The Russo-Georgia war in 2008 and the conflict in Ukraine in 2014 galvanized the countries, which are namely squeezed between NATO and Russia into considering their strategies again. The paper examines Russia’s efforts to maintain its influence in its “near abroad” in the face of NATO’s enlargement. It principally focuses on identifying the challenges particular countries face as obstacles to NATO accession. The arguments raised in the paper prove that, the primary reasons of Russia-Georgia War and Ukraine conflict are associated with these countries’ NATO aspiration. An argument regarding the Alliance’s reluctance to actively engage in partner nations is also presented. The objective of the study is to consider the repercussions of NATO aspiration and introduce the real prospects of cooperation with NATO. The research methods primarily used in the book are comparative analysis and synthesis.

Introduction. Today, much attention is paid to the study and effectiveness of the tourism potential of the territory. Such territories are regions having a common ethnic identity. In Russia, these are Finno-Ugric federal entities. Geographically, they are separated from each other, but the development of joint tourism products is a doable task. The closest Finno-Ugric region to the Republic of Mordovia is the Republic of Mari El. The object of the study is the tourism potential of the Republic of Mordovia and the Republic of Mari El. The aim of the study is to compare the potential tourism potential of these two Finno-Ugric regions of Russia for the development of tourism. Materials and Methods. The study was conducted on the basis of research published by the academics of National Research Mordovia State University, within the framework of the priority research trach “Fundamental and applied research in the field of Finno-Ugric Studies”. The authors applied the following research methods: comparative geographical, statistical, cartographic, analysis and synthesis, generalization, expert estimates, observations, etc. Results and Discussion. The Republics have an interesting rich cultural and historical potential, on the basis of which tourist routes have been developed both in the capitals and countryside of the region. The tourism potential allows the development of cognitive, cultural, historical, sports, religious, event tourism, etc. The key task for its development in the regions and the effective promotion of the latter in the tourist markets is the creation of a branded or basic route that can serve as the basis for the formation of various tours. The development of such routes allows us to solve the strategic problem of including significant objects showing the region in inter-regional routes. Conclusion. Based on the study and comparative analysis of the tourism potential of the two Finno-Ugric regions, their opportunities for joint tourism activities are evaluated. One of the joint projects could be the development of an inter-regional tourist route that promotes the promotion of Finno-Ugric regions in the tourist market of Russia.

Evidence is an argument that justifies the truth or falsity of a subjective opinion or assertion. Characteristics of audit evidence directly impact the obtaining process of sufficient audit evidence as well as determine the final audit decision regarding fairness and truthfulness of financial reporting. The purpose of the article is to identify the material aspects of evaluating audit evidence and to define the concept of the financial statement‘s audit evidence. The research methods applied in the article are comparative analysis and synthesis of Lithuanian and foreign scientific literature, interpretation, critical thinking and systematization of financial audit laws and regulations. Furthermore, the article examines the concept of financial audit evidence, its characteristics and criteria of reliability as well as disclosure of material audit evidence.

Abstract During the last years, the European and the Nordic quasi-geoid models and existing national q-geoid models covered the territory of Latvia. There are many ways for comparison and tests of results achieved. Scientists and professionals can compare models directly at some special geodetic co-location stations or use GNSS/levelling sites. The results of this research can be used by scientists and specialists in the fundamental geodetic observations for independent monitoring of existing q-geoid models and evaluation of accuracy. The research aims at evaluating the transition to the best updated regional q-geoid model. The research objectives are the following: 1) to investigate and analyse the development of q-geoid model LV14; 2) to conduct precision research; 3) to assess the challenges of the European Vertical Reference System; 4) to draw conclusions that allow for further research in this area for development and improvement. Within the framework of the research, the authors have used a variety of research methods. Historical and logical approaches, comparative analysis and synthesis methods, as well as inductive – deductive data analysis methods have been selected for the research. A conclusion for such kind of studies is to implement the most appropriate q-geoid solution and to develop new astrogeodetic methods for unification, monitoring and for reliability of a geodetic reference network.

The article deals with the problem of policy and propaganda in the field of culture of the German civil administration in the territory of the General District of Belarus. The aim of the research is to analyze the content of German propaganda materials in the field of culture, to determine its main directions, goals and effectiveness, as well as the content of the real occupation policy in the field of culture. Research methods-analysis and synthesis are applied in the article. The researcher comes to the conclusion that the true goals of German policy and propaganda in the field of culture were the desire to provide a calm rear, to attract the population of the district to solve their own economic problems. The author believes that the effectiveness of propaganda was leveled by the extremely brutal occupation regime, the policy of «scorched earth», methods of fighting partisans, recruiting ostarbeiters and partisan counter-propaganda.

In 1892–3 Freud published his first substantial case history, which concerned a patient treated by means of hypnotic suggestion. For some years this has been one of the few remaining of Freud's dedicated cases histories where the patient has not been identified. More recently, however, two publications independently arrived at the conclusion that the patient was none other than Freud's wife, Martha. This paper sets out the reasons why this identification should always have been treated with suspicion, even if the real identity was not known. Nevertheless, the paper goes on to offer a more plausible identification from among Freud's known social circle. The second part of the paper questions the circumstances under which the original misidentification could plausibly have been sustained in the face of such glaring evidence to the contrary. It concludes that, among other reasons, recent tendencies in controversies about Freud's trustworthiness have the hazard of leading to unreliable assumptions about Freud's honesty being taken as a basis for sound historical investigation.

The influence of Byron on Liszt was enormous, as is generally acknowledged. In particular the First Book of the Années de pèlerinage shows the poet’s influence in its choice of Byron epigraphs in English for four of the set of nine pieces. In his years of travel as a virtuoso pianist Liszt often referred to “mon byronisme.” The work by Byron that most affected Liszt is the long narrative poem Childe Harold’s Pilgrimage which was translated into many languages, including French. The word “pèlerinage” that replaced “voyageur” is a Byronic identity in Liszt’s thinking. The Byronic hero as Liszt saw him and imitated him in for example Mazeppa and Tasso is a figure who represented a positive force, suffering and perhaps a revolutionary, but definitely not a public enemy. Liszt’s life, viewed as a musical pilgrimage, led of course to Rome. Is it possible that Byron even influenced him in this direction? In this paper I try to give a portrait of the real Byron that hides behind the poseur of his literary works, and suggest that what drew Liszt to the English poet was precisely the man whom he sensed behind the artistic mask. Byron was not musical, but he was religious — as emerges from his life and his letters, a life which caused scandal to his English contemporaries. But today we can see that part of the youthful genius of the rebel Byron was his boldness in the face of hypocrisy and compromise — his heroism was simply to be true. In this we can see a parallel with the Liszt who left the piano and composed Christus. What look like incompatibilities are simply the connection between action and contemplation — between the journey and the goal. Byron, in fact, can help us follow the ligne intérieure which Liszt talked about in the 1830s.

Abstract The simple digital filters are not sufficient for digital modeling of systems with distributed parameters. It is necessary to apply more complex digital filters. In this work, a set of filters, called the digital function filters, is proposed. It consists of digital filters, which are obtained from causal and stable filters through some function transformation. In this paper, for several basic functions: exponential, logarithm, square root and the real power of input filter, the recursive algorithms of the digital function filters have been determined The digital function filters of exponential type can be obtained from direct recursive formulas. Whereas, the other function filters, such as the logarithm, the square root and the real power, require using the implicit recursive formulas. Some applications of the digital function filters for the analysis and synthesis of systems with lumped and distributed parameters (a long line, phase shifters, infinite ladder circuits) are given as well.

Subject. This article deals with the issues relating to improving integrated reporting in terms of dovetailing strategic objectives with capital changes. Objectives. The article aims to develop a system of indicators for disclosure of capital types in integrated reporting of electricity generating companies, as well as recommendations aimed at implementing the fundamental concepts and guiding principles of integrated reporting. Methods. For the study, we used the methods of analysis and synthesis, comparison, generalization, and abstraction. As a case study, we conduct a comparative analysis of the disclosure of six types of capital by the largest electricity generating companies, namely PAO Inter RAO, AO Rosenergoatom and PAO RusHydro. Results. The article formulates proposals for disclosure of capital information to address such a lack of accountability as a contradiction to the principle of coherence. It proposes a system of indicators (core and additional) for disclosure of six types of capital by electricity generating companies. Conclusions. A significant reporting problem is the lack of correlation between key strategic objectives and capital changes. The formulated recommendations for disclosure of capital information can help solve this problem, and increase the attractiveness of the integrated report for capital providers.
