Purpose – This article aims to describe how people manage to integrate their use of paper and electronic documents in modern office work environments. Design/methodology/approach – An observational interview type study of 14 participants from 11 offices in eight organizations was conducted. Recorded data were analysed using a thematic analysis method. This involved reading and annotation of interview transcripts, categorizing, linking and connecting, corroborating, and producing an account of the study. Findings – The findings of the study can be categorized into four groups: the roles paper and electronic documents serve in today's offices, the ways in which these documents are managed, the problems associated with their management, and the types of fragmentation that exist in terms of their management and how these are dealt with. Practical implications – The study has identified the need for better integrated management of paper and electronic documents in present-day offices. The findings of the study have then been used to propose a set of guidelines for the development of integrated paper and electronic document management systems. Originality/value – Although similar studies of offices have been conducted in the past, almost all of these studies are prior to the widespread use of mobile and network-based shared technologies in office environments. Furthermore, previous studies have generally failed to identify and propose guidelines for integration of paper and electronic document management systems.

In this article, the subject of research is the sub-process of controlling the assignment of requisites to the electronic document of the process of registration and preparation of completed electronic documents for transfer to archival storage in the electronic document management system. The aim of the research is to develop a method for automatic control of the assignment of details to a completed electronic document. In the course of the study, the requirements of regulatory legal acts of federal executive bodies in the field of office work and archiving were analyzed, in terms of the registration of electronic files and their preparation for transfer to archival storage, scientific publications covering the issues of automation of office work in electronic office systems. A functional model was built for the process of control of registration and preparation for the delivery of electronic files for archival storage using the IDEF 0 methodology in a model for performing the sub-process of assigning details to a completed electronic document of the process of controlling registration and preparation for the delivery of electronic documents using the theory of logic (predicate logic). A method has been developed for automatic control of the assignment of requisites to a completed electronic case, which can be used in the design of advanced electronic document management systems, as well as modernization of existing ones by creating software modules that implement the functions of automatic control of the registration of completed electronic cases. This method makes it possible to increase the efficiency of the process of preparing completed electronic files for transfer to archival storage.

The article is devoted to the introduction of electronic document management technologies in public administration. Peculiarities of introduction of electronic document management system in public authorities are analyzed. Regulations on electronic document management in public administration are studied in detail. The main problems faced by organizations during the introduction of electronic document management are summarized. The main advantages and disadvantages of the organization of electronic document management in public administration bodies are systematized. The following advantages of electronic document management technologies are revealed: integrated approach to electronic document management planning, saving time and resources, creating a single information space, facilitating document management, the effect of long-term use and successful implementation of electronic document management system, which helps managers and employees work more productively. Innovative technologies for the development of electronic document management in public administration are analyzed. The efficiency of management mechanisms in public authorities is substantiated, taking into account a set of external and internal factors of influence, development trends in a competitive environment and the need to organize the rationality and quality of the process of implementing electronic document management. The main purpose of the introduction of electronic document management technologies in public administration is to rid public authorities of the routine, clumsy, bureaucratic machine of traditional office work.

Digital technologies used for document management (especially in large enterprises) have changed the basic principles of office work. Optimization of internal processes helps to improve the efficiency of decision-making, including strategic ones. The widespread adoption of digital technologies in recent decades has led to a rapid increase in the volume of information and has actualized the task of digitally transforming existing business models in enterprises. The previously used principles of automating business processes are outdated. Currently, large enterprises are rethinking existing approaches to the organization of both external and internal processes, and a deep reorganization is being carried out, based on the reengineering of existing information systems. In the article, the authors consider issues related to the reengineering of the electronic document management system for Lukoil-Nizhnevolzhskneft LLC.

Currently, an electronic document management system has been widely implemented in the practice of tax authorities, which allows you to reduce time and labor costs for processing and preparing documents; to provide operational services to the population; to ensure the availability and openness of information to the public about the activities of tax authorities, as well as services provided by tax authorities; to reduce the cost of interaction between the population and tax authorities. However, despite the automation of office work, a number of unresolved problems remains in the field of document management of tax authorities.The relevance of this study is that the main problems of the tax authorities are a large number of routine manual operations performed by employees, as well as a large volume of incoming documents that are received by the tax authorities. The creation of documents, as well as their storage, transmission and search for such documents require significant labor, time and financial costs. That is why recently tax inspections have been working on a comprehensive automation of the inspection’s activities by introducing a system for processing and accounting documents, which will allow you after a while to abandon documents and information presented on paper.The study analyses the electronic document management systems used in the practice of public administration, describes the advantages and disadvantages of each system. The paper also analyses the features of the document management process in the tax authorities. Based on the conducted research, the authors propose the introduction of a modern domestic system built on the “Logic of SED”-platform. This system is aimed at improving the efficiency of work in various areas of joint activity of employees of the organization in terms of automation of project document flow and the possibility of collective work.

This article considers the features of electronic document management at retail trade enterprises of the FMCG-segment. The paper observes the types of document flow at chain companies and examines the process of implementation of electronic document management system. The notions of “electronic document management” and “electronic data interchange” are also distinguished in the article.The paper explores positive changes caused by the introduction of electronic document management and the complexity of its implementation. The study reveals that in the Russian Federation the process of mass introduction of electronic document management in the chain retail companies of the FMCG segment has been ongoing for about ten years, though has reached the highest level of its activity in the last two years. At present day, the major part of chain retail companies in the FMCG-segment has already started to actively work with the Electronic Data Interchange system. Moreover, in recent years the number of partner-enterprises that join this system has been steadily increasing.The results of the study show that introduction of electronic document management in chain companies of the FMCG-segment allows to reduce the time spent for processing documents and to track all stages of the core business processes more effectively. It also ensures information security, improves staff discipline and the quality of service, which in its turn significantly improves management efficiency of the company in general.

Aim. The presented study aims to determine the role and place of electronic document management in the corporate system of Russian enterprises, outlining the prospects for its development.Tasks. The authors examine the legislative acts of the Russian Federation on the prospects for the implementation of electronic document management; assess the impact of the pandemic on the digitalization of document management; analyze the business costs of paper document management; identify the advantages of using electronic document management and promising technologies in document processing.Methods. This study uses theoretical and empirical research methods. The dialectic method is used to determine the role, significance, and legal status of electronic document management. Through a logical approach, the essence of such concepts as 'electronic document' and 'electronic document management' is identified.Results. The study presents directions for the development of electronic document management using blockchain technology, which will improve workflows by processing, sorting, exchanging data and documents protected from unauthorized access, and artificial intelligence, which can help organizations process documents faster by simplifying operational procedures. Obstacles that prevent companies from actively using electronic document management are identified. These include additional investment, time costs, and reorganization of management. The volume of innovative services is analyzed by the type of economic activity, and the costs of creating, storing, and processing paper documents are considered.Conclusions. Recent trends in legislation indicate the government's firm commitment to the speedy introduction of electronic document management in Russia. Its use frees up a lot of resources, including time, labor, and finances. The 2020 pandemic has emphasized the importance of digitalizing business processes to ensure their continuity in unforeseen situations. Integrated into the automation of work processes, blockchain technology will ensure the protection of information from unauthorized tampering. Artificial intelligence will open up new opportunities for processing electronic documents.
