The organization of educational process in higher education institutions is directly related to the provision of information, processing, interpretation of the results and the joint work of the staff of organizational and educational units. It should meet the requirements of the present in the context of the information society. Consequently, the issue of the introduction of IC technologies is acute not only in the context of students studying, but also for organization of educational process. In this article the author proposes a model of the information system supporting the activities of the organizational units of a higher education institution on the basis of Google Apps services. The article presents the analysis of peculiarities of the system implementation in the activities of similar higher education institution units. The main emphasis is placed on the application of the Google-form service during the development of an information support system for such divisions. In this article the main advantages of the Google-form service have been outlined and the effectiveness of its application in the work of the organizational and educational units of the University has been considered. The article presents an effective information system that supports the organization of the educational process and was tested by the methodical personnel of the organizational and educational unit (SMC of research, scientific projects and programs at Borys Grinchenko Kyiv University) in forming the lists University staff into groups for training modules of the Program of in-service training for academic staff. The main features of the Google-form of Google Apps service have been described; its use has been determined as a part of the creation of an information system to provide a single information space for a modern higher education institution. Based on previous author’s research outcomes on the implementation of other Google Apps services in the activities of the subsections (Gmail, Google Calendar, Google Drive, Google documents) the structure of the information system has been described and approaches to its implementation in the activities of a higher education institution have been introduced.

The report presents the implementation of blended learning at the State Higher Education Institution “University of Education Management” of the National Academy of Educational Sciences of Ukraine caused by the priority of forming an innovative environment for pre-service and in-service training. The focus is on introducing online technologies, fundamental changes in approaches to the organization of education at the University with appropriate methodological approaches and models. The following components of the organization of the educational process are presented: organizational (regulatory framework, technological support, material and technical base, creation of digital workplaces, mastering digital technologies by lecturers and students, mastering necessary competencies by academic staff, content creation for training programs); methodical (flipped classroom model, use of online courses, educational and methodical support, author’s courses, academic mobility); technological (learning platforms, digital tools). Pre-service and in-service training under the blended learning in the system of formal, non-formal, and informal education by creating a unified educational and digital ecosystem is analyzed. The organization of in-service training at the “Ukrainian Open University” based on the cloud technologies in the non-formal education system is described. The results of monitoring key indicators of the educational environment are presented.

Purpose-This study examines the attitude of academic staff in one higher education institution in Malaysia towards the implementation of total quality management principles, and how that affects the intention to implement total quality management in the university. It also highlights the impacts of several demographic variables on the implementation of total quality management in the university.Design/methodology/approach-The study used survey data drawn from 149 academic staff selected using stratified random sampling techniques. Regression analysis was used to analyse data.Finding-The findings demonstrate there is a positive significant correlation between attitude toward TQM implementation (customers and stakeholders, employee engagement and teamwork, continuous improvements and total degree of attitude) and the intention to practice TQM among sampled institution faculties.Concerning the correlation between the subjective norms and intention, the analysis manifests that there is no significant correlation between the subjective norms of TQM and the intention to practice TQM principles among institutional staff.Furthermore, the study also found that there are no significant differences in the attitude towards implementation of total quality managementprinciples due to the variables of gender, nationality, marital status, work experiences, the faculty and job positions with the exception of academic degree, where significant differences are shown.Value/originality-Since the study reports the understanding of academic staff of a higher education institution toward the implementation of total quality management principles, top management in the tertiary sector may find the findings and conclusions useful when planning for the implementation of total quality management principles.

The article reveals the problem of finding pedagogical conditions of the formation of a sanitary and hygienic culture of future engineer-teacher in the field of food technologies. The peculiarities of the formation of sanitary and hygienic culture in future specialists in the educational process of higher education are highlighted. They will provide the following pedagogical conditions: providing positive motivation of future engineer-teachers of food technologies to form sanitary and hygienic culture through updating introduction of interdisciplinary links with the relevant software and methodological support; introduction of the discipline of free choice; using the potential of industrial practice to gain experience in the formation of sanitary and hygienic culture.The transition of the state from a planned to a market economy requires an increase in the competitiveness of food production, so the future engineer-teacher in the field of food technologies must meet high requirements for the level of ability and willingness to act effectively in professional activities, which involves solving various socio-psychological, economic and technical problems with the possibility of introducing new educational technologies. Purposeful activity in the direction of rethinking the formed stereotypes, the search of new pedagogical approaches in terms of increase of own professional readiness and professional and personal qualities will allow the future engineer-teacher on completion of the higher education institution to possess a complex of engineering and pedagogical knowledge necessary for future productive professional activity. The effectiveness of training depends on the environment of the higher education institution and specific conditions for the educational process, i.e., to establish the level of readiness of the future engineer-teacher, it is necessary to determine the pedagogical conditions to ensure an effective educational process. The article discusses the introduction of the process of training lawyers with higher education in Uzbekistan by the Soviet authorities. For the establishment and development of Soviet power in the country, as in other areas, the training of lawyers becamea necessity. Initial attempts to train lawyers, problems in the organization of the educational process and the general picture of the higher education institution were covered on the basis of available archival data. The policy of the Sovietstate on thetraining of lawyers was analyzed on the example of the first higher education institution in the country. The article also discusses the one-sided policy pursued by the ruling party in the training of lawyers, the establishment of political criteria for the admission of students and its consequences
