learning, as a method for increasing motivation and self-study skills and as a way to improve an access to education, were investigated in the article. It is pointed out that in the structure of E-learning in educational establishments it is necessary to have such elements as: 1) E-learning system environment with the necessary means for communication of participants of E-learning; 2) electronic database of educational material; 3) virtual laboratory; 4) E-learning participants (teachers, students) and technicians (programmers, system administrators, web designers, animators). E-Learning supports self-directed types of learning. High motivation and self-study skills are prerequisites and must be complemented by an appropriately structured didactic learning environment. Self-organization and self-responsibility are important skills within flexible working and learning cultures. An important condition for E-learning: in the E- learning system can learn only highly motivated, focused and organized persons.

With the rapid development of information and communication technologies at the beginning of the 21st century terms like ‘Cloud Learning,' ‘Mobile Learning,' ‘e-Learning,' and ‘MOOCS' have been added to the long list of ‘disruptive' technologies expected to revolutionize education forever. But while it is easy to see how ICT's have put unimaginable amounts of information at the fingertips of students, can we say that this is truly revolutionizing education? Are higher education institutions adjusting their pedagogic practices to make full use of these technologies? In fact, are they using them at all? In this chapter we take a closer look at the use of Information and Communication Technologies (ICTs) in higher education and report findings from a study asking how these technologies are being used in academic activities. We set up the framework for the discussion by reviewing some of the most important historical developments in educational technology to then move on to present the study's results. The chapter closes by contrasting these results with past predictions about the disruptive potential of ICTs and finally reflecting on the steps that will have to be taken in order to make the most out of these technologies.

ABSTRACT The purpose of this community service is to improve the ability of teachers to utilize information technology for online learning. The current COVID-19 pandemic has a major impact on education in Indonesia. Under these conditions, there will be a shift in the learning process from what is done in school to learning from home. One of the innovations made by the world of education during this pandemic is online learning. With this program and in the current pandemic conditions, of course SMA Negeri 5 Cimahi inevitably has to do online learning. However, online learning in secondary schools, not all students and teachers use the e-learning system synchronously in the teaching and learning process. The methods used in this service activity are in the form of training, discussions, and simulations conducted through webinars using the Zoom Meeting application. During the training, in addition to provide materials, pre-test and post-test were also given to participants. The training material was a google meet application for online learning. The result of this service activity was an increase in the ability of teachers to utilize information technology in online learning, namely synchronous e-learning using the Google Meet application. Dengan kondisi tersebut maka akan terjadi pergeseran proses pembelajaran dari apa yang dilakukan di sekolah menjadi belajar dari rumah. Salah satu inovasi yang dilakukan oleh dunia pendidikan selama pandemi ini adalah pembelajaran online. Dengan adanya program ini dan dalam kondisi pandemi saat ini tentunya SMA Negeri 5 Cimahi mau tidak mau harus melakukan pembelajaran secara online. Namun, pembelajaran online di sekolah menengah, tidak semua siswa dan guru menggunakan sistem e-learning secara sinkron dalam proses belajar mengajar. Metode yang digunakan dalam kegiatan pengabdian ini berupa pelatihan, diskusi, dan simulasi yang dilakukan melalui webinar dengan menggunakan aplikasi Zoom Meeting. Selama pelatihan, selain pemberian materi, juga diberikan pre-test dan post-test kepada peserta. Materi pelatihannya berupa aplikasi google meet untuk pembelajaran online. Hasil dari kegiatan pengabdian ini adalah peningkatan kemampuan guru dalam memanfaatkan teknologi informasi dalam pembelajaran online yaitu e-learning sinkron dengan menggunakan aplikasi Google Meet. This article gives an overview of Moodle Learning Environment, what it involves, how it can benefit your teaching. The purpose is to clarify the appropriate way to reform education and to increase the learning effectiveness, create and introduce the advanced educational systems and technologies. Information and communication technologies have been adopted in education through online learning environments “platforms” and are used worldwide to offer complete courses, or even entire programmes in e-learning mode. Theoretical and methodological base of the research in distance learning is raising the level and quality of methodological, didactic and information-related support of organizing the educational process for students and teachers. Technically, e-Learning system is constructed on the basis of a wide range of software products. As a methodological basis during this study, a descriptive method is employed that permits to look at the issues and advantages of distance learning from different sides. Besides general scientific methods of study, comparison and generalization are utilized in the article. The results are the following. Nowadays, studying has essentially speeded the implementation of various forms and technologies of the e-learning, search for efficient methods of studying, has provoked the necessity for teachers to reinforce their level of mastering information and communication technologies, especially using the Moodle platform. Its main advantages are open, and free access, user-friendliness, tons of activity types aimed toward improving motivation and the interest of teachers, students. The article pays much attention to the peculiarities of using the platform also as offers several solutions for reported issues. Thus, it is concluded that distance learning allows solving a variety of primary problems, which modern society poses to studying, and meets the requirements, and opportunities of recent students. But, like all tools, distance learning has its own strengths and weaknesses.

The development of science and technology is currently developing so rapidly, the number of the latest innovations in all areas, including education. The development of media-based learning, information and communication technologies such as e-learning or virtual learning which are capable of improving the quality of interactive learning because users are friendly, useful interface features are used quite comfortable for the user so that the user does not get bored, moreover technologies be accessible anywhere and anytime a user is currently learning system, which is still the conventional good already assessed where all the references in the form of books, student worksheets and other learning media must exist, it is certainly not all students get to have all the references, sometimes a certain disaat-saat user forget bring or had to borrow to the other so that it becomes the bottleneck in the process learning. However, the application of information and communication technology as a medium is required in supporting the learning process, the user can perform the work practice or learn the theories related to the learning process in schools is becoming more easy with the utilization of this technology. Using the method of accompaniment in implementing this activity, that accompany the activities from the beginning until the end of this activity, as well as the explanation of the memperikan benefit that can be obtained with the utilization of android-based applications and the expected able to give a positive impact to a better education.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.
