Recent events, especially in the realm of political negotiation, provide some evidence that ‘win-win’ negotiation may be going out of style. The undeniable success of some unabashedly win-lose dealmakers, in the US and elsewhere, should force us to reflect again on our own negotiation precepts, especially those in the win-win tradition of principled negotiation. How can it be that negotiators with questionable ethics have succeeded at least in the negotiation of becoming elected in several major countries? Are values no longer important, or at least the values that many of us hold dear? These negotiators certainly understand the concept of interests. The Harvard approach to negotiation famously differentiates between positions and interests, admonishing us to get beneath closed binary demands made by the opposing side in a negotiation and instead explore the interests underlying those demands, which are usually more personal, broader and more readily addressed once properly understood. These can then be pursued more effectively, leading to either a win-win or a win-lose result. In any case, they help us to seal the deal. At the same time, in his farewell speech, Barack Obama warned of a “buckling of democracy if we allow our values to weaken”. But just where do values fit into negotiation analysis? As a consequence, questions arise for those who study, teach and practice negotiation: How do we differentiate values from interests? And what strategies and tactics are needed when the conflict arises not from what people want but from their values – who they think they are? Are values ever negotiable? And what is the difference between negotiation and advocacy? This paper first seeks to establish clear definitions for some of these terms in order to contrast the dynamics of interest-based negotiation with those of value-based conflict. In that discussion, we also explore the consequences of disputes arising out of shared vs conflicting values, especially in interaction with interests. To understand the practical implications, I apply all of this to the particular case of a surprising successful negotiation around the tar sands of Alberta, Canada. Here was a seemingly intractable situation with highly ideological protagonists in conflict mode for a very long time. Yet somehow it turned out to be values as well as interests that yielded the seed of the solution. While many tricky issues remain, it is a fertile case for exploring not only the difference between negotiation and advocacy, but also the power within each when they can be combined successfully.

The phenomenon of economic growth is studied by economists and statisticians in various aspects for a long time. Economic theory is devoted to assessing factors of growth in the tradition of R. Solow, R. Barrow, W. Easterly and others. During the last quarter of the century, however, the institutionalists, namely D. North, D. Wallis, B. Weingast as well as D. Acemoglu and J. Robinson, have shown the complexity of the problem of development on the part of socioeconomic and political institutions. As a result, solving the problem of how economic growth affects inequality between countries has proved extremely difficult. The modern world is very diverse in terms of development level, and the article offers a new approach to the formation of the idea of stylized facts using cluster analysis. The existing statistics allows to estimate on a unified basis the level of GDP production by 174 countries of the world for 1992—2016. The article presents a structured picture of the world: the distribution of countries in seven clusters, different in levels of development. During the period under review, there was a strong per capita GDP growth in PPP in the middle of the distribution, poverty in various countries declined markedly. At the same time, in 1992—2016, the difference increased not only between rich and poor groups of countries, but also between clusters.

Despite all the circumstances accompanying the drafting of the constitution, it is the first constitution to be drafted by an elected Constituent Assembly. The Iraqi Constitution adopted the parliamentary system of government and approved the principle of flexible separation of powers in order to achieve cooperation and balance between the authorities.

The present article concerns with the modern state of things of the conflict resolution specialists’ training in the US universities. The analysis is based on the informational and promotional materials which were picked up from the 11 American universities’ websites. The aim of the analysis was the examination of the four sections, which are: the orientation of the academic program, the content of the program or the scope of the skills, the main methodology of the academic program and the educational technologies. Together with the analysis of the US universities’ academic programs the article provides the comparative analysis of these programs with the Russian academic programs. On the back of this comparative analysis the authors come to the comprehensive conclusion according to which the specialists’ training in the field of the conflict resolution and peacebuilding in the US does not have significant differences from Russian ones and is carried out within one international academic trend in regard to its main features which are: the orientation, content, educational methodology and technologies. The key distinction of the Russian training from the American one is that the Russian academic tradition does have the core subject matter around which the whole academic program is being developed and which is the conflict. This subject matter is being taken in its entirety and the conflict resolution is considered as the closing stage of the conflict studies specialists’ training whereas the academic programs of the US universities embrace the conflict resolution as the subject matter of the academic training and therefores leaves beyond the scope of the training both the theory of the conflict and the forms practice of its manifestation in a number of the programs. The letter is peculiar to both short-term academic programs and the full-time two-year academic programs as it is accepted in the educational space of the Russian Federation. Furthermore, the authors of the article make up the conclusion of the coinciding major educational methodology which guides the academic programs of the American and Russian universities and which is developed on the principles of the interdisciplinarity.


This survey of research on psychology in five volumes is a part of a series undertaken by the ICSSR since 1969, which covers various disciplines under social science. Volume Five of this survey, Explorations into Psyche and Psychology: Some Emerging Perspectives, examines the future of psychology in India. For a very long time, intellectual investments in understanding mental life have led to varied formulations about mind and its functions across the word. However, a critical reflection of the state of the disciplinary affairs indicates the dominance of Euro-American theories and methods, which offer an understanding coloured by a Western world view, which fails to do justice with many non-Western cultural settings. The chapters in this volume expand the scope of psychology to encompass indigenous knowledge available in the Indian tradition and invite engaging with emancipatory concerns as well as broadening the disciplinary base. The contributors situate the difference between the Eastern and Western conceptions of the mind in the practice of psychology. They look at this discipline as shaped by and shaping between systems like yoga. They also analyse animal behaviour through the lens of psychology and bring out insights about evolution of individual and social behaviour. This volume offers critique the contemporary psychological practices in India and offers a new perspective called ‘public psychology’ to construe and analyse the relationship between psychologists and their objects of study. Finally, some paradigmatic, pedagogical, and substantive issues are highlighted to restructure the practice of psychology in the Indian setting.

Purpose To summarize and interpret a Risk Alert issued on April 12, 2018 by the US SEC’s Office of Compliance Inspections and Examinations (OCIE) on the most frequent advisory fee and expense compliance issues identified in recent examinations of investment advisers. Design/methodology/approach Summarizes deficiencies identified by the OCIE staff pertaining to advisory fees and expenses in the following categories: fee billing based on incorrect account valuations, billing fees in advance or with improper frequency, applying incorrect fee rates, omitting rebates and applying discounts incorrectly, disclosure issues involving advisory fees, and adviser expense misallocations. Findings In the Risk Alert, OCIE staff emphasized the importance of disclosures regarding advisory fees and expenses to the ability of clients to make informed decisions, including whether or not to engage or retain an adviser. Practical implications In light of the issues identified in the Risk Alert, advisers should assess the accuracy of disclosures and adequacy of policies and procedures regarding advisory fee billing and expenses. As a matter of best practice, advisers should implement periodic forensic reviews of billing practices to identify and correct issues relating to fee billing and expenses. Abstract The aim of this study was an attempt to verify whether Polish speakers of English insert a vowel in the word-final clusters containing a consonant and a syllabic /l/ or /n/ due to the L1–L2 transfer. L1 Polish speakers are mostly unaware of the existence of syllabic consonants; hence, they use the Polish phonotactics and articulate a vocalic sound before a final sonorant which is deprived of its syllabicity. This phenomenon was examined among L1 Polish speakers, 1-year students of English studies, and the recording sessions were repeated a year later. Since, over that time, they were instructed with regard to phonetics and phonology but also the overall practical language learning, the results demonstrated the occurrence of the phenomenon of vowel insertion on different levels of advanced command of English. If the vowels were inserted, their quality and length were monitored and analysed. With regard to the English system, pronouncing vowel /ə/ before a syllabic consonant is possible, yet not usual. That is why another aim of this study is to examine to what extent the vowels articulated by the subjects differ from the standard pronunciation of non-final /ə/. The quality differences between the vowels articulated in the words ending with /l/ and /n/ were examined as well as the potential influence from the difference between /l/ and /n/ on the occurrence of vowel reduction. Even though Polish phonotactics permit numerous consonantal combinations in all word positions, it proved to be challenging for L1 Polish speakers to pronounce word-final consonantal clusters containing both syllabic sonorants. This result carries practical implications for the teaching methodology of English phonetics.

The formal solution for an axially symmetric radiation field in a multilayered, elastic system can be expanded in an infinite series. Each term in the series is associated with a particular raypath. It is shown that in the long‐time limit the individual response functions produced by a step input in particle velocity are given by polynomials in odd powers of the time. For rays which suffer m reflections, the degree of the polynomials is 2m+1. The total response is obtained by summing all rays which contribute in a specified time interval. When the rays are selected indiscriminately, the difference between the magnitude of the partial sum at an intermediate stage of computation and the magnitude of the correct total sum may be greater than the number of significant figures carried by the computer. A prescription is stated for arranging the rays into groups. Each group response function varies linearly in the long‐time limit and goes to zero when convolved with a physically realizable source function.

Trust was found to promote entrepreneurship in the US. We investigated whether this was true in a developing country, Indonesia. We failed to replicate this; this failure was true whether trust was estimated at the individual or community level or whether ordinary least squares (OLS) or two stage least squares (2SLS) was employed. We reconciled the difference between our results and those for the US by arguing that the weak enforcement of property rights in developing countries and the consequent hold-up problem make it more efficient for entrepreneurs to produce generic goods than relationship-specific goods—producing generic goods does not depend on trust.

The Fisher, or expected, information matrix for the parameters in a latent-variable model is bounded from above by the information that would be obtained if the values of the latent variables could also be observed. The difference between this upper bound and the information in the observed data is the “missing information.” This paper explicates the structure of the expected information matrix and related information matrices, and characterizes the degree to which missing information can be recovered by exploiting collateral variables for respondents. The results are illustrated in the context of item response theory models, and practical implications are discussed.
