On the basis of the results of many years work in the inspection of engineering systems of buildings and structures, the presented work reflects aspects of obsolescence or imperfection of the regulatory document of the Russian Federation GOST 31937–2011 «Buildings and structures. Rules for inspection and monitoring of technical condition» in part of section 5.4. The types of work that are not taken into account in the GOST, but are necessary when inspecting for an objective assessment of the technical condition of engineering systems and the possibility of further trouble-free operation are considered. The authors propose modern inspection methods that make it possible, due to the instrumental tools used, to more accurately determine the operational capabilities of systems, identify hidden shortcomings and further develop optimal measures with the maximum improvement of indicators for financial expenses for major repairs of systems as a whole or individual elements.

This article gives a detailed description of the principle of a comprehensive study of the current state of the management system of civil servants’ professional, describes the development of practical measures and recommendations for its optimization, given the effectiveness of improving the professional development of civil servants. The relevance of this article is based on the need to develop a science-based approach to the rapid transformation of the civil service using modern methods of personnel management for the growth of potential and professionalism of civil servants.

The article analyzes the main indicators of the technical condition of buildings of outpatient medical organizations (units) in the Russian Federation for the period 2012–2019. The number of outpatient medical organizations (units) in emergency condition and requiring demolition tended to decrease from 215 units to 96 for the period from 2012 to 2017 in the Russian Federation. The number of units requiring reconstruction in the Russian Federation declined from 511 to 179 for 2012–2019. The number of units requiring major overhaul in the Russian Federation went down from 4,347 to 2,378 for the period from 2012 to 2018, and in 2019 rose sharply to 4,113. The number of units located in adapted premises increased from 6,723 to 8,126 for 2014–2019 in the Russian Federation. The number of units located in the rented area in the Russian Federation decreased from 1,443 to 1,414 for 2014–2019. The number of units with central water supply went up from 17559 to 19440 for 2012–2019 in the Russian Federation. The number of units with hot water supply in the Russian Federation increased from 13,012 to 15,124 for 2012–2019. The number of units with central heating rose from 16,893 to 17,546 for 2012–2019 in the Russian Federation. The number of units with a central sewer went up from 17,111 to 18,969 in the Russian Federation for 2012–2019. The number of units with telephone communication increased from 17,806 to 19,266 for 2012–2019 in the Russian Federation. The number of units with autonomous power supply rose from 941 to 1,227 in the Russian Federation for 2012–2019. The total number of outpatient medical organizations (units) in the study period increased by 7.9 %. The number of buildings requiring renovation and modernization between 2012 and 2018 tended to decrease. Not all indicators have a positive trend. Health care modernization is not completely structural.

The article describes the characteristics of industrial injuries in modern agribusiness and effective ways of its dynamic reduction and elimination. An objective assessment of the situation in connection with the development of the industry and the presence of injuries and occupational diseases in it is given. The dynamics of injury indicators for 2013-2017 is considered, comparing them with the average values  in the Russian Federation and in agriculture.   Information is provided on the victims of the production of the country as a whole and its agriculture and forestry and hunting, fishing and fish farming with temporary disability, severe and fatal outcomes. Ways to effectively solve the problem due to the innovative solutions proposed by the authors are indicated.

The objective of this exercise is to resolve the existing contradiction between the need for an objective assessment of the quality of training of IAO candidates for peacekeeping missions, based on specific training objectives, and the existing system for obtaining specific results of educational activities by means of a quantitative method for evaluating knowledge, skills and skills (pedagogical testing). This article deals with the current problem of assessing the quality of the educational process at the All-Russian Institute for Advanced Training of Staff of the Ministry of Internal Affairs of the Russian Federation when preparing candidates for participation in United Nations peacekeeping missions. The scientific novelty of the work consists in presenting private criteria for the formation of professional competence of the international UN police (motivational, communicative-activity, cognitive and personal-result) and indicators to each of these criteria. As a result, a system of objective and comprehensive evaluation of the educational process has been developed.

The development of the subjects of the Russian Federation is not possible without financial resources. Altai Territory is traditionally a highly subsidized region. Currently, it is ranked 4th in terms of federal subsidies. Now, the Ministry of Finance of the Russian Federation orients the subjects of the federation towards increasing the independence and efficiency of functioning. The Central Bank of Russia is intensifying its bond issues and sees in this direction an effective way of replacing credit resources and bill circulation in the coming years. Currently, there are no comprehensive methods for generating informed decisions on the issue of sub-federal bonds. The purpose of this study is to formulate a method for making an informed decision on the issue of sub-federal bonds, based on an assessment of their potential. To achieve this purpose, the methods of economic and system analysis, synthesis, synthesis, empirical methods, methods of abstraction and analogies were used. The main results of the study include: forecasting changes in the Russian bond market in the future based on a comprehensive assessment of the Russian ruble bond market; a critical assessment of the effectiveness of the use of bond instruments by constituent entities of the Russian Federation, the author’s proposed system of key indicators that allow an objective assessment of the potential of sub-federal bonds, as well as a method for forming a reasonable decision on the timeliness and feasibility of issuing bonds by a subject of the federation. The proposed method was tested on the example of the Altai Territory.

The objective of the article is to offer a proprietary technology for assessment and forecasting of social development of Russian regions. The methodological basis of the study is neural network technology (a Bayesian ensemble of dynamic neural networks of different configurations is formed) that ensure high accuracy of the forecast. The authors developed a methodology for assessing the social potential of the Russian regions. They have also designed a system of private indicators characterising the level of social development of Russian regions. The indicators have been divided into five groups: 1) population (life expectancy); 2) standard of living of the population; 3) education; 4) health care (morbidity); 5) research and innovation. The private indicators have been made comparable by normalizing their values by means of “Pattern” method. This method allows the objective assessment of the interregional “gaps” in the country across the entire system of social indicators. The social development index of the subjects of the Russian Federation has been calculated. Based on neural network technologies (Kohonen self-organizing maps) clustering of regions of Russia regarding social development has been conducted. The forecast of the social development of the Russian regions has been made. Due to the forecast, it has been established that in the leading region of the Russian Federation (Moscow) in 2017-2019 the decrease is expected in the index of social development in comparison with 2014-2016. In another leading region of the Russian Federation (St. Petersburg) the decline in comparison with 2016 is expected in the medium term. At the same time, for the Republic of Bashkortostan in 2017-2019, just a slight decrease in the level of social development is forecasted. However, it is expected that the Republic will still lag significantly behind the leading regions of Russia by social development. The example of the Republic of Bashkortostan helped to discover that the lag in social development can be explained by the “gap” in research and innovations. The authors have concluded that it is necessary to improve the effectiveness of social policy at the regional level. Thus, it is necessary not only to increase financing of the social sphere of the subjects of the Russian Federation, but also to ensure proper control of budget spending. The developed methodology can be an effective tool for forecasting and managing social development of the Russian regions by the relevant ministries and departments.

To plan anti-cancer measures and to correctly manage its condition, it is necessary to use only reliable sources of its formation. For this purpose, a system of Population-based or territorial Cancer Registries (PCR) has been created in Russia. The first Registry was the St. Petersburg PCR, created by us in 1993, which became the school of methodological preparation of the system in the administrative territories of Russia. The corresponding Order No. 420 of April, 19, 1996 issued by the Ministry of Public Health of the Russian Federation has legitimized a new organizational structure and entrusted it with the supervision of the P. Hertsen Moscow Oncology Research Institute. Unfortunately, to date, the PCR databases are not used, when creating state reports, analytical developments on the PCR database are either not conducted, or are used extremely rarely. The only exception was the St. Petersburg PCR, and now the entire Northwestern Federal District of the Russian Federation (NWFD RF) and 6 more administrative territories operating under our programs. The materials of the real state of the oncological service, prepared on the basis of the St. Petersburg PCR database, have been published by us in more than 20 monographs in St. Petersburg and the Northwestern Federal District of Russia. In this paper, we present the dynamics of analytical indicators calculated according to the PCR database, which sharply differ from the data of the Form No. 7 Annual Reports. The calculated indicators are close to the European average and have a positive trend.

This article is devoted to the analysis of modern methods and technologies that can be used in the process of optimizing the executive system in the Russian Federation, as well as to the study of criteria for assessing the effectiveness and efficiency of this process. The work has developed and justified a system of criteria for assessing the efficiency and effectiveness of the processes of optimization of the executive power system in Russia. The choice of modern methods and technologies in the process of constructing the optimal executive system in the Russian Federation should be carried out within the framework of the current legislation, taking into account the most important qualitative and quantitative indicators of the optimization process. The process of optimizing the executive power system in Russia requires the use of modern implementation techniques and technologies, including global modeling and the use of electronic technologies in the analysis, forecasting, design (modeling) and management of the formation, functioning and development of state and public institutions. The system of criteria for evaluating the effectiveness and efficiency of optimizing the executive branch system in Russia should be aimed not only at analyzing the current state of processes for optimizing the formation and functioning of the executive branch in the country, but also at predicting the stages of their development in the future.
