The health care delivery system in India faces challenges due to disparity in geographical, cultural and economic aspects. Nonetheless, health is an issue which brings all humans under one umbrella. It is primary health care that lays the foundation on which health of the people are built and protected. Realizing the strengthens of the primary health care system is of utmost importance especially in the era of vaccinations and disease eliminations. This requires for the health system to move towards mass approach and heath protection concept sooner than later. And what better way than the primary health care system?

Trends in demographic processes, such as births and deaths, are analyzed. The structure of the causes of mortality in 2005 and 2019 and shifts in the structure of mortality have been determined. The main indicators of the health care system in 1995-2017 are analyzed. The directions and tasks of the started reform of the health care system are determined. Quantitative parameters of changes in the system of vocational and higher education in Ukraine for 2010-2019, which affect the level of development of labor potential, are analyzed. It is noted that there is an imbalance in the labor market. The number of applicants for one vacancy in the professional context is analyzed. Indicators of employment of the unemployed by both private employment agencies and the State Employment Service are given. The connection between the structure of employment and the processes of deindustrialization, which began in Ukraine in the 1980s, is determined. It is indicated that the processes of deindustrialization taking place in the developed countries of the world and in Ukraine have different colors. Deindustrialization in developed countries is viewed positively as a creative process that is supported by the concepts of development "Industry 4.0". In Ukraine, deindustrialization is defined as a negative phenomenon, which is due to the return to the pre-industrial stage of development and is accompanied by a decline in living standards. One of the reasons for the deindustrialization of Ukraine is the decrease in the knowledge intensity of the production of material goods and, as a consequence, the deformation and isolation of the education system from the real needs of the economy. The priority steps of the state policy directed on formation and development of labor potential of a society are defined. These steps should be aimed both at the development of human resources, especially the adult population, and at the support of domestic producers. It is noted that without state support for the development of young industries it is impossible to increase the productivity of the economy and raise living standards.

The health-care system, at the present stage of development, is characterized by a fairly steady tendency to conduct various studies aimed at improving the quality of health care provided to the population. Also, relatively important is the introduction of studies to investigate and identify the health and social factors that influence the health of the population, including the factors that in the opinion of the population determine such indicators, as: Quality, accessibility and effectiveness of health care as a service. The results of domestic and foreign research in this area have shown the positive impact of timely and quality medical care on the health of patients and the significant interaction of the accessible health system with the health of the population as a whole. In order to visualize the state of organization and functioning of the health-care system and the level of health of the population, various studies and sociological surveys produce a sufficiently effective result.

The article considers the main administrative and legal aspects of the state policy of national security of Ukraine in the field of health care. On this theoretical basis, the current challenges of medical reform are identified and proposals are developed to find the best ways to prevent and optimize them. Under the administrative and legal support of health care, we understand a set of organizational and legal forms and mechanisms to ensure socio-economic, health, anti-epidemic measures carried out by specialized organizations, the purpose of which is to preserve, strengthen and maintain human health, provide professional, high-quality and high-tech medical care to all who need it, as well as ensuring the availability of such care. It is concluded that the state policy of national security of Ukraine in the field of health care is aimed at creating such conditions for the health care system that allow for health education, disease prevention, provide medical care to citizens, conduct scientific research in the field of health care and training of medical and pharmaceutical workers, to maintain and develop the material and technical base of the health care system. Today in Ukraine the directions of the state policy of national security of Ukraine in the field of health care are determined by the European integration directions of our state and the commitments made by Ukraine in connection with the signing in June 2014 of the Association Agreement between Ukraine, on the one hand, and The EU, the European Atomic Energy Community and their Member States, on the other hand. However, the concept of health care reform in terms of its implementation to meet the relevant obligations has significant differences with the constitutional principle of free medical care, and therefore needs further refinement and improvement. It is substantiated that the highlighted topical issues of administrative and legal provision of health care should be taken into account in the implementation of the second stage of medical reform, which started on April 1, 2020. In addition, the experience of preventing and counteracting the spread of COVID-19 coronavirus infection should be an important aspect of health care reform.

The article reveals a strategically important topic at the present stage — the new role of patients in the emerging system of personalized preventive medicine in the world and in our country. The transition of patients to a proactive position based on the need for conscious management of their own health, the formation of new personal competencies and new principles of interaction with the doctor and the health care system as a whole is justified.
