It is shown that the upgrading of control and supervision activities is one of the priority tasks of the administrative reform in the Russian Federation. Attributing the activities of legal entities and individual entrepreneurs engaged in activities related to the operation of self-propelled vehicles and other types of equipment and amusements to a certain category of risk both during raiding events and during scheduled inspections is discussed.

In accordance with the Federal Law of 13.07.2015 N 246-FZ “On Amendments to the Federal Law “On protection of rights of legal entities and individual entrepreneurs in monitoring of state control (supervision) and municipal control “occurred amendments in the organization of checks, including education. Director of the school, who observes the legislation and (or) does not allow violations may learn that his institution is not included in the planned inspection in the coming year and (or) subsequent years. The article describes and comments the changes in the legislation concerning the most important aspects of the planned inspections of educational institutions and organizations engaged in training. The authors describe an approach to the implementation of control and supervisory activities in the fi eld of education in terms of the current legislation and draft law on the control of the Russian Federation.

On the basis of the results of many years work in the inspection of engineering systems of buildings and structures, the presented work reflects aspects of obsolescence or imperfection of the regulatory document of the Russian Federation GOST 31937–2011 «Buildings and structures. Rules for inspection and monitoring of technical condition» in part of section 5.4. The types of work that are not taken into account in the GOST, but are necessary when inspecting for an objective assessment of the technical condition of engineering systems and the possibility of further trouble-free operation are considered. The authors propose modern inspection methods that make it possible, due to the instrumental tools used, to more accurately determine the operational capabilities of systems, identify hidden shortcomings and further develop optimal measures with the maximum improvement of indicators for financial expenses for major repairs of systems as a whole or individual elements.

The article presents an analysis of the state and problems of implementing the socio-economic rights of population of the Khabarovsk territory as a priority area for reducing poverty. Attention of the authorities was drawn to the situation of poverty in a number of northern municipalities, where the population is experiencing difficulties in realizing their socio-economic rights due to the lack of jobs. Concern was expressed about the socio-economic rights of persons released from the places of deprivation of liberty. The Commissioner for human rights in the Khabarovsk territory, taking into account the study of situation in the region, sets out his vision for solving the problem of reducing poverty in the Khabarovsk territory and makes proposals that, in his opinion, can be used by the regional state authorities to achieve the indicators set by the President of the Russian Federation.

The article analyzes the main indicators of the technical condition of buildings of outpatient medical organizations (units) in the Russian Federation for the period 2012–2019. The number of outpatient medical organizations (units) in emergency condition and requiring demolition tended to decrease from 215 units to 96 for the period from 2012 to 2017 in the Russian Federation. The number of units requiring reconstruction in the Russian Federation declined from 511 to 179 for 2012–2019. The number of units requiring major overhaul in the Russian Federation went down from 4,347 to 2,378 for the period from 2012 to 2018, and in 2019 rose sharply to 4,113. The number of units located in adapted premises increased from 6,723 to 8,126 for 2014–2019 in the Russian Federation. The number of units located in the rented area in the Russian Federation decreased from 1,443 to 1,414 for 2014–2019. The number of units with central water supply went up from 17559 to 19440 for 2012–2019 in the Russian Federation. The number of units with hot water supply in the Russian Federation increased from 13,012 to 15,124 for 2012–2019. The number of units with central heating rose from 16,893 to 17,546 for 2012–2019 in the Russian Federation. The number of units with a central sewer went up from 17,111 to 18,969 in the Russian Federation for 2012–2019. The number of units with telephone communication increased from 17,806 to 19,266 for 2012–2019 in the Russian Federation. The number of units with autonomous power supply rose from 941 to 1,227 in the Russian Federation for 2012–2019. The total number of outpatient medical organizations (units) in the study period increased by 7.9 %. The number of buildings requiring renovation and modernization between 2012 and 2018 tended to decrease. Not all indicators have a positive trend. Health care modernization is not completely structural.

Increased competition between producers has now become one of the critical features of the country’s economy. Within the framework of the Water Strategy of the Russian Federation, technological issues play a significant role both in the protection of water resources and in compliance with the safety requirements and favourable quality of the water used. For more than 20 years worldwide, there has been a transition from a hazard-oriented to a risk-oriented approach in the organization of nature and water protection activities. The use of a risk-based approach determines the mandatory monitoring of all pollutants and calculation methods for assessing various types of toxicity of a substance, their hazardous concentrations based on knowledge of the structure and information about the hazard of substances from international databases and registers. Based on the analysis of the main provisions of the Water Strategy of the Russian Federation until 2020 in conjunction with the conditions of water use affecting the health of the population, the priority problems of technological development in the water protection sector and their medical and preventive support were identified. Measures have been outlined to ensure the compliance of the technology for the protection of water bodies, sources of household and drinking water supply to the population and industrial development for monitoring the effectiveness and efficiency of hygienic regulation, sanitary and epidemiological examination of project documentation and a risk-oriented approach to ensuring the activities of business entities on the territory of sanitary protection zones of drinking water sources: water supply, wastewater treatment from point and diffuse sources of pollution.

Every citizen of the Russian Federation in everyday life directly or indirectly becomes a participant in tax relations, which are regulated by the Tax code. Since legal acts and laws are quite ambiguous, and the activities of the state are associated with the seizure of property from individuals and legal entities, the emergence of tax conflicts is inevitable. Compromise forms of pre-trial settlement of conflicts are particularly relevant in modern tax relations. They contribute to the emergence and development of trust and fruitful relations between citizens and representatives of tax authorities on the basis of cooperation. The introduction of such procedures as direct negotiations between the parties, mediation and arbitration allow not only to resolve tax disputes promptly, minimize the costs of the parties, reduce the periods of consideration, but also contributes to the unloading of arbitration courts. This article discusses all forms of pre-trial settlement of tax disputes, examines their strengths and weaknesses, the synergetic effect of these forms with preventive and Advisory methods, as well as the introduction of new procedures for the settlement of tax disputes.

The paper is devoted to the discussion of the principle of responsibility for the efficiency of provision of state and municipal needs, procurement efficiency. The paper investigates the balance between the principle of efficiency of procurement and the principle of efficiency of the use of budgetary funds consolidated in the Budget Code of the Russian Federation. The author underlines that the former principle complements the later. The author compares the principle of efficiency of procurement set forth in Federal Law of April 5, 2013, No. 44-FZ “On the contract system in the sphere of procurement of goods, works, services to ensure state and municipal needs,” and the principle of targeted and cost-effective spending of monetary funds enshrined in the Federal Law of July 18, 2011, No. 223-FZ “On procurement of goods, works, services by certain types of legal entities.” It is pointed out that in order to evaluate the effectiveness of procurement it is necessary to identify the main objectives and specific objectives, achievement of which will enable the evaluation of procurement as “effective” and “meaningful.”
