Globalizacija je bistveno spremenila mednarodno varnostno arhitekturo. Globoke reforme nacionalnovarnostnih sistemov, ki se osredotočajo predvsem na vedno višjo profesionalizacijo in specializacijo, so postale nujna posledica. Pa vendar je, če želimo zagotoviti neko stopnjo varnosti, pogoj nedvomno osebni motiv oziroma motivacija posameznika tako pred vstopom kakor pri opravljanju nalog znotraj nacionalnovarnostnega sistema. Motivacija pa bolj kot kjer koli drugod izhaja iz občutka domoljubja pri posamezniku, zato države domoljubju v sodobnih nacionalnovarnostnih sistemih namenjajo veliko pozornosti. Vprašanje je, ali se tako vedenje preslikava v civilno družbo, katere pomemben del je nacionalnovarnostni sistem. Še posebno zanimivo je ugotavljati povezavo med mladimi in domoljubjem ter nacionalno varnostjo, saj je tudi od tega odnosa odvisna prihodnost nacionalnovarnostnega sistema kot tudi prihodnjega zagotavljanja varnosti. Rezultati kažejo zaskrbljujoč odnos mladih do vprašanj vojske in vojaških zadev ter politike in političnih zadev. Globalization has significantly changed the international security architecture. Radical reforms of national security systems have become a necessary consequence, focusing mainly on the higher level of professionalization and specialization. However, in order to ensure a certain level of security, the pre-condition undoubtedly lies in the personal motive or motivation of individuals both, before they join the military service and when they perform duties within the national security system. Motivation, more than anything else, derives from an individual's sense of patriotism. Therefore, individual countries devote a lot of attention to patriotism in modern national-security systems. At this point the question arises whether such behaviour is reflected also in the civil society, whose important part is the national security system. It is particularly interesting to determine a connection between the youth, patriotism and national security, as this relationship is important for the future of both, the national security system and provision of security.

Self-control, secrecy, secrecy, preservation of maximum independence and separation from socio-political processes and institutions cannot guarantee the rights and freedoms of servicemen, nor do they guarantee that subjects of the national security system will not act contrary to the will and interests of society, government, state. The need for civilian control of the defense and law enforcement sectors is primarily driven by national security interests. In other words, security actors should not be a danger to civil society. One of the fuses of possible law enforcement or military arbitrariness is the institute of military ombudsman, who is called upon to act solely for the benefit of the law, rights and freedoms of servicemen and civilians in the territory of special or military operations. The relevance of the introduction of the Military Ombudsman Institute is further enhanced by the current trends and conditions of civilizational development, the globalization processes of total information transparency. In countries where government institutions are predominantly objects rather than news subjects, any positive event can be turned into a sensation of negative content. The primary sources (subjects) of news reports are mainly the democratic governments of countries with the introduction of military censorship (USA, UK, Israel, etc.) and totalitarian regimes (China, Russia, Iran, etc.) [1]. Having chosen the western direction of civilizational development, Ukraine is now in the process of transit between Soviet totalitarianism and European democracy, whose energy is mainly directed at counteracting the "Russian peace" rather than introducing contrary to the valuable principles of Western civilization. At present, the introduction of military censorship, and even more so in the realities of lack of political culture / traditions, is unacceptable without the prior implementation of the military ombudsman institute in the system of legal support of the state.

Abstract The specific of the officer’s military management activities lies in its functional responsibilities. The obligations and requirements determine them. The specifics of the military management activities of logistics officer are designated by the statute of military service in the Armed Forces of the Republic of Bulgaria. This article represents the proficiency of the future logistics officers at Vasil Levski National Military University, which is achieved through training in two specialties: military training in “Organization and management of tactical units for logistics” and civil training in “Business Logistics”. In the both, cadets acquire the educational and qualification degree “Bachelor”.

Povzetek Grožnje nacionalni varnosti se preoblikujejo zelo hitro. Prebivalci države pričakujejo, da se bo nacionalnovarnostni sistem učinkovito in uspešno odzval na te grožnje. Izvedbeno se lahko nacionalnovarnostni sistem države odzove samo tako, da v sistem zagotavljanja nacionalne varnosti vključi vse svoje vire v upanju sinergičnih učinkov. Uporaba oboroženih sil za zagotavljanje notranje varnosti je bila izredna naloga oboroženih sil. Obramba oziroma obrambna sposobnost vojske, ki se izvaja v notranjosti države za notranjo stabilnost in varnost države ob zakonskih in primarno konceptualno določenih nalogah vojske in policije, predstavlja zakonodajni in operacionalizacijski izziv države. Ključne besede Slovenska vojska, Policija, izredna pooblastila vojske, operacionalizacija. Abstract Nowadays, threats to national security are transforming extremely rapidly. The people of a country expect the national security system to respond effectively and successfully to these threats. Implementation-wise, a country's national security system can only respond by including all its resources in the national security system hoping to achieve synergistic effects. The use of the armed forces to ensure internal security was an extraordinary task of the armed forces. The defence and the defence capacity of the military, which are in addition to the legal and primarily conceptually determined tasks of the military and the police aimed at ensuring internal stability and national security in the interior of the country, represent a legislative and operational challenge of the state. Introduction. While the military is viewed differently in Canada and Ukraine, inclusion of veterans into civil society is important for both countries. Transition from the military service to civilian life can be challenging. Therefore, the role of different institutions and organizations, that focus on trying to improve what is available for former soldiers and their families has to be discussed. The purpose of the article is to explore the role that higher educational institutions can and should play in assisting former military to better integrate into civilian society – civil society. Methods. Researchers conducted a literature review of journal articles and other relevant written materials as well as informal interviews with key informants. Results. Using the mixed methods of literature search, informal interviews with key informants, and observation, the article considers the way “veterans” are conceptualized in both Canada and Ukraine and how two particular universities in Canada and Ukraine now attempt to meet the needs of former military members, wondering how their needs may differ and be similar to other students of higher education. Originality. The article concludes that, since civil society in general has a responsibility to support veterans in their transition, and notes that there are gaps in both understanding of need and awareness/availability of appropriate resources, a full needs assessment is the next step. Conclusion. The authors recommend a pilot needs assessment at the LPNU in Lviv Oblast where a number of veterans have made their homes.


You are looking at this year’s second issue which is dedicated to the Slovenian national security system, the role of the armed forces within it, and their future. The authors of this issue primarily come from the areas of the military and defence. It may be a coincidence, but the Slovenian national security system, the Slovenian Armed Forces and their future seem to play a less important role in times of solving other more challenging issues and situations. The need for rationality, economy, innovativeness and the achievement of maximum possible impact with minimum resources used is understandable, yet the national security system, as an integral part of international security, may thus become very fragile and vulnerable. The French economist and statesman of the 17th century, Jean-Baptiste Colbert, believed that trade was the source of finance, while finance was the vital nerve of war. Is it possible to assume that the lack of trade, and thus finance, may lead to social unrest and, consequently, the destabilisation of the national security system? Constant cuts in the defence budget should not hinder thinking and writing about the future of the Slovenian national security system and its individual elements which include the defence system and the Slovenian Armed Forces. What are the challen- ges and opportunities? In the introduction, Lieutenant-General Ştefan Dănilă, Chief of the General Staff of the Romanian Armed Forces expresses his views on the Role and use of the armed forces in the future. His thoughts are published at the beginning of this issue to give readers the impression of how the future of the armed forces is viewed in the country about ten times larger than Slovenia. Pavel Vuk, Sašo Nacevski and Renata Vrtovšek address the Defence strategy in the hierarchy of strategic documents on national security of the Republic of Slovenia by carrying out a comparative analysis of defence strategies of six countries and pre- senting guidelines for the preparation of a new defence strategy of the Republic of Slovenia. Gregor Garb devotes his attention to the Role of financial resources in the imple- mentation of a modern security paradigm regarding defence in selected countries. He describes and compares guidelines for the funding of defence systems in five countries – the Republic of Slovenia and its neighbours. Ivan Žnidar acquaints readers with Transformation challenges to safety and security at Slovenian sea. He states that comprehensive approach, cooperation, coordination and integration of various services for safety at sea present some of the answers to the question of the rationalisation of the modern security environment. Boris Rutar presents the Human Terrain System in the case of Afghanistan. He informs readers of achievements and applicability as well as new opportunities for NATO members. Blažka Erznožnik writes about the Importance of security forces training for the stabilisation of Afghanistan: NATO literacy project and the role of the Slovenian Armed Forces. She believes that the elimination of illiteracy presents a perfectly obvious means of support that significantly contributes to the long-term stability of Afghanistan and exposes the social usefulness of the armed forces. To conclude, a country’s stability depends on its financial situation, which in turn affects its defence capability.

This study aims to determine the implications of TNT repositioning on National Resilience. The research method uses descriptive qualitative research. The data is sourced from books, journals, articles, or newspaper news. The results of the study indicate that the implications of military repositioning on national security can be seen from the growth of other components of national resilience, especially civil society in the form of civil society. However, figures from the military still have political influence and are accepted by civil society. In conclusion, the repositioning of the TNI has implications for the growth of new forces such as political parties, community organizations, and NGOs that can support national security. However, these forces are not strong enough because of the democratization process in Indonesia. Indonesia itself is not mature enough.

An uneasy relationship between the army and the society within which it operates is a situation characteristic of most contemporary, relatively developed countries. The major tensions crystallize around three foci: first, the incompatibility between the continuous decline in the centrality and salience of the national security issue and the increased allocation of human andmaterial resources to the military institutions. Second, the societal dilemma between an ideology which advocates the total segregation of the army from the other institutional spheres and the tendencies towards overt or latent role expansion of the military system. Third, the decline of military values and roles as a result of the impact of competing values. As a result of these tensions, the balanced exchange between the social system and the military sub-system tends to be disturbed. The military is often geared to maintaining a level of national security which requires a commitment of resources to this function exceeding the actual input of such resources. Consequently, the performance of the military is often impaired, and the government comes under pressure to increase military spending. Our paper deals with two democratic political systems which, to a considerable extent, avoided this kind of tension between the society at large and its military institutions. The comparison will be between Israel and Switzerland, with the emphasis on the former. The comparison will be made in reference to specific points relevant to the problems under study and will not be a general comparison of the two systems.
