Europar Batasuneko kontserbazio-eremu berezien sare ekologiko koherentea da, fauna- eta flora-espezie basatien zein Europar Batasunerako garrantzitsuak diren habitat naturalen kontserbaziorako. Estatu kideek zuzentarauaren 6. artikuluan xedatutako lan batzuk egin behar dituzte. Arau hori funtsezkoa da, Natura 2000 Sareko eremuen kudeaketari dagokionez. Lan honetan, ez zaio heltzen eremu horietan eragina izan dezaketen planen eta proiektuen ebaluazioa egiteko betebeharra aztertzeari, oso espezifikoa baita. Hain zuzen ere, Batzordeko erreferentziazko dokumentazioaren eta Europar Batasuneko Justizia Auzitegiaren jurisprudentziaren azterketa oinarri hartuta, honako hauek azaltzen saiatuko da lan honetan: zer jasotzen den babestu beharreko habitaten eta espezieen eskakizun ekologikoak betetzeko neurrietan, eta zein diren hartu beharreko neurri egokiak habitat eta espezie horiek hondamendi edo aldaketa nabarmenik ez izateko, eta zuzentarauaren helburuak betetzeko. RESUMEN: La Directiva Hábitats crea la Red Natura 2000, una red ecológica europea coherente de Zonas Especiales de Conservación existente en la Unión para la conservación de especies de fauna y flora silvestres y de hábitats naturales de importancia comunitaria. Los Estados miembros tienen que acometer unas tareas contempladas en el artículo 6 de la Directiva, precepto fundamental en cuanto a la gestión de los lugares Natura 2000 concierne. En este trabajo, sin abordar, por su especifidad, la obligación de evaluar planes y proyectos que puedan afectar a estos lugares, y analizando documentación de referencia de la Comisión y la jurisprudencia del TJUE, se intenta explicar en qué consisten esas medidas de conservación necesarias que respondan a las exigencias ecológicas de los hábitats y especies a proteger, así como las medidas apropiadas para evitar, en esos hábitats y especies, deterioros y alteraciones con efectos apreciables en los objetivos de la Directiva. ABSTRACT: The Habitats Directive established the Natura 2000 network, a coherent European ecological network of special areas of conservation that exists in the European Union for the conservation of species of wild fauna and flora and natural habitats of Community interest. Member states have to undertake some tasks contemplated in article 6 of the Directive, an essential provision as far as the management of Natura 2000 sites is concerned. This work, without tackling the duty to assess plans and projects that might affect these sites because of their specifity, and analyzing the documentation of reference of Commission and the caselaw of the European Court of Justice, tries to explain those necessary measures of conservation that meet the ecological requirements of habitats and species to protect together with the appropriate measures to avoid in those habitats and species, deteriorations and alterations in so far as such disturbance could be significant in relation to the objectives of the Directive.

Abstract Alluvial Cnidion-type meadows (Habitat type 6440 of the Habitats Directive), mostly characteristic for the lower courses of large rivers in continental climate conditions of Europe are presented from the Lower Danube upstream the municipality of Giurgiu (river-km 510-524). The ecological requirements of the characteristic species, as well as their sensitivity to human-induced changes that derive from regular flooding, drainage, intensification of use and/or abandonment, are highlighted; these changes frequently lead to a decrease of biodiversity of the Cnidion-type meadows or to their total loss The studied meadows are compared with similar alluvial meadows from other sites of the lower Danube River basin. Finally, the strong interlocking of Cnidion type meadows with those of the Agropyro-Rumicion, Molinion and Deschampsion caespitosae alliances are discussed.

The removal of slag from melt surface of hot metal and steel ladles is a necessary condition to provide a deep desulphurization and dephosphorization of hot metal and steel in the process of their processing. A review of methods of slag skimming presented, mainly based on slag mechanical shoveling and its removal out of ladles by vacuum sucking. It was shown, that manipulators design for the slag skimming working instrument moving depends on the production scale, mass of the processed heats, amount and properties of the slag to be removed, production process intensity and ecological requirements. Peculiarities of designs and technical parameters of machines for slag skimming presented, designed by Irkutsk plant of heavy machinery, Scientific and Production Enterprise n.a. M.I. Platov, VNIIMETMASH, Kuznetsk and Novolipetsk steel plants. Technological methods of control of slag composition and physical properties considered, first of all of viscosity and fluidity, which have significant effect on selection of a method of slag skimming. Advantages and drawbacks of actions, aimed at more complete slag removal from metal surface by a scraper noted including bath blowing off by an inert gas, liquid slag tapping into am intermediate settling tank following its removal into a slag bowl. In case of satisfactory fluidity it is possible to slag removal by vacuum sucking, which at the same time promoted the melt degassing. Work done in this area abroad noted. Methods of vacuum slag removal developed in the USA and Japan described.

Ecological requirements for cars grow from year to year, both in the world as a whole, and in Ukraine in particular. This is especially true of noise pollution. Additionally, noise reduction becomes relevant, taking into account the conduct of military operations during the last 5 years on the territory of Ukraine. The war has caused a special need for military vehicles for which masking properties are vital. Noise is a serious disincentive factor. Therefore, its reduction for a military vehicle, apart from the environmental aspect, is of a purely military nature, that is, it is extremely important. The car has many sources of noise there are many ways to deal with them. One of the most powerful source of noise is the sleeping bag. This kind of noise is reduced by means of silencers of noise. The vast majority of silencer data in the basis of its design has a reactive (or resonant) muffler. To calculate the jet silencer you must know the speed of sound in the sleeping bags. In order to increase the acoustic efficiency of reactive and resonant mufflers of exhaust gases noise of the ICE of cars, an experimental method was proposed for determining the speed of sound in the sleighs. Implementation of the method is carried out by measuring the attenuation of acoustic waves. The noise level of the bedrooms is measured without silencer and silencer. Based on the data obtained, the noise reduction performance of the residual is established. From the well-known formula, based on the calculation of the efficiency of the silencing of a jet muffler, a formula is obtained for calculating the speed of sound in the sleeping quays. In this formula, all parameters are known: the level of silencer efficiency, the noise level of the sleeping, the ratio of areas of cross sections of the muffler and the inlet pipe and the length of the muffler. The sound speed thus established can continue to be used not only for engines of the type for which measurements and calculations were made, but also with a certain approximation for some other types of engines. This method provides high accuracy for determining the required parameter. In the given work on the example of the armored car KrAZ “Fiona” the calculation of efficiency increase of the reactive silencer is made due to the above-mentioned method. Also, the projected decrease in the external noise level of the KrAZ Armored Vehicle “Fiona” is considered by determining the speed of sound in the recesses on the trunk cycle on the road with acceleration up to speed of 50 km/h (75 km/h) and the movement with this speed, as well as when driving at a speed of 45 km/h. For the municipal solid waste (MSW) to be used in a proper way, it is necessary to implement clean technologies capable of thermal treatment of MSW and RDF in order to produce heat and electricity while meeting current ecological requirements. Nowadays, a number of technologies for MSW/RDF thermal treating are being used worldwide. Among them, the most proven technologies, applicable for industrial introduction, have been considered while analyzing their advantages/ disadvantages accounting for local conditions of Ukraine.

Abstract This case comment explores the relationship between two intertwined objectives – ensuring security of electricity supply and environmental protection – in the context of the judgment of the Court of Justice of the European Union in Inter-Environnement Wallonie ASBL and Bond Beter Leefmilieu Vlaanderen ASBL v. Conseil des ministres. The analysis focuses on the application of the Environmental Impact Assessment Directive and the Habitats Directive to the facts of the case, which concerns the extension by a ten-year period of the operation of two Belgian nuclear power stations (Doel 1 and Doel 2) as part of a national energy policy strategy to ensure the security of Belgium's electricity supply. The case comment also considers the legal and practical implications that arise as a result of employing the ‘security of electricity supply’ exemption to enable derogation from the requirements of the aforementioned Directives in circumstances where a Member State considers the security of its electricity supply to be under threat.

We sequenced the sporophyte transcriptome of Killarney fern (Vandenboschia speciosa (Willd.) G. Kunkel). In addition to being a rare endangered Macaronesian-European endemism, this species has a huge genome (10.52 Gb) as well as particular biological features and extreme ecological requirements. These characteristics, together with the systematic position of ferns among vascular plants, make it of high interest for evolutionary, conservation and functional genomics studies. The transcriptome was constructed de novo and contained 36,430 transcripts, of which 17,706 had valid BLAST hits. A total of 19,539 transcripts showed at least one of the 7362 GO terms assigned to the transcriptome, whereas 6547 transcripts showed at least one of the 1359 KEGG assigned terms. A prospective analysis of functional annotation results provided relevant insights on genes involved in important functions such as growth and development as well as physiological adaptations. In this context, a catalogue of genes involved in the genetic control of plant development, during the vegetative to reproductive transition, in stress response as well as genes coding for transcription factors is given. Altogether, this study provides a first step towards understanding the gene expression of a significant fern species and the in silico functional and comparative analyses reported here provide important data and insights for further comparative evolutionary studies in ferns and land plants in general.

Since alluvial meadows of river valleys of the Cnidion dubii are protected by the EU Habitats Directive, reconciling farmers’ demands for forage quality with the objective of maintaining them in good conservation status is an important issue in grassland research. In a long-term experiment from 2010 to 2018, we investigated the impact of fertilizing on forage quality and species assembly on a species-rich and twice-mown alluvial grassland in the Dessau Elbe floodplain (Germany). The experiment was composed of an unfertilized control, PK, N60, N60PK and N120PK applications. A significant improvement in forage quality was achieved by nitrogen fertilization only for crude protein, with higher feeding requirements for sheep met only in individual years. The legume cycle was inhibited by the application of nitrogen and high grass cover was maintained, but not increased, at the highest nitrogen application after an exceptional summer flood. The target forbs persisted in numbers over the study period in all treatments. For cover, the low-competitive target forbs responded neutrally to nitrogen fertilization, whereas detrimental effects were demonstrated for the competitive ones. Thus, we recommend not applying more than 60 kg year−1 of nitrogen and only in combination with phosphorus and potassium.
