The article investigates the ways and means of improving and perfecting the state of labor protection at transport enterprises of Ukraine through the implementation of international standards for risk management and occupational safety. A detailed analysis of international standards for occupational safety, and their main benefits that improve the health and safety of enterprises. The object of research is international standards on occupational safety and risk management. The purpose of the work is to analyze the implementation and use of international standards on occupational safety and risk management at Ukrainian transport enterprises. Research methods - analytical. Quality management of labor protection at enterprises is one of the priority areas of transport enterprises in order to reduce occupational injuries and improve working conditions. In order to effectively manage labor protection in transport enterprises, the authors of the article propose the introduction of international standards in the field of occupational safety and risk management in Ukraine. Examining the chosen topic, it was found that in many works that devoted to the application of international standards on occupational safety was not a generalization of all regulations and standards on labor protection and risk management in the enterprise. The main directions for the implementation of international standards for occupational safety and risk management in transport enterprises of Ukraine are proposed. The results of research can be recommended for implementation in the management system of labor protection at transport enterprises of Ukraine. Occupational Health and Safety (K3) is aimed as an effort to create a workplace that is safe, healthy, free from environmental pollution, so that it can reduce and or be free from work accidents and occupational diseases and can have an impact on increasing work efficiency and productivity. The need for implementation and Monitoring of the Occupational Health and Safety Management System at PT. Mujur Lestari must have a good corporate culture and be able to contribute to SMK3. For that PT. Mujur Lestari makes implementation and Monitoring to minimize the risk of work accidents for employees. The sample used in this study were employees of PT. Mujur Lestari, totaling 81 people. The data collection method used a questionnaire while the analytical method used was multivariate analysis. The results showed that there was an influence between knowledge on the Occupational Health and Safety Management System (SMK3) at PT. Mujur Lestari with a tcount greater than ttable, the effect of applying the Occupational Health and Safety Management System (SMK3) with a tcount greater than ttable, the effect of Monitoring on the Occupational Health and Safety Management System (SMK3) with a greater tcount from ttable and there is no relationship between the implementation and Monitoring of the Occupational Safety and Health Management System (SMK3). The conclusion shows that the knowledge variable has a positive and significant effect on the Occupational Safety and Health Management System (SMK3), the application variable has a positive and significant impact on the Occupational Safety and Health Management System (SMK3) and the Monitoring variable has a positive and significant effect on the Occupational Safety and Health Management System. Purpose. Improve existing theoretical understanding of the mechanisms of risks occurrence and their minimization in the occupational health and safety. Method. The following research methods were used in the work: analysis of scientific and technical literature and international standards for risk management in the occupational health and safety – to improve the set of basic terms and concepts, as well as the risks classification; general logical methods – to establish and substantiate the mechanisms of risks occurrence to life and health of the employee in the “man – machine – environment” systems and the principles of their minimization. Results. The basic concepts and terms for objective and comprehensive implementation of the risk management process in accordance with the purpose and tasks of the functioning of occupational health and safety management systems at enterprises were substantiated and proposed for application. The factors impacting on the level of residual risk of occupational dangers occurrence, as well as the theoretical possibilities of achieving the minimum possible level of its values ​​within the functioning of “man – machine – environment” systems were determined and substantiated. The main factors that have a negative impact on the state of functioning of “man – machine – environment” systems and their nature were described. Mechanisms of the occurrence and minimization of risks to the life and health of the employee in these systems were established and substantiated, resulting in improving the principles of their management. Scientific novelty. The principles of risk management in the occupational health and safety, which were needed to identify and eliminate vulnerabilities (within the implementation of the Schuhart-Deming cycle), which are always formed during employee interaction with elements of “man – machine – environment” system under the impact of stochastic and non-stochastic negative factors were improved. Practical importance. The results of the research can be used to improve the international regulatory framework for risk management in the occupational health and safety, in particular the standards of the series ONSAS, ILO-OSH, ISO and others.

Purpose: In this article the analysis of integrated management system of quality,environment and occupational health and safety was presented. The functioning of suchsystem on the selected enterprise was discussed.Design/methodology/approach: The new standards of PN-EN ISO 9001:2015, PN-ENISO 14001:2015 were presented. Also, the occupational health and safety managementsystem according to the new ISO 45001 standard was shown. The necessity of themanagement systems integration was presented.Findings: In this paper the changes in PN-EN ISO 9001:2015, PN-EN ISO 14001:2015 werepresented. The advantages and disadvantages of the integrated management system in theselected enterprise were shown.Practical implications: The most important changes in ISO standards for quality,environment and occupational health and safety were presented. There is also significantto show the faults in implementation and operation of the integrated management system,what will protect other organizations before such problems.Originality/value: In this paper indicated that only proper implementation of the integratedmanagement system based on PN-EN ISO 9001, PN-EN ISO 14001 and PN-N-18001 couldprovide real benefits. Otherwise, it is an unnecessary waste of time and money.

The article presents the results of research carried out within the framework of the scientific and technical program in the Republic. As a result of the study, a methodology for evaluating the effectiveness of the occupational health and safety management system implemented at enterprises was developed. We believe that the results of such studies, which determine the innovative system of labor protection management in the Republic of Kazakhstan, along with their application at domestic enterprises, make a great contribution to the development of science and technology in the field of labor protection.

Occupational safety is the prevention and elimination of dangers and hazards that can cause workplace injuries, occupational and other diseases and damage to the employees’ health. According to the modern concept, it implies constant monitoring of the situation with the aim to explore ways and design measures for the improvement of an occupational health and safety system. An effective way to monitor the situation in an occupational health and safety system is to define performance or success indicators, whereas, in practice, the most commonly used tool is occupational safety indicators. Indicators of work-related injuries can be absolute and relative. Since absolute indicators do not provide a realistic image of the state of workplace safety, we shall use relative indicators. A relative indicator of occupational safety often used is the injury frequency index. This indicator was obtained as the ratio of the number of injuries and effective working hours over the observation period or the number of employees in the production and business system. Also, the same indicator can be calculated in relation to the volume of production.In the forestry sector, where occupational injuries are frequent and often fatal, monitoring indicators of occupational injuries allows us to see the movement of the observed phenomenon (occupational safety) in a certain period, and also to determine the general trend of its movement (decline or growth) and most importantly to develop preventive measures. In addition, the analysis of workplace injuries using the indicators enables the comparison of occupational safety in business systems from the same activity and, thus, foster the transfer of know-how and good practice from the systems with high levels of occupational safety.

Purpose. The purpose of the article is development of a rating algorithm to assess the effectiveness of the occupational health and safety management system at electricity companies. The algorithm aims to determine the ranking scale of enterprises according to standardised safety indicators. Methodology. There is a certain level of uncertainty on the existing methods for providing and analysing statistical information on accidents, occupational hazards, occupational injuries and occupational diseases. Planning and management tasks are most often carried out when the necessary formal information is insufficient or uncertain. In addition to numerical statistics, information may include other, informal quantities that cannot be measured. Therefore, logical calculations with multivalued logic or ranking rules and investigate the invariance of selection rules for groups of transformations on a finite set of alternatives can be used to handle such knowledge. The formalisation of the ranking problem based on the Copeland method involves the construction of pairwise comparison tables for all formal safety indicators.Obtaining an assessment of the situation occurs with the use of a computer system and a decision support system, which increases the efficiency and accuracy of the assessment of the situation. Results. A formal apparatus for rating single-type enterprises to assess the effectiveness of the enterprise occupational health and safety management system in the have been developed using intelligent information technologies. Originality. Based on the Copeland method and the paired comparison method, a safety rating algorithm has been developed, the implementation of which makes it possible to assess the performance of the occupational safety and health system. The results have illustrated the competitive advantage of some enterprises over others and motivate management to take action to improve workplace safety. Practical value. Formalisation of information on hazardous and harmful occupational factors makes it possible to treat the subject area as a complex dynamic system, consisting of objects of a different nature, the totality of which determines the safety level. The developed rating method allows transferring the obtained results to decision-making support systems, illustrating competitive advantages of some enterprises over others, motivating management to take actions to improve occupational safety.

Analytical approach to the assessment of the state of the occupational health and safety management system is considered based on the constant analysis of hazards and current risks, regular adjustment of the occupational health and safety management system depending on the decrease or increase in the assessment of its state. In the presented model the Bayesian approach is used, in which on the basis of the apriori value of the complex indicator for assessing the state of the occupational health and safety management system the possible a posteriori change of this indicator is determined depending on the factors affecting its state (availability of the organizational documentation, observance of the labor rights of the employees, organization of training and instructing on occupational safety, accounting of incidents, assessment of the risk of injury and death of the personnel, etc.). To obtain the posteriori assessment, only those indicators characterizing the state of the occupational health and safety management system are considered, the values of which have changed in the current year compared to the previous one. The method of maximizing the posterior probability density is used. The effectiveness of the occupational health and safety management system is assessed using the intervals of the Harrington function. The boundary values of this function corresponding to a good, satisfactory, and poor assessment of the effectiveness of the occupational health and safety management system are determined. As an example, the calculation of the posteriori assessment of a complex indicator of the state of the occupational health and safety management for a fire protection unit is considered. It is shown, that as a result of implementing measures for labor protection the complex indicator for assessing the state of the occupational health and safety management system increases, the assessment of its effectiveness improves.
