The necessity of socio-geographical concept elaboration and implementation for labor market monitoring and regional employment policy formation is grounded from the socio-geographical point of view. It has been established that: 1) the versatility and complex nature of the labor market development specificated by natural and socio-economic factors of important geographical content has determined its socio-geographical essence; 2) the development of the concept requires different approaches, principles and research methods, including socio-geographical, taking into account various labor market factors; 3)the concept should take into account the influence of the laws of the production and human settlement territorial organisation, as well as the level of development and structure of the region's economy; 4)the concept should take into account the peculiarities of the labor market formation and development in the economic system agricultural sector as well as the impact of current risks and challenges on the social and labor sphere of public life; 5) the implementation of such a concept has to provide the balancing of labor supply and demand within the country and its regions; 6)regional employment policy should be aimed at rational use of the territory labor potential.

The article is devoted to topical issues of employment promotion at the regional level. Particular measures of active employment policy are considered and analyzed, and a quantitative assessment of the effectiveness of certain measures is given. The paper allowed us to present a broad range of the measures aimed at employment promotion, and, as the polar subjects of the Russian Federation were considered from the point of view of conditions in the labor market, to identify fundamental differences in the measures taken.

The article analyzes the labor market in Ganja-Gazakh economic region, the main "State Programs for socio-economic development of the regions of the Republic of Azerbaijan" (2004-2008, 2009-2013, 2014-2018, 2019-2023) to address the employment problems of the population. directions were considered. At the same time, the current situation of employment and unemployment in the region, the interregional distribution of productive forces, the region's infrastructure, the geography of natural resources were studied. Traditional production areas for the region, preferential loans provided to entrepreneurs within the framework of financed investment projects and other issues were discussed. The measures taken to eliminate the negative impact of the global crisis on the regions of Azerbaijan since 2016, the volume of output in key sectors of the economy are reflected. The discrepancy between job supply and demand in the region's labor market, as well as the main problems arising in the process of their coordination were analyzed. The urgency of original issues such as increasing production and exports, attracting effective employment, ensuring regional development by attracting domestic and foreign investment to the regions was brought to attention. The impact of investments in the regions on the development of the non-oil sector on the country's GDP was studied. The enterprises and jobs created in Ganja-Gazakh economic region were discussed within the program. In the end, the results of the analysis were reflected and suggestions were made to eliminate the existing problems.

The subject of the article is the study of specific problems of informal employment of people in the labor market of Ukraine by analyzing the statistical estimation of dynamics and structure of some indicators in 2015 and 2017. The study used general scientific and special statistical methods: analysis of dynamics and synthesis, analogy and comparison, expert assessments, etc. On the basis of the study of the numerical characteristics of the main indicators of the labor market, an analysis of certain aspects of the problems of the informal sector in the field of employment and unemployment in Ukraine was conducted, as well as the main prospects for their possible future solution in the modern economic conditions. It is determined that coordination of efforts of the authorities at all levels in the implementation of the employment policy and reduction of its shadowing scale is impossible without a scientifically based comprehensive national program for promoting employment aimed at ensuring a balanced supply and demand for labor in the labor market.

Undistorted factor markets are a perquisite for efficient allocation of resources and growth in production. In Oman by 2013, only 16% of households have reported agriculture as the main occupation and 53% have reported nonagricultural government employment as the main occupation. This situation is hypothesized to be related to the labor market; where government legislated higher remuneration in the nonagricultural government sector vis-a-vis agricultural sector, influences Omani farmers to move to nonagricultural employment, causing reduced cultivated area and farm production. The study uses operations research methods to quantify the impact of labor market policies on agricultural employment, farm gross income and land use intensity (proxy for farm production and food security). It is found that the shift of Omani labor from agriculture is influenced by higher wages in the nonagricultural sectors. The agricultural land use intensity is thereby decreased. The policy of allowing hiring of expatriate labor is beneficial in overcoming labor scarcity. However, in the long-run both farm productivity need to improve to be competitive with legislated income receivable from nonagricultural employment and ideally labor markets need to operate freely, to enhance food security and assure employment of Omani labor in agriculture.

The article provides an overview of the short-term dynamics of macroeconomic indicators for the Khabarovsk Territory during the COVID-19 pandemic after the introduction of temporary restrictive measures in April and May 2020. The impact of these measures extended both to the elements of regional aggregate demand and aggregate supply. From the point of view of the theory of short-run economic fluctuations, aggregate supply and demand shocks, such as those that occurred in the initial period of the pandemic, lead to a reduction in aggregate output followed by an increase in actual and natural rate of unemployment. Expectations have an additional negative impact since the growth of uncertainty gives rise to an increase in savings and an additional reduction in consumer activity. In the case of Khabarovsk Territory it is shown that the most affected industries of the economy were retail trade and services. Both industries experienced a negative shock in April, but while the former began recovery as early as May, the latter returned to the growth trajectory only in June. Residents changed their income usage patterns due to the restrictions on the consumer market, as well as to increased uncertainty about their future income. The share of net savings and cash balances increased with a corresponding decrease in the share of spending on goods and services. A negative supply shock contributed to a sharp rise in unemployment up to 24.5 thousand unemployed in the third quarter of 2020. Starting from the fourth quarter unemployment began to decline rapidly, but it had not reached pre-pandemic level of less than 7 thousand unemployed by the second quarter of 2021. It is shown that the permanent population outmigration, which increased in 2020, is a specific feature of the regional labor market. It has slowed down the return of the regional aggregate supply to its pre-pandemic positions after the restrictions were cancelled

This article examines the transformation of the labor market under the influence of informatization of society. It is noted that in the conditions of globalization and informatization of the nowadays a post-industrial society has been formed, in which information is a determining factor of production. New opportunities and challenges of the labor market in the conditions of information society development are analyzed. The informatization of society changes the conditions, nature and forms of work. Extensive digitalization, the use of cloud technologies and artificial intelligence systems are displacing traditional forms of employment towards teleworking, which makes workers more mobile and able to optimize working hours. It is established that the spread of technology increases the efficiency of the recruitment and searching job processes. Informatization of society contributes to the creation of a digital labor market, which forms the demand and supply of information and computer technology workers. In the context of informatization of society, the labor market is characterized by an imbalance between supply and demand of labor due to structural changes in the economy. Among the challenges of the labor market are rising unemployment in the raw materials industries, robotics and automation of routine manual labor. The digitalization of the economy leads to the need to adjust government regulation of business and provide social guarantees for employees. It is noted that the informatization of society provides more benefits to the labor market than obstacles. Solving the problems it raises, promotes progress and economic development.

Labor is the efficient part of the population in production. Total labor supply that occurs subject to the developments in the population and labor demand that shapes according to the economic conditions; are two basic elements of market formation. Labor markets can be defined as a social organization where supply and demand are met and wage occurs. Labor market among all market structures are in such position that is significantly affected by other units of the economy and highly affects them due to its functioning and features. Therefore, during the production process and planning, it is necessary to analyze the labor markets in detail. The agricultural labor market within the labor markets which forms the basis of the economy and contributes to other markets from various sources, needs to be analyzed. The agricultural labor should be analyzed and classified because of the following reasons; the agricultural labor has direct contribution in the use of natural resources and capital elements in agricultural sector; the labor is used more intensively in the unit area in agricultural activities compared to other sectors; transfer of labor is realized from the agricultural sector to other sectors; agricultural labor composes the source of the hidden unemployment and structural unemployment. In addition, labor in agricultural sector should be classified in order to determine the types of labor force to be used in data formation for public institutions / organizations and to facilitate access to the correct decision processes in the projects and policies to be created by contributing to obtaining reliable statistical data. In line with those determined objectives, this study was carried out to determine the types of labor force in the agricultural sector, to combine the conceptual definitions made and to provide semantic integrity in the literature.

This work's relevance is due to the need to improve the use of tools to stimulate the development of enterprises and the development of effective measures of government influence on the market economy. The article discusses the institutional environment's main characteristics in which enterprises of the real sector of the economy operate.Arguments showing the need for state support and development of small business, from the point of view of a key factor in the development of both the national economy and the factor of stabilization of the social sphere, are presented. The characteristic is given, and the main nuances of the impact and transformation of the institutional environment with the help of available tools are considered to achieve the effect of stable and long-term development of small and medium-sized enterprises.The article attempts to highlight the existing problems and the complex nature of the impact of instruments on enterprises' institutional environment.

The primary goal of this article is to evaluate water scarcity in selected countries of the Middle-East and assess the impact on agricultural production. To begin with, the Weighted Anomaly Standardized Precipitation (WASP) Index from 1979 to 2017 was spatially computed for Iran, Iraq and Saudi Arabia. In order to demonstrate the effect of reduced levels of water, the water shortage situation in cities with the population higher than one million was examined. This was accomplished by utilizing the Composite Index approach to make water related statistics more intelligible. A projection for the years of 2020 to 2030 was created in order to demonstrate possible changes in the supply and demand for water in selected countries of the Middle-East. In regards to evaluating the economic effects of water shortages on agricultural sector, effects of lower precipitation on agricultural production in Iran, Iraq and Saudi Arabia were estimated. With ever-increasing urbanization, all countries are currently experiencing a moderate to high water risk. Our research points to excessively high water stress for most analyzed cities through the year 2030. Also, it is demonstrated how much precipitation decreases influence agricultural production in Iran, Iraq and Saudi Arabia. From the analyzed countries, some evidence is found that precipitation negatively influences crop production, primarily for Iran.

The article is devoted to the study of the impact of the coronavirus pandemic on international labor migration in modern Russia. Based on the use of official statistics and the results of sociological research, the impact of the COVID-19 epidemic on the recruitment and use of foreign workers is considered. Current and long-term strategies of labor migrants ' behavior in the domestic labor market are revealed. Special attention is paid to solving problems in the field of regulating labor immigration flows in the context of the way out of the stagnation and overcoming the consequences of coronavirus. The results of the study may be of interest to Russian authorities at the Federal and regional levels in the development and implementation of state migration policy and employment policy in the labor market.
