Subject/Topic. Article is devoted to study of methodological support of application of project management in process of implementation of institutional transition of Russia to digital economy. Methodology. In the process of writing the article, general scientific methods were used (for example, retrospective and chronological analysis, synthesis, deduction), and special economic methods (for example, SWOT analysis, PEST analysis, Foresight tools). To study the process of formation of project management in the Russian Federation, taking into account the rapid development of the digital economy, we used problem-chronological and historical-genetic methods of scientific knowledge, as well as expert methods. Results. Based on the results of the research, methodological approaches to the application of project management were revealed, the features of foreign and domestic business models were described, and the factors-drivers and barriers to the development of project management practices in the processes of forming the digital economy of Russia were analyzed. Separately, the authors prepared a comparative analysis of possible trajectories for the development of digital economics, taking into account global challenges and threats of a planetary scale. Conclusions/Significance. As part of the scientific study, the importance of applying the project management methodology in the implementation of the processes for the formation of the digital economy of the Russian Federation was proved, the main business models for the implementation of the project management were revealed, taking into account the national priorities and interests of Russia, a forecast of possible scenarios for the development of the paradigm of project thinking in the formation of the digital economy in world centers was prepared: USA, EU, Russia. Application. The results of the scientific study will be useful both for educational purposes for students and readers interested in the application of project management in the digital economy, and for practitioners who plan to use the project management methodology in managing the business model of the organization, taking into account the current challenges and threats of the emerging digital economy.

The article analyzes the key digital technologies and their impact on the formation of new trends in the labor market. Particular attention is paid to the stages of development of the digital economy and the current state of Affairs in the practical application of information and communication technologies in the Russian Federation. A meaningful analysis of the key digital technologies, the practical use and application of which make modern business successful and effective in terms of its final results. The article presents the results of the analysis of indices (indicators) most commonly used in practice to assess the level of development of information and communication technologies in various countries of the world community. Based on the analysis of the values of various indexes using the methodology of SWOT-analysis, assessed the situation in the Russian Federation practical use of information and telecommunication technologies. The main reasons for the insufficient use of ICT in the development of the Russian economy are highlighted. The result of the analysis was the identification of the main factors that positively affect the effectiveness of the use of digital technologies in the production and management practices of domestic companies. The article presents the author’s position on the new trends of the labor market, formed as a response to the increasingly active penetration of the digital economy in the socio-economic sphere of society.

The purpose of this article is to present the results of the study of the impact of normative legal acts on the development of legal relations in the field of information and communication technologies in the plans of Informatization of the Federal Executive authorities in the process of exercising their respective powers. In order to achieve this goal, about 20 documents, including orders of ministries and departments, were analyzed within the framework of this work. To conduct the study we used the system method, with which help, was developed informational model, allowing to represent the whole range of the authority that they exercise in the interests of constructing a system of project management for the planning of Informatization of state authorities.As an example, the powers of the Ministry of Foreign Affairs of the Russian Federation were examined. The model takes into account more than 70 different powers, which in this work are systematized in 30 areas. particular, such as: charge; acts; makes; gives; yields; concludes; informs; claims; coordinates; provides; generalizes; render; alerts; identifies, organizes, organizes and provides; organizes, conducts and provides; implements; monitors; prepares; is; taking; conducting the work; develops and presents; implements; independently adopts regulatory legal acts; assists; sets; claims; engages. The approach to the description of powers using the information model allowed to correlate them with the plans of Informatization of the above-mentioned Department.Based on the results of the work, it has concluded that this approach can be used in the process of developing and substantiating proposals for amendments to the current legislation, taking into account the main provisions of the Strategy for the development of the information technology industry and the program “Digital economy of the Russian Federation”.

The controversial issues of a new approach to solving the problem of transformation of the tax system of the Russian Federation in the context of establishment of the digital economy have been considered. The problems of converting the tax system of the Russian Federation in digital reality and search for approaches to their solution have been identified. The methods of systematic approach, analysis and synthesis, as well as abstraction and generalization have been used. Due to the use of modern business models, carrying- out business activities without registration and the actual presence in the country, tax risks of tax evasion are increasing. The conclusions have been made about the need to identify new emerging economic relations and their legal consolidation, development and implementation of effective tax policy, and on its basis the transformation of the tax system.

With the rapid development of the digital economy and business transformation, modern financial technology tools are becoming more and more in demand. This article explores and reflects the main aspects of crowdfunding financing in the Russian Federation. The significance of crowdfunding in the implementation of projects, in particular in the social sphere, has been determined. The analysis has been presented and statistics of the most popular crowdfunding services has been displayed. The structure of crowdfunding financing by areas, country of ownership of users of the investment platform Planeta.ru has been considered. The factors have been reflected and the main vectors of the development of crowdfunding as a full-fledged financing mechanism in modern conditions have been formulated.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

This article explores the vulnerabilities of Russia in the digital environment, as well as such phenomena of modern digital economy as cryptocurrencies, blockchain, big data, artificial intelligence, and robotics. The question is raised on the risks that humanity faces in the digital space, which entail the implementation of the latest technologies in society. The author offers the ways for their minimization. The article covers the project “Digital Economy” developed by the Government of the Russian Federation, which is intended for creation of sustainable and secure information and telecommunications infrastructure for high-speed transmission, processing and storage of data bulk, accessible to all organizations and households. Analysis is conducted on the modern enterprise in the sphere of information and communication technologies and the concept on the protection against personal data theft. The crucial role of the IT specialists in digitalization is highlighted. The conclusion is made that in digital space, the major threat to national security is the hacker attacks aimed at the theft of personal data, intellectual property, etc. The author believes that the minimization of risks detected in the course of research requires providing technology opportunity for the Russian Federation to store the collected data locally, rather than abroad. The all-round government influence on the research and legislative sphere, legislative orientation towards stimulating the development of innovation technologies would ensure safe and effective integration of socioeconomic sphere into the digital space.
