On the provision of high-tech ophtalmological medical care by the specialists of the Khabarovsk branch of Eye Microsurgery Research Center named after S.N. Fedorov under the Health Ministry of Russia to the residents of the Far East Federal District in 2018

Purpose. Analysis of organization and results of medical work in the Khabarovsk branch of the S. Fyodorov Eye Microsurgery Federal State Institution (Khabarovsk Branch) in the context of a pandemic of the novel coronavirus disease (COVID-19) in 2020. Material and methods. The analysis of regulatory documents adopted in the Russian Federation, Khabarovsk Krai, and orders of the Director of the Khabarovsk Branch to ensure epidemiological wellbeing in organization of treatment process was carried out. Results. The developed complex of anti-epidemic measures to ensure epidemiological wellbeing at provision of emergency and planned ophthalmological care to residents of the Far Eastern Federal District of Russia made it possible in 100% of cases to fulfill the state task for the provision of high-tech medical care. The total volume of medical care for ophthalmological diseases in the Khabarovsk Branch as a whole decreased by 18,9%. It should be noted that the same trend was observed in all branches of the S. Fyodorov Eye Microsurgery Federal State Institution. Conclusion. Despite the problems that COVID-19 brought to work of the Khabarovsk Branch, it still fulfilled its mission, as defined by S. Fyodorov - to bring light and goodness to people living in the Far East of Russia. To determine both perspectives of development of high-tech medical care in Russia and actuality of possible restructuring of system of cardio-surgery care of population it is appropriate to evaluate condition of surgical and intervention treatment of ischemic heart disease i the country and regions using the example of the Far East federal region. The analyzed indices were calculated for 100 000 of adult population. In Russia, during last decade, total common morbidity of ischemic heart disease increased up to 13.25±0,11% (n ± m) and primary morbidity factually doubled. In the Far East region indices increased up to 21,34 ± 0,13% and 67,33 ± 0,15% correspondingly. In Russia, the number of patients after coronary bypass surgery in increased up to 3.3 times (percentage of patients after ischemic heart disease surgery decreased on 42.5%) and number of patients with endovascular correction increased up to 7.8 times (their percentage increased up to 37.2%). In the Far East region increasing of coronary bypass surgery increased in 12.4 times, endovascular procedures - in 32.1 times. In Russia from 2005 lethality during direct myocardium re-vascularization surgery decreased on 21.6% and in case of endovascular interventions increased up to 2.1-2.9 times, including planned operations. The dynamics of most analyzed indices corresponds to international tendencies. However, the level of coronary surgery in Russia is still significantly lower than in the developed countries of Europe and America. In the Far East region, in 2013 situation with coronary surgery looks more reassuring than in 2004-2005 when it factually stopped developing. The health care authorities are to implement in the regions more elaborated analysis ofepidemiological indices with the purpose to develop effective activities concerning indices' amelioration; to standardize evaluation of lethality in case of surgery intervention; to adjust national standards of medical care under ischemic heart disease according international standards.

The problem of the introduction of unused land into agricultural turnover is currently relevant in society, since at the present stage the state is implementing a campaign to develop the uninhabited territories of the Far East of the country. During this period, a large number of studies on virgin lands were published, but today many questions remain open. In particular, the problem of medical care in the virgin lands is not sufficiently studied by historians. The article defines the stages of development of medicine in the areas of development of new lands, also considers the problem of lack of medical institutions and qualified personnel. Finally, medicine was developed in the virgin lands, in particular, it was possible to move from small medical stations to the polyclinic health care system.

The purpose of the study was to conduct a comparative assessment of the incidence and characteristics of the course of the NCI COVID-19 in pregnant women in the Siberian Federal District and Far Eastern Federal District. Materials and methods. The analysis of operational information on the incidence of NCI COVID-19 and the features of the course in pregnant women, women in childbirth and puerperas provided by the chief obstetrician-gynecologists of the Siberian Federal District and the Far Eastern Federal District on May 25, 2020 is carried out. Results. The results of the study showed that the proportion of pregnant women among patients with COVID-19 in the Siberian Federal District and the Far Eastern Federal District is 0.82 %. Pneumonia was registered in almost every third patient (28.4 %), but the disease, on the whole, was characterized by a milder course than in the general population of patients: a severe form of the disease was diagnosed in 3.6 % of women, hospitalization in RAO was performed in 1.9 % of cases, mechanical ventilation was required by 0.6 % of patients. There were no cases of maternal and perinatal mortality. Conclusion. The course of the disease in pregnant women in the Siberian Federal District and the Far Eastern Federal District was characterized by a milder course relative to the general patient population. However, final conclusions can only be drawn after the pandemic is over. щей популяции больных. Однако окончательные выводы можно будет сделать только после завершения пандемии.

In the current geopolitical conditions and fierce competition in world markets from such dy-namically developing countries of the Asia-Pacific region as China, Vietnam, Thailand, Singapore and a number of others, the preservation and increase of human capital in the regions of the Far Eastern Federal District is of a strategic nature. To ensure the national security and integrity of the country, to strengthen Russia's position in the Asia-Pacific area, the role of the Far East regions comes to the fore. However, the pronounced processes of depopulation of the population of the Far East regions and the stable migration outflow of the working-age population to other regions of Russia and abroad call into question the implementation of many tasks for the sustainable socio-economic development of this macro-region. The regions of the Far Eastern Federal District are already experiencing a shortage of qualified personnel in several industries. This deficit, in the absence of a governmental long-term strategy in the field of human capital formation, will not allow Russia to compete with the fast-growing economies of Asia-Pacific countries in the future. In this article, we analyze the opportunities and potential risks of human capital development through the prism of demographic processes occurring in the regions of the Russian Far East. Based on modern data on fertility, mortality, age-sex structure of the population, trends in interregional and international migration we conclude that for the growth of human capital and sustainable economic growth, the necessary conditions are: the development of transport and social infrastructure of the macro-region, the development of programs of labor mobility of the popu-lation, attracting young people through the educational migration channel, attracting international migrants from the CIS countries as well as from Asia-Pacific countries with a level of education and qualifications corresponding to the economic specialization of the regions of the Far Eastern Federal District.

Приведена историческая справка по селекции сои в Дальневосточном научно-исследовательском институте сельского хозяйства, начиная с 1938 г. В 2018 г. впервые проведена сравнительная оценка сортов сои хабаровской селекции по биологическим и технологическим параметрам, изучен биохимический состав семян. Представлены сорта различного направления использования – пищевого, кормового, универсального. За годы успешной селекции создана линейка сортов с разным периодом вегетации – от среднескороспелых (Марината, Антон Толпышев) до среднепозднеспелых (Батя, Иван Караманов, Учитель); с высокой устойчивостью к полеганию (0 баллов) и имеющие прикрепление первого боба на высоте от 8,0 см и более. Среди сортов присутствуют как мелкосемянные (МОК, масса 1000 семян 79,5 г), так и крупносемянные (Учитель, масса 1000 семян 253,8 г). Высокое содержание белка отмечено у сортов Хабаровская 117 (42,1 %), Хабаровская 01 (41,3 %), Мария (40,9 %), Хабаровская 4 (40,7 %), ПИМ-95 (40,7 %), МОК (40,7 %), Учитель (40,3 %); среди кормовых сортов – у Черной кормовой (41,2 %) и Л-74-10 (40,7 %). Сорта Иван Караманов и Салтус рекомендуются как масличные. Сорта Локус, МОК, Пим-95, ВАЗ-100 пригодны для получения функциональных продуктов. Предлагаемые современные сорта сои ДВ НИИСХ в условиях муссонного климата обладают высокой продуктивностью, высокотехнологичны в производстве и являются основой для увеличения валового производства сои в Дальневосточном регионе. The historical information on soybean breeding at the Far East Research Institute of Agriculture, from 1938 to the present day, is provided. In 2018, for the first time, a comparative assessment of soybean varieties of the Khabarovsk selection by biological and technological parameters was carried out, the biochemical composition of seeds was studied. Varieties of various directions of use are presented – food, feed, universal. Over the years of successful breeding, a line of varieties with a different growing season has been created – from mid-season (Marinata, Anton Tolpyshev) to mid-late (Batya, Ivan Karamanov, Uchitel); with high resistance to lodging (0 points) and having the attachment of the first bean from 8.0 cm or more. Among the varieties there are both small-seeded (MOK, weight of 1000 seeds 79.5 g), and large-seeded (Uchitel, weight of 1000 seeds 253.8 g). High protein content was observed in the varieties Khabarovskaya 117 (42.1 %), Khabarovskaya 01 (41.3 %), Maria (40.9 %), Khabarovskaya 4 (40.7 %), PIM-95 (40.7 %), MOK (40.7 %), Uchitel (40.3 %); among fodder varieties – Black fodder (41.2 %) and L-74-10 (40.7 %). Varieties Ivan Karamanov and Saltus are recommended as oilseeds. Varieties Locus, MOK, Pim-95, VAZ-100 are suitable for obtaining functional products. The modern soybean varieties offered by the Far East Research Institute of Agriculture in the monsoon climate are highly productive, high-tech in production, and are the basis for increasing gross soybean production in the Far East Region.

The article examines the current specificity of foreign trade ties of the Far Eastern Federal District. It presents a brief analysis of dynamics of the volumes and commodity structure of the export-import operations of the Far Eastern Federal District. At present, of specific significance for the regions of the Far East and Siberia is search for tolls of modernizing the economy with purpose of transition to innovative development. Foreign trade can be a perspective direction of socio-economic development of Russia’s Far East. Far Eastern Federal District is export-oriented, but in the export commodity structure the mineral raw groups of commodities prevail, which decreases its positive effect. Expansion of trade-economic and investment cooperation with the countries of the Asian-Pacific region in the field of developing processing industries and machine building oriented at increasing the depth of mineral resources processing and growth of the ready-made products export can become the basis of sustainable development of the Far East.
