The Russian universities as well as universities from other countries increasingly compete not only at the national level, but globally. This trend is reflected in growing interest to universities rankings. Despite criticism, rankings outcomes are in demand and influence universities’ positioning in the global higher education area. In Russia several rankings have been recently established, striving to satisfy needs of various stakeholders. However, all these approaches are single dimensional rankings that use a composite indicator and weight coefficients. The article presents a rationale and draft methodology of a multidimensional ranking system in Russia. The authors advocate relevancy of the chosen approach as it allows them to reflect complexity and diversity of the Russian Higher Education system. Drawing on the project outcomes, the authors focus on the national multidimensional ranking methodology concept, choice of indicators, the approbation outcomes, dilemmas and decisions. The article is a review of a monograph “The Global Competitiveness of Leading Universities: Models and Methods for Estimating and Forecasting” written by I.P. Boiko, V.G. Khalin, E.M. Anokhina. The book discusses the models and methods for university competitiveness assessment, approaches to the formation of university ranking, specific problems concerning improving of the competitiveness of Russian universities and the system of Russian higher education. The reviewed monograph will be useful to a wide range of readers who are interested in the development of the Russian higher education system.

Western university model was transferred to Russia in the 18th century. The development of HEIs took its own unique direction serving the needs of the country, while the state has been dominating the HE sector. The chapter analyzes the interplay of market, state and informal mechanisms in the process of implementation of rankings. The institutional legacy underpinned the locally defined hierarchies of HEIs and disciplines, both explicit and implicit. The challenges that Russia meets on its way toward world university ranking are on the level of institutions and faculty, students and parents, and employers. As a conclusion, global rankings and local hierarchies have to be balanced in the HEIs structures to allow for a compromise between the demands of the global competition and the needs of the local communities.

Introduction. Recent trends in the sphere of internationalisation of higher education expand theoretical insights into the dialectical nature of correlation between pedagogical science and educational practice, as well as the relationship between the general direc tions of the development of higher education, its national and regional specifics. An analysis of the experience of internationalisation of universities is required for the development of various models to modernise higher education, including legal education, and to substantiate practical recommendations for reforming the Russian higher education system. To date, an understanding has been reached of the need to internationalise higher education in the context of globalization to increase the competitiveness of the Russian higher education system, as evidenced by the Federal project to maximise the competitive position of Russian universities among the world’s leading scientific and educational centres (The Russian Academic Excellence Project 5-100). Internationalisation, being the key to optimising the export potential of Russian higher education, is essential for the modernisation of legal education.Aim. The research aimed to evaluate the productivity of actual instruments of international cooperation between universities and to outline optimal approaches to the usage of successful practices of international and Russian educational space to enhance the attractiveness of Russian legal education, and, as a consequence, the creation of a sustainable competitive advantage of a higher education institution.Methodology and research methods. Complex, interdisciplinary goals and tasks of the present research predetermined the application of gnoseological and synergetic approaches to the selection of research tools. The gnoseological approach facilitated a more profound analysis of the nature of internationalisation and integration of education in the current international processes. The synergetic approach resulted in the integration of pedagogical and legal research methods to define an optimal internationalisation strategy for the training of multiskilled legal professionals.Results. The authors assessed the effectiveness of the existing ways of internationalization of Russian legal education according to foreign student demand. A comprehensive analysis of the legal, political and social aspects of the current state of attractiveness of the Russian market of educational services and the need to identify the specifics of the internationalization of higher legal education was carried out. The experience monitoring of inter-university international cooperation allowed the authors to determine the conditions for the effectiveness of joint legal programmes (creation of an innovative educational environment, project activities and a flexible management system); to analyse modern pedagogical technologies applicable to legal disciplines; to determine the best schemes used by Russian and European universities for external mobility of students and teachers; to develop the proposals for the introduction of disciplines (for Russian students) provided in foreign languages by Russian and foreign teachers; to propose measures to improve the state policy in the field of interest, aimed at stimulating Russian universities to develop international joint educational programmes.Scientific novelty. The article presented the analysis of positive and negative experiences of Russian universities in application of internationalisation key tools in legal higher education. The acknowledged internationalisation methods of higher education were systematised in general. The additional ways for the integration of Russian legal education, in particular, to the international educational space, were identified.Practical significance consists in the approbation of new methods based on competency and practice-oriented approaches. The authors developed the guidelines for the implementation of internationalisation to enhance university competitive advantage and to increase the demand for graduates in labour market.

Advance in the world academic rankings remains one of the priorities of development of the Russian higher education determined by the President and the Government of the Russian Federation.As an axiom authors adopted the provision that the academic ratings are the tool of assessment of level of competitiveness of the national universities, and a rating position of the university – a peculiar integrated indicator of its competitiveness. Authors offered hierarchy of levels of competitiveness of subjects of the higher education system. The results of the analysis of dynamics and the current position of the Russian universities in the world academic rankings (on the example of the rating of QS), analysis of participation in the rating of the QS universities of the countries of EEU and also analysis of perception of a rating position of the university by potential customers and consumers of educational services are given in the article. By an empirical way it is proved that ones the interest of target audience in a rating position of the university as to an indicator of its competitiveness and as to criterion for selection of higher education institution grows. Methodological basis of the research conducted by authors of article were the principles of scientific knowledge: logical and historical. Methods of the structural, comparative and statistical analysis are applied.

In an effort to comprehensively cover the issue indicated in the title of the article, the author, first, traces the dynamics of the number of persons in question, including students on a contract basis, and identifies factors that affect this dynamics. Secondly, he comments on the direct and indirect assessments of the effects of training of educational migrants available in the literature. Thirdly, he gives examples of the presence of such effects for the economies of countries leading in the export of educational services. Fourth, it reveals the specifics of the Arctic subsystem of the Russian higher education system in comparison with similar subsystems of other countries that include the territories of the Far North. Fifth, it constructively and critically analyzes measures to stimulate the export of University services. Sixth, it sets out a number of considerations for improving the information and statistical support for solving the problems under consideration.

he Russian higher education system is currently facing the mounting challenges of competition, internationalisation, restrictions on academic freedom, inequalities in access, massification, academic dishonesty and corruption. This paper discusses how Russian universities are able to develop, attract and retain academics in the profession under such difficult conditions. Analysing two recent and ongoing large-scale measures − the reform of doctoral education (staff development) and effective contracts (employee retention) – the author argues that the remaining improper dependencies among the actors and institutions involved should be considered more seriously. This case might be applicable beyond Russia and other post-Soviet countries, as anti-corruption reforms can often result in unintended consequences.

The paper addresses the topical issue of implementing the Bologna system in the Russian higher education since its entering the common educational environment in 2003 and that of English as a Medium of Instruction (EMI) as a language of instruction in Russian universities. The article presents the analysis of the current sources on the topic surveying the data on EMI in the higher educational institutions in Russia and abroad. The data show significant advancement in the system of EMI in foreign countries whereas in Russia the process of establishing such a system is still under development. The undertaken research reveals sufficient discrepancies between the present day demands for the formalized layout of the EMI structure in the Russian higher education system and it's functioning in work. The author dwells on the topic at hand highlighting the importance of not only maintaining the structure of English as a Medium of Instruction in Russian universities but also designing and implementing the national system of such instruction in correlation with the global standards.

The purpose of this article is to analyze trends in Russian higher education development during the coronavirus pandemic. The paper considers main problems faced by Russian universities in their students’ transition to distance learning. Particular attention is paid to the problem of the «digital inequality», which became urgent in the conditions of online teaching organization. It is shown that the «digital inequality» does not only mean differentiating students by their having necessary equipment to study remotely. The issues of «digital inequality» are being investigated at the levels of regions, universities, teachers and students. At the same time, the authors substantiate the thesis that it will not be possible to solve the problem of the dynamic development of the Russian higher education system within the framework of the current model of budget financing, and thus propose approaches to its change.

The emergence of an increasing number of foreign students in Russian universities indicates the importance of the Russian higher education system in the world community. At the same time, a new problem emerged on the agenda — how to train foreigners from abroad with high quality, taking into account their different readiness in mastering the Russian language and different subject training. The article describes the problems that foreign students face when studying informatics at a pedagogical university. The combined profiles, including “Informatics”, of the Faculty of Physics and Mathematics of Mordovian State Pedagogical Institute named after M. E. Evsevjev were the experimental research site. On the example of the “Theoretical Foundations of Informatics” discipline, the ways of teaching informatics are shown. Examples of assignments, including tasks for independent work, for teaching foreign students to informatics at the specified university are given.

Globalization and market-based orientation of higher education institutions has increased interest of students, parents, employers, universities, funding agencies, governments, and relevant stakeholders in knowing the rank of their concerned universities at national/global level. This has led to the emergence of several global university ranking systems. Aligned with international trends of ranking, Higher Education of Pakistan [HEC] also initiated ranking of universities at the national level in Pakistan. Subsequently, HEC designed comprehensive ranking criteria for ranking of universities and has implemented it since 2010. This study analyzes the nature of HEC ranking criteria and its constituent indicators from the perspective of global university ranking systems. Using content and thematic analysis, this study found that global university ranking systems mainly focus quality of research and teaching, while HEC additionally focuses effective and efficient use of resources, provision of facilities, social integration, and impact on community development.
