Information technology (IT) menjadi semakin penting bagi organisasi perguruan tinggi (dan organisasi lainnya) karena dapat memudahkan pelaksanaan proses bisnis dan meningkatkan keunggulan kompetitif. Melalui IT, proses bisnis dapat dilaksanakan lebih mudah, cepat, efisien, dan efektif. IT juga menawarkan banyak peluang kepada perguruan tinggi untuk meningkatkan kinerja, mentransformasi pelayanan, pasar, proses kerja, dan hubungan-hubungan komunitas dan riset. Karenanya, IT governance saat ini menjadi salah satu critical success factor (CSF) bagi para pemimpin (CIOs) dan mitra perguruan tinggi untuk mengoptimalkan peran IT dalam efektifitas peningkatan aset, capaian kinerja, sasaran, tujuan, misi dan visi organisasi. Namun demikian, kompleksitas penerapan IT pada organisasi menimbulkan kesukaran pada berbagai level pemimpin dan stakeholder dalam memahami, membuat dan menerapkan IT governance di perguruan tinggi. Akibatnya manfaat penggunaan IT yang didapatkan perguruan tinggi dirasakan belum sebanding dengan nilai investasi yang telah dikeluarkan. Untuk itu, artikel ini membahas tinjauan tentang IT governance, prinsip-prinsip dan pedoman yang ditetapkan oleh para ahli IT governance di lapangan, struktur IT governance di perguruan tinggi, komite IT governance secara intensif, dan rekomendasi prototype good IT governance yang dapat diterapkan di perguruan tinggi.

ABSTRAK Perguruan tinggi tergolong dalam industri  quasi-commercial, selain memberikan pelayanan pendidikan kepada masyarakat, juga menerapkan prinsip-prinsip manajemen industri komersial untuk mendapatkan dana sebagai pendukung keberlangsungan hidup universitas. Karakteristik perguruan tinggi yang demikian itu, menjadikan teknologi informasi (TI) menjadi sangat penting. Adanya kegagalan dalam implementasi  TI  dalam Universitas akan dipandang negatif oleh banyak pihak. Karenanya, IT governance saat ini menjadi salah satu critical success factor (CSF) bagi para pemimpin dan mitra perguruan tinggi untuk mengoptimalkan peran IT dalam efektifitas peningkatan aset, capaian kinerja, sasaran, tujuan, visi dan visi organisasi. Sejalan dengan perubahan keberadaan fungsi TI dari level operasional menjadi strategis di dalam suatu organisasi, muncul pula suatu manajerial baru yang disebut sebagai Chief Information Officer (CIO). Keberadaan CIO untuk organisasi yang sangat menggantungkan aktivitas bisnisnya sehari-hari pada sistem informasi dan teknologi Informasi (SITI) merupakan suatu keharusan. Tanpa adanya fungsi strategis dari sistem dan teknologi informasi, perusahaan yang bersangkutan akan mengalami permasalahan yang sangat serius. Pertanyaan yang muncul kemudian adalah bagaimana karakteristik dan peranan TI di perguruan tinggi sehingga membutuhkan tata kelola yang baik dan bagaimana peran strategis CIO  dalam organisasi. Tulisan ini berusaha menjawab kedua pertanyaan tersebut. Kata kunci: IT governance, chief information officer (CIO), teknologi informasi (TI), sistem informasi dan teknologi informasi (SITI) ABSTRACT Universities belong to the quasi-commercial industry, in addition to provide educational services to the community, also apply the principles of management of commercial industry to raise funds to support the survival of the university. Characteristics of such universities, making information technology (IT) becomes very important. The failure have occurred in the implementation of IT within the university would be viewed negatively by many. Therefore, IT governance is now a critical success factor one (CSF) for leaders and college partners to optimize the role of IT in increasing asset effectiveness, achievement of performance, goals, objectives, vision and the vision of the organization. In line with changes in the presence of IT functions from operational to strategic level within an organization, there are also some new managerial known as the Chief Information Officer (CIO). The existence of CIO for an organization that is dependent activities of dailybusiness in the information systems and information technology (SITI) is a must.Without the strategic function of the system and information technology, the company concerned will have a very serious problem. The question that arises thenis how the characteristics and role of IT in higher education and thus require good governance and how the CIO's strategic role within the organization. Purpose–This study intends to adopt the Technology Environment Organization framework in virtual learning through cloud computing in a higher education institution that will streamline the operation of education. Method–A systematic review using descriptive research was presented highlighting the model of the TEOframework in adopting cloud-based computing implementation in the educational system of the HEIs. The study features the critical success factor affecting cloud computing implementation which can be a key point as guidelines and step to embrace technological advancement in the field of education in the Philippines.Results–The study is appeared to contribute to the organization of higher education institutions in the Philippines to make informed decisions relevant to the advancement of cloud technology service selection and deployment processes. The migration of cloud computing implementation in developing countries is proven successful in achieving the benefits of reducing IT cost, scalability, business continuity, collaboration efficiency, easy management and access, complexity, and compatibility. Thus, the Philippines is admissible to a strategic implementation to widen and improve adopting cloud services. Conclusion–Adoption of cloud computing in higher education institutions is an alternative solution in streamlining and managing the educational system infrastructure. Recommendation–Considering the critical success factor affecting cloud computing implementation the TEO framework is a strategic approach to embrace technological advancement in the Philippines.Practical Implication–The use of cloud computing in the virtual learning of the HEIs has been proven effective in the educational operation considering the critical success factor with the Technology Environment and Organization methods. This alignswith new educational system development in improving the infrastructure of the learning platform of the HEIs into more advance and accessible features of the learning delivery through its stakeholders.

Knowledge Management (KM) has become an integral factor for many organizations to achieve their goals. Currently, Higher Education Institutions (HEI), have also joined the practices of KM, to enhance the institution’s quality, boosting the effectiveness, developing human resource, and constructing the knowledge culture within the institution. The aim of this study is to observe the constructed Critical Success Factor (CSF) model affecting the implementation of KM. This study follows Kitchenham’s Systematic Literature Review (SLR) procedures from 15 eligible journal articles obtained through KM related literature. The results, analysis, and discussions are elaborated in the paper.

Abstract. CSF, SWOT and TOWS Analysis, Case Study: PT Intan Pariwara Klaten. SWOT analysis identified the opportunity and the external threat as well as the strength and the internal weakness. The TOWS strategy matrix explain four types of the strategy that is the SO strategy (Strengths-Opportunities), the strategy WO (Weakness-Opportunities), the strategy St (Strengths-Threaths) and the WT strategy (Weakness-Threaths). In the CSF analysis (Critical Success Factor) was obtained by results that with the existence web interactive could become a development strategy of the marketing, the use of information technology could help the management of the company and the research of the consumer's wish that it was felt needed to increase the company's profit. The threat that was dealt with by PT Intan Pariwara was depicted by the SWOT analysis, in part: more often sprang up the new publisher, the number of available publishers beforehand, and the buyer had the quite high tasteless strength. The strategy that could be taken by PT Intan Pariwara was depicted in the TOWS analysis. Keywords: Critical Success Factor, SWOT, TOWS  Abstrak. Analisis SWOT mengidentifikasi peluang dan ancaman eksternal serta kekuatan dan kelemahan internal. Matriks strategi TOWS membantu manajer mengembangklan empat tipe strategi yaitu strategi SO (Strengths-Opportunities), strategi WO (Weakness-Opportunities), strategi ST (Strengths-Threaths) dan strategi WT (Weakness-Threaths). Pada analisis CSF (Critical Success Factor) didapatkan hasil bahwa dengan adanya web interaktif dapat menjadi suatu strategi pengembangan pemasaran, penggunaan teknologi informasi dapat membantu manajemen perusahaan dan riset keinginan konsumen yang dirasa perlu untuk meningkatkan profit perusahaan. Ancaman yang dihadapi oleh PT Intan Pariwara digambarkan oleh analisis SWOT, antara lain: semakin banyak bermunculan penerbit baru, banyaknya penerbit yang sudah ada sebelumnya, dan pembeli mempunyai kekuatan tawar yang cukup tinggi. Strategi yang dapat diambil oleh PT Intan Pariwara digambarkan dalam analisis TOWS. Kata Kunci: Faktor Penentu Kesuksesan, SWOT, TOWS

Model MACP for HE ver.1. Is a model that describes how to perform measurement and monitoring performance for Higher Education. Based on a review of the research related to the model, there are several parts of the model component to develop in further research, so this research has four main objectives. The first objective is to differentiate the CSF (critical success factor) components in the previous model, the two key KPI (key performance indicators) exploration in the previous model, the three based on the previous objective, the new and more detailed model design. The final goal is the fourth designed prototype application for performance measurement in higher education, based on a new model created. The method used is explorative research method and application design using prototype method. The results of this study are first, forming a more detailed new model for measurement and monitoring of performance in higher education, differentiation and exploration of the Model MACP for HE Ver.1. The second result compiles a dictionary of college performance measurement by re-evaluating the existing indicators. The third result is the design of prototype application of performance measurement in higher education.
