The work is devoted to the consideration of the features of the territorial structure and municipal land administration of Novosibirsk. Novosibirsk has some features of the territorial structure associated with the specifics of its formation, which one way or another should be taken into account in the municipal administration of the territory. In addition to the features associated with the territorial structure, as in other cities of Russia, factors of violation of land legislation, inaccuracy and incompleteness of data on real estate, and insufficient information and cartographic support impede effective municipal management. The paper presents the main factors affecting the effectiveness of the municipal government of the city of Novosibirsk.

Developments in Yogyakarta City have driven residents of the city and its outskirts to access available social facilities, such as education, healthcare, and employment. If this continues, various social and urban problems may emerge, including increased population density and traffic congestion. Another implication of this process is decreased environmental carrying capacity as a result of continued use of non-sustainable approaches to development. This study aims to model the complexity of the relationships between aspects i.e., social, economic, and environmental of the area studied. The system dynamics method is used, as it is a disciplinary approach that is able to fully explore problems that occur in interconnected systems rather than examining incidents partially. As the basis for this model, the causal loop diagram (CLD) model has been applied based on literature studies and field observations. The result shows that developments in the tourism and education sectors are the main factors affecting the intersections of social, economic, and environmental considerations.

The article is devoted to the question of realism of cadastral valuation of real estate objects in 2016 using as an example of land teachings of the city of Kursk. The author made a structural analysis of the components of the cadastral value. A number of problems that affect the reliability of the results are revealed. The approaches used in the implementation of the state cadastral assessment, depending on the types of permitted use. Statistical model of cadastral value calculation is shown on the example of Kursk. The main expert factors which were used in calculation of specific indicators of cadastral cost for the allocated types of the permitted use are displayed. The main factors determining, in the end, the dimension of the cadastral value are highlighted. The article reflects the analysis of a detailed study of the cadastral characteristics of the land plots, which are assigned to different types of permitted use and located in different districts of the city of Kursk. Performed a structural analysis and comparison of the cadastral characteristics of the land. The comparative criteria include: the address of the object, cadastral number, the type of permitted use, the result of cadastral valuation of land for 2016, recalculation of cadastral value based on the value of a unit of land, the appearance of the land (in order to visualize improvements). Based on the analysis of multiple data, conclusions about the need to adjust the results of cadastral valuation in respect of the objects under study, the expansion of correlation factors forming specific indicators of cadastral value.

In the paper proved is the necessity of using system-based approach and modern mathematic and economic instruments in municipal management to increase the efficiency of management decision-making. Described is the balance-optimization economic-mathematical model that allows optimizing the growth of the key indicators of municipal units. The main instrument of the model is the method of dynamic programming developed by Richard Bellman. Used and projected in the model are the factors included in the list of the key indicators assessing the performance of municipal administration. The model predicts the development in the long run – for the period of 25 years. There is a positive experience with the application of this model for two small towns: Berdsk and Kyzyl. In the paper analyzed are the results of using the model for a large municipal formation – the city of Novosibirsk. Calculations have shown that in general the model may work with actual economic information and yields positive results but along with this it requires being adapted to the size of a municipal entity and the structure of the key indicators of its development.

The city is a typical natural and social dual water circulation area. The water use characteristics of the city have obvious dual attributes, and there are many factors (both on nature and social side) affecting the urban water consumption (UWC). This article aimed to research the structure and characteristics of the UWC. Taking the provincial capital cities of China as the research objects, 24 index factors and data of the year 2015 were selected to construct a multivariate regression model between urban UWC and index factors. The results showed that the combination of correlation analysis and full subset regression could effectively screen the prediction variables of UWC. Principal component analysis could effectively reduce variable dimensions of UWC while preserving raw dataset information as much as possible. The main factors affecting UWC on the social side include the built-up area, the urban population, road cleaning area, residential electricity consumption, and per capital water consumption, and the main factors of the natural side include per capital green land and precipitation.
