The article is devoted to changes of some legislative acts of reform public administration in employment. Analysis and qualitative assessment of the Draft Law of Ukraine “On Amending Certain Legislative Acts of Ukraine to reform of public administration in the employment and social insurance in case unemployment” has been done in the work. The author considers that in developing of legislative reforms in employment necessary to expand the list of sources of funding for implementing public policy through gradual attracting resources of separate trust funds for the implementation of employment policy. It is necessary to create mechanism for attracting funds from private foundations and differentiate the expenditure of the Fund of Compulsory public social insurance Ukraine in case of unemployment with the allocation of urban and rural units. Implementation of these reforms requires pre reforming of social insurance in case unemployment. In addition greater attention should be paid to the development of methodology measures to facilitate employment and assessment of their effectiveness in the short and long terms. Voucher systems can be effectively introduced to the labor market once the labor market actors (local employment offices, education institutions and private sector) interact and the potential users are prepared to accept them (have the required awareness and stimuli). Transfer of voucher systems is possible, but the introduction won’t be effective without well proven practices and due account to the available resources. Also, the problem of building social dialog should not be overlooked when elaborating regulatory reforms in the employment. Ways to enhance the effectiveness of social dialogue and activate the positions of all the entities involved in the negotiation process need to be found, in order to preserve the development prospects for the already existing system of social and labor relations, although not quite acceptable for a major part of the Ukrainian community. The social stability in Ukraine is largely dependent on the quality and controllability of the mechanisms underlying the social and labor relations system, and on the capacity of its actors.

The necessity of socio-geographical concept elaboration and implementation for labor market monitoring and regional employment policy formation is grounded from the socio-geographical point of view. It has been established that: 1) the versatility and complex nature of the labor market development specificated by natural and socio-economic factors of important geographical content has determined its socio-geographical essence; 2) the development of the concept requires different approaches, principles and research methods, including socio-geographical, taking into account various labor market factors; 3)the concept should take into account the influence of the laws of the production and human settlement territorial organisation, as well as the level of development and structure of the region's economy; 4)the concept should take into account the peculiarities of the labor market formation and development in the economic system agricultural sector as well as the impact of current risks and challenges on the social and labor sphere of public life; 5) the implementation of such a concept has to provide the balancing of labor supply and demand within the country and its regions; 6)regional employment policy should be aimed at rational use of the territory labor potential.

The socio-economic inequality of the Russian regions poses a significant threat both to the successful social and technological development of the country. Since employment is one of the crucial highlighters of such inequality, the paper is devoted to assessing regional inequality in terms of employment quality in the context of technological changes. The article presents a system of social and economic indicators to determine the place of each region in the interregional employment inequality. The novelty of the study includes the methodological approaches and methods to estimate regional employment inequality and its components. The authors reveal the employment quality and its main components keeping relatable with the technological development. Based on these points, we developed employment quality coefficient and carried out a typology of Russian regions in terms of the employment quality. The study uses data from the Rosstat on working conditions and economic activity of the population for 2005-2019. The results expand the scientific ideas about the interdependence of employment and technological development. In addition, the research results should be considered when developing the state technical policy, differentiating the employment policy and socio-economic development of the regions.

The article is devoted to topical issues of employment promotion at the regional level. Particular measures of active employment policy are considered and analyzed, and a quantitative assessment of the effectiveness of certain measures is given. The paper allowed us to present a broad range of the measures aimed at employment promotion, and, as the polar subjects of the Russian Federation were considered from the point of view of conditions in the labor market, to identify fundamental differences in the measures taken.

The article reveals the directions of government policy in the field of employment, in particular: constant improvement of existing legislation, increasing the purchasing power of the population, preventing the development of unemployment and reducing it, stimulating economic activity, reforming public administration in the field of employment. Factors influencing the employment of the population of the regions: natural–geographical, demographic, economic, social, legislative–legal, political, legal, technical–technological, historical–cultural, ecological. Particular attention is paid to the modernization of the Government Employment Service through the expansion and active implementation of electronic and innovative services. As part of the reform of state employment policy in the of the Government Employment Service, new forms of social services were introduced: educational portal; provision of electronic social services to citizens and employers; institute of career counselor, differentiated approach to clients, taking into account skills, qualifications and provision of targeted services to return them to the labor market; individual plans for the provision of social services and employment. To modernize the civil employment service and determine its role and significance for society, the Strategy for the Development of the Civil Employment Service for 2020–2022 was developed and the service was improved on the basis of the main pillars of service provision, introduction of new approaches to staff work. It is proved that to overcome the employment crisis it is necessary to update the contents of the government employment policy, to shift the focus from payment of unemployment benefits to the creation of modern jobs and facilitate the unemployed to develop their activity and competitiveness in the labor market. In particular, national employment policy priorities, state employment programs, legislation and regulations should be developed at the state level. The entire content of public administration activities to implement employment policy should reflect the full range of active and passive measures of the state in the labor market and apply the most effective methods and techniques of public administration, taking into account the specifics of a particular region. Thus, the activities of public administration bodies to implement an effective employment policy should be aimed at creating more active measures in the labor market, considering the specifics of a particular region and community.

Background: The importance of using evidence to inform the policymaking process has been well established in the literature and practice. In Western countries evidence-based policy (EBP) is already accepted and implemented in many policy areas, including disability policy. In Central and Eastern Europe (CEE) the interest in EBP (evidence-based policy) is new and limited, hampered in many aspects by the regional specificity of the public administration and welfare services reform.Aims and objectives: The present article aims to explore the development of evidence-based disability employment policy in Romania, in a specific area of work integration: sheltered workshops.Methods: The article draws on the findings of extensive research on sheltered workshops that included multiple research methods, such as public policy analysis, social documents analysis, and secondary data analysis of quantitative and qualitative data.Findings: A number of issues concerning the implementation of evidence-based disability policy in Romania have been identified. Some of these issues are related to the administrative and policy capacity of the government. Others are linked to the limitation of the advocacy capacity of Civil Society Organisations (CSOs) active in the disability area, or to the weak presence of the academic/research community in the disability policy forum.Discussion and conclusions: There is a limited knowledge of how evidence-based disability policy is developed in CEE countries. This article will emphasise the role of the sheltered workshops in shaping the policy solutions in the area of work integration for persons with disabilities. The article will contribute to better understanding of the disability policy reform, looking closely at how the evidence is built and used within the disability policy process.<br />Key messages<br /><ul><li>The paper explores pathways of evidence use to support decisions on disability policy in Romania.</li><br /><li>The disability reform in Romania is influenced by Welfare State and Public Administration reform, EU integration process, EU Disability Action Plans (DAPs) and the signing of the UN Convention of Persons with Disabilities.</li><br /><li>The social economy framework has influenced the employment opportunities for persons with disabilities. The sheltered workshops have become an important actor in promoting work integration for people with disability. Also the sheltered workshops have an important role in modernising evidence-based disability employment policy</li><br /><li>The lack of statistical data and relevant knowledge about what works, and the impact on the integration of people with disabilities, is impeding the development of both disability rights and disability services, and has determined the adoption of policy decisions that have profoundly affected work integration in this area.</li></ul>
