Abstract: Indonesia experiences changing from centralized governmental system to be localbased government through autonomy to manage each region. That changing will related to newnational communication system, that are communication condition within government(suprastructure of communication) and communication within society (infrastructure ofcommunication). Communication is understood in its state context with its value system –Pancasila and Constitution 1945, culture and the existing institutions. Within this frameworkbureaucracy communication which is centralistic will face challenge, that is how suprastructurand infrastructure communication can be maintained and operate in the balance way to achievenation-state integration.Keywords: Centralistic Bureaucracy, Regional Government, New National CommunicationSystem Abstrak: Indonesia mengalami perubahan dari sistem pemerintahan sentralisik menjadipemerintah berbasis lokal melalui otonomi untuk mengatur masing-masing daerah. Perubahantersebut akan berkaitan dengan sistem komunikasi nasional baru, yaitu suasana komunikasidalam pemerintahan (suprastruktur komunikasi) dan komunikasi dalam masyarakat(infrastruktur komunikasi). Komunikasi dipahami dalam konteks kenegaraan dengan sistemnilainya Pancasila dan UUD 1945, budaya serta berbagai lembaga yang ada. Dalam kerangkaini komunikasi birokrasi yang masih bersifat sentralistik akan menghadapi tantangan, yaitubagaimana suprastruktur dan infrastruktur komunikasi dapat dipertahankan dan berjalanseimbang untuk mencapai integrasi negara bangsa.Kata Kunci: Birokrasi Sentralistik, Pemerintah Daerah, Sistem Komunikasi Nasional Baru.

This research-oriented culture and a form of resistance against the culture of power in the novel Teguh Anak Jadah by A.D. Donggo studied from anthropological literature review. Interdisciplinary between anthropology and literature provide new understanding of the phenomenon of human culture in literature. The method used in this study using hermeneutic methods. This method outlined understand the text and the text intended for a review of literature. Hermeneutical suitable for reading literature for the study of literature, whatever its form, related to an activity that interpretation.  In general, the study found a form of culture and a form of resistance against the culture of power in the novel Teguh Anak Jadah by A.D. Donggo. Cultural manifestation in the form of a value system, a system of norms, physical culture, specific rules, politics cultural activities, and the work. Novel Teguh Anak Jadah by A.D. Donggo It also shows the impact of the New Order regime and its cronies make public mindset when it becomes depressed, silent habit deeply ingrained during the New Order government has given rise to a new habit that is easy to forget. Forgetting the role of self, the role of the organization, the role of the family, against fellow citizens of different ideologies.

This article reports on examination of the relationships between manager’s personal values, their attitudes toward concern for environment, concern for economic results and enterprise environmental responsiveness. Schwartz’s list of values and statements about the environmental and economic concerns is used. We analyzed 1179 managers’ answers from Slovenian enterprises with structural equation modeling. Manager’s concern results: (a) for environment positively and significantly and (b) for economics negatively and insignificantly, in influence on enterprise environmental responsiveness. Two value dimensions significantly influence enterprise environmental responsiveness and one negatively. Environmental concern mediates the effect of three, and concern for economic results mediates the effect of two value dimensions on enterprise’s environmental responsiveness. Generalization can be limited due to the focus on one Central Europe country; future examination is needed. Findings are useful for the development of enterprises’ pro-environmental behavior and development of enterprise value system. A model of enterprise’s environmental responsiveness is developed.

The ancient Education system of India, was very much prosperous, value-based and skill focused which further developed the teaching abilities and the intellectual level along with the knowledge of cultural heritage, awareness of responsibility towards nation, and more or less the number of the students participating towards learning. The base of present Indian education system was adopted by Indians from Britishers and the British given Economy system, Judicial system, Administrative System and Parliamentary system of India, is well taken care of by us. The emerging and so called developed phenomenon of corruption has not even spared this value system of learning. One of effective diversity techniques to combat fading on wireless channel is a cooperative communication system in which a source sends information through several relays and then forward it to a destination. A cooperative communication system has shown increased the system performance and reduced the energy consumption. However, it depends on the used relay mechanism that is relay protocols such as quantize and forward (QF) and amplify and forward (AF). In the previous research, energy efficiency of AF relay has investigated for a single-relay cooperative system, but multi-relay is more practical. Therefore, this research focuses on power efficiency in multi-relay cooperative communication system using QF protocol. The research method used is mathematical analysis and computer simulation for outage probability and power efficiency in the multi-relay QF. Simulation result found that multi-relay QF system could provide a high power efficiency, but the efficiency is reduced when the distance ratio increases. Power efficiency can be increased by adding the number of relays in the system. A comparison of power efficiency for QF and AF protocols has simulated, in which power efficiency of multi-relay QF is higher than that of multi-relay AF at distance ratio and power transmit. Thus, multi-relay QF system can provide high performance and power efficiency in the cooperative communication system.
