Skilled immigrant women carers in rural England and their downward mobility

An ESRC study that focused on the career trajectories of women immigrant care workers in a new area of settlement in England found that they had few opportunities to advance and that structural barriers were pervasive. Three major themes about factors for the women’s downward mobility were discovered: 1) Social and economic discrimination in sending countries, 2) a predominant perception amongst British-born employers and the public that the women had poor English and qualifications, and 3) limited networks that enabled them to advance. The women devised enterprising strategies to survive, but few outcomes resulted from their efforts.

This article focuses upon gender differences in the satisfaction with career opportunities of civil servants in the Netherlands. Women have become better represented at all levels in the Dutch civil service in recent years, but they are still underrepresented in the higher level positions. Nevertheless, women are slightly more satisfied with their career opportunities than men are and they seem to be increasingly so. Their relatively positive evaluation of extrinsic aspects of their work situation is one of the explanations of this finding, as is their higher intrinsic work motivation compared to that of men. It is suggested that the career orientations and aspirations of women better fit the changing context of career formation in the Dutch civil service and the accompanying new psychological contract. Points for practitioners The Dutch civil service has set ambitious targets with respect to the representation of women at all levels in the service, but insight into the determinants of women’s careers in the public sector is still very scarce. The findings in this article show that there are gender differences in the weighting of intrinsic and extrinsic aspects of the work in evaluating one’s career opportunities. Besides, the article may assist human resource management practitioners in anticipating the impact of changing career trajectories on the career satisfaction of male and female civil servants.

Despite the ubiquity of health-related communications via social media, no consensus has emerged what information should be conveyed and how it should be conveyed to avoid creating panic among general population. With lockdowns social media, mass media became as a habit by people for news, information regarding COVID-19 and it is practiced even after lockdown. During the COVID-19 pandemic, mass media, social media and local news has become as the source of a toxic “infodemic” source for public. It contained both solicited and unsolicited advice. No conceptual model exists for examining the roles of media. It is important to rst assess the important mis-information, role of infodemics and prevalent casualness among the public regarding the COVID-19. Till mass vaccination is not commenced it is prudent to emphasize guidelines and practices as per COVID guidelines like social distancing, wearing mask, hand hygiene

While hybrid managers are increasingly important in contemporary organizations (especially in the public sector), we know little about why or how they become hybrid managers, or how this is shaped by the interplay of professional experience and organizational circumstances. In pursuit of a more variegated, contextualized and dynamic understanding of hybrid management, this article focuses on how individuals transition into managerial hybrids, emphasizing the dynamic and emergent nature of hybrid management identity. Studying managers in English healthcare, we employ the concept of identity work as expressed through career narratives to examine the influence of career trajectories and organizational experiences on emerging hybrid manager identity. The study identifies three broad managerial career narratives – aspirational, ambivalent and agnostic – and relates them to experiences of doctor and nurse hybrid managers in three healthcare settings. An interpretive analysis of these narratives reveals a more variegated, situated and dynamic interpretation of hybrid managerial identities than previously considered and underscores the importance of personal and organizational experiences in shaping emergent hybrid professional/managerial identity.

PurposeDespite immigrant-receiving countries' need for skilled professionals to meet labour demands, research suggests that many skilled migrants undergo deskilling, downward career mobility, underemployment, unemployment and talent waste, finding themselves in low-skilled occupations that are not commensurate to their education and experience. Skilled immigrant women face additional gendered disadvantages, including a disproportionate domestic burden, interrupted careers and gender segmentation in occupations and organizations. This study explores how the ongoing COVID-19 pandemic impacted skilled newcomer women's labour market outcomes and work experiences.Design/methodology/approachThe authors draw on 50 in-depth questionnaires with skilled women to elaborate on their work experiences during the ongoing COVID-19 pandemic.FindingsThe pandemic pushed skilled immigrant women towards unemployment, lower-skilled or less stable employment. Most study participants had their career trajectory delayed, interrupted or reversed due to layoffs, decreased job opportunities and increased domestic burden. The pandemic's gendered nature and the reliance on work-from-home arrangements and online job search heightened immigrant women's challenges due to limited social support and increased family responsibilities.Originality/valueThis paper adds to the conversation of increased integration challenges under pandemic conditions by contextualizing the pre-pandemic literature on immigrant work integration to the pandemic environment. Also, this paper contributes a better understanding of the gender dynamics informing the COVID-19 socio-economic climate.

Abstract Objectives – To discover the ways in which the public library was used by immigrant women, with a particular focus on the library as a meeting place. Design – Semi-structured qualitative interviews conducted in the participants’ native languages. Setting – Public libraries in Norway. Participants lived in one of two cities both with a population of approximately 40,000 and a somewhat lower number of immigrants than the national average. Subjects – Nine non-western women who had immigrated to Norway between 8 months and 17 years prior to the study. Three women were from Iran, Kurdistan and Afghanistan respectively. All identified themselves as public library users. Methods – Participants were interviewed in their native languages and the qualitative results were analyzed in accordance with the theoretical framework set out by the authors. The main areas of focus were the role of the library in the generation of social capital, and the library as a high intensive versus low intensive meeting place. Main Results – Participants used public libraries in various ways. In the initial stages of life in a new country they were used to observe and learn about the majority culture and language. They were also used as a safe place to openly grieve and provide comfort among close friends without fear of being seen by other fellow countrymen. Over time, participants came to use the library space in more traditional ways such as for information, social, and professional needs. The study also revealed that using public libraries built trust in the institution of libraries and librarians as employees. Conclusions – The public library plays a key role in the generation of social capital, both in terms of integrating into the majority culture through observation and spontaneous interactions (bridging social capital) and connecting with others from participants’ home cultures (bonding social capital) for example through the provision of social space and other links to home such as native language materials. The public library was used initially by participants as a high intensive meeting place, for meeting with friends and consoling one another. In time, however, the public library became a medium- to low-intensive meeting place, with participants engaging in library programmes or in spontaneous interactions with other library customers. Moreover, the study refutes the Swedish Library Association’s conclusion that library is used more often by immigrants that have lived in the country for long periods of time.

This article explores the complexities and ambiguities in Norwegian families’ interaction with the public childcare system. Public childcare is a cornerstone in the ‘double dividend’, that is, social policies that equalize children’s life chances and support gender equality. The dual earner/dual carer family model interacts with full-time participation in the labour market, gender equality at home and universal access to childcare, and has made contemporary childhood multi-local and mobile. As part of their everyday organization of care, parents have to establish connections between home, work and childcare. Here, we use the concept of ‘care loops’ to analyse how local families ‘do’ combinations of welfare services, family resources, gender ideologies and the labour of migrant care workers. Drawing on empirical research on migrant care workers in Norwegian families and discussing recent studies of majority families’ care practices, the article discusses the paradox that egalitarian norms and ideals might generate extra workloads that in turn create demands for migrant care workers and trigger geopolitical inequality.

AbstractThe sizeable presence of migrant care workers in the private care market in many European countries is confirmed by several studies that have explained the phenomenon through functional arguments, stressing the economic convenience of transnational markets and the crucial role played by public regulation. This paper focuses instead on the public and institutional discourses that have contributed to legitimising this private care market, characterised by the worsening of employment conditions and the decrease in care quality. The main argument of this paper is that the social recognition of these workers provides the public with the new concepts and rationales that determine the actual shape of the private care market.Migrant care workers are usually, compared to other migrant workers, more welcome in the host society and less targeted by xenophobic attitudes, especially where their labour helps to meet a lack of public provision as is happening in Southern European countries. Nevertheless, their rights are not fully granted either as citizens or as workers: basic requirements in this migrant care market include for instance reduced wages, great flexibility, and informal contracts.Our hypothesis is tested through the reconstruction of the public regulation and a content analysis of the public discourse that has accompanied this regulation for ten years (2002–2012) in Italy. The two main national newspapers have been taken into account. This analysis provides evidence on how market dynamics have been shaped by a deliberate political construction, which has relieved governments of the task of finding a public solution to care needs and has relegated migrant care workers to a subordinate social position, which is functional in making the care market work.

This paper contributes to the ongoing debate on social mobility in contemporary Britain among economists and sociologists. Using the 1991 British Household Panel Survey and the 2005 General Household Survey, we focus on the mobility trajectories of male and female respondents aged 25-59. In terms of absolute mobility, we find somewhat unfavourable trends in upward mobility for men although long-term mobility from the working class into salariat positions is still in evidence. An increase in downward mobility is clearly evident. In relation to women, we find favourable trends in upward mobility and unchanging downward mobility over the fourteen-year time period. With regard to relative mobility, we find signs of greater fluidity in the overall pattern and declining advantages of the higher salariat origin for both men and women. We consider these findings in relation to the public debate on social mobility and the academic response and we note the different preoccupations of participants in the debate. We conclude by suggesting that the interdisciplinary debate between economists and sociologists has been fruitful although a recognition of similarities, and not simply differences in position, pushes knowledge and understanding forward.
