The relevancy of the problem of specifying and probating the system of measurable indi­cators for publication activities in regional scientific societies is proved. Contemporary scientometric works contemplating publication activities analysis for Russian regions are re­ viewed. In particular, the articles by V. Markusova, A. Libkind, A. Terekhov, D. Rubvalter, I. Libkind, T. Krylova, mentioned. These authors review the regions’ contribution into competition research projects and analyze research activities of Russian universities based on the Web of Knowledge statistical data. Bibliometric data on fundamental research in Novosibirsk region are revealed. Bibliometric analysis is suggested as the basic method for evaluating and interpreting the flow of scientific publication by the authors affiliated with territorial institutions. Expected findings of such study are discussed: data on the regions’ publication activities being introduced to science agenda, possibility to establish creative correlation between parameters and indicators of the publication flow generated by the regional academic community and dependent on the regional academic potential specific features. The publication is prepared under the Research Project № 17-13-62001 of the Russian Foundation for Basic Research.

The scientific team is the sum of its members, a system of joint research activities, relationships and relationships. However, it is essential to have an outstanding scientist in the team who would be able to bring up a worthy shift and introduce it into the complex and distinctive world of scientific, technical and fundamental research. In this process, the decisive role is assigned to the scientific leader. The article substantiates the increasing relevance of the leadership problem in the scientific and technical sectors and basic research at present. The authors consider the features of the formation and manifestation of leadership, as well as the contradictions in the development of the leadership institution, which give rise to these features. We paid considerable attention to the analysis of obstacles in the process of leadership formation and the directions helping to overcome them in the scientific and technical sectors and basic research.

The paper investigates cross-cultural differences across Russian regions using the methodology of G. Hofstede. First, it discusses the most common approaches in measuring culture and the application of the Hofstede methodology in subnational studies. It identifies the critical issues in measuring culture at the regional level and suggests several strategies to address them. Secondly, the paper introduces subregional data on individualism and uncertainty avoidance using a survey of students across 27 Russian universities. The data allow to establish geographical patterns of individualism in Russia. It is demonstrated that collectivism is most prevalent in the Volga region, while individualism characteristic becomes stronger towards the Far East. The findings are robust to the inclusion of various controls and different specifications of the regression model. Finally, the paper provides a discussion about the potential of applying the sociocultural approach in economics.

Research activities in universities are analyzed in the article. Modern Russia has been flourished with a variety of universities of different teaching quality. What institute to choose is the main question of young people and their parents. As many investigations have shown, the main quality signal for the universities is the level of professors’ research. The article presents the authors ‘view on the activities of the scientific journal” Bulletin of the North Ossetian State University named after K. L. Khetagurov”. The relevance of the article is due to a significant increase in the role of research work of teachers and students of universities and the requirements for their publication activity; the importance for the university of having highly rated scientific journals and the increasing importance of the scientific publication of the university for improving the training of students. At the scientific and theoretical level, the changes that were determined by the modernization of education in the country and the need to improve the quality of scientific publications in accordance with the vector of development of international high-ranking publications and the desire of the university management and the editorial board to keep the journal in the trend of modern science are understood. Attention is paid to the problem of evaluating and reviewing scientific articles, the idea of the impact of reviews on the development of scientific knowledge is justified; the systematic work of the editorial board on the introduction of scientific research into the educational process of the university is shown. The new tasks of the editorial board are considered, the solution of which will contribute to improving the quality of the publication and the research activities of the teaching staff and students of the university. The purpose of the work is to substantiate the author’s approach to the current state, functioning and perspective view of the development of the university scientific publication and to determine its place in the modern scientific and educational space. The research methodology is based on systematic, activity-based and culturological approaches using such methods as systematization, generalization, analysis, description and comparison.

The article presents the results of a study of the current state of Russian universities educational services from the perspective of their graduates analysis. Based on the leading world rankings, leading Russian universities were identified and an analysis of the number of graduates in the context of education levels was carried out. On the basis of statistical data, the existing distribution of graduates in the areas of training is revealed and the leading universities in training specialists with a scientific degree are indicated. The article analyzes the employment and wages of graduates from leading universities and discusses the features of their employment in federal districts and major cities. As a result, the authors concluded that in general, masters' knowledge is rated by employers higher than bachelors and specialists. Based on the study, the article identifies the most popular areas of training and successful universities. A separate part of the article is devoted to the results of the study of migration trends among graduates. The authors analyzed the dynamics of emigration of persons with higher education and presented a characteristic of factors contributing to the strengthening of emigration attitudes. According to the results of the analysis, conclusions were drawn about the high level of emigration of Russians abroad, accompanied by a “brain drain”.

The paper gives a review of the most important results of extensive targeted fundamental research program on fluidized bed combustion in the Laboratory for Thermal Engineering and Energy of the VINCA Institute of Nuclear Sciences. The paper presents a detailed overview of research activities from the beginning in the second half of the 1970'' up to present days. Starting with the motives for initiating the investigations in this field, the paper highlights various phases of research and points out the main results of all research activities, not only the ones that are focused in this paper. Targeted fundamental research topics that are overviewed in this paper are heat and mass transfer, coal particle fragmentation, char particle combustion, sulfur self-retention by coal ash itself, as well as circulating fluidized bed modeling.

Abstraksi  : Publikasi  merupakan sarana untuk menyampaikan informasi  yang  diharapkan mampu memberikan  kontribusi positif  bagi pengembangan wawasan ilmiah bagi  seseorang. Dalam perguruan tinggi  publikasi ilmiah bisa berbentuk majalah, jurnal,  ataupun  koleksi  digital berupa e-journal dan e-book  yang saat ini sudah menjadi  kebutuhan yang tak terbantahkan untuk digunakan bagi pendukung proses belajar mengajar ataupun sebagai kegiatan proses kreatif segenap civitas akademika untuk memunculkan ide ide segar sebagai pendukung penelitian. Maka tidaklah mengherankan  apabila perpustakaan sebagai perpustakaa riset  dengan menyediakan publikasi ilmiah yang menyediakan beragam informasi . Dalam perkembangan selanjutnya muncul koleksi repository yang lebih mengkhususkan diri untuk mengelola dokumen yang dihasilkan oleh sebuah instansi dalam hal ini perguruan tinggi dengan sebutan literature kelabu (grey literature) yang dapat berupa dokumen yang khas dan , buku-buku yang jarang didapatkan di pasar buku dan juga dokumen yang sering disebut  local content. Publikasi local content  ini saat ini menjadi salah satu ukuran tolok ukur akreditasi perguruan tinggi  sehingga semakin mengokohkan publikasi ilmiah sebagai salah satu instrument penilaian akreditasi perguruan tinggi. ABSTRACT: Publication is a means to convey information that is expected to contribute positively to the development of scientific insight for a person. In college, scientific publications can be in the form of magazines, journals, or digital collections such as e-journals and e-books that are now an indispensable requirement to be used for teaching and learning process support or as creative activities of the entire academic community to generate ideas Fresh as research supporters. So it is not surprising if the library as a library of research by providing scientific publications that provide a variety of information. In subsequent developments appears more specialized repository collection to manage documents produced by an institution in this college with a literature gray literature that can be a typical document and, the books are rarely found in the book market and also Documents that are often called local content. This local content publication is now one of the benchmarks of college accreditation so that it becomes more and more solidifies the scientific publication as one of the accreditation assessment instruments of universities.
