ABSTRACT High order thinking skills is very important based 2013 Curriculum in Indonesia. High order thinking skills need to be developed so that learners not only receive the information provided, but can use it and convert it into new information to solve the problems they face. The type of research used is descriptive research, by collecting data in the form of assessment instruments used by teachers in assessing the learning process. The assessment instruments on fungi material made by teachers for daily tests are generally still at the C1-C3 cognitive level (C1 is 40%, C2 is 46,7% and C3 is 13,3%), whereas high order thinking skills can be trained by providing an assessment instrument that is at the C4-C6 level of cognition in learning. Researchers analyze students by processing student's value data when answering C1-C3 problem commonly used by biology teacher in school and the result of the average score of learners did not experience problems, but the result of the analysis of learners with the provision of high ability thinking ability showed not yet capable of students answer about high-order thinking skills. This is evidenced by the test results obtained in the form of the average value of the class that is 28.15. Therefore, the assessment instrument used by the teacher has not been able to measure the high order thinking ability of the learners.

Curriculum 2013 integrates High-Order-Thinking Skills in the learning process. In primary schools, it has been implemented in 3rd and 6th grade. The activities require students to explore their higher level of thinking in viewing cases. Yet, teachers are not ready to develop any assessment integrated with HOTS, even for cognitive aspects. This research aims to develop a HOTS-based cognitive assessment instrument for third grade students of elementary school. The instrument consists of criteria, questions, answer keys, and scoring guidelines. It is a Research and Development (R&D) with Four-D model: define, design, develop, and disseminate. However, it is only conducted until the third step due to the Covid-19 Crisis. Four experts with major in elementary education studies are assigned as reviewers. The results show that it is developed by using Four-D model. It is also considered to be very valid based on five indicators such as design (0.8), diction and grammar (0.94), content suitability (0.88), completion (0.89), and practicality (0.81). Hence, it is suggested to be used with minor revisions.

This research was carried by descriptive research method that analyzed the assessment instruments used by teachers in schools and analyzed students’ high order thinking skills in ‘Animalia’ material. High order thinking skills is the ability to manipulate information or received ideas and apply it to solve a problem. This research was conducted in Senior High School 8 Padang. The assessment instruments used to collect the data was test which require high order thinking skills in ‘Animalia’ material that had been validated by one of lecturers in the department of Biology. The test amounted 50 items consisting of 30 common multiple choice questions, 10 causal multiple choice questions, and 10 association multiple choice questions that are at the C4-C6 cognitive level. The results showed that the assessment instruments made by the teacher were still at the C1-C3 cognitive level. It is concluded from the daily test questions about ‘Plantae’ material with percentage of C1 by 13.3%, C2 by 50%, and C3 by 16.7% that did not meet the aspects of high order thinking. After testing high order thinking questions about ‘Animalia’ material, it indicated that students' high order thinking skills was still in low grade with a class average of 24.37. The strategy that can be used to improve students' high order thinking skills is to familiarize students with working on questions that require high order thinking skills.
