The modern stage of the civilizational development of Russian statehood is characterized by the search for optimal and most effective management models. The article notes that, in the current difficult socio-economic conditions, it is the program-target planning method that is the most flexible tool, including in conditions of budgetary constraints. The normative and legal analysis of the documents showed that the evolution of target programs is the result of administrative and budgetary reforms implemented in the territory of the Russian Federation in a specific historical retrospective. The article emphasizes that to date, to ensure the synchronous development of the entire territory of the country, a single system of strategic goals and objectives has been formed. At the same time, a new approach to strategic development required the development of appropriate mechanisms for organizing project activities of the Government of the Russian Federation. That is why the national projects developed in accordance with the May 2018 Decree of the President of the Russian Federation occupy a special place in the country's strategic planning system and are the subject of close attention of public authorities. The analysis made it possible to systematize the problems and reveal the systemic contradictions of a legal and institutional nature that exist between state programs and national projects, which do not allow public authorities to effectively fulfill the targets set out in strategic planning documents. In conclusion, the authors conclude that it is necessary to legislatively consolidate the role and place of national projects in the general system of strategic planning, since at present the concept of a «national project» is absent in the federal law of the Russian Federation «On strategic planning in the Russian Federation».

Resolution of the Government of the Russian Federation No. 786 of May 26, 2021 «On the Management System of State Programs of the Russian Federation» (hereinafter — Resolution No. 786) approved new rules for the development, implementation, monitoring and evaluation of the effectiveness of state programs of the Russian Federation. In the development of the resolution, the Order of the Ministry of Economic Development of the Russian Federation No. 500 dated August 17, 2021 adopted methodological recommendations for the development and implementation of state programs of the Russian Federation that meet new requirements. Programs should acquire a homogeneous structure that includes five main elements: a list of strategic priorities, a passport of the state program containing goals and indicators with their decomposition by region, passports of federal, departmental projects and complexes of process measures (structural elements of the state program), plans for the implementation of structural elements and a regulatory «substrate» — acts necessary for the implementation of the program. For each state program, as well as its individual elements, a list of socially significant indicators linked to national development goals should be formed. In all state programs, the project part will be allocated, providing for the implementation of specific tasks and obtaining unique results for a limited period of time. One of the first (if not the first) to approve the updated version of the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets (hereinafter also referred to as the State Program, Program), which comes into force on January 1, 2022. On the example of the updated version of the State Program, the article provides a critical and constructive analysis of systemic problems that may arise in the development of state programs of the Russian Federation as part of the implementation of a new system of program-targeted management.

Various forms of Rosstat's participation in the development of the strategic planning system are shown and the forms of its possible participation as it develops are suggested. Situations that arise in the process of developing strategic planning documents at various levels are identified and described, the negative consequences of which cannot be overcome without improving the methodology and methodology of statistics and the development of information technologies. The influence of state programs on the development of statistical observation methodology, as well as on the conceptual aspects and development of classification and coding systems is shown. Some of the proposals for the development of methodological support for statistics may be very timely for the purposes of information support for strategic planning, given the requirements put forward by the government of the Russian Federation for the integration of strategic planning documents at various levels.

At the present time, the Government of the Russian Federation is engaged in the development and preparation of a number of national projects aimed at accelerating the social and economic development of the country. In the course of this undertaking, the Government should pay special attention to the technology involved in the projects, which contributes to the relevance of the study. The study aims is to improve the methodology of project technology as a part of public management in the aspect of the implementation of national projects. The main tasks within the study were: reviewing the organizational and management structures of a national project, clarification of the definition of a national project from the perspective of project management. In order to solve the problems stated in the study, empirical and theoretical methods were used, including an analysis of the national regulatory framework and methodology in the field of project management; systematization of organizational and management structures; comparison of project management models for the implementation of comprehensive planning documents as adopted in the Russian Federation. As a result, we have identified a number of features and problems arising in the process of integration of projects at the regional and municipal level, elaborated the concept of a national project, and proposed to introduce it to the Russian legislation.

The system of state strategic planning and management of the federal budget funds that emerged in 2010—2013, starting from 2017, is undergoing changes aimed at introducing the principles of project management of investment expenditures of the federal budget funds. The most significant of the changes presented is the transfer of investment expenditures aimed at the development of the transport and energy industries into understandable and limited in time and budget federal projects within the framework of the Comprehensive Plan for the modernization and expansion of the main infrastructure for the period up to 2024, approved in accordance with the Decree of the President of the Russian Federation of May 7, 2018 No. 204 “On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024”. However, due to the inertia of the state budget management system, the project management system is implemented with excessive labor costs, duplication of processes and with certain assumptions, which leads to a lack of understanding by government authorities of the value of this process and a decrease in its effectiveness. One of the objectives of the implementation of project management is the  involvement of all subjects of the Federation in the planning of investment expenditures of the federal budget in terms of allocating funding for projects initiated by the regions, through the creation of an open and transparent system of allocating federal expenditures. At the same time, the presence of a system with multi-level and often duplicated coordination of expenses, with blurred limits of competence and powers, simultaneously with the budget process that is strictly regulated in time, does not allow to fully involve the subjects of the Russian Federation in the management of project activities.

The paper considers the main aspects and mechanisms of the quality management system implementation at the enterprises of the medical industry, their impact on the safety of circulation of medical devices in the territories of the Eurasian Economic Union member states. Based on the results of the analysis, conclusions are drawn about the applicability and significance of the considered provisions of the quality management system. The aim of the work is to analyze the main provisions of the Federal Law “On Amendments to certain Legislative Acts of the Russian Federation on the circulation of medical devices” draft and the possibilities of their practical application. The draft of the law establishes that the production of medical devices, which are subject to state registration, must meet the requirements for the implementation, maintenance and evaluation of the quality management system of medical devices, depending on the potential risk of their usage, approved by the Government of the Russian Federation. The following general scientific methods are used in the work: analysis and synthesis, system methods, as well as profile-economic, including controlling methods. The scientific novelty of the work lies in the generalization, analysis of the materials considered and in the formation of proposals for certain areas of implementation of the quality management system and conclusions on the development of integration in the medical industry of the member countries of the Eurasian Economic Union as a result of the analysis.

The article analyzes the development of the system of departmental management of closed cities in Russia in the period from the 1940s to the 2000s. For convenience, the temporary frames of the study are divided into three periods: the first dated 1945-1954, the second is 1954-1991, and the third period, which dates back to 1991, continues at the present stage and is relevant to the study to this day. At each of these periods, the main features of the system of departmental management of closed cities at the Federal, regional and municipal levels were highlighted. The analysis of the departmental management system is based on the normative legal acts issued by the Presidium of the Supreme Soviet of the RSFSR in the Soviet period, and the government of the Russian Federation in the post-Soviet period. The results of the work revealed a specific way to establish a departmental structure for managing closed cities, with a number of features characteristic of secret territories.
