The article discusses the issues of economic security, taking into account the congestion of the transport and logistics infrastructure. As an example, the indicator of freight transportation by rail is shown, which allows predicting the onset of crisis situations at an early stage of their development. A brief analysis of the development of the market of information and communication technologies in the light of the formation of a new concept for the formation of business is given.

This chapter presents and discusses a new design framework for involving users at an early stage in a mobile ICT development project. A user-centered design process, in which participatory design principles are combined with creativity techniques, is used in order to create scenarios as a communication tool between users and system designers. The theoretical basis for the framework is described, leading to a new participatory design and creativity framework. Empirical insight into how the framework has been developed and used in practice is presented based on the experiences and results from a large ICT development project within the ?eld of mobile communication. Finally, the value of applying creativity as part of a participatory design process is discussed.

PurposeThe purpose of this research paper is to address the main research gap related to the lack of sufficient information regarding the role of information and communication technologies (ICTs) in second Arab Spring wave in comparison to the first one. The authors analysed the role of ICTs via data regarding the access to ICTs and its influence on organization and spread of the anti-regime protests, i.e. regime change.Design/methodology/approachCrisis situations are unpredictable, complex and unexpected. The consequences produced by the crisis situations or events may be negative for an individual, community, organization or society as a whole. In the new millennium, ICTs have an important role in deep social crises. The new technologies enable not only the rapid spread of certain political ideas, spin information, but also the spread of misinformation. The control over ICTs in the crisis situations is crucial. The aim of this paper is to indicate effect of the use of ICTs in the crisis situations, i.e. political upheavals in 11 countries of the “Arab Spring”. The contribution of this paper is based on the development of a special theoretical model of analysis that represents the combination of the theoretical considerations in the field of ICTs, as well as the analysis in the field of transitology, i.e. democratization. The first part of the paper is focussed on the development of ICT transition theory of ICTs’ impact on the process of political change, setting the hypotheses and the explanation of methodological approach of the paper. The second part is related to the review and description of data regarding ICTs use, while the third one discusses the impact of the use of ICTs in organizing and spreading protests in the Arab world, in line with the defined theoretical framework. Finally, there are given the research results in terms of confirming or refuting the hypotheses through the analysis of Arab transition cases.FindingsThe authors confirmed the main hypothesis of the paper that the factors that determined the role of ICTs in first Spring, also, have determined the role of ICTs in second Spring wave. These factors include high access to ICT tools, weak regime's control over ICTs’ use and important cross-border networking with regional and international audience. All that formed the promotional role of ICTs in regime change in 8 of the 11 countries mentioned in the paper.Originality/valueApart from the developed special theoretical model and the analysis of new wave Arab Spring cases, the significance and originality of this paper is reflected in a comprehensive and multidisciplinary approach that connects political changes and the use of ICTs in disseminating certain policies and ideas.

Information and communication technologies (ICT) have been at the centre of most innovations. With applications in science, technology, engineering, and mathematics fields, it has become prevalent in business, art, and humanities disciplines, among others, as well. Among the potential applications of ICT in social sciences and digital humanities, documentation and reconstruction of archaeological artefacts have garnered interest and resulted in several studies. This is because of the potential inherent in these artefacts for archaeological and historical studies. However, regarding pottery reassembly, challenges are experienced in implementing an optimal solution entailing high standards. Although existing studies attempted to solve these challenges, a high standard solution is still elusive. This article presents an approach to a machine-driven solution that intends to use computer vision and machine learning, whose potential is yet to be felt in pottery reassembly. This investigation, still at an early stage, has profound implications for future studies in pottery studies in general.

Cardiovascular disease has become the world’s number one killer. The prevalence of cardiovascular disease has caused many unnecessary premature deaths and imposed substantial burden to healthcare systems. Many continuous heart monitoring systems have been proposed with the aim to issue early stage warning for a possible forthcoming heart attack by utilising advanced information and communication technologies. Nevertheless, there is still a significant gap between the usability and reliability of those systems and the requirements from medical practitioners. This chapter presents our recent development of a mobile phone based ECG real-time intelligent analysis system. By fully employing the computational power of a mobile phone, the system provides local intelligence for ECG R wave detection, PQRS signature identification and segmentation, and arrhythmia classification. Because those processing can be performed on realtime, an early status warning can be issued promptly to initiate further rescue procedures. As an application of e-commerce in healthcare, a telecaridiology system like this is of great significance to support chronic cardiovascular disease patients.

The article studies the current trends in the use of information and communication technologies by Ukrainian enterprises in their practical activities during 2017–2019 years based on the generalization of statistical data. The object of the research is the information and communication technologies of the Internet as a key factor to ensure business informatization and to increase the competitiveness and economic security of enterprises. The purpose of the article is to analyze and identify the nature of changes in the dynamics and directions of the use of computer technology, information and communication technologies by Ukrainian enterprises in recent years. The work uses the methods of analytical-monographic – in the study of literary sources on the topic of research; analysis and synthesis – to summarize statistical data on trends in the use of information and communication technologies by enterprises; system analysis, abstraction, logical generalizations – in determining the characteristic features of the process that is being investigated; abstract-logical – to form conclusions. The data relative to the process of implementation and use in enterprises of modern information and communication technologies are summarized and analyzed. The areas of use of the Internet, which enterprises are mainly used to transmit or receive email messages, banking operations, obtaining information about goods and services, obtaining information from public authorities. The dynamics and directions of use by enterprises of websites, which are used mainly to serve customers and create electronic links to business social media profiles. The tendencies of the use of cloud computing services are analyzed, among which enterprises are preferred by the use of financial or accounting applications, Email and office software. The advantages, opportunities and threats from the use of modern information and communication technologies by enterprises are identified. It is proposed the information technologies that should be recommended for enterprises in practice in the context of accelerating business informatization.

The creation of a modern digital economy is the most important stage in the economic development of Russia and its territories. Digitalization of socio-economic processes significantly expands the opportunities of businesses, individual citizens and the state as a whole. However, the economic digital transformation is associated with the emergence of various risks and threats in the field of economic security, including those related to the inequality of Russian regions in terms of the possibilities of using information and communication technologies in practice. The article examines the essence of the concepts: digital economy, digital inequality. We identified the causes and problems of digital inequality in the territories of the Russian Federation and ways to solve these problems. The authors analyzed statistical data that characterize the international rating of the Russian Federation according to the four components of the global connectivity index, as well as a rating of individual regions of Russia on the level of access to digital technologies and communications. At the same time, we also studied such indicators as the amount of spending on innovations by the subjects of the Russian Federation, the share of the subscription fee for Internet access from the average (for the region) salary, and others. Based on the analysis, the authors of the article suggested ways to reduce the digital inequality of regions in modern Russia.

The article is aimed at substantiating organizational provisions and developing recommendations for improving the conceptual principles of projecting a computer-based audit system for the activities of performers of entrepreneurial activities. The article proposes the principles of modeling the audit system in the structure of the information service of entrepreneurs, provides proposals for assessing audit risks at different stages of entrepreneurial activity, substantiates methodological approaches to conducting an audit using modern information and communication technologies. It is proved that computer-based audit is an effective instrument for controlling and managing economic security of business entities. When designing the organizational-methodological structure of the audit, it is proposed to use the stages of audit development: confirming, system-oriented, and risk-based audit. When deciding on the creation and operational function of the computer-based audit of the activities of business entities, it is recommended to take into account their size, category, organizational and legal form of management, organizational structure, level of automation of accounting and control procedures. Scientific approaches using the proposed indicator of information security to assessing the state of information security of business entity are defined, their components are: degree of use of information and communication technologies in business processes, status of information threats, and degree of security of information resources. Methodical principles of auditing using modern information and communication technologies are proposed to strengthen control and analytical functions of management with the use of the latest audit systems. It is proved that computer-based audit covers the use of information technologies and software as a method and tools of the auditor in the process of performing the task on the basis of reliability assessment and identification of significant risks of the information system of a business entity.

The concept of marketing support for strengthening the economic security of a region by intensifying tourist business was developed. It was established that the economic security of a region is the result of the influence of a number of processes of different nature and degrees of influence. The safety assessment depends on its purpose and groups of partial indicators that provide a comprehensive assessment. The result of the evaluation procedure should be a grounded conclusion on one of the possible states: economic security, economic danger, economic risk, and economic threat. The tourism sector, influencing the level of security of a region through the generation of additional financial and related flows, requires clarification of the content of scientific and methodological approaches to management. It is proposed to separate administrative methods and market mechanisms as complementing each other. At the level of separate tourist enterprises and their associations, it is advisable to implement marketing strategies for traditional expansion of the market, product, and innovative updating of the portfolio of tourist products. The main tools and technologies for achieving set goals are digital information and communication technologies. Their application is associated with the use of the method for economic and mathematical modeling, as well as SWOT analysis technology and the use of a special BITOUR platform. The use of the proposed theoretical and methodical proposals will make it possible to assess the economic security of a region in terms of its possible condition. It will also be useful in the development of strategic and tactical plans for regulating tourism business in the system of ensuring the economic development of a region.
