The article provides the typology of online educational materials, concretizes and clarifies digital competencies that are in demand in the modern information educational environment. In accordance with the principles of the system-activity approach, a methodology for the formation of digital competencies in future teachers in the context of the organization of project activities of students of pedagogical specialties is proposed. It is shown that this activity can be associated with the step-by-step methodological development of electronic educational materials in the environment of online services.

The urgency of the problem is associated with an increase in the number of electronic resources in many information and library institutions, the need to search for information from any sources, including external ones, the provision of documents from a group of funds (corporations), the presence of electronic catalogs and search systems. Finding information from catalogs and other search engines has always preceded the execution of orders in the interlibrary service. Borrowing and using documents from different collections (provision of interlibrary services) is possible only if there is up-to-date metadata of modern information retrieval systems (ISS). The purpose of the article is to summarize the results of studying several types of search engines. At the same time, attention was drawn to new scientific publications on the topic under study. An analysis of domestic and foreign materials on the options for searching for information is presented, which is very necessary for users, including those who are remote in the provision of interlibrary services.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Aim/Purpose: Vision 2030 (Saudi Arabia’s national development plan) expects women (50% of all university students) to contribute to a viable economy and ambitious nation, meaning data about their quality of academic life (QAL) during their university experience are timely and significant. They are key players in the nation’s future. Background: This inaugural, exploratory study addresses this under-researched topic by exploring the spiritual, cognitive, physical, social, and psychological dimensions of Saudi female graduate students’ QAL. Methodology: Data comprised the lead author’s reflections and reflexion and interviews with 17 Saudi female graduate students conveniently sampled from Imam Abdul Rahman bin Faisal University (IAU) (Eastern Province) in January 2020. A new Academic Quality of Life Schema was especially designed for this study and future research. Contribution: A Middle Eastern country’s perspective is shared about female graduate students’ QAL from a holistic perspective (spiritual, mind, and body) and through the lens of a new QAL Schema (cognitive, social, and psychological). Findings: Spirituality was the highest rated holistic QAL dimension (76.6%) followed with body (67.4%) and mind (intellect) (58.8%). Despite a generally positive QAL evaluation (67.6%), participants (a) lamented their inability to sustain previous levels of religious devotion and practice, (b) reported health issues with deep emotions and surprise, and (c) experienced dissatisfaction with the educational aspect of their QAL. Regarding the QAL Schema, (a) their lack of research savviness hampered their ability to learn and enjoy the graduate experience; (b) psychological anxiety hampered their ability to connect with the Creator and poor time management and heavy academic workload compromised exercise and leisure with all three causing an imbalanced lifestyle; and (c) social peer camaraderie and positive classroom environments were appreciated. Recommendations for Practitioners: Women’s colleges should (a) collect subjective data about female graduate students’ satisfaction with university services, specialization and teaching decisions, and faculty members’ and peer colleagues’ support; (b) provide and promote services related to places and means of recreation, leisure, and alone time; and (c) ensure that guidance and counseling offices develop strategies to reduce stress and anxiety factors hindering QAL. Recommendation for Researchers: Future studies should use larger sample frames and, for comparative purposes, previously validated empirical QAL instruments. Saudi-based QAL studies should include religion. Mixed methods research designs are recommended as is a gendered comparative study for the gender-segregated Saudi higher education context. Impact on Society: Deeper understandings of Saudi female graduate students’ QAL will facilitate (a) tailored institutional and faculty support leading to higher enrolment levels, (b) stronger knowledge bases and more sophisticated research skills for students and (c) improved labor force participation. Future Research: Over 1/3 of participants felt their academic gains were not as strong as anticipated, yet few commented about teaching staff or teaching methods. Future research should expand inquiries into the educational aspect of QAL as well as the underrepresented social aspect of QAL.

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. The article reveals the experience of implementing the educational and scientific program “Professional Education” for applicants of the third (educational and scientific) level of higher education specialty 015 Professional Education (by specializations) at Alfred Nobel University. Features and purpose of the educational and scientific program “Professional Education”, as well as its structure (educational and scientific components) are described. The volume of the educational component of the educational and scientific program is given – 45 ECTS credits, of which the cycle of general (18 ECTS credits) and professional (27 ECTS credits) training, including the discipline of free choice of applicants (12.5 ECTS credits). Particular attention in the educational and scientific program is paid to the content of competencies sufficient to solve complex problems in the field of professional and / or research and innovation in the field of education. A brief description of the content of the scientific component of the program, which provides for the implementation of their own basic and / or applied research with the appropriate design of the obtained scientific results in the form of a dissertation, testing of research results. Methodological approaches (systemic, competence, activity, andragogic, student-centered, personality-oriented, participatory, environmental, integrative) and principles (systematization, scientificity, systematicity and consistency, clarity, integration of theory and practice, consciousness and activity) are substantiated and defined. Independence and activity of subjects in training, interdisciplinary connections, a positive emotional background of training, maintenance of unity of educational, developmental and educational functions are put into practice in the educational and scientific program. The main types of classes, methods and means of teaching future doctors of philosophy are identified. Emphasis is placed on the peculiarities of graduate research activities of graduate students. Ways of realization of individual educational trajectory for each postgraduate student are demonstrated (drawing up of the individual curriculum; a choice of the block of disciplines from a selective component at one’s own will, choosing the subjects of scientific and practical research works according to the interests of applicants of higher education; the organization of independent work of applicants by means of educational computer programs and electronic textbooks; certification courses for the formation of additional professional competencies; distance education; drawing up an individual schedule of graduate students; types of communication between research and teaching staff with applicants; participation in various extracurricular activities). Emphasis is placed on the scientific achievements of higher education seekers (publications in professional journals, collections of scientific papers, reporting the results at annual scientific and practical conferences, publication of research results in a foreign language in periodicals, participation in the research work of the Department of Innovation Technologies in Pedagogy, Psychology and Social Work, scientific and pedagogical internship, etc.).

Introduction. Personnel of the highest scientific qualification are the basis of staffing the competitive development all sectors of the national economy of the Russian Federation. At the same time, there is no reliable statistical information about the total number of Candidates and Doctors of Sciences and their age structure. Scientific publications do not present approaches to carry out the estimate of the number of persons with scientific degrees. Materials and Methods. The article proposes a model for calculating the age-specific number of Candidates and Doctors of Sciences on the basis of annual statistical data on the number of defenses of candidate and doctoral theses and survival rates. Since the detailed data are presented only for the period starting from 2008, and the aggregated data are not known for all years, the corresponding interpolation methods are proposed to restore the missing data. According to the proposed models, calculations of estimates of the number of Candidates and Doctors of Sciences are made, approximation functions are constructed. The results of the calculations were verified on the basis of statistical data on the number of researchers with a degree of Candidate and Doctor of Sciences in different sectors of the economy and the number of Candidates and Doctors of Sciences among the teaching staff of universities. Results. The results of the study are 6 models for calculating the number of Candidates and Doctors of Sciences, approximation function of the multiplicative survival coefficient for persons with scientific degrees, approximation functions of the age distribution of the applicants of degrees of Candidate and Doctor of Science, approximation functions of agerelated and cumulative distribution of the number of Candidates and Doctors of Sciences, quantitative estimates of the number of Candidates and Doctors of Sciences in 2019. Discussion and Conclusion. The proposed models have shown their adequacy. As a result of the calculations, it was found that the number of Candidates of Sciences in the age category of 20–80 years is 468,000 people, and the number of Doctors of Sciences in the age category of 30–90 years is 72,000 people. According to the obtained numerical values, approximating functions were constructed to get the number of Candidates and Doctors of Sciences in any age range. Since the system of personnel of the highest scientific qualification is sufficiently inert, the data obtained of age structure of the personnel of the highest scientific qualification will retain its character for at least another 10 years. The obtained estimates of the number of persons with scientific degrees allow us to characterize the personnel potential for decision-making in the management of high-tech sectors of the economy. The constructed models can be used to solve the problems of forecasting in the field of development of science-intensive technologies and in higher education for the training of highly qualified scientific personnel and replenishment of the scientific community.

The research substantiates the role of clinical psychologists in the system of comprehensive rehabilitation within the conditions of bio-psychosocial model of rehabilitation. Practical experience and the analysis of scientific literature made it possible to describe peculiarities of modern complex rehabilitation and the problems experienced by clinical psychologists. The authors determined difficulties and characteristics of professional work of rehabilitation psychologist within modern legal terrain. One problem is the lack of professional standard for the profession of clinical psychologist. The other problem is the inconsistency in the use of terms denoting professional specifics. Тhe paper focuses on the specificity of psychodiagnostic and rehabilitative work of a psychologist in the light of changing theoretical basis of rehabilitation and the transition from the International Classification of Disability Disorders and Social Insufficiency to the International Classification of Functioning, Disability, and Health. The authors showed the discrepancy between the theoretical approaches of domestic and foreign psychology to the assessment of mental disorders. New professional tasks of the psychologist are defined taking into account multidisciplinary orientation of rehabilitation process. The paper describes the problems of professional training of clinical psychologists and specifies new educational tasks are specified proceeding from the modern approach to rehabilitation. Positive dynamics in the solution of the declared problem can be found in new legislative initiatives, development of General clinical recommendations for rehabilitation psychologists, scientific publications on psychological rehabilitation, update of educational programs for training clinical psychologists.

This article critically explores the understandings about the English academic literacy needs of international graduate students from the perspective of academic teaching staff in a Faculty of Education at a large Australian university. Research suggests that international graduate students for whom English is another language, on coming to English speaking countries, acquire English academic literacies as part of a complex set of academic competencies needed for successful graduate study. In this study, 16 academic teaching staff participated in focus groups and revealed their understandings and practices about academic literacies in the context of their experiences of working with international graduate students as teachers and supervisors. Emergent thematic analysis and Bourdieu’s ideas of doxa, field, and habitus were used to examine the data. Findings revealed a range of beliefs about what international graduate students need regarding academic literacies and language support, and some contestation about the role of the academic in providing literacy support. This suggests challenges of consistency in graduate teaching and learning, and the need for greater clarity concerning what equitable support international students are given.
