Based on estate statistics collected by the Ministry of Agriculture of the Republic of Indonesia, that in 2017 the total area of plantations producing Sago Islands Regency reaches 91,944 hectares and plant production of 418,802 tons. The number increased from 2 years earlier, namely in 2015 sago plant area was 83,691 ha with a production yield of 366,032 tons and in 2016 sago plant area was 89,611 ha with a production yield of 377,914. This study tries to trace the direction of the sago-based policy development Center for Small and Medium Industries in the Meranti Islands District. This research was conducted with a qualitative approach which is research that focuses on the concepts that arise from the data. The results of the analysis and interpretation of data in the form of exposure to the situation under study and then given a narrative and systematic explanation. The results showed that policies in order to encourage the development of sago-based Small and Medium Industrial Centers in the Regency of Meranti Islands including carried out with scenarios of structuring the location of activities, land use plans, efforts to map the transportation network system plans, telecommunications, electricity and clean water.

<div><p><em>Terminal is included in the transportation network system which functions as a place for passengers to take the bus and a place to drop the passengers. Terminal is also the element of </em><em>spatial</em><em> arrangement which influences the structure and system of a town’s movement.</em><em> </em><em>The development of Giri Adipura Terminal in Singodutan Village which was done from 2010 to 2014 is aimed to recover the performance of previous terminal and to develop the surrounding area. Phenomenon which was happened in Giri Adipura Terminal is there were still many passengers who were not utilizing the terminal function and the public transportations were not entering the terminal in order. This research was done to know the performance of Giri Adipura Terminal function in transportation system in Wonogiri Regency. The used research method was quantitative with deductive approach.</em><em> </em><em>The used analysis technique was scoring, by determined the parameter and indicator in each variabel. The result of scoring calculation from the performance of Giri Adipura Terminal function in transportation system in Wonogiri Regency was 9.33. Based on the performance of terminal function category, 9.33 score was in range of 6.68—9.35, so it was included in the average performance category. Thus, the performance of Giri Adipura Terminal function in transportation system in Wonogiri Regency has not reach a good performance yet and it needs some things which should be done to reach that performance. For the performance of each variabl</em><em>e</em><em>, variables which were in the good performance category were accessibility and traffic management. AbstractIt is recognised that the attitudes of parents and teachers are important in supporting inclusive education in developing countries. This study involved the application of quantitative research through the administration of a survey to determine the attitudes of parents and teachers in the Republic of Nauru. The results have provided preliminary data regarding attitudes related to the emergence of inclusive education in Nauru. Parents were more positive concerning issues that relate directly to the educational benefits of their children over more general benefits of inclusion in education. At this stage, teachers report higher levels of positive attitude than parents. A more fine-grained level of analysis revealed that there is a wide range of attitudes to aspects of education for students with disabilities, and areas of expertise needed to support inclusive education. This research has provided an understanding of current parental and teacher attitudes and levels of existing teacher expertise towards inclusion that is able to inform future policy development in Nauru.

The bridges are of much importance to the transportation network system, as they connect key highways at crucial nodes. This paper reviews and discussed risk-based methodologies to assess the risk acceptability and cost-effectiveness of protective measures for bridge under multiple manmade or natural hazards. Three risk acceptance criteria based on fatality risks, failure probabilities and net benefit assessment were described and discussed. The decision support framework accompanying these risk acceptance criteria considers hazard probabilities, value of human life, physical and indirect damages, risk reduction and protective measure costs were studied and an illustrative example was presented.

ABSTRACTThis paper argues that the structured dependency thesis must be extended to incorporate political power. It outlines a political framework of analysis with which to identify who gains and who loses from social policy. I argue that public policy for older people is a product not only of social structures but also of political decision-making. The Schneider and Ingram (1993) ‘target populations’ model is used to investigate how the social construction of groups as dependent equates with lower levels of influence on policy making. In United Kingdom and European research, older people are identified as politically quiescent, but conversely in the United States seniors are viewed as one of the most influential and cohesive interest groups in the political culture. Why are American seniors perceived as politically powerful, while older people in Europe are viewed as dependent and politically weak? This paper applies the ‘target populations’ model to senior policy in the Republic of Ireland to investigate how theoretical work in the United States may be used to identify the significance of senior power in policy development. I conclude that research must recognise the connections between power, politics and social constructions to investigate how state policies can influence the likelihood that seniors will resist structured dependency using political means.

Since early 1992, the Ontario Ministry of Natural Resources has been executing a five year, $19 million CIDA-funded capacity building programme in the Republic of Zimbabwe, in southern Africa. The programme has a policy development project (EPCU) in the Ministry of Environment and Tourism head office, and an operational level project (RTB) in the Department of Natural Resources. Training and the exchange of skills, knowledge, and experience are critical elements in both projects. The cross-cultural exchange method used by the two Canadian EPCU advisors has evolved from a direct one-on-one approach with only two Zimbabwean counterparts, to a broader approach involving five primary counterparts in the immediate unit, and several secondary counterparts in other branches of the local Ministry. Both approaches have advantages and disadvantages. From experience gained to date however, the broader approach appears better suited for implementing the EPCU project objectives in light of local conditions and constraints.

This study aims to analyze the legal aspects of the implementation of the Supreme Court Regulation No. 1 of 2016 on Mediation Procedures in Courts (Study of Rantauprapat Religious Court Decision No. 487 / Pdt.G / 2020 / PA-RAP Jo Medan High Court Decision No. 73 / Pdt.G / 2020 / PTA-MDN. This research is Normative Empirical, which is research by looking at conditions in the field by linking the source of laws and regulations in force in the Republic of Indonesia. The benefits that will be received from the results of this study are to find out and analyzing the legal position of the Supreme Court Regulation Number 1 of 2016 concerning Mediation Procedures in Courts and To find out and analyze the Implementation of the Supreme Court Regulation Number 1 of 2016 concerning Mediation Procedures in Courts in the Rantauprapat Religious Court Decision No.487 / Pdt .G / 2020 / PA-RAP Jo Medan High Court Decision No.73 / Pdt.G / 2020 / PTA-MDN. The results of the research show that the provisions of the Regulation of the Supreme Court of the Republic of Indonesia Number 1 of 2008 and / or Regulation of the Supreme Court of the Republic of Indonesia Number 1 of 2016 concerning Mediation Procedures in Courts in article 02 paragraph 04 states that "Judges in consideration of the decision of a case must state that the case concerned has strived for peace through Mediation by stating the name of the Mediator for the case concerned. The position of Mediation as stated in the Regulation of the Supreme Court of the Republic of Indonesia Number 1 of 2016 is one of the steps that must be taken in carrying out the Judicial system which is based on the decision of the Medan High Court Panel of Judges declaring that to completely reject the Plaintiff's Lawsuit with the Consideration that the case has been taken through the Mediation route although not maximally and His legal consideration is that the position of the witnesses presented by the Plaintiff is a witness who did not see the Plaintiff and Defendant fighting, but only told the story of the Plaintiff. Keywords: Implementation, Procedure, Mediation

When the transportation system of any States in Nigeria is effective, it positively contributes to effective economy growth and infrastructural facilities; saves stress and generate revenue to the authorities. This is the desire of every ministry of Transportation for State in Nigeria although a number of constraints usually make it not attainable. The transportation system presently operated by the Ministry of Transportation, Kwara was studied and found to be suffering, cumbersome, exploitative and fall short in all standards of a good transportation network system. Therefore this paper seeks to present the results of the research carried out to Big Data Analytic Solution (BDAS) for the management of the transport companies’ network system within Kwara State. The research adopts a transportation frame work design solution, MySQL for data migration and Php framework ‘codeigniter’ for productive server for the full development. The phase testing is carried out and presents the improved version for the improvement in routes schedules, company’s services and driver’s registration and user booking. The system will serve as open access to heterogeneous communities in Kwara State, Nigeria and make easy booking for passengers, assist communities in management of transportation systems within kwara state, Nigeria.

Tourism development needs a good accessibility to support regional connectivity. This study aims to analyse the role of transportation network for tourism destination development in the Cirebon City. This research uses GIS-based network spatial analysis to obtain road network system components in each sub-district, thus transportation indices value which includes alpha index, beta index, Gama index, eta index and road density network. The results shows The Cirebon City has low-medium connectivity and accessibility with alpha index 0.1323, beta index 1.2608, Gama index, 0.4221, eta index 0.1576 and road network density reach 20.869 km / km2. On sub-district level, Pekalipan is the most accessible region based on all parameters of road network and create a suitable place for tourism development in the Cirebon City.

Business Competition Supervisory Commission (KPPU) is an institution authorized to handle unfair business competition violation. In fact, in several KPPU decisions it was revealed that KPPU prioritizes indirect evidence in handling cartel cases in Indonesia. KPPU's decision is not final and binding. Business actors who do not accept the decision of KPPU may file an objection at the District Court. The parties who do not accept the decision of the district court, may file an appeal in the Supreme Court of the Republic of Indonesia. The type of research is used in this research is normative legal research, that is research done by reviewing the rules of law applicable or applied to a certain legal problem. The result of the research shows that in the Supreme Court appeal, KPPU's decision was upheld and canceled by Supreme Court to KPPU's decision uses indirect evidence in handling cartel case. The basis of consideration of the Supreme Court Justices ruling the KPPU's decision in the case of the tire cartel and the cement cartel is the Chief Justice accepting and acknowledging the indirect evidence as valid evidence, since the evidence is sufficient and logical evidence, and there is no evidence the more powerful that can weaken the indirect evidence. While the consideration of the Supreme Court Judge overturning the KPPU's decision in the case of cartel fuel surcharger is not accepting and acknowledging indirect evidence as valid evidence, because the evidence is insufficient and illogical, and there is stronger evidence that can weaken the tool indirect evidence
