The paper attempts to define the trends of the intellectual property (ІР) management in the framework of an agrarian economy. The object of the investigation are the controversies of intellectual property relations in the systems of agricultural research for development (AR4D-systems) that testify to the difficulties in ІР management. Taking into account a global trend of changing the correlation of private and public interests to the benefit of the latter in terms of managing intellectual property in AR4D-systems, the paper aims to develop a comprehensive model of intellectual property public management (that guarantees fair balance of interests) and to clarify how to evaluate the integral efficiency of such model. The theoretical basis of the study were existing analytical investigations of the intellectual property policies (conventional policy standard; open innovation policy; mixed policies of combining intellectual property rights regimes). The main obtained result of the study is a general concept of the comprehensive model of intellectual property public management for the AR4D systems based on 5 managing clusters. The integral efficiency monitoring of the proposed model was tested on the example of Ukraine with the help of the methods of multicriteria optimization of the vector criterion. The results show that the integral efficiency of the Ukrainian model is higher than average, but it can be increased by improving the tools of the information and communication support cluster and the cluster of organizational and technical assistance and capacity building such as the availability of the mobilization fund, the availability of the specialized electronic credit and investment platforms, the level of awareness of the users, the number of users of the system's electronic services. The practical value of the obtained results is their strategic impact on a sustainable development policy.

Abstract. The article proposes scientific and methodological provisions for formation of the management model for innovative development of the economy of Ukraine on the basis of the general concept of socio-economic systems, taking into consideration the prerequisites and principles of a single system for implementing the goals of the model. Such a model includes the concept of innovative development, innovation strategies, innovation policy, and the mechanisms for innovative development management. It has been established that the formation of an effective management model of innovative development of the economy of Ukraine on the basis of adaptability and ability to provide a synergistic effect is possible provided striking the balance between the components with different potentials with a focus on natural potential. It has been identified the criteria for assessing the effectiveness of the management model for innovative development of the economy of Ukraine, which characterize the achievement by the country of a certain level of equipment and technology, the level of economic growth, welfare, and health of the population, intellectualization of society, environmental and economic security, etc. Further stages of decentralization in Ukraine and its impact on the economic development have been identified as follows: 1) deconcentration of power and resources; 2) adherence to the principles of the devolution of power; 3) power and resources will be distributed between traditional public authorities (state and self-governing) and market and public structures; 4) introduction of the newest models of public management of the economy. The priority tasks and features of the management model for innovative development of the economy of Ukraine in the context of decentralization are: 1) need to conduct research that will promote the use of opportunities for the progressive development of genetic research, combining an effective management system and technologies that complement the relevant achievements of genetics; 2) reducing the time for funding research, adapting the positive experience of highly developed countries; 3) formation of organizational and institutional structure aimed at simplifying the process of formation and implementation of economic innovations in Ukraine. This article is about an everyday paper object: an envelope. However, as opposed to most other flat paper containers, the enveloppe Soleau can only be bought from L’Institut national de la propriété industrielle (INPI) in Paris. At the cost of €15 you get a perforated, double-compartment envelope allowing you to constitute proof of creation and assign a precise date to your idea or project. But the enveloppe Soleau is something much more than just a simple and cheap way by which you can prove priority in any creative domain. It is a material footprint anchored to centuries of practices associated with disclosure and secrecy, a gateway into the infrastructure of the intellectual property system and its complicated relationship to the forms of knowledge it purports to hold. The purpose of this article is to consider the making of the enveloppe Soleau as a bureaucratic document, a material device performing a particular kind of legal paperwork. In four different vignettes, the article tracks the material becoming of the enveloppe Soleau as an evidentiary receptacle, beginning by going back to early modern practices of secrecy and priority, continuing with its consolidation in two patents (from 1910 and 1911) to the inventor Eugène Soleau (1852–1929), and ending up, in 2016, dematerialized in the e-Soleau. As a bureaucratic document, the enveloppe Soleau shows just how much work a mundane paper object can perform, navigating a particular materiality (a patented double envelope); formalized processes of proof (where perforations have legal significance); the practices of double archiving (in an institution and with the individual) and strict temporal limitations (a decade). Ultimately, the enveloppe Soleau travels between the material and immaterial, between private and public, between secrecy and disclosure, but also between what we perceive of as the outside and inside of the intellectual property system.

The scientific article examines the modern mechanism of protection of intellectual property rights in Ukraine. Attention is paid to the historically first using of the concept of intellectual property rights in international law and the shortcomings of this definition. The legal definition of this concept contained in the Civil Code of Ukraine is analyzed. It is concluded that the legislative enshrinement of intellectual property rights is evidence of its recognition by the state, and such a right applies to special objects, the list of which is enshrined at both national and international levels. The question of the relationship between the concepts of "protection" and "defense" of civil rights is covered. The main groups of approaches of scientists to the solution of this problem are indicated. An approach that defines "protection" as a general concept for "defense" is supported, where "protection" is a broader concept that covers the term "defense". Emphasis is placed on the fact that although these legal categories are related, they cannot be identified. The main features that distinguish these concepts are listed, and the features of "defense" as an independent concept are highlighted. There are given examples of definition of the concept of protection of intellectual property rights given by scientists. Based on these definitions, the main features of this term are summarized. The issue of forms of protection (jurisdictional and non-jurisdictional) has been studied. The general and special order within the jurisdictional form is distinguished. It is noted about the peculiarities of self-defense as a non-jurisdictional form. The focus is on the judicial (general) procedure for protection of intellectual property rights as the main one. Possible ways of protection (civil, administrative, criminal, and criminal) are analyzed. The problems and shortcomings of the current system of legal protection and protection of intellectual property rights in Ukraine are analyzed. Both reports from international partners and research by Ukrainian scientists were used. The authors outline ways to solve existing problems. The conclusions of the study are formulated and the possibility of further scientific research in this area is indicated.

The article is aimed at substantiating the major directions of development of the national economy in the context of reforms on the basis of ensuring effective public administration in Ukraine, which will allow achieving high social development in the country. The article explains the importance of increasing the effectiveness of innovation activities in government bodies to ensure the efficiency of the public administration and administration system in Ukraine in the context of reforms. The connection between the process of achieving the development of the national economy and the process of ensuring effective innovative activities by the authorities based on the implementation of effective public administration and management is established. The main obstacles to conduct an effective innovation policy in the country are defined. A further development of an integrated approach to ensuring effective innovation activities in the authorities is specified, which, unlike the existing approach, focuses on improving the regulatory, institutional, personnel, motivational, scientific-methodological, information-communication and financial provision for innovative activities in the authorities. The use of the proposed approach to ensuring effective innovation activities in the authorities will allow achieving sustainable development of the national economy in the country. The directions of development of the national economy of the country are proposed, which are based on ensuring effective public management of innovative activities of authorities in Ukraine in the context of reforms: implementation of innovative personnel policy that will allow to form the necessary professional competencies in officials and reduce resistance to innovations on the basis of accelerating their readiness for these innovations; use of modern information-communication technologies to increase the level of professional mobility of officials during innovation activities; introduction of managerial innovations by the authorities to increase the capacity of communities and reduce the deficit of local budgets; activation of project activities on the part of the authorities; strengthening institutional provision for innovation activities in government bodies to increase the efficiency of the process of coordination and support of this activity, thus creating a favorable innovation environment in the country.

The main aim of the research was to develop cognitive instruments that allow justification of decisions in national innovation policy. In the theoretical part of research fundamentals of national innovation policies of EU-members and Ukraine were compared to reveal factors that can accelerate innovation development. In the empirical part of research the analysis of innovation capability of Ukrainian enterprises was conducted based on financial, statistic and management reports and it confirmed that companies systematically conducted innovation activities, reached higher levels of innovation potential, innovative business opportunities and margin of economic security and, consequently, have more innovative capacities for innovation of all types. The formation of cognitive analytical base allowed the application of scenario modelling at the level of public management of innovation activity. Cognitive modelling approach was justified firstly by increased volatility in economic conditions of modern realities of crisis in the national economy, and secondly high-cost and risky innovations, fast diffusion of information resources during the introduction of innovation processes, and thirdly, the presence of the mutual influence of objects of national innovation system.

Quality management generally implies all the activities that are intended to bring about the desired level of quality. In order to improve the quality of a product or service in both private and public sectors, quality management has been exercised for a long time and broadly applied in various organizations. As many new buzz words emerge in both business and public management, however, it seems that its popularity has declined. Is quality management dead? Not really. Quality is a fundamental ingredient in innovation so it must not be disregarded, although there might be fluctuations in its popularity. This study reviews the developmental status of quality management in South Korea by looking at its status and conceptual changes from historical and comparative perspectives. Historically, quality management in modern Korea was influenced by Japanese and American practices. In a comparative perspective, however, European influence on quality management was not salient in Korea. Points for practitioners More buzz words or fads will be generated by issue entrepreneurs and business consultants. However, quality management will not fade away. Continuous improvement is an endless open-ended journey, as is quality management. It is fair to say that the need for government reform and innovation will never be exhausted. Therefore, the importance of quality management will be a continuing reality in the future, perhaps with some adjustment of its rhetoric or riding on an irresistible wave of reform for adaptation. Quality has been reflected through innovation, and vice versa.

The growing importance of intellectual property as an asset raises the question whether exercising of the intellectual property rights shall be regulated by antitrust law to protect against possible abuses and ensure the efficiency of the economy. The study aims to improve the existing regulation in the Russian Federation and align it with the idea of balancing private and public interests while fostering competition and encouraging innovation.

New public management organisations tend to import managerial processes and behaviour from the private sector, and have been doing so in the post-Keynsian era. Increasingly those economies that were nationalised for large collective rebuilding programs after the Second World War were being deregulated and new models of management based on private enterprise and monetary accountability became the norm. This chapter provides an overview and contextual commentary on the origins of the public and private, the current era of public management, describes the characteristics of public and private partnerships; the factors of partnership performance, the characteristics of success and limitations, and concludes with a contextual discussion of Public and Private Partnerships.
