Review of the textbook "Library and Information Services" [in Russian, “Bibliotechno-informatsionnoye obsluzhivaniye”] under the science editorship of M. Ya. Dvorkina, recommended for university students studying in the field of "Library and Information Activity" (for "Bachelor" qualification). - St. Petersburg : Profession, 2016. - 240 p. The author analyzes the structure and contents of the new textbook "Library and Information Services". She focuses on the comprehensiveness, integrity, consistency and clarity of the contents to be comprehended by future bachelors. The reviewer points to the most appropriate chapters, namely those on library information services, their classification and technologies. Supplemented with comprehendible tables and appendices, the textbook can be used in practical training, too. The merits and drawbacks of several book chapters are discussed from the viewpoint of a longtime lecturer (the author teaches this discipline) who points to some questionable formulations of principles and service types. However, the textbook is highly needed, relevant, and takes into account the changes in the library information industry. As compared to previous editions, it defines clearly the role of libraries in the circumstances of growing information and communication technologies. The textbook refer to the current trends of library services, theoretical concepts of library science and education. The textbook is intended for the higher schools.

As reflexões visam contribuir no gerenciamento de tecnologias da informação e comunicação em bibliotecas. Apresenta conceitos e características sobre gestão de processos nas organizações com a finalidade de proporcionar uma visão da importância dos processos, do gerenciamento de processos, da gestão da informação, dos serviços e dos produtos de informação em bibliotecas. Considera os serviços e produtos de informação gerenciados por meio de novas tecnologias da informação e comunicação. Busca-se enfatizar a melhoria da qualidade contínua direcionando os esforços centrados nos usuários. As conclusões apontam para respeitar as diversidades no momento de implementar técnicas e métodos da gestão por processos nas organizações e questionamentos sobre os impactos das inovações tecnológicas na Sociedade do Conhecimento. Abstract The reflections contribute in the management of communication and information technologies at libraries. Presents concepts and characteristics of the management processes in organizations, with the purpose of give a view of the importance of processes, processes management, information management, information services and products at libraries. It considers information services and products managed by the use of new information and communication technologies to emphasize quality improvement centered in the users needs. The conclusion point to respect the diversity when implementing techniques and methods about process management at organizations.

This chapter presents the current trends of Library on the web and the importance of the Librarian in the web-library as a webrarian (web-librarian). In the modern technological era, Ranganathan's five laws of the library may be extended to the web using information and communication technologies (ICTs). When the fundamental laws of library science are applied to the web, then the professional responsibilities and duties of a librarian will be enhanced in order to effectively and efficiently manage the web and serve the web users. Realizing the differences between the web and the library? An idea of the joint venture has been the practicalities of creating another platform for the both and the initiative is a library on the web which is well known as a web-library. Mostly libraries have their websites to organize information and resources and provide access to users for the collections of quality resources. The role of librarians is to adopt the Web technologies into the profession of librarianship. Librarians have been induced by technological developments to become more efficient as but not limited to the role of organizers, indexers, abstractors, archivers, data brokers, and webrarians.

The article deals with the problem of forming a linguistic personality of foreign medical students. It appeared within the context of rapid changes in the world and national educational systems. The necessities of pedagogically motivated changes and rational introduction of various information and communication technologies into higher education have been emphasized. The problem of choosing more effective ways and innovative approaches capable of competing with the traditional methods of presenting educational information, supplementing and expanding their register has been outlined. The leading goal of such transformations is to prepare future competitive specialists in various industries, including medical. In the course of the research the necessity and the value of systematic use of innovative didactic methods and techniques, as well as modern forms of work, educational resources that will provide qualitative training of future medical specialists have been substantiated. Тhe authors of the proposed article paid their attention to the podcasting technology. They have interpreted the term “podcast”. Also, the peculiarities of podcasts serving foreign students studying the subject «Ukrainian as a Foreign Language» have been described in detail. It was proved that the motivated introduction of information and communication technologies in the courses «Ukrainian as a Foreign Language» is a way to improve the quality of non-professional preparation of foreign students. The transcript of the training podcast has been presented. This podcast can be used in practical classes in the discipline «Ukrainian as a Foreign Language» (3rd year, specialty «Medicine»). The topic of practical training is «In а Cardiology Department». In addition to this, the authors of this article have proposed the system of specifically designed assignments. They also have outlined main priority areas of the computerization of the national higher education system, defined research activities and future prospects in this field.

The main objective of this paper is to describe the programme followed for the development and acquisition of quality engineering (QE)-related competences in the context of the Covid-19 pandemic through the use of information and communication technologies (ICT). In a 100% face-to-face context, different products (such as catapults and paper helicopters) were used to apply the theoretical concepts of Six Sigma in an real environment, which would be impossible in an online or blended context. To overcome the difficulties derived from the Covid-19 pandemic, a new programme has been defined that includes the continuous use of ICT using a simulator of an injection process to generate the necessary data to develop the practice. The changes made to the programme, and the simulator used, have successfully replaced the practices and products previously used in a 100% face-to-face environment, allowing students to acquire QE-related competences in a practical way in a non-face-to-face environment.

The main purpose of the research is to analyze information and communication technologies in the process of teaching students in the context of cognitive development. Every year the issue of ensuring an appropriate level of information services for the educational process becomes more and more urgent. Expanding the influence of information and communication technologies on the learning system is an ongoing and ongoing process. Information and communication technologies are a set of methods, tools and techniques used for the selection, processing, storage, presentation, transmission of various data and materials necessary to improve the efficiency of various activities. The ongoing information revolution calls for the exploitation of new information services that may set to support the traditional quality management approaches in healthcare. The developments in information and communication technologies offer new opportunities, with the need for effective information management grow ing within it. This chapter addresses the following issues: What might be an approach for quality management considering the rapid advances of information technology and the growth of the “new economy”? What might be the contribution of library and information services in the improvement of the healthcare services quality? In order to study the aforementioned questions, initially the information requirements of well known quality management approaches such as ISO 9001:2000 and EFQM are investigated and thereafter, the role of library and information services is discussed. The article is devoted to the problems of implementation of practical training of specialists for the rear services of institutions of IP in the learning process. The article reveals the role of practice-oriented methods of training in the formation of the competence of specialists of logistics services. Particular importance is attached to the use of simulation programs with a practical orientation in the training of cadets of rear specialties. As a practical implementation of the task, the author proposes the creation of simulators of various technological processes using the Flash package as an example of creating a simulator of the KPU-250 boiler.
