Shown are the stages of obtaining images of individual fields, regions and districts using satellites with a certain cyclicity. The possibility of obtaining information on the state of the land, including crop identification, determining the sown area of crops and the state of the crop, is being considered. In conclusion, it is concluded that phytopathological control using filming means is more effective since it becomes possible to get the most complete picture of the boundaries of the spread of the disease. This greatly simplifies the planning process and the organization of work to save the crop. It will also allow preserving tens of thousands of hectares of highly productive land in agricultural circulation.

Several states in the southeast have acknowledged the need for statewide water planning but have yet to act. In contrast, Georgia is on the cusp of completing the Georgia Comprehensive Statewide Water Management Plan (SWMP). The SWMP provides for resource assessments, forecasts, and regional water planning. Over the past three years, an extensive effort has been made to implement the SWMP. This article describes the planning process undertaken in Georgia. Several of the recommended practices are also highlighted and critiqued with respect to their potential to affect aggregate water use in the state.

The paper offers the first complete picture of the changing in the alloy composition of silver coins of the ancient Tauric Chersonesos. Coins from two largest collections were examined: the State Hermitage and the State Historical and Archaeological Museum-Reserve “Tauric Chersonesos”. In total, about 190 Chersonesean silver coins were studied by X-ray fluorescence spectroscopy. The results obtained made it possible to determine the stages of functioning of fool metallic value silver coins and to reveal the time of their transformation into conventional or credit coins. This happened at the end of the autonomous period of Chersonesos, after which silver coins were no longer minted in Chersonesos, with the exception of an episodic and controversial issue during the period of the influence of Mithridates VI.

The goal -is to explore ways of using Earth remote sensing data for efficient land use. Methods - detailed information on current location of certain types of agricultural crops in the study areas has been summarized, which opens up opportunities for the effective use of cultivated areas. It was revealed that the basis of the principle of the method under consideration is the relationship between the state and structure of vegetation types with its reflective ability. It has been determined that information on the spectral reflective property of the vegetation cover in the future can help replace more laborious methods of laboratory analysis. For classification of farmland, satellite images of medium spatial resolution with a combination of channels in natural colors were selected. Results - a method for identifying agricultural plants by classification according to the maximum likelihood algorithm was considered. The commonly used complexes of geoinformation software products with modules for special image processing allow displaying indicators in the form of raster images. It is shown that the use of Earth remote sensing data is the most relevant solution in the field of crop recognition and makes it possible to simplify the implementation of such types of work as the analysis of the intensity of land use, the assessment of the degree of pollution with weeds and determination of crop productivity. Conclusions - the research results given in the article indicate that timely information on the current location of certain types of agricultural crops in the studied territories significantly simplifies the implementation of the tasks and increases the resource potential of agricultural lands. In turn, the timing of the survey and the state of environment affect the spectral reflectivity of vegetation.

The present paper deals with one problem of quantitative controlling the seeding of the sown area by agricultural crops in different agroclimatic conditions. The considered problem is studied from the standpoint of three strategies: from the seeding planning perspective aiming at minimal risk associated with possible unfavourable agroclimatic conditions (a probabilistic approach is used); from the perspective of obtaining the maximum crops sales profit (a deterministic approach is used); from the perspective of obtaining the maximum crops harvest. For the considered problem, mathematical models are constructed (one probabilistic model and two deterministic models, respectively), their analytical solutions are found, and then, using a specific example, the application of the constructed and solved mathematical models is illustrated as well as the obtained numerical results are analysed..

The main purpose of the article is to reveal the features of the organization of work with the leading per-sonnel of the Soviet Union in the 1930-s – 1940-s, as an important component of the effective state man-agement. The article examines the state of work with the highest leading personnelof the Soviet Union in the 1930-s – 1940-s on the example of the personnel bodies’ activities of the All-Union Communist Party (Bolsheviks)(VKP (b)).The focus of the study is on the Personnel Departmentof the Central Committee, the time of functioning of which falls on the specified chronological period.On the basis of archival materi-als, the organizational structure of the Department and the most important tasks faced by its employees in the process of working with the highest party, Soviet, economic and military leaders of the country are revealed.Brief biographical information of a number of officials who held key positions in this party body is provided.The existing shortcomings in the work, the procedure and the ways of fixing them are highlighted.

The reviewed problem deals with the metrological support of sensory equipment using cameras with standard and infrared lenses. The elaborated method to use UAVs for remote shooting of agricultural crops and obtaining images is to be used to determine the level of nitrogen provision for grain crops has been developed. For radiofrequency correction of lighting changes while mineral nutrition state monitoring, it is recommended to use a method with the application of official data to be calculated on the basis of camera's regular camera exposure meter measurements. It is advisable to use an infrared lens for monitoring the state of individual crops using digital non-specialized cameras instead of optical one. Exampling GoPro Hero 4 digital camera, it has been found that there are three channels to use IR lens which have the characteristics of fixing radiation either in the infrared range or in the red area of the optical range.

Traditional methods used in transportation planning to identify bottlenecks and mobility issues, such as the Volume-to-Capacity Ratio and the Planning Time Index, have limited usefulness in identifying the exact location and extent of bottlenecks. Moreover, existing bottleneck identification tools flag all bottleneck types without distinction, despite the fact that strategies and resources used to address each type are different. This research first proposes a taxonomy of congestion to distinguish between different types of bottlenecks. It then describes a new methodology for identifying the location of recurring bottlenecks. Recurring bottleneck locations must experience a reduction in speed, an upstream accumulation of vehicles, and recurrence at the same location over three consecutive months. The methodology is currently used in long-term transportation planning and project selection in Colorado to identify and address the most severe bottleneck locations in the state.

Photonic integrated circuits (PICs) play a key role in a wide range of applications. Very often, the performance of PICs depends strongly on the state of polarization of light. Classically, this is regarded as undesirable, but more and more applications emerge that make explicit use of polarization dependence. In either case, the characterization of the polarization properties of a PIC can be a nontrivial task. We present a way of characterizing PICs in terms of their full Müller matrix, yielding a complete picture of their polarization properties. The approach is demonstrated by carrying out measurements of fabricated PICs.
